A meeting was held at the Lehigh Valley Planning Commission (LVPC) offices with the Project Advisory Group (PAG) to discuss the ABE Master Plan. Marc Champigny facilitated the meeting. A copy of the presentation is attached for reference. Following is a summary of items discussed during meeting.
Welcome & Introductions
Individual introductions were done and LNAA leadership thanked the PAG members for participating and being a part of the master plan process.
Project Overview
The project process was presented, reviewed and discussed. See attached presentation for details. The following bullets were items mentioned during the presentation or subsequent discussion.
Outreach to the regional business community is important. The consultant team and LNAA should get the word out to the regional or even national community about airport development to attract new business opportunities. The consultant team will be working with LNAA to get information on the master plan out at key milestones of the project, and the cross-represented PAG is intended to voice their input throughout the process.
LVPC and others have conducted a lot of local/regional infrastructure planning. Freight infrastructure plan/movement is rapidly changing and will impact the region. Specifically, it was mentioned that the need to integrate freight infrastructure with airport growth should be considered. Can this or how will this be integrated into the master planning process? In addition, a “Port of Entry” assessment is either on-going or should be started. LVPC is very interested with LNAA being designated as a “Port of Entry”. A question to the consulting team is how or does this get integrated into the Master Plan. The consultant team will work to review and include relevant information as appropriate.
The regional context effort of the master plan will need to be closely coordinated with the efforts of LVPC and it was requested that the regional context workshop be coordinated with the LVPC schedule so they could attend. LVPC noted meetings in early December that they wish to avoid.

This, along with all cargo requirements, will be assessed during the Master Plan.
A concern about runway length for larger aircraft like B767s among areas of density/forestation near the runway ends that could potentially impact the ability of emergency workers to get to aircraft emergency situations was brought forward. As part of the master plan process, the consultant team will utilize FAA standards to determine the requirements for the airport and propose alternatives to address those requirements.
The FAA requested that they are involved throughout the process and not just at the end. They wanted to make sure there was enough buffer in the schedule to review forecasts, ALP, etc. The consulting team has planned appropriately for these buffers and will keep the FAA involved throughout the master plan process.
There are significant opportunities to develop (redevelop) industrial parks adjacent to the airport as a part of larger regional growth. The airport is seen as a partner in this, and is very much willing to work closely with local and regional authorities for success.
Meeting was adjourned. PAG meeting #2 will be scheduled for the first quarter of 2017.
