CALL TO ORDER Pursuant to public notice, the meeting commenced at 1:10 p.m. with a Call to Order by Chairman Rod Jurado. Roll call was taken and quorum established.

I. ADMINISTRATIVE Approval of August 25, 2016 Board Meeting Minutes of FCEF-BACF

The Board reviewed the minutes from August 25, 2016 Board Meeting.

MOTION: Motion was made by Valora Cole and seconded by Allen Witt to approve the Florida Charter Educational Foundation and Bay Area Charter Foundation Board Meeting Minutes of August 25, 2016. Motion was approved unanimously.

II. BOARD UPDATES – CHAIR

The Board and Board’s Attorney Levi Williams went into discussion about the FCEF Audit Committee Requirement.

MOTION: Motion was made by Allen Witt and seconded by Valora Cole to approve Chairman Rod Jurado, Valora Cole, and Allen Witt as voting members of the Audit Committee for the Florida Charter Educational Foundation, Inc. and Bay Area Charter Foundation LLC. Motion was approved unanimously.

III. CSUSA REPORTS

Spring 2016 NWEA Results:

Lead Principal Micelle Thompson presented the Spring 2016 NWEA Results for Clay Charter, Henderson Hammock, Keys Gate Charter, Winthrop Charter, and Woodmont Charter schools. All questions were answered by Ms. Thompson.

FY15-16 Parent and Staff Survey Results:

Lead Principal Micelle Thompson presented the FY15-16 Parent and Staff Survey Results for Clay Charter, Henderson Hammock, Keys Gate Charter, Winthrop Charter, and Woodmont Charter schools. All questions were answered by Ms. Thompson.

IV. NEW BUSINESS Attorney Discussion on Social Media

Attorney Levi Williams provided insight on Social Media to the Board which outlines the delineation between volunteering board members and CSUSA employees. All questions were answered by Attorney Williams.

Digital Classroom Plan (KGC)

Principal Baez presented the Digital Classroom Plan for Keys Gate Charter School to the FCEF/BACF Board Members.

ESOL and Out of Field Waivers Clay Charter Academy

Principal Galyan presented the Clay Charter Academy out of field waivers to the FCEF/BACF Board Members.

MOTION: Motion was made by Allen Witt and second by Valora Cole to approve the Out Field Waivers for Clay Charter Academy as presented to Florida Charter Educational Foundation, Inc. and Bay Area Charter Foundation, LLC. Motion was approved unanimously. (See Attachment)

ESOL and Out of Field Waivers for Keys Gate Charter School

Principal Baez presented the Keys Gate Charter School out of field waivers to the FCEF/BACF Board Members.

MOTION: Motion was made by Allen Witt and second by Valora Cole to approve the Out Field Waivers for Keys Gate Charter School as presented to Florida Charter Educational Foundation, Inc. and Bay Area Charter Foundation, LLC. Motion was approved unanimously. (See Attachment)

Principal Johnson presented the Winthrop Charter School out of field waivers, all questions were answered by Principal Johnson.

MOTION: Motion was made by Allen Witt and second by Valora Cole to approve the Out Field Waivers for Winthrop Charter School as presented to Florida Charter Educational Foundation, Inc. and Bay Area Charter Foundation, LLC. Motion was approved unanimously. (See Attachment)

Principal Scurry presented the Woodmont Charter School out of field waivers, all questions were answered by Principal Scurry.

MOTION: Motion was made by Allen Witt and second by Valora Cole to approve the Out Field Waivers for Woodmont Charter School as presented to Florida Charter Educational Foundation, Inc. and Bay Area Charter Foundation, LLC. Motion was approved unanimously. (See Attachment)

Principal Taylor presented the SouthShore Charter Academy out of field waivers, all questions were answered by Principal Taylor.

MOTION: Motion was made by Allen Witt and second by Valora Cole to approve the Out Field Waivers for SouthShore Charter Academy as presented to Florida Charter Educational Foundation, Inc. and Bay Area Charter Foundation, LLC. Motion was approved unanimously. (See Attachment)

Steve Knobl Resume

Chairman Jurado reminded the Board of Dr. Knobl’s interest in joining the board, and highlighted the contribution Dr. Knobl could make as a board member with background in early childhood education.

MOTION: Motion was made by Valora Cole and second by Allen Witt to approve Dr. Steve Knobl as Board Member and Director to Florida Charter Educational Foundation, Inc. and Bay Area Charter Foundation, LLC. Motion was approved unanimously.

Introduction of Roderick Cunningham

Vice-Chair Valora Cole introduced Roderick Cunningham to the Board. Mr. Cunningham gave a brief history into his background including 29 years of service to United States Air Force, and currently a Youth Empowerment Coach and Speaker.

All educators in Florida are monitored to ensure they meet certification and training requirements as mandated by

law. Per Florida Statute 1012.42, when a teacher is assigned teaching duties out of the field in which the teacher is

certified, the parents of all students in the class shall be notified in writing. Per the No Child Left Behind Act

(NCLB), we are also required to notify parents when their child has been taught for four or more consecutive weeks

by a teacher not highly qualified for that class.

Hillsborough County Public Schools is committed to providing quality instruction for all students and does so by employing the most qualified individuals to teach and support each student in the classroom. The district is assisting our teachers by developing an Individual Professional Development Plan to complete the requirements needed to become in-field and/or highly qualified.

All of our teachers are certified to teach, although some of them are currently out-of-field and/or not highly qualified

(HQ) and are working on additional areas of certification. You have the right to know the professional qualifications

of the teachers or paraprofessionals who instruct your child. Federal law allows you to ask for certain information

about your child’s teachers and requires us to give you this information in a timely manner if you ask for it. If you

would like more information, please contact the school at (813)235-4811.

No Child Left Behind (NCLB) fully in the 2017-18 school year and this notification will no longer be a requirement.

For the current school year (2016-17), this notification is being sent while the new law is in transition to full

implementation.
