I. Agenda Items

❖ Call meeting to order – Rich❖ Roll Call – Debby ❖ SMA update ( Ron has retired )- working more in region as assistant RC. If any area directors

have a good candidate, email Rich for Section Managament ❖ Extra ( Dave and Lisa)

➢ August NBOD working on new documents for program. Going to be side by side only to U14 exclusively

➢ Teams in eayso by Aug 1 and Aug 15th - possible new guidelines➢ Tryout changes- date chosen by Extra coordinator and market dates➢ RC must approve and submit coaches by Aug 1st➢ Fields/Referee- regions must supply adequate fields and referee ➢ Schedule is posted on website. EPC know how to report scores. Toya Snow is going to

be verifying game cards this season for subs and misconducts. ➢ Games begin this Saturday➢ Curtis A. from Malibu is making list of directions with maps➢ Fires might cause problems with air quality due to fires➢ Many regions are not compliant turning in rosters - some coaches still need CDC

Concussion updates➢ Rich- we are enforcing coaches wearing Coach Badges. Dave- Using Green background

badge. Automatic 2 point deduction- no exceptions. If this happens it is the coach's responsibility and then Area Director is notified.

➢ Linda- question about misconduct -are we using same system? Dave- no we don’t have that same system so regions have to make pdf of report of referee and send on to Dave, Mark, Linda, and Area Director on each one. Then they are sent to Extra accountability committee.

➢ Charlie- Look to put language in next year for repeat offenders who keep forgetting the badge- after 3 times there is a consequence

➢ Dave - working on updates for Extra guidelines- Area Directors and Referees please send input for changes to Dave to make updates for next year.

➢ Rich- in past Extra was run by Tom who ordered pins and medals etc. Send your order to Bill and he will take care of it.

❖ Section Challenge ( Charlie and Rich ) ➢ Charlie volunteered to look over policy and protocol and review it. We have many issues from

last year and this year that need to be fixed. AYSO Section 10 is the largest Club in Coast Soccer League so we need to make sure we are doing everything correctly

➢ Charlie sent out email with 2 issues. Graham asked for more time, Steve gave a few comments. Send all comments and suggestion to Charlie to compile for meeting in October to revise the policies

➢ Recommendation- to have more local control of registrations. Each Area should have own registrar

➢ Rich- how is money be accounted for? Do we want to look into having a separate Area treasurer to deal with accounting. How do we streamline this process so as not to overwhelm one person

➢ If each area has a system own registrar and then submit to section registrar. AD send ideas to Charlie and Rich to come up with better system for next year.

➢ We have 81 teams under AYSO Challenge playing in 48 circuits (groups)- so need a better management system

➢ Graham asked about Joe and Louis- Rich says they are stepping down. So who is liaison with Coast Soccer league. Coast wants 1 person so need to look and find 1 person to be Club president.

➢ Right now AYSO United is on hold until National comes up with policy and protocol then we can move forward. Section 1 is going to United because they don’t have Challenge previously. Next year in Section 10 we might have 2 tiers- AYSO United upper tier and then Challenge as a lower tier

➢ Problem with players playing up in Club- Cal South requires a parent release if player is playing up more than 1 age group. AYSO has no release- National is looking into getting a release. Regions need to get a copy of the Cal South release

❖ CVPA Report (Kim)- all good❖ Web site (Kim) thing Kim need from the AD - AD’s are better at getting info to Kim for website

➢ Kim in process of updating calendar - ❖ Auditor Report ( Denise)

➢ Charlie question about NAP online- National is putting info into NAP online and ADs can look into regions. There is not NAP violation report so now it takes time and effort to find violations.

➢ NAP is still volunteer for regions but mandated for Area and Sections. Soon will be mandated for regions. Section 10 was the second lowest compliant for NAP online. We still have Areas not on NAP online- need to get no NAP now.

➢ Graham had letters to regions from National that regions are being audited by National- is it legit? Rich- have region forward letter to Rich to send to National to make sure it’s legit

➢ National has a new controller - Annette.

❖ Coach updates ( Mark )➢ Online training - numbers haven’t changed much relying on online for U10. Coaches do

field work without taking online training. Still need to work on this. Please discourage online with field for u10 - need face to face.

■ Dave - with those Extra coaches who need u10 only have online and no field and then not completely certified.

■ Maybe look to set up a field session just after season starts - possibly run it at area level on a Sunday. Maybe have 2 Areas per weekend put it on so coaches can get trained for U6.8, 10 and 12 classes so gives regions more training options. Have Area Coach Admins coordinate this effort. Get a schedule so don’t overlap- 2 per weekend. Primary focus on assistant coaches

■ Graham says that certification should happen before the season starts. Rich refutes these classes would catch the assistant coaches who volunteered after season starts get trained.

