• Margaret Johnston expressed her concern over the proposed purchase of a covered trailer and suggested the tents and other items could be stored in the garage behind the Box Hill property. Margaret felt the storage unit was costing too much money and we could consider selling the tents. Executive will review the motion prior to making a final decision.

ABN 22 815 902 821 Strategy Report Don Walkley presented an update for the strategy plan which is currently on hold during the Competition season due to member commitments; it will include a focus on communication and Don will present a draft Calendar for future meetings/ forums. Don explained the inaugural performance of the Victorian Youth Pipe Band at the Immigration Museum in November went very well and he has appeared on radio 3ZZZ again to talk about the Victorian Pipe Bands. Don said part of the strategy plan will include improvements for the massed pipe bands. Don presented some promotional pamphlets produced by Scots of Victoria for the association’s reference and discussed the renewal of the Scots of Victoria organisation and how the VHPBA could learn from their ideas in order to secure our own future. Treasurer’s Report: Tim Bodey has prepared some financials but he was not present. Tim McLeod moved these financial statements would be reviewed and circulated to all branch councillors. Moved Peter McLoughlin, 2nd Tom Troup motion carried Correspondence As per list in agenda. Ross Connolly clarified the status of the elderly judges under the associations insurance policy with regards to injury and confirmed they (the Judges) are covered if they injure another party but are not covered for themselves. Secretary was asked to clarify insurance cover for those members aged under 12yrs. Moved that correspondence be received M. Ryan, 2nd Gary King, Motion carried. GENERAL BUSINESS:
• Don Walkley presented his ideas for the VHPBA’s succession planning and training to ensure we have people prepared and able to undertake the necessary roles within the organisation. Don asked the members to give this issue some thought. Don also discussed the organisation’s ‘Mission Statement’ or ‘Statement of Purpose and asked the members to consider what they think is our core mission within the association and what is it we are trying to achieve.
• President Tim McLeod raised the issue of the honoraria payments and asked the meeting to consider paying these out of the VHPBA rather than the APBA Victoria Branch. A brief discussion took place. Chris Bouwmeester from City of Melbourne Pipe Band inquired whether the VHPBA had an up to date budget and asked if it had been circulated. Has the Treasurer Tim Bodey included this item within the VHPBA budget and financial statement. Chris moved a new financial report be prepared showing finance figures against expenditure to date. 2nd George Shepherd. Motion carried. Peter McLoughlin moved that officers of the VHPBA be paid an honoraria subject to these payments being recinded from the APBA Victoria Branch and there being an acceptance of a like figure. 2nd M. Ryan and motion carried by majority.
• Chris Earl informed the meeting the bolt of VHPBA Tartan has been completed in Scotland and is due to arrive in Melbourne in January. President Tim McLeod made a presentation to Life Member Bill Russell of a VHPBA tartan tie produced in the sample colours as Bill was not present at the VHPBA 90th Dinner. Meeting closed at 14.36

Moved Andrew Womersley who proposed rule D.1.06.04 be amended and submitted to Pipe Bands Australia for a permanent rule change and to be considered as a trial rule in Victoria until such time as a ballot is conducted. 2nd Peter McLoughlin. Motion carried.

