MCDCB Milestones and Accomplishments2011• APRIL 1, 2011: signing of the Memorandum of Agreement among 14 Local Government
Units, 13 National Government Agencies; 7 private sector / civil society organizations.
• MAY 24, 2011: first organizational meeting of MCDCB, where the National Economic Development Authority (NEDA) was designated as Secretariat and the Ramon AboitizFoundation, Inc. (RAFI) was designated as the Research Program & Organizational Development (RPOD).
• JUNE 24, 2011: recognition by the RDC 7 of MCDCB as the coordinating body for Metro Cebu development per Res. 10, S. 2011.
• MAY-OCTOBER, 2011: presentation of recommendations for the basic framework and roadmap for collaboration and information sharing by IBM: 4-Quadrant Synthesis and conceptual framework and 3 inter-related facets of governance, land use planning, and transport & traffic management.
MCDCB Milestones and Accomplishments2012• MARCH 28, 2012: signing of the Cebu City – Yokohama Memorandum of Understanding on
Technical cooperation for Sustainable Urban Development.
• MAY 10, 2012: passage of an MCDCB resolution requesting the DPWH Project Management Office – Flood Control and SABO Engineering Center for assistance in the preparation of an Integrated Drainage & Stormwater Management Plan for Metro Cebu.
• OCTOBER 10, 2012: approval of the membership of MCDCB in the RDC full council and sectoral committees per Res. 26, S. 2012.
• OCTOBER 19, 2012: commencement of the formulation of the Terms of Reference (TOR) for the Integrated Drainage & Stormwater Management Plan
• DECEMBER 2012 – MARCH 2013: engagement with the City of Yokohama & Japan International Cooperation Agency (JICA) for the Phase I Study Vision and Development Strategy for Metro Cebu, covered by a 46M Yen technical assistance undertaking by JICA.
MCDCB Milestones and Accomplishments2013• MARCH 20, 2013: approval of the Mega Cebu Vision 2050 and 3 + 1 Development Strategy
and the MCDCB Framework and Manual of Operations.
• APRIL 4, 2013: endorsement of and support for the Mega Cebu Vision 2050 and Development Strategy by the RDC 7 Executive Committee per Res. 2, S. 2013.
• APRIL – SEPTEMBER, 2013: the organization and conduct of a series of harmonization workshops covering land use and other spatial dimensions, infrastructure and flooded areas.
• MAY 27, 2013: presentation of Cebu’s pitch for the hosting of the APEC Summit in 2015using the framework of MCDCB and anchored on the Mega Cebu 2050 Vision.
• JUNE 27, 2013: engagement of students and faculty of 11 colleges and universities in Cebu in a video competition showcasing the attributes of Mega Cebu during the Cebu Business Month.
MCDCB Milestones and Accomplishments2013• JULY 2013: signing of the Minutes of Meeting and TOR for Phase II: Study on the Roadmap
for the Sustainable Urban Development of Metro Cebu, covered by a 2.5M US$ technical assistance undertaking by JICA.
• JULY – DECEMBER, 2013: organization of Mega Cebu coordinating & technical teams at the LGU level to facilitate better coordination and strengthen partnership.
• AUGUST 13, 2013: installation of new local officials: signing of covenant & turnover of bugsay during the first MCDCB full board meeting with newly elected officials.
• SEPTEMBER 2013: installation of September as the Mega Cebu Month where the first massive information campaign for the youth, private sector & LGUs was mounted through various activities.
• SEPTEMBER – DECEMBER, 2013: Adoption of and alignment with the Mega Cebu 2050 Vision and 3+1 Development Strategy by the member LGUs in their respective LGU vision and Executive and Legislative Agenda.

2013• NOVEMBER 11, 2013: Kick-off of the JICA assisted 18-month Study on the Roadmap for the
Sustainable Urban Development of Metro Cebu.
• DECEMBER 7 and 18, 2013: signing of the partnership agreement between JICA, Cebu City and concerned Japanese enterprises on the two Pilot Surveys for Disseminating SME Technologies For Solid Waste Management and Resource Recycling and Dewatering Equipment for Septage Management, supported by a 2M US$ technical assistance grant from JICA.
MCDCB Milestones and Accomplishments2014• JANUARY 2014: finalization of the Terms of Reference for consulting services on the
conduct of a Comprehensive Study for a Metro Cebu Integrated Flood and Drainage System Master Plan.
• FEBRUARY 2014: commencement of the Feasibility Study for the Cebu South Coastal Road, Cebu Circumferential Road and Lateral Arterial Roads funded by DPWH and conducted by CEDCO.
• FEBRUARY 7, 2014: commencement of the JICA Study: Household Interview Survey (HIS) to gather basic data that will help in formulating a comprehensive urban development plans, for Metro Cebu.
• MARCH 21, 2014: signing of the Memorandum of Understanding between the University of San Carlos and the MCDCB; approval of the framework of coordination between the JICA Study Team and MCDCB and project identification process and criteria.

• PARTNERSHIP DEVELOPMENT: obtained support from local, national, and international organizations for the different requirements of MCDCB / Mega Cebu program, including, among others, technical assistance grants and project support from JICA; the City of Yokohama; IBM; DPZ.
• EDUCATION AND CONSTITUENCY BUILDING: created awareness among and engaged various sectors, particularly the students and youth, through conventional (face to face) and non-conventional (digital and on-line measures).
• ORGANIZATIONAL CONTINUITY & VOLUNTEER ENGAGEMENT: engaged, on a continuing basis, government and private sector leadership from different organizations, parties, and tenures. Committees, sub-committees, and working groups continue to share time, talent, and treasure for the diverse requirements of the program.
