June 2006 Fourth of July Details Inside Meet your New Neighbors: The Chicago Hounds & the Chicago Shamrox When the Sears Centre Arena opens in October 2006 in Hoffman Estates, it will be home to both the Chicago Hounds of the United Hockey League and the Chicago Shamrox of the National Lacrosse League. ROSELLE ROAD & HIGGINS ROAD Earlier this year, the Illinois Department of Transportation released the results of a study to determine the most dangerous intersections in the state. Based on 2005 traffic crash statistics, the intersection of Roselle Rd. and Higgins Rd.

had the highest reported number of crashes. The Hoffman Estates Police Department reviewed the crash reports at that intersection, which revealed approximately 75% of the reported crashes were minor property damage crashes involving drivers attempting to turn right on a red light from northbound Roselle Rd. onto eastbound Higgins Rd. This information was given to the Village’s Engineering Division and the Illinois Department of Transportation to evaluate and

propose a solution to this problem. It was determined that prohibiting the right turn on red for northbound Roselle Rd. onto eastbound Higgins Rd. would reduce the number of traffic crashes at that intersection. On April 7, Illinois Department of Transportation installed a “NO RIGHT TURN ON RED” sign at the right turn lane of northbound Roselle Rd. at Higgins Rd. The Hoffman Estates Police Department will conduct public education through verbal warnings, the Village cable channel, and press releases such as this. Enforcement of the no right turn on red sign will follow. It is the Hoffman Estates Police Department’s hope that this joint effort and the cooperation of the driving public will reduce the number of crashes at that location and improve the safety of our roadways.

Did you know…….? Many residents are unaware that the discharge of or the possession of “toy guns”, such as BB guns, is illegal within the Village limits. Hoffman Estates Village Ordinance, Article 5, Section 7-5-3, defines toy firearms as any air rifle, toy cannon, or gun that discharges a projectile constructed of plastic, steel, lead or other hard materials with a force that may cause bodily harm. This would include, but is not limited to BB guns, paintball guns, airsoft guns or similar type toy firearms. Firing these types of weapons can cause serious injury to persons and damage to property. According to federal statistics, emergency room doctors treated 21,840 injuries caused by these types of weapons in 2000. The Consumer Product Safety Commission reported 39 deaths due to the guns from 1990 to 2000; 32 were among children aged 15 or younger. Any person who possesses or discharges any of these types of weapons are subject to fines, confiscation of the weapon, and/or court appearances. Fourth of July Holiday Observed The Village Hall will be closed in honor of the Fourth of July holiday on Tuesday, July 4, 2006. The Village Hall will be open during regular business hours on Monday, July 3 and Wednesday July 5.

Protect Yourself AgainstHome Improvement and Repair Fraud The number of home improvement and repair jobs increase significantly during the warmer months of the year. Most contractors are honest hard working businessmen, but residents need to be careful when deciding to have work done and selecting a contractor. Because home repairs and improvements are expensive undertakings, con men and vagabond thieves have entered the industry to rip you off. Be careful if somebody mails you a brochure offering to do an expensive job for an unusually low price. This is a favorite trick of dishonest home repair firms. Once you sign the contract, you learn why the price is so low--the firm never delivers the service you paid for in advance. Free inspections by con men turn up plenty of expensive repairs you don't need. Some thieves may not even mail you an offer to do a free inspection. They just show up at your home and try to gain access by posing as utility repairmen or home insulation inspectors offering a free inspection. They may quickly flash something that looks like an identification card to convince you to let them enter. Some shady operators offer to do the work on the spot. However, when they leave, you may be left with a large bill and a faulty repair job. Senior citizens are especially targeted with these unethical and illegal tactics. Precautions you can take to make an informed decision include:

• Always get several estimates for every repair job and compare prices and terms. Ask if there is a charge for an estimate before agreeing to let the repair person or company inspect your home.

• Make sure you know your salesperson's name and the name and address of the company he or she represents.

• Ask the firm for references and check them out. Inspect the finished product.

• Contact your local Better Business Bureau and Attorney General’s Office to check out the company's reputation before you authorize any work or pay any money.

• If you decide to sign a contract, make sure a completion date is specified and that you know what the job will cost, if work will be subcontracted, if a bond will be posted to protect you against liens on your home, if the contract includes all oral promises made, and if materials to be used are described in detail.