Drumming Report The appointment to the drumming panel of Dougal McConnell and Nick McLeod has been resolved. Dress and Drill Chris Earl requested that all bands return their Uniform Register as only four had been returned prior to the Dec 14 meeting. To be followed up following the meeting. Chris Earl moved a Champion Drum Major Award be introduced entitled the Lew Zilles Award. (Lew Zilles was one of the VHPBA founding Fathers). 2nd Chris Hoskings and carried unanimously.
Discussion was held regarding expenses for adjudicators particularly regards to those judges who only judge for half a day at competitions and it was suggested they only be paid half their travel fee. Andrew Womersley moved that judges only judging a half day only be paid a half travel fee. 2nd David Telford. Motion carried and will apply for the rest of the 2015 competition season. ANZAC Centenary Parade on ANZAC Day 2015 Following the Victorian State Election in November 2014, advice has been received that Ted Baillieu will retain his position as Chairman of the ANZAC Centenary Committee. Mr Baillieu is very keen to have representatives of ALL Victorian pipe bands participate on ANZAC Day 2015 particularly the rural bands and it has been recommended that in order to ensure a good presentation standard a rehearsal should be held possibly on the date of the former Haileybury contest. The location for this rehersal may be held at the Shrine forecourt. It is to be confirmed that travel expenses for buses to rehersal and on ANZAC Day will be paid by the ANZAC Centenary 2015 Committee and the State Government.
Contest Report – Daylesford Mr Sell reported the Daylesford 2014 Contest enjoyed good weather which was remarkable considering the very inclement weather that surrounded Daylesford on the day. The modified competition circles worked very well and the street march was without incident. However some of the tents may need to be modified to avoid the adjudicators from being disturbed by bands members and the public. Everett Joy undertook his debut as the massed bands Drum Major and finally it was regrettable that the Rolls Royce display went far too long and delayed the massed bands from leaving the ground. Moved that the reports be accepted M. Ryan, 2nd Bev Hayes. Motion carried. Treasurer’s Report: Due to the absence of Tim Bodey the branch financial report was not presented. Chris Earl moved the Branch Financial Report be circulated when received and the financial report reflect the year to date against the budget. 2nd Chris Bouwmeester. Motion carried.

CORRESPONDENCE • City of Melbourne Pipe Band letter received expressing their frustration about the length of the Daylesford
massed bands was addressed. T. McLeod advised the meeting he had spoken with the President of the Daylesford Committee and written to the Secretary.
• Letter received from Ringwood Highland Gathering advising that owing to a reduction of funds from City
of Whitehorse City Council, Ensemble Judges and prize money will be cut from contest. Discussion ensued and Mr Sell confirmed under Rule B1.11 Dress & Drill, Drumming and Piping must be included but not ensemble. It was also discussed whether adjudicators would consider no travel payments. Chairman to liaise with Ringwood Highland Gathering Committee to ensure we secure a 2015 event with a strong preference to retaining ensemble judging and suitable recognition for the winning bands within a balanced budget. Chairman to confirm long term future of the Ringwood Highland Gathering with the promoter. Moved Chris Earl. 2nd Tom Troup. Motion carried.
GENERAL BUSINESS
• A discussion took place regarding the current trial rule regarding Dual Registration. A number of opinions were expressed. The Chairman noted that the list of eligible players used for Daylesford were the list of players carried forward from the previous contest season, and the new list would apply from its adoption. The trial rule was in its final year and a complete review would take place following the contest season. Some members expressed concerns about the current trial rule which at present is only applicable to school based musicians and it was asked whether it could be expanded to Grade 4 musicians. At present Scotch College submits a list of players from Scotch College that can perform with Hawthorn City Pipe Band during the competition season. After discussion it was confirmed the ‘trial rule’ stands and expansion to include other grades will be considered as part of the final review. An updated list of players was submitted by Scotch College comprising Alex Church, Mustafa Kaka, Ryan Luke, Henry MacHutchison, James Kioussis, Tom Erwin, Alistair Graham, William Sincock, Scott Walker, Daniel Roberts and Cameron Webb. It was resolved that the new list be approved for the remainder of the 2014-2015 Contest Season. Moved Mark Saul. 2nd Peter McLoughlin.
• Scots of Victoria have asked our members to visit and support the exhibition at the Immigration museum.
A number of promotional flyers were distributed amongst those present. • Don Walkley tabled a draft calendar for next six months and was advised to check the Vic Pipers website
for any clashes of dates. Once this is done it can be uploaded to the website and members are asked to notify the office of any specific events.
• Tom Troup raised a query whether Vice Principals could consider recognition external music qualifications
to be verified against the PBA qualifications for Intermediate Certificates so as to help increase the number of available tutors. It was noted this matter be raised by the Vice Principals at the upcoming music conference in Adelaide.
• The payment of Honoraria to officers of the Branch was discussed and it was noted that following advice from the VHPBA offering to pay honoraria of a like figure be paid subject to APBA Vic Branch rescinding

