On behalf of the International Wushu Federation (IWUF), I am pleased to extend a very warm welcome to athletes, coaches, officials, and friends from around the world to the 14th World Wushu Championships in Kazan, Russia

This 14th edition of the World Championships brings together many of our well-known star athletes, but also new faces whose breakout talent will undoubtedly raise some excitement at these Games Our wushu community – or what has become warmly known by many as our “wushu family” – celebrates the forward movement and development of our sport by their participation here today I fully expect that Kazan’s athletes will transcend past benchmarks, reaching their apex and fullest potential at this great event. Each World Championships also leaves its mark by crafting its own refinements in technical levels, organization, and media promotion – and sets the bar higher again for another two years. Kazan now finds its place in wushu history, and advances the pace anew for our sport’s widening future path

I would like to offer heartfelt thanks to the City of Kazan, the Russian Wushu Federation, and the Kazan LOC, whose deep commitment to organizing these Championships has been outstanding IWUF is also deeply appreciative of the concerted effort of all volunteers, officials, judges and supporters of this event. And to the athletes who have worked, sweated and sacrificed to be here today, you are the lifeblood of these Games – enjoy your moment.

As we celebrate the world’s best wushu here in Kazan, we are now joined by the rest of the world as never before The competition will be streamed live across Russia, and around the world on Wushu tv, Facebook Live and Youtube Never have so many wushu fans and viewers had the opportunity to connect in real time with the excitement and action of our sport, sharing in the triumphs and experiences of each and every athlete

In recent years, the capital of Tatarstan has hosted plenty of major international sporting events This time the best wushu athletes from more than 50 countries will come to Kazan to demonstrate their talent, athletic prowess and will to win

Wushu is a beautiful martial art that develops physical strength, improves reaction speed and teaches self-control and endurance I am sure that staging the World Wushu Championships in our country will contribute to the growth in popularity of this sport amongst Russia’s young people

Duration 3 hours This tour features the landmarks of the city with a 1,000-year history where the western and eastern cultures are harmoniously intertwined. The experienced guide will accompany guests to the Old-Tatar Sloboda (where the Tatars lived after Kazan was conquered by Ivan the Terrible), Sukonnaya Sloboda (the city’s former industrial complex, founded by Peter the Great) and to the Liberty Square which houses the Kazan City Hall, Opera and Ballet Theatre, the Music conservatory, the Republic of Tatarstan Government Building and the Church of the Exaltation of the Holy Cross, where you will see the wonderworking Kazan Icon of the Mother of God. Tour participants will also visit the jewel of the city – the Kazan Kremlin, including the Kul Sharif mosque, the Annunciation Cathedral, the Leaning Suyumbike Tower, etc.

KAZAN SIGHTSEEING TOUR WITH A VISIT TO THE KAZAN KREMLIN

Duration 3 hours The Raifa Bogoroditsky Monastery is considered to be one of the most beautiful monasteries in the Republic of Tatarstan. The complex is located in the Volga-Kamsky Reserve, 18 km away from Kazan. The Monastery was founded in the 17th century, fully renovated 10 years ago and is currently being used.

Duration 5 hours The Sviyazhsk island city was founded in the 16th century by Ivan the Terrible as a fortified post in front of Kazan. The island’s appearance has not changed significantly since then. The island houses two monastery complexes and the famous 16th century wooden church which was built in one day.

TOUR TO THE SVIYAZHSK ISLAND CITY

Duration 10 hoursThe Bolgar Museum Reserve is one of the few historical and architectural complexes of the Volga Tatars (9th–10th centuries). Bolgar is a place of worship and pilgrimage for Muslims seeking to make a minor hajj to the holy places. This was where, in 922, the capital of the Volga Bulgaria officially accepted Islam and thus linked its fate with the culture of the Islamic world.

The 14th World Wushu Championships (14th WWC) is the official world championship event which hosted by the International Wushu Federation. The World Wushu Championships takes place biennially and is the official pinnacle championships of the IWUF and features its highest competitive level within the sport. The City of Kazan (Republic of Tatartsan), Russian Federation, with the support of the Russian Wushu Federation, is responsible for the organization of the 14th WWC under the auspices of the IWUF.