Always pay for home improvement work with a check or money order, never with cash. Insist on making installment payments at the beginning of a job, when the work is almost complete, and after the job is finished to your satisfaction. Many reputable companies do not require payment until work is completed. If you have been victimized in a home improvement fraud scheme, contact the Police Department to file a report. You should also file a complaint with the Attorney General’s Office and the Better Business Bureau.

Street Project Construction Update The Annual Village Street Project is in full swing with reconstruction and resurfacing work progressing nicely. Remember to check the Village website (under Departments / Transportation Division) to view weekly updates for the street project, along with transit, regional travel, and other construction information. The Village is anticipating reconstruction of Jones Road and Kensington Lane to commence in July. This is important because both streets will be closed to through traffic for the full duration of work. Please take the time to use alternate routes during construction.

Over 40 health care service providers came to the Village Hall to provide valuable information for mem-bers of the community. Village Historian One of the most beautiful spots in Hoffman Estates is the Hilldale Golf Club located at Huntington Blvd and Higgins Road. It was designed by world famous golf course architect Robert Trent Jones, Sr. and built in 1971. The Hilldale golf course almost completely surrounds our Village Hall. If you visit the Village Hall to pay a water bill or take care of other business, you may find yourself stopping and yielding to several golfers in their golf cart as they cross Hassell Rd. This beautiful golf course was once home to another sport, the sport of skeet or trap shooting. It was called Field Dale. Many early residents of the Highlands and Highlands West remember hearing the shooting as the hunters practiced by shooting “clay pigeons” (clay disks) flung into the air at different angles. The hunting club was owned by Marshall Field & Co. and it offered several walking areas where mechanical animals would pop up for target practice in addition to skeet or trap shooting. Hunting equipment, ammunition, and clothing were sold at the lodge which is the same building that is now the Hilldale Golf Club clubhouse. Marshall Field & Co. operated Field Dale during the 1950s and into the late 1960s. I remember hearing the gun shoots when I drove down Hassell Road (a dirt road at that time) back in 1966. A Message from Mayor McLeod On May 18, 2006, the Village Board and I hosted an appreciation dinner for all of the Village’s Volunteer Boards and Commissions. I would like to take this opportunity to thank these members of the community who give of their free time to contribute to the Village. These volunteers truly help Hoffman Estates as it Grows to Greatness.

You will see the many fruits of their efforts in the pages of this newsletter. The Fourth of July Commission works year-round to coordinate the food vendors, performers, entertainment, crafters, carnival, parade and fireworks. It would not feel like the Fourth of July in Hoffman Estates without their hard work. I hope to see you all at the festival this year to enjoy the hard work of this commission!

The Arts Commission also puts on a large event for the community to enjoy this summer. The Summer Sounds on the Green Concert Series has become a very popular event. These free concerts are held on Thursday evenings during July and August in the Virginia Mary Hayter Village Green in the Prairie Stone Business Park. Bring a blanket or chair and the whole family!

Yet another not to be missed event sponsored by the Village and thoughtfully orchestrated by volunteers is the Village’s Annual Unity Day event. Unity Day features a 5K Run and 2K Walk that celebrates the many different cultural groups of Hoffman Estates. The Run/Walk is followed by a celebration featuring multi-cultural entertainment, free food, children's activities and the race award ceremony. Again, I hope to see you out at Unity Day.

