Meeting in Vizag on 12-03-2011

The Meeting arranged by AICEIA, Visakhapatnam Branch was held on 12-3-2011. All IndiaPresident and Secretary General and General Secretaries of Hyderabad and Guntur attended themeeting. Meeting of all the General Secretaries of all the branches of AICEIA in the State of Andhra Pradesh and the Associations National leaders brought all round applause from theMembers of Associations Vizag Branch. AICEIA, Vizag Branch is very much thankful to theAll India President and Secretary General and the Gen Secretary of Hyderabad Branch and theGen Secretary and Vice President of Guntur Branch for making this function a grand success.

Secretary General has clarified on certain issues as detailed below.

I. In-situ promotions:

1. Our Federation has accepted the present in situ promotion scheme.

2. However, we will ask for bestowing of powers and functions of AC and Supdt cadre.

3. In situ promoted Superintendent will carry Gazetted Rank with next Grade Pay.

4. After the Study Group its report by 31-3-2011, Board will consider the same and after accepting it, they will send it to IFU, Expenditure for acceptance. At this stage we cannotvisualise any problems till the Study Group submits its report and the Board sends its report toIFU.

5. In-situ scheme and CR are separate and run separately.

6. Seniority in in-situ promoted post will be counted for further promotions to the next higher post.

II. CR :

CR report is still in the IFU.

III. Meeting with Superintendent Association:

1. SG met the Supdt association office bearers in Orissa.2. It has been decided in the meeting that both the associations should work together on

certain common issues like pay scale from 1-1-1996, GP 5400.3. Both the associations will be meeting in New Delhi on 22-3-2011 for arriving at a

common agenda and to meet the Chairman and Revenue Secretary collectively.

IV. GP-5400:

File is still pending in Additional Solicitor General.

V. Upgraded Payscale from 1.1.1996 onwards:

1. It is learnt that the Board is positive about upgraded payscale from 1-1-1996 onwards butwith notional benefits only.

2. Both the Association i.e. Inspectors and Supdt Associations will be taking up this cause

along with the Income Tax Employees Federation with the Revenue Secretary and FM.

Control Room Duty:

There is a divergent view on this issue. A section of our association and cadre in northern areawould like to have control room duties. However, Board has already been apprised of the need toremove control room duty.

The all India President and SG have been impressed on the following:

1. To ensure that both the Associations work in tandem with the ITEF on certain common issues

like upgraded pay scale and CR.

2. To work unitedly with the Supdt Association and to meet the Finance Minister includingRevenue Secretary to solve our longstanding and burning issues like upgraded pay scale, GP5400, in-situ promotion scheme, CR, Local travel allowance on the lines of CBDT etc.

3. To impress on the Board to implement in situ scheme with full fledged powers and functionsof the promoted ( in situ ) post.

4. To remove control room duties and to engage private security for taking care of security of offices.
