Meeting to update local residents
on the planning process relating
to the Adamstiles planning
application.

• Discussed the history of the Adamstiles – some of the
issues have been around for 40 years!
• Focus on the anti-social behaviour issues but no clear
view on how to resolve these.
• General consensus that the Parish Council should
proceed towards submitting the plans.
• Plans have now been submitted in line with previous
outline.
• Meeting tonight to gauge support and encourage local
residents to feed back to the SKDC planners.

Adamstiles – the early years!
• 1972 David Charles Homes Ltd purchase the land to build houses in Hurst Crescent and Adamstiles.
• 1975 As the build was nearing completion the company went into liquidation.
• 1978 An overgrown and untidy area was reported.
• 1979 Land purchased in conjunction with SKDC.

Adamstiles - the early years
• 1983 Site was levelled and seeded.
• 1993 Letter of complaints to PC noting
football being played, “making life hell” and
“gangs of youths”!
• 1994 PC wrote to SKDC – SKDC would
resist the “loss of the land” and would not
put play equipment on the Willows.
• Ongoing issues with anti-social behaviour

Where are we today?
• Still seeing issues with drug taking equipment,
alcohol bottles and food litter left on the play
area as well as ongoing damage to the play area
and criminal damage to local properties.
• The extent of the issues has been reported to
the Grantham North Rural Neighbourhood Panel
on a number of occasions and the Adamstiles
was recognised by the Grantham police as a key
priority area during both 2011 and 2012.

Where are we today?
• SKDC were approached in March 2011 for
a view on the potential development and
indicated that whilst the Highways
Department would be supportive that
Planning Policy relating to the
development of public open spaces (Core
Strategy Policy SP2) would mean that this
development would not be supported

Looking forward
•The Parish Council has discussed a number
of times the ongoing issues with both the anti-
social behaviour but also the wider provision
of play equipment across the village.
•The annual ROSPA reports have
acknowledged that whilst the current play
equipment provision is generally fit for
purpose bit that a significant amount of the
equipment needs to be replaced by more
modern equipment.

Looking forward
• The Parish Council recognises this need
and is keen to pursue a strategy whereby
match funding is secured to allow
investment over a 2-3 year period to
ensure that the provision of play
equipment is improved not only the
Adamstiles but also on Steven’s Gutter
(the village green).

Next steps • In order to achieve this the Parish Council
investigated the possibility of selling a part of the Adamstiles play area and investing all the proceeds into a carefully constructed plan to either improve or replace all the play equipment in the two areas.
• 2013 Engaged a planning consultant to investigate possible options and costs.
• 2013 Exploratory meeting with SKDC planners to discuss possible options and likely objections.

Next steps
• At this stage the Parish Council still needs
to investigate any covenants that might be
in place but has now applied to SKDC for
planning permission to build up to three
bungalows that would reflect the existing
design of the Adamstiles housing.

Where are we today?
•Over the last few years Barrowby has suffered
ongoing issues with the anti-social behaviour issues
with young people both from the village and the
Earlsfield estate in Grantham.
•Adamstiles has been seen an area in which to
congregate, this has led to a number of police
interventions although local people have been
reluctant to report issues to the police due to the
threat of retribution, and certainly local inhabitants
who have raised issues have suffered from
vandalism to their property as a result.

Where are we today?
• Another example of local feeling was shown in October 2011 when a seat provided by the Parish Council was damaged sufficiently badly that it required removal.
• At that time a poll was made of approximately 30 houses that back on to the Adamstiles and the vast majority stated that they did not want the seat re-instated due to the potential of encouraging further anti-social behaviour.
• The Parish Council has taken advice from SKDC on different lighting types to see if the lighting can be improved to deter unwelcome behaviour but no solution has been found.