Contests
Congratulation to George Sheppard and all those involved with getting City of Whitehorse on the field at Daylesford. From conception, to grading, to the Bands very credible debut at Daylesford, all of the people involved are to be commended at the herculean effort of getting a new band on the
field. It augurs well for the future of Pipe Bands Vic Branch
Thanks to Andrew Womersley and the promoters who have agreed to establish a series of mini band competitions in the off-‐season. I strongly support this and believe that a return to this format will help to further improve the standard of band performance.
I have distributed Version 4 the roster for Piping and Ensemble judges for the 2015 season.
Piping Panel Report on Ensemble
In my report to the Association’s AGM in far off Bendigo, I reported that:
Ensemble lies at the core of what we are trying to achieve as musicians; yet responsibility for this
important component of our performance falls between the Piping and Drumming Panels. I wish to work to renew the way Ensemble is adjudicated in Victoria, as there is little movement on this issue happening nationally.
At the Council meeting which followed the AGM in October 2014, State Council gave preliminary
approval to fund a workshop weekend. Like so many things however, timing and availability is a sticking point. I believe that it will be better to wait until we have all members agreeing on a time before making the booking. Various ideas were mooted, including Warrnambool Weekend and
sometime post season – maybe May or June.
The aims of the workshop would be the same as with the Piping Panel workshop, namely to:
• Build Capacity of the Panel • Skill Development • Ensure Consistency
• Individual Development Plans • Bonding • Consistency

Making sure that all adjudicators, piping and ensemble are renewing their skills are consistent in their approach to music assessment is vital. Bands should be confident when presenting at contests
that every effort is being made to consolidate and improve the skills of our adjudicators.
There are now three new applicants to be Ensemble Adjudicators and I have heard expressions of interests from another Panel member too. I have spoken to Nat Russell and it is a matter of arranging time to undergo the training course first, but this is a matter of coordinating times.
Massed Bands
It’s pleasing to see Chris Earl working with new drum majors to improve the performance standard
of the Massed Bands. With a busy performance schedule ahead over the next few months, it is appropriate that we aim to improve the overall standard and have a polished presentation. Considering some of the anger issues and frustration that massed bands has created in our recent
past, it’s probably better to have a series of performance expectations that we as a group of musicians are seeking to achieve. I would however like to sound a cautionary note.
Ubiquitous mobile phone use is a twenty-‐first-‐century realty that we would perhaps do better to accommodate than look to police. Better that we suggest some guidelines, etiquettes, or provide a
set of expectations and protocols that we suggest that bands look to follow. Please, let’s not get too reactionary about these guidelines, which are more likely to be ‘… more observed in the breech than the observance’ (so says Mr. Shakespeare).
We should address our efforts to the greater musical challenge that lies early in 2015 with the
proposed Massed Band for ANZAC Day. I am pleased that we are working towards a rehearsal for the Massed Band’s performance. With Chris’ guidance, I have included Waltzing Matilda and Highland Cathedral at fore-‐scheduled competitions so we can run through the music required. Further, a half
day rehearsal on the preceding weekend would be a sensible part of our preparation.
I would like clarification or recommendation from the Council on the appointment of a Senior Pipe Major, leading drummer and bass drummer for the Massed Bands that Chris, Andrew and I can work
with in preparing for the performance. I recommend that the 3 leaders are experienced and have the credibility to be listened to by the players of all bands. I suggest that Moorabbin players, Ian Lyons, Dan Staley and Ron Crystal could fill these rolls. This argument is strengthened when
considering that both Andrew and I play with the Band, so lines of communication can be clear.
Youth Band
What has happened to The Youth Pipe Band? It seemed to be progressing after a slow start, but I didn’t learn or don’t understand why they didn’t play at Daylesford. I am worried about the progress and direction of the group and would like to suggest that we review the evolvement and direction of
the group.
Music Certificates
We have had 3 candidates apply to sit exams for music certificates. Unfortunately, there were a number of cancelations and only three players presented for examinations in September at PLC; two in Elementary and one for Advanced. I hope that will a regular time each year and high quality venue

more interest will be shown in music examinations over the next year. Sitting for music exam is also a priority for the Youth Pipe Band, so we might see further applicants from that group. Again, I
would like to see some progress there.
Directions for VP Conference
The date for the National VP Conference has been set for the last weekend in January 2015. I would like to ask the Association for direction on issues to at the meeting. With the approval of the Association, I would like to take the establishment of a National Ensemble Panel to the Conference. I
will discuss other issues with the Piping Panel and the College at our December meeting, but I’m keen for input from the Association.

