The contract provides services to approximately 2,500 individuals per year. This amendment extends the contract end date to June 30, 2019, increases funding, and makes a variety of technical changes to the contract. Recommended Action: Move that the Board execute Contract KC-142-16, Amendment F with Washington State Department of Social and Health Services, Division of Behavioral Health and Recovery. Summary: This (State funded) revenue contract amendment is effective as of October 1, 2017 with Washington State Department of Social and Health Services, Division of Behavioral Health and Recovery (DBHR). This contract provides funding for public behavioral health services for the non-Medicaid population in Kitsap, Jefferson and Clallam Counties, and includes the program requirements that the Salish Behavioral Health Organization (SBHO) and its provider network work under. This amendment extends the contract by twenty- one additional months. The contract end date is extended from September 30, 2017 to June 30, 2019. The revised contract time period is April 1, 2016 – June 30, 2019. Under this contract amendment, the contract period of performance is extended for an additional twenty-one (21) months. Funding is only included in the contract for the time period through June 30, 2018. Total funding is increased by $5,250,909, from $10,537,667 to a new total of $15,788,576. In addition to extending the time period and adding funding, this contract makes a number of changes to contract language, most of which are small technical or housekeeping in nature. The only major language change of significance is a complete re-write of the Exhibit J: Housing and Recovery through Peer Services exhibit. Kitsap County is the administrative entity for the SBHO, which contracts with DSHS to provide public behavioral health services in Kitsap, Jefferson, and Clallam Counties. The state funding in this contract is prioritized to pay for crisis services, inpatient services and residential services. Funds that remain after those priorities are met are to be used to provide non-Medicaid services to the Medicaid population, and then outpatient services to the non-Medicaid population.