■ Graham suggests to not allow any u10 online at playoffs. ■ Mark- put it out to ADs to get a schedule put together 2 per weekend to

train the straggler coaches. ■ Sarah - yes; Charlie yes; Graham yes; Ryan yes; Danny absent; Robert yes;

Steve yes; Ruben yes❖ Referee updates ( Linda)

➢ Within Extra- heading policy- 06,07, and 08 - no heading allowed. What about 05 division? Linda is concerned about an 06 playing up in 05 team so then does heading rule apply? Players can play up if there is not a division for that child’s age group

➢ Core says no heading in u12- do we apply this to Extra? ➢ Rich- go with U!2 single year age in Extra and above that heading is ok for now- looking

for clarification from National. ➢ Rich- asked Linda about a blue line on the u10 field for offsides. Any tournament needs

to have this extra line of a u10 field as an offside line. Linda has not heard of this - so she needs clarification from National. Lisa and Charlie say it is in the development initiative from US Youth Soccer

➢ Steve- questions- spirit of the game vs law of the game regarding heading into goal as a defensive player. Linda says that we should use the spirit of game.

➢ Sarah- some regions are already starting. Numbers are significantly lower than last season. Some regions are under 100. Putting together some spring programs to increase numbers

➢ Charlie- Edwards AFB closed a few years ago at request of region due to command structure on base. Met with new command structure and registering 87 players in a new region and trying to bring back the region. Have 5500 player total plus the 87 is about what numbers were previous years.

■ For every 5.5 players we have a volunteer- which is a great number of volunteers.

■ Request to Denise Regions Hesperia 878, Victorville 665 need audits - have red flags with no board list and treasurer not on bank account.

■ Took an Extra team and played in Section 1 for geographic regions. Formed 2005 team but Charlie has not seen a roster or tryout process. Don’t want to see kids not play, but need to enforce rules

■ Now in 3rd week of upper division play- mostly successful. ➢ Graham- down about 700 player but projected down 500. U16/19 down to 23 teams- so

this is tough to make a circuit. If this trend continues maybe have a Section run circuit play.

■ Next weekend we have Advanced and Intermediate class with 90-100 coaches. It is a huge course with help from V. Lisa V says we still need a boys u19 team to scrimmage.

➢ Ryan- numbers in area down 21% but Visalia up 4%. Mariposa is 100% loss are region went rogue. Tulare is down 84% but is still success story because they have 716 players considering that RC and most of board went club.

■ August SuperCamp- Thanks to Mark and Michael for coming up to help with the Super Camp. Coach and Referee had good numbers, but management was low attendance.

➢ Danny- not present➢ Robert- numbers are down. Couple of regions still are registering kids. Coach courses

are completed. Now training to catch last minute coaches and assistant coaches. Having referee update tomorrow night to go over law changes

➢ Steve- Most regions are down 5-8 % one is down 20%. Working with Area S to play circuit. Having problems with parks and rec that have fields gated off and might not be done before season. 20 candidates of intermediate referee and u6-u12 coach classes were well attended.

➢ Ruben- had successful youth referee camp last month. Region 39 going to lose RC due to having to move states, but have replacement. Camarillo Cup is Labor Day.

■ Region 683 still needs work with board members with new leadership and need re-education. Area will be just shy of 11,000 player which is a bit lower.

■ U16/19 has been difficult- thanks to Dave Howells for taking on running this program. Coaches are coming with only u12 training- allowed extra time for training.

■ Area BBQ is this weekend - come on out. Just gave regions July and August off so starting back with Area meetings in September

❖ RAP & AAP CAN WE PLEASE WORK ON BEING 100% THIS YEAR (This is one of the thing we are down on and I am ask why➢ No RAP no tournament- our goal is 100% ➢ Challenge- All Challenge team who play in a Club tournament. They need to follow the

SAME policy as the AYSO tournament policy and needs AYSO approval. This is from Mike Hoyer at the National office. Charlie says that Dave Thomas said just the opposite- team coach and manager don’t have to go through region. Can use a personal check or credit card. Mike from National didn’t specify region check just RC approval.

■ We need something in writing on this policy from National ■ How do we enforce this as we don’t have to pay by region check so there

is no check and balance for region to check. ■ Area W had something in writing to not do more than a certain number

of tournaments per month and then removing coaches who violate them. ■ Rich is contacting National to get policy in writing to clarify this policy.

➢ After last month’s meeting Rich bought each AD gets new Yellow AYSO reference book. ➢ Lisa has coach who wants to have soccer ball patch put on sleeve- no clarification in

Yellow Book. Rich remembers that it goes on the shorts. Charlie says that emblems can go on the sleeves. Rich or Charlie will find out answer. Page 32 has exhibit A - says that NBOD or marketing department has to approve any changes other than the picture listed. Fill out form and send photo for approval.

➢ Graham- please email out clarifications to all the Area directors so all know answers. ➢ Steve- question about when Blue Sombrero is taking over eayso.org. Waiting on