VICE-PRINCIPAL DRESS AND DRILL Report December 2014
UNIFORM REGISTER The PBV uniform register form, as approved by council earlier this year, was distributed to all bands prior to the commencement of the season by the secretary along with the Daylesford entry form. Unfortunately, only four bands (PLC, Warrnambool, Williamstown RSL and Golden City) returned forms before the first competition. Forms were subsequently prepared for other bands and distributed at Daylesford with the request they be returned by 31 December. DRESS AND DRILL SHEETS The new format dress and drill sheets were used for the first time at Daylesford. Initial feedback to the format is positive and the panel will continue to make refinements where necessary to assist in providing bands with an insightful assessment. VICTORIAN DRUM MAJOR’S FLOURISH CHAMPIONSHIP The first round of the 2014-2015 championship was conducted at Daylesford with two competitors – a third competitor had to withdraw after breaking his arm in a school volleyball match during the week. Following rounds of the championship will be conducted at Geelong and Ringwood, the latter including the announcement of the season champion. The panel recommends the champion drum major be awarded the Lew Zilles Memorial Trophy. MASSED BANDS Two massed bands were required at the Daylesford Highland Gathering. In consultation with branch executive, and with the desire to mentor and train other drum major’s for the responsibility, I made arrangements for Everett Joy to have charge of the official opening massed bands. He is to be congratulated on the first-up performance and further mentoring of Everett will continue. It was unfortunate that a brief meeting of representatives from bands in the official opening was required following some unnecessary talking in ranks during speeches and a front rank piper openly conducting a mobile phone conversation for some minutes. This behaviour reflects badly on the professionalism of all bands and has no place in our massed bands presentations. Further instances will not be tolerated. A memo from the secretary to bands this week also reinforced two other concerns arising from massed bands at Daylesford – the time on the oval for Grade 4 bands involved in the official opening and the duration of playing by winning bands in their march-off. 2015 WORKSHOP AND SEMINAR/ELEMENTARY EXAMINATIONS The Dress and Drill panel will conduct a drum major’s workshop and seminar, along with an Australia Pipe Band College elementary examination day next May. Preliminary notification has been given to bands of the day that will have a registration cost of $25 to cover course materials and the examination fee. A number of current drum majors have already expressed a desire to participate and it is hoped that those bands currently without a drum major will consider being represented in the course. An increase in the number of drum majors to assist in preparation of massed bands will aid in united endeavours to lift the standard of presentation. Dependant on venue availability, the panel may make a request for branch assistance in meeting the cost of a venue. Chris Earl Vice-Principal Dress and Drill – Victoria 8 December 2014
VICE-‐PRINCIPAL DRUMMING 14 December 2014 – State Council Meeting (239 A’Beckett Street, Melbourne)
SOLO & MINI BANDS The dates have been released for the 2015 solo drumming and mini band season. I would like to thank the Bendigo and Geelong contest committees for supporting the new format, and thank Haileybury, Scotch College and PLC for making their facilities available to promote drumming and mini bands in Victoria. The season will begin with a solo-‐drumming workshop at PLC to assist new and less experienced drummers, focusing on tune selection, and presentation for performance and general skills development. DRUMMING RECITAL A date and venue have yet to be decided for the drumming recital, however I am in discussion with potential promoters for this event. CONTEST ROSTER The judging roster provided some difficulties with trying to include every member of the panel with a drumming judging position. We are, however, in the position of having more judges than judging positions, so the inclusion of the solo and mini band season should see this issue resolved. HALF DAY JUDGING The discussion that VP’s should try and roster the closest adjudicator to a contest to save money for contest promoters has been noted. The concern with this practice is that timetabling judges for half a day actually increases the cost, as two lots of mileage need to be paid. The question that remains is what is the official policy for half day timetabling? Therefore, is it time for people to make the difficult decision of choosing only one activity for the day, either to judge or play. REPORT OF CONTEST SUPERVISOR
Overall the day went well, fortunate in escaping the extremes of weather to theSouth – in Ballarat and Melbourne.
The modified ground layout worked well, and permitted the audience closerproximity to the contest. This was the result of discussions between Chris Earl andthe Daylesford Committee, and I congratulate them on it.
It might perhaps be useful to obtain signs to denote the judges’ tent [and indicatethat it is private] and the PBV tent] for band enquiries. It has to be noted that thework of our two scorers in that tent was frequently interrupted by people seekingGathering officials, who were not easy to find.
The Street March went off without incident.
The contest itself ran to time, or a little early, and without major incident. Theprovisions of the temporary rule enabling school band players to gain senior bandexperience were, I believe, complied with, although as I have previously observed, inthe present absence of registration documents enabling affirmative identity checks,this is a matter of belief.
There were, though, some minor matters.
We routinely time all musical selections, and these times were recorded. It isregretted that one shortfall in playing time, a whole four seconds, did not come to myattention until after the announcement of results and the dispersal of the finalmassed band. Had it done so, the prescribed penalty would have been applied. When it came to my notice, noting that it did not affect any result, and that theprotest time set out in Rule A.1.05 had passed, it was thought unnecessary to recallthat band, formally impose a penalty which effectively changed nothing, and whichwould require the reprinting of the master sheets. I have already referred to the flowof people through this working area.
Two bands did not complete the March Off from the first element in accordance withthe directions. The judges coped with this, as one would expect, and no furtheraction was taken.
The first massed band saw a new Drum Major [for massed bands] in charge. Icongratulate Everett Joy on his debut, and note that the Vice-Principal of Dress &Drill intends that he continue to gain experience in this area.
It had been agreed that the limousines could be given a run-past during the massedband. After the Street March the impressive collection of grand vehicles hadfollowed the bands, without much delay, and something like this was expected. The
lengthy procedure used is one which was unfair to the bands: this has been drawn tothe Committee’s attention and will not again be approved.
Despite the programme including the full notes and arrangements for the bands forthe day, and the fact that the directions for the march off of winning bands after thepresentations have not been changed since its inception, the bands were againdelayed by the failure of winning bands to cease playing when clear of the frontageof the massed bands, practically delaying the following grade winner until theoffending band was clear of the ground. This is, in my view, selfishly disrespectful ofthe remaining bands and, if repeated, might invite action under Rule A.1.08.
As usual, the locals were friendly indeed. I thank my colleagues and the judges fortheir usual effective work.