PARTICIPATION METHODS1 Each country or region may

maximum twelve (12) members, including one team leader, two coaches, one doctor, and eight (8) competitors (including men & women).

3 Each competitor may enter a maximum four (4) Taolu Competition Events one (1) Optional Bare-Hand Routine; Two (2) routines from the following:- Optional Short Weapon

Routine: Daoshu, Jianshu, Nandao, Taijijian;

- Optional Long Weapon Routine: Gunshu, Qiangshu, Nangun;

- Traditional Routine: Xingyiquan, Baguazhang, Shuangdao, Shuangjian/ Male competitors may only compete in Xingyiquan for Traditional Bare-Hand Routine and Shuangdao for Traditional Weapon Routine;

Female competitors may only compete in Baguazhang for Traditional Bare-Hand Routine and Shuangjian (Double Straight Sword) for Traditional Weapon Routine; Choreographed Sparring Routine Events: Each team may at most enter one (1) of the choreographed sparring routine events (either men’s or women’s)

4 The Registration of Degree of Difficulty for Optional Routines shall be submitted before 24:00 (Beijing Time) on August 4th, 2017 through the online registration system simultaneously when submitting the final entry for a team.

5 Each competitor must bring along with them a valid Health Certificate (including electrocardiogram, pulse and blood pressure) issued within 30 days prior to the start date of the competition signed by a qualified doctor and a Life

Accidental Injury Insurance Certificate valid for the entire duration of their stay in Kazan Should the health certificate and/or medical report be in a language other than English, it is required that the IWUF medical form be completed in English, signed and stamped All competitors are required to submit a completed and signed waiver of liabilities form

COMPETITION METHODS1 Competition includes individual

competition only 2 Unless otherwise stated

within these regulations, the competition will be conducted in accordance with the “Rules for International Wushu Taolu Competition” (2005)

3 Optional Events: These divisions will implement the “Scoring Method and Criteria for Degree of Difficulty of Movements of Optional Routines” - Optional Events: Within a

single routine, an athlete may register and perform a degree of difficulty jumping technique of the same grade at most two times, however in such cases the degree of difficulty connection technique for these jumps may not be repeated (e g within a single optional routine an athlete may register and

perform Xuàn Fēng Jiǎo 360° (Tornado Kick 360°) at most two (2) times, but the degree of difficulty connection technique for these may not be the same, they should be 2 different connection techniques )

5 All athletes are required to execute their optional routine’s relevant compulsory/mandatory techniques as stipulated in the rules Failure to do so will result in deductions as stipulated in the rules

6 For Traditional Bare-Hand Routines; Traditional Weapon Routines and Duel Events “Scoring Method and Criteria for Non-Degree of Difficulty of Movements” will be implemented

7 For Traditional Bare-Hand Routines (Xingyiquan & Baguazhang) and Traditional Weapon Routines (Shuangdao & Shuangjian), the following will be implemented:- The total routine duration

must be between 1 minute (including 1 minute) and 1 minute 30 seconds (including 1 minute 30 seconds)

- The traditional practice methods of different regions, different clans and stylistic differences between generations of traditional Xingyiquan, Baguazhang,

Shuangdao and Shuangjian may all be employed within these competition events respectively For example: Xingyiquan’s Wuxing Quan (Five Elements Fists), Shi Er Xing Quan (12 Animal Forms), Xingyi Lianhuan Quan (Xingyi’s Linking Forms); Baguazhang’s Laoba Zhang (8 Old Palms), Lianhuan Zhang (Linking Palms); to traditional Shuangdao methods; traditional Shuangjian methods etc. may all be employed respectively

8 Accompanying music is required for Taijiquan and Taijijian routines which must be uploaded through the online registration system with each team’s final entry submission. Music with vocals and lyrics is not permitted

9 The power of interpretation of the Rules rests solely with the IWUF In the event of discrepancies in the interpretation of the Rules, the Chinese Text shall prevail

