B. FY 2016 – 2019 Transportation Improvement Program (TIP) Amendment

Mr. Helgerson presented to the TTAC Amendment 8 of the TIP. The Amendment is a highway bridge project in Council Bluffs for the 9th and 10th Street bridge replacement project programming $2,000,000 of STP funding. It was programmed in FY 2015 but was reprogrammed for FY 2016 and will be let in late summer. Motion #2: Seeking approval of the MAPA Board of Directors at their February 25, 2016 meeting of FY 2016 – 2019 Transportation Improvement Program Amendment 8.

C. Public Participation Plan (PPP) Amendment

Ms. Walker told the TTAC the PPP is being amended as an administrative modification. This will allow a shorter public participation time of 7 days prior to adoption of the Board of Directors for minor changes to text, tables and graphics if the changes don’t affect the overall goals and objectives.

D. Funding Obligation and Project Status

Mr. Felschow said obligations have not changed significantly and as several of the NEPA processes are done, projects will begin to move forward. Nebraska’s STP balance is $1,614,000 and TAP is $22,000 where Iowa’s numbers have not changed (quarterly reporting). There were no other changes in num-bers to report. In response to a question, Mr. Simon said Metro’s BRT final design was included in Nebraska’s TAP for FY 2016.

E. Advance Construction Swap MOU Development Mr. Helgerson said the Advance Construction Swap MOU was sent to everyone in TTAC for comments and none were received. The text of the MOU will be sent back to the AC sub-committee and to FHWA showing the changes and it will come back to TTAC for final approval. Mr. Felschow said the word “Swap” has been changed to “Conversion”.

F. 2050 Long-Range Transportation Plan (LRTP) / Vision Plan Ms. Walker told the TTAC there are 24 public and stakeholder meetings scheduled. Most are in con-junction with existing meetings being held in the communities in coffee shops or restaurants to attract pass-through traffic. There is also an online survey that will be passed out to stakeholders which they can distribute to clients and constituents.

G. Traffic Report

Mr. Corrigan said the bi-annual traffic reports have just been finished. Traffic count information is com-piled from the local jurisdictions and they’re factored to fit the regional scale. Mr. Corrigan went over several of the reports and said Sarpy County has two districts that have been split to better represent their population’s distribution. The total VMT amount is 18,564,047 vehicles. In the reporting, it showed the most growth is taking place in northwest Omaha at a rate of 12% from 120th to 204th Streets north of Military as well as growth recorded in west Omaha and southwestern Sarpy County. Regionally, a 2% growth was recorded or a rate of 1% annually. ATR units are only on the Interstate and national high-way systems and it shows the trend is going up. 90th and Dodge Streets is again the top intersection but some west Omaha intersections are showing increases in traffic volume, as well. The top interchange is I-80 and I-680.

Mr. Corrigan said all of the data will be available online on the MAPA website on a new section for data and maps.

H. Transportation Activities

Mr. Felschow said MTIS (Metropolitan Travel Improvement Study) is comprised of consultants along with MAPA and NDOR. They have done data collection and data analysis and the group is now getting into the assessment phase of “where we are and where we’re going in the future”. Data shows the need is $5.32 billion for total transportation but funding is at $3.2 billion. The needs include maintenance, transportation, transit, capacity needs and state of good repair. A map has been created identifying where the needs are and it includes new roadways, capacities and new expressways. The map correlates the data just presented in the traffic report where significant growth is occurring. The strategy packages presented are unique for the entire study. The list includes a widening strategy, transit strategy and an adaptive signal strategy all put into one package. The strategies are High Levels of Balanced Investment, Freeway-Focused Improvements, Arterial-Focused Improvements, System Management and Transit Focus, Aggressive Investment Scenario and Business As Usual Scenario. There will most likely be more strategies added before they’re run through the model where its analysis will be very intense and will be run multiple times. There is a full stakeholder planning meeting planned to let members know where the committee is at with the study and these reports will be included in the presentation. Meetings will be presented to the public, as well. Input is always appreciated!

J. Additional Business

Mr. Youell reported on his attendance at Kinetic in Kansas City. At the conference, he learned that changes in transportation, autonomous vehicles and technology are coming quickly and how extensive the changes will be. Mr. Youell also attended a Heartland Civic Collaborative meeting sponsored by the Chambers of Com-merce from Des Moines, Kansas City, St. Louis and Omaha. The meeting looked at how the four states can work together to build the area to improve infrastructure. And from his recent trip to Washington, D.C., Mr. Youell said the FAST Act bill provides stability but he’s not satisfied that the transportation policies have been solved. LB960 is being monitored closely which MAPA submitted a letter in support of the Bill.