EXECUTIVE REPORT, FEBRUARY 2015 The Executive met at Ballarat on 13th January 2015 and was attended by Tim McLeod, Tim Bodey and Chris Earl. Andrew Womersley and Ross Connolly were apologies, but had some input prior to the meeting via telephone. The issues discussed are as follows: 1. New Generations | Victorian Youth Pipe Band. The Executive noted the President’s advice that he had
spoken with the Band Manager, Don Walkley seeking an update of the project. Don subsequently sent through a summary update reporting:
• currently 17 members (aiming for 24) • 2015 practices: 7 Feb and 7 June • 2015 performance Portarlington Celtic festival (to be confirmed) • establishing an annual St Andrew’s Day raffle to support VYPB fundraising • received donation of $100 from Bill & Lorraine Schrank.
It was resolved that for the April meeting, a report summarizing the number of players and the bands from which they were drawn would assist with ascertaining the progress of the Youth Band and its success in reaching out to as many bands as possible. It may also enable the VHPBA to actively target bands which appeared to be under represented. It was noted a Youth Band Committee Meeting was already scheduled for April.
2. Invoicing & Finance Administration. Tim Bodey advised that the Branch MYOB file was corrupt, and the
technicians at MYOB were unable to extract the data. This also meant that all data from July 1 2014 would need to be reloaded. Tim Bodey noted the software was obsolete, and didn’t have an invoicing function. It was resolved to purchas new Xero software, a more contemporary online subscription with direct data available from the bank to streamline data entry, and facilitate ease of extracting reports.
Tim Bodey noted that each organisation would need to subscribe, but recommended the VHPBA remain on MYOB at this stage as this file was still working, and the VHPBA issued minimal invoices.
It was also resolved it may be preferable for the Treasurer to pay the bills rather than the Secretary, and it was resolved the Treasurer issue invoices. Discussion took place regarding receiving contest fees online, and Xero would assist with such an arrangement.
3. Administration of Branch/VHPBA. The Branch Executive resolved some clarity was required to clearly
define the role of the Branch and the VHPBA. Chris Earl offered to prepare a summary for review and circulation. It was also noted that due to the ongoing financial difficulties of the Branch, a new structure for managing outgoing costs was required since the VHPBA had resolved not to continue donations to the Branch to cover administration costs. Options to be considered and presented for review by Council.
4. Strategic Plan. Discussion took place regarding the current status of the plan, and the Executive
acknowledged the hard work put in by Don Walkley. One member of the Executive expressed an opinion that the VHPBA and Branch need to more clearly define what our product is, and noted that there are five key areas defining what we do being:
• Contests • Education • Events and Opportunities • Marketing and Promotion • Asset Management.