COSTUMES & EQUIPMENT1 Competitors shall wear wushu

competition costumes in compliance with the rules during all events This must be brought & prepared by the competitors themselves

2 All weaponry must conform to the requirements as stipulated in the rules This must be provided by the competitors themselves

PLACING & AWARDSAwarding for Men’s and Women’s Taolu events will be respectively as follows:1 1st–8th Place: If the number of

competitors is 10 and above in a single division

2 1st–3rd Place: If the number of competitors is between 6 & 9 in a single division

3 1st–2nd Place: If the number of competitors is between 3 & 5 in a single division

4 No placing or awards will be bestowed if the number of competitors in a single events comprises of two (2) or less competitors

4 Only competitors between 18 and 40 full years of age, born between 01/01/1977 & 31/12/1999, will be accepted

5 Each competitor should bring along with them a valid Health Certificate (including electroencephalogram, electrocardiogram, pulse and blood pressure) issued within 30 days prior to the start of the competition signed by a qualified doctor and a Life Accidental Injury Insurance Certificate valid for the entire duration of their stay in Kazan

Should the health certificate and/or medical report be in a language other than English, it is required that the IWUF medical form be completed in English, signed and stamped All competitors are required to submit a completed and signed waiver of liabilities form

COSTUMES & EQUIPMENT1 Each competitor is required

to possess two (2) sets of competition costumes: one set in blue and one set in red

2 Each competitor is required to possess their own mouth guard, jockstrap, and instep guard.

3 Gloves and other protective equipment will be provided by the Organizing Committee

4 Competitors of the Islamic faith are required to prepare their competition costumes in line with the relevant article within the “IWUF Wushu Sanda Competition Rules & Judging Method 2017”

PLACING & AWARDS1 The top three place athletes

within each weight category will receive a placing and award for both men and women

2 Third place athletes will be placed in juxtaposition.

COMPETITION VENUE

The Gymnastics Centre in Kazan was opened on 14 November, 2012 It is one of the largest gymnastics arenas in Russia The centre hosted a number of major tournaments, including the artistic and rhythmic gymnastics competitions as part of the 27th Summer Universiade in 2013, European Badminton Championships (2014, 2016), All-Russian Judo Tournament and others

The Gymnastics Centre has been actively used as a training venue since staging the Universiade in 2013

Up to 300 athletes and students can have the opportunity to train at the centre at the same time There is a 72×40 m sports hall for competitions, two practice halls, a conference room, stands with 3200 seats, a press centre for 50 seats, a massage room, a gym and a fitness studio The total area of the venue amounts to 20,000 sq m

MEDIA ZONESMedia zones on the venue will be operating for the comfortable work and convenience of the accredited media representatives The detailed venue planning is available at the end of this handbook

PRESS CENTRELocation: Gymnastic centre, 3rd floor Press Centre Opening hours: On 28 September, access to the Press Centre will be provided 1 hour before the Opening Ceremony and 1 hour after the ceremony ends 29 September-3 October 2017 opens 1 hour before the start of the competitions and closes 1 hour after the end of competitions. The working zone of the Press Centre contains workplaces equipped with computers as well as workplaces which allow connect journalists’ own devices to power supply and the Internet It is also equipped with information desk, where the latest information on the competition and events will be obtained All results will be distributed in print as well

MIXED ZONEThe Mixed Zone is a dedicated area set up after the Flash Interview Zone where the non-rights holders and accredited media get access to the athletes for post-competition interviews Depending on the

type of the media, priorities in the organisation of interviews are as follows:• Host broadcaster• non-rights holders and

accredited Press

Mixed Zone operates for 3-5 minutes after the end of competitions Long interviews may be organized upon request in a different place, requests to be left at the Press Centre information desk

MEDIA STANDApart from the work area at the Press Centre, there are also workplaces for accredited media in the tribunes The workplaces are equipped with desks, wired Internet access and are connected to power supply WI-FI is also available at the media stand, password to be delivered at the Press Centre

PRAYER ROOMYou can find a prayer room available for you on the 3rd floor next to the Press Centre