Village Bicycle Auction at the Fourth of July Festival The Village of Hoffman Estates annually auctions surplus items and Police Recovery items. Police Recovery items often include bicycles. Fourth of July Garbage Collection Information July 4 is a Tuesday this year which means those households that have garbage, recycling and yardwaste collection on Mondays will have a normal collection on Monday, July 3. Those residents living south of I-90 with a Wednesday collection will have garbage, yardwaste and recycling picked-up one day later. Collection will be on Thursday, July 6. Residents are reminded that garbage bages, garbage toters, recycling bins and yardwaste bags are all prohibited from being set out prior to 6:00 p.m. the evening prior to your collection day. Residents could receive a citation for violating this Village ordinance. Please don’t obstruct the sidewalk Bushes, shrubs and trees can often block the sidewalk and cause pedestrians, especially school children, to walk on the parkway or in the street. The Code Enforcement Division requests that homeowners properly trim back any excessive landscape growth abutting public sidewalks. Branches must either be bundled or placed in a yardwaste bag and a disposal sticker attached for proper collection and removal. If the parkway tree branches are hanging over the sidewalk and interfering with pedestrians, please report the location to the Public Works Department at 847-490-6800. North West Housing Partnership Loan Programs for Qualified Homeowners Qualified homeowners may be eligible for a 0% interest deferred loan up to $25,000 with no monthly payments as long as the homeowner lives and retains title to the home. The money can be used to correct problems that make your house either unsafe or cause it to deteriorate. The following kinds of repairs can be covered by the loans: Roofing and Structural Repairs Doors and Windows Heating and Weatherization Plumbing and Electrical Every loan application will be considered and homes will be inspected by a Hoffman Estates building inspector and the North West Housing Partnership staff. If you qualify, you will be assisted with the entire rehabilitation process. Loan applications must be submitted before September 1, 2006. For more information, contact Vonda Neely at (847)348-3024. West Nile Virus Surveillance Program The Illinois Department of Public Health will be testing a wider range of birds this year for the West Nile Virus. For 2006, all perching birds, which includes: crows, blue jays, grackles, starlings, sparrows, finches, robins, cardinals, flycatchers, swallows, catbirds, mockingbirds, warblers and wrens, will be accepted and tested. Residents calling to report a dead bird are instructed to call the Cook County Health Department, West Nile Virus Hotline at 708-492-2650. Birds will only be collected if they have been dead less than 24 hours and are in good condition, showing no evidence of decay, attack or road kill. The Cook County Health Department will continue to track the distribution of West Nile Virus for control efforts. Residents are encouraged to report a dead bird via the website, at www.cookcountypublichealth.org. Go to Programs and Services and click on Environmental Health-West Nile Virus. Those without internet access can make a report by calling 708-492-2650.

The Arts Commission presents . . .TRANSITION The Hoffman Estates Arts Commission is proud to host the work of local photographer Liz Cockrum in the Municipal Gallery of the Village of Hoffman Estates during the month of June. The exhibition, Transition, examines land development in the Northwest suburbs of Chicago and both the people and places it is affecting. Transition will feature landscape, portraiture, and still life photographs made from 2003-2006. Liz Cockrum, a Hoffman Estates resident, earned her BFA in photography from Columbia College Chicago in 2005. Her work has been widely exhibited in Chicago, including group shows at Flatfile Galleries & the Irish American Heritage Center. Her photographs were recently published in Nature: Photographs, and will also be published in the May 2006 issue of Photo District News magazine. Transition opens Friday, June 2, and runs through Friday, June 30. The exhibit is free and open to the public during regular business hours. A Heartsaver CPR course will be offered on June 7 and June 13. Heartsaver is a 6 hour certified CPR class for people that need certification such as aerobic instructors, lifeguards, medical office employees, preschool teachers, and scout leaders. This class is not for nurses or paramedics. Heartsaver AED is a 4 hour certified adult CPR class which incorporates AED training. This class is for people who have access to an AED. Heartsaver First Aid is a 4 hour certified first aid class. All classes are $15.00. Please call 847-882-2138 to register for any of the above classes. If you have any CPR or AED related questions, please contact Don Richter at [email protected] HOFFMAN ESTATES RESIDENT JOANMARIE WERMES AWARDED COOK COUNTY SHERIFF’S SENIOR MEDAL OF HONOR Hoffman Estates resident, Joanmarie Wermes, received the Cook County Sheriff’s Senior Medal of Honor Award during a presentation ceremony Wednesday, April 19, 2006. The Sheriff’s Senior Medal of Honor is awarded to senior citizens from towns throughout Cook County in recognition of extraordinary service and dedication to their community. Joanmarie Wermes is a 46-year Hoffman Estates resident and has been consistently active in the community through her volunteer efforts. Joanmarie is currently a member of the Hoffman Estates Utility Commission, serving since 2002. She was a member of the Village’s former Public Information Commission and was chairman of the Hoffman Estates 25th Anniversary celebration. Congratulations Joanmarie, and thank you for your continued service to the Hoffman Estates community.