It was noted that a clear direction of purpose may be of assistance in enabling Don to specifically target key areas identified by members through the Strategic Directions Statement and Strategic Plan.
5. Website and Email Communication. It was resolved all contact details be updated to reflect the recent
appointments of new personnel. It was also resolved the syllabi for exams should be posted on the website with a view to improving the education links and making this material easier for members to find. It was also resolved a photo of all members of the Executive should be made available on the website to enable members to put a face to a name. Tim McLeod advised that as collectively agreed by the Executive, he had purchased and set up a new 4G wireless modem at the office to eliminate the need to rely on a third party. This should resolve the frustration of problems with email communication from the office. A new multifunction printer, scanner and copier had also been purchased.
6. MacLennan House. The Executive resolved external advice be sought to review the status of our current
property at Riversdale Road. Tim Bodey noted the existing rental was enabling the VHPBA to remain financial at present, but as returns eroded, the overall return would eventually fail to keep up with inflation. It was noted that whilst the VHPBA held substantial assets, a strategy was required to ensure survival into the future. Options may include development of the existing premises, sale of the existing premises and purchase of new premises, and retention of existing premises and purchase of another property. Tim McLeod noted Andrew Womersley had discussed with him his concern regarding outgoings for Kennards when we could be investing in another premises to attract additional rental from a tenant, as well as a space we could occupy ourselves.
7. Contests. It was resolved the Branch consider a regular meeting with all promoters to facilitate discussion
between not just the ourselves and the promoters, but amongst the promoters themselves. Production of a “Promoters Pack” was discussed to clarify a promoter’s responsibilities and how to properly submit an application in accordance with the Contest Regulation. Discussion also took place regarding a flat promoter’s fee whereby they are provided a fixed quote prior to a contest, rather than unkown costs being invoiced following a contest. However, this concept will require a detailed plan to ensure fairness to all parties.
8. PBA Show Cause Letter. Tim McLeod advised the meeting that he had followed up with Lindsay Chuck as
there had been no acknowledgement of receipt of the Branch response. Lindsay advised he had not received a response, so Tim McLeod forwarded the original letter emailed by Ross in December. To date, there had been no further response apart from Lindsay acknowledging receipt of the resent letter.
9. Honoraria. The Branch Executive resolved a review of Honoraria was appropriate as the expenditure this
year was well in excess of recent years and was growing at a rate which was not sustainable. It was resolved a review be conducted and a recommendation made prior to the next AGM.
10. Open Medley Format. The Executive resolved that this not take place at Bendigo as it was rather late to
advertise this now entry forms had been circulated. Chris Earl also advised a change to the layout of the arena which made the open format less suitable. It was resolved the intent was for it to continue at Bendigo and Ringwood, but for reasons noted, Bendigo would not proceed, but Ringwood would.