PRESS TEAMOrganisation and coordination of the work of media zones and services at the venue, providing information, processing queries and interview requests, organisation of flash interviews with athletes, photographers’ assistance E-mail: [email protected]

ORGANISATION OF PHOTOGRAPHERS’ WORKRULES FOR PHOTOGRAPHERSPhoto work areas for photographers are located on the side of the competition area Photographers must be in position before the start of the competitions Photographers must remain in position during competition and may only move during breaks in that competition

Photographers may work from any unoccupied spectator seat, provided they do not obstruct the view of any spectator (Note: photographers MUST leave the spectator seat if ticket holder arrives ) Please contact the Venue Photo Manager for more details

While working, photographers are not allowed to use any tripod, ladder or flash (during the competitions). The flash lamp may be used only at the victory ceremonies Training sessions are not open to the photographers The use of video cameras is strictly prohibited Special care must be taken with photographic equipment for the safety of the athletes

Mobile phones should be set at silent/vibration mode whenever in field of play area.

All photographers must wear a bib that will be distributed at the Press Centre before the start of the competitions The bib must be worn in all photo positions at the venues Access to the photo positions cannot be gained without the bib In case of losing the bib, it will not be replaced

Accredited photographers may come close to the podium when the victory ceremonies are held All photographers should check with Media Team for any venue-specific regulations Smoking is not allowed in any venue

DRESS CODE• Photographer should wear

clothes that are dark (black, brown, blue)

• Shoes may be of any color, but preferably a dark color

LIQUIDSLiquids used for cleaning lenses are permitted, as long as they are in a branded container and no larger than 100 ml

CATERINGCoffee breaks for media representatives are arranged at the Press Centre. Food&Beverage area are organized at the venue Hot and cold snacks and beverages may be purchased there In addition, there are cafes around the sporting venue, where you can have a meal for about $5-15 USD

MEDICAL SERVICESThe Organising Committee provides medical care for accredited participants at the medical room of the competition venue Emergency team is also available at the venue to take the injured to the hospital.Media representatives must present their accreditation card to receive medical services

TELECOMMUNICATION SERVICESThe Organising Committee of the 14th World Wushu Championships 2017 offers the best telecommunication services for media representatives and photographers free of charge

The Press Centre is equipped with free wired and wireless network for written press, TV and photographers

The wireless networks covers all working areas, including the commentary positions, media stand and the photo positions

The password for wireless network is available at the media centre Each user is allowed to connect a maximum of two devices to the wireless network

SECURITYHeightened security measures will be enforced at the airport, railway stations, in hotels, at the competition venue The competition venue will only be accessible to those in possession of an accreditation badge At the entrance to the venue, athletes and their belongings will be inspected by the security staff with the use of security equipment

The Championships participants can only access those venue areas which are indicated on their accreditation badges

The following items are prohibited at the sports venue:• weapons of any kind, including

defence weapons, and ammunition, pointed or sharp objects, or other objects that may be used as weapons, explosive, poisonous and strongly smelling substances, radioactive materials;

• flammable and pyrotechnic substances or articles (except for matches or pocket lighters), including flares, firecrackers, gas cylinders and objects (chemicals) which may be used to manufacture pyrotechnic objects or smokes;

• other substances, objects, articles, including self-made ones, whose use may result in smoke or fire;

• devices and objects, including self-made ones, which are not pyrotechnic articles used for spreading, spraying different materials and substances (pneumatic crackers);

• painting substances;• brass fittings to extract sounds

(including vuvuzelas), except for horns and reed pipes;

• alcoholic drinks of any kind, narcotic or toxic substances or simulators;

• cooling beverages in glass or tin bottles, as well as plastic bottles over 0 5 litre;

• promotion materials of extremist nature or containing Nazi attributes or symbols, or attributes and symbols of extremist organisations;

• technical means that may prevent holding the official sports competition or hinder participants (laser devices, hand lamps), radio stations, sound amplification devices;

• bulky objects interfering with other spectators, except for the cases when the fact of carrying such objects has been approved by the organiser of the official sports competition