VHPBA Victorian Highland Pipe Band Association was formed in 1924, making it the oldest pipe band association in the world. The VHPBA was primarily established to conduct competitions in Victoria and promote pipe band music, a role later absorbed by Pipe Bands Australia and its member branches that include Pipe Bands Victoria. Today, the VHPBA functions are -‐ EDUCATION –To lead innovative educational initiatives and provide resources to assist in the recruitment and retention of new generations of pipers and drummers and partnerships with external stakeholders ENGAGEMENT: To engage all pipe bands in Victoria, their pipers, drummers and supporters in activities of the VHPBA and engage government, business and community stakeholders to advance pipe band music. MARKETING: To promote pipe band events and activities in Victoria and seek new profile opportunities through performance and other fora. HERITAGE: To promote and preserve the heritage of the VHPBA and member bands, its memorabilia and oral and written histories. FINANCE: To manage the financial affairs and assets of the VHPBA to sustain the long-‐term viability of the association and related activities.
PBV Pipe Bands Victoria is a constituent member (branch) of Pipe Bands Australia with duties and responsibilities as defined in the Rules and Regulations. The primary duties of PBV are -‐ CONTESTS: To oversee and administer the conduct of all pipe band competitions in Victoria in accordance with the regulations and through the encouragement of event promoters to host such competitions. TRAINING: To provide training as approved by the Australian Pipe Band College in the areas of piping, drumming, dress and drill, rules and administration to those registered members desiring to achieve proficiency in their discipline; examine, assess and accredit in accordance with the regulations ADMINISTRATION: To administer the affairs of the branch in accordance with regulations as determined with respect to finance, registration and other areas necessary for the compliance of member bands and their members to allow full participation in contests and other approved activities.

The College
The Piping and Drumming (and Ensemble) components of the APBA College are now to be known as the Music Board.
Summer School (SS)
• Five day format for SS to be continued for 2016
• Potential move back to Melbourne for SS at McLeod Secondary College for next year • Approval to fund the SS from the APBA College funds. No cap for the funding was set! • Costs approximately $10k per year to run
• 80 students are needed each year to make the program viable. • Edinburgh Military Tattoo might be a source of some top up funding • Keen interest in accessing the $ million dollar Victorian fund which has apparently become
available to support Scottish Culture • Need to promote the SS better and there was a discussion of better marketing strategies –
decided to send in 30 second video clips from participants and tutors ‘Why I liked Summer
School’ – this would be built into a video package to help promotion.
Massed Bands Tunes
On suggestion from Victoria, the Music Board agreed to drop ‘Highland Laddie’ from the list of national massed band tuned and replace it with ‘Marie’s Wedding’. Brett will source a suitable setting of ‘Marie’s Wedding’. No change for drummers as the standard 2-‐4 setting will apply.
Contests
• Grade 4 bands will continue to play March, Strathspey and Reel. States are OK to offer an
alternative option of selection of marches for bands that are marginal with competing. The point was made that if a band can play a strathspey and reel in their medley, then they
should be capable of playing the same in the MSR set. • At least 50% of judges at an Australian or State Championships should come from within
Australia to encourage the development of adjudicators from our own National Music
Board. • An Opt Out Clause for Ensemble was adopted based on the discretion of our state branch
Piobaireachd & Solos
• National Piping Championships to run annually and rotate between the Eastern states. Starting 2015, NSW this year to run Nat. Champs conjointly with the NSW State Champs. It
will then move to Queensland in 2016 and Victoria in 2017 -‐ with the help of our VPA. • National Drumming Championships to be held annually at Haileybury College from 2015 • Some adjustments made to the list of those recommended to adjudicate piobaireachd –
Fiona (Manson) Skeg added to the Victorian list. • VPA grading for solo players will be adopted as our official state grading and then submitted
to Raylee Riley -‐ I need to speak to Murray/Brian at the VPA to arrange this.

Recognition of Prior Learning (RPL)
A complex issue as standard and levels of qualifications for various RSPBA and Canadian and NZ
music qualifications have changed over time. Brett is confident that he has the resources and/or can resource papers to provide equivalence measure. If a piper (or drummer) wants RPL, then all information should be sent to Brett for verification of equivalence with current APBA qualifications.
Ensemble Panel
The two Principals (Brett and Greg) stiffly rejected our proposal for the establishment of an
Ensemble Division of the Music Board. They were strongly supported by the APBA President Greg Gordon – the two VPs from WA also rejected the idea. Others from NSW, QLD and Tasmania were silent throughout the discussion (Garry Barker, NSW VP Piping had some input and was largely
supportive of our proposal). The idea was not put to a vote. Andrew and I were told the needs for Ensemble could best be met by the two Music Board Principals (Piping/Brett and Drumming/Greg).
It is my opinion that there will not be a change in the attitude of the National Body with the existing leadership team; however, time and logic are on our side in this debate and the changes will
eventually be made – we are on the right side of history! It was suggested by the National Principals that Victoria proceed on its own in the following re-‐structure of our state Music Board and report back to a future conference on how we have progressed.
