What is a Mega Shelter?Per the Mega‐Shelter Planning Guide 1 – the defining characteristics of mega‐shelters are:
• Activated by Local, State, or Federal Government
• Multi‐agency coordination and management with a unified command system
• Large, non‐conventional sheltering facility – often those generally used for public assembly such as an arena, convention center or stadium
• Accommodation of clients with longer‐term needs beyond evacuation sheltering

Large Capacity State Shelters: Shelters that have MOU’s or agreements with the State of North Carolina and do not require an agreement with the American Red Cross. NC Emergency Management and personnel will supply all the needs for these shelters or request materials from the ARC. Shelter management and personnel will be by ARC and/or Department of Social Services (DSS) working with a limited Incident Management Team at the Shelter. The Shelter Manager will work through the IMT for all needs. Midnight counts with demographics and ARC paperwork are required. ARC shelter manager still has communication with District Sheltering Lead for shelter operation doctrine.

MS – Multi‐Agency Coordination & Mgt.The following guidance is from the Non‐Traditional Shelter (NTS) Concept of Operations Template that is posted on the RC Exchange 5 –
• Mega Shelters should be opened under the administration of either Local or State government…
o Because running these shelter facilities requires the coordination and cooperation of multiple Local and State agencies
• A Unified Command System or Incident Command should be put in place.
o This command structure should follow the Incident Command System (ICS)
o All services and support for the MS should report through the Unified or Incident Command
• In addition, the Agency with overall responsibility for the MS – will most likely be a different Agency then the one responsible for the Mass Care function.

MS – Non‐Conventional Sheltering Facilities•Mega Shelters – are often stood up in very large buildings or open areas
o Ex. = Stadiums, Convention Centers, Empty Box Stores & Parking Structures
o The site is often selected by Local Government officials either in advance or just prior to the arrival of an approaching storm or other disaster
• Challenges for Mega Shelter Layouts include –
o Large Footprint = Longer walks for Staff and Clients – some will need assistance
Also…the larger the footprint – the more Staff that will be needed to meet Client needs
o Communication = Distance can easily impede timely communication
o Lack of Critical Needs = Such as an electrical supply for Medical devices
o Empty Facilities = Will result in challenges “waking them up”

Mega Shelter – Floor Plan / Layout• Setup – Suggestions for setting up a Mega Shelter:
Always think about the Flow of the Shelter – and how Clients will access services.
o Also think about what can be done in advance to save time and manpower later on
When possible, provide ease of access to personnel critically needing. Be mindful of –o Clients needing medical attention and their placement in relation to Medical Command and/or
electrical plugs for their medical devices
o Families with small Children – i.e., placing them near washrooms, mother’s rooms, etc.
o Placement of items or services that need to be controlled – i.e., medical supplies, towels, etc.
o Having an area where supplies can be received, stored and delivered with minimal effort
o Saving an area where external organizations may use to provide recovery services to Clients
Do your best to not use or limit access to areas where Clients can wander or abuse.

MS – Recovery Services Provided @ KBH 6
• Cell Phone Replacement = AT&T had a table where Residents who were AT&T Members – could have their Cell Phone Replaced.
o AT&T also provided TV’s throughout the Recovery Level where Residents could watch Dish TV.
• Cell Phone Charging Stations = Were provided at the Verizon table on the Recovery Level.
• Dallas OEM / Office of Emergency Management = Had an Information Booth where Shelter Residents could ask questions as well as be directed to the proper Agency for personal assistance.
• Dallas Public Library = Had books on hand that Residents could read while at the Shelter.
• DMV = The Texas Department of Public Safety had a table where Shelter Residents could go to replace their Texas Drivers License.
• FEMA = Residents were able to register with FEMA to receive FEMA Disaster Benefits.
• Human Services = Various Agencies were on hand to provide such benefits. Such organizations included – Texas 211 / US Health & Human Services / SNAP / Food Bank.
• Legal Aide = Various Legal Representatives of NW Texas were available to Residents to provide Legal Assistance on various matters from Disability Rights to Landlord Issues.
• Microsoft / Dell = Provided tables where Residents could use Laptops and Game Consoles.

MS – Recovery Services Provided @ KBH 6
• Military VA Assistance = Numerous tables were located throughout the Shelter that offered various assistance that Military Veterans could use – i.e., disability, unemployment, etc.
• Resident Transportation = Both Uber and Lyft offered to provide Free Transportation to Client Residents. A process was put in place to order such Rides and was available at the Information Booth. Uber eventually stopped offering free rides towards the end of the shelter.
• School Registration = For Residents that decided to relocate to the Dallas area – the Dallas Independent School District had a table where Shelter Residents could enroll their Children in the Dallas School System.
o This included Schools from Pre‐School to High School. They were also passed out School Back Packs and one (1) set of School Uniforms per Child enrolled.
• Social Security Administration = Had a table where Residents could go to replace their Social Security Card, or for help with other Social Security Benefits.
• US Post Office = Residents could go to this table to change their mailing address and/or have their mail temporarily forwarded to the Shelter.
• Workforce Solutions = Of the Greater Dallas area – had a table where Residents could apply for either Temporary or Permanent Jobs.

• It will be very common for Red Cross personnel to be working with Organizations that they may not have heard of or worked with before.
• In addition and since the MS will most likely be managed by a Governmental Agency –Procedures may be put in place that are outside RC norms.

• …As well as communicate and instruct their people in such Procedures – and answer the many questions that they will have regarding.

• Such Procedures must be followed and executed consistently throughout the Shelter.

Mega Shelter – Challenges • Mega Shelters can have many challenges that must be faced and overcome by the Organizations involved.
• Such challenges may be similar to those in any Red Cross Shelter – but are compounded by the shear size and number of Clients involved.
o CLIENT CHALLENGES – Clients arriving at a MS are most likely not prepared for being displaced and therefore may need extensive help in adjusting to
o SHELTER CHALLENGES – Are those that are faced with using the facility for the MS and how they impact the delivery of services to Clients
o EXTERNAL CHALLENGES – Range from identifying beneficial offers of external assistance to what is needed to help Clients take their next recovery steps
• The following slides include just some of the many challenges that will be faced in a MS.

NEEDED
Clients with mobility issues will have a very hard time traversing the long distances in a Mega Shelter.
In addition, Clients may have left their durable medical devices behind.
For such Clients…Personal Assistants may need to be provided – along with any durable medical devices that they may need.

LACK OF CLOTHING and BASICS
Many Clients in a MS have been evacuated from a hard‐hit area – and did not have time to bring clothing and personal basics.
Due to stays in a MS lasting from several days to weeks – it will be imperative to replace such items in a timely manner.
Not being able to do so could result in illnesses or unhealthy conditions.
MISSING FAMILY MEMBERS
Clients evacuated to a MS most likely were done so in a speedy manner – and to an area away from their home and community.
Since such evacuations are done in a swift manner – it could be very common for Family members to be separated in their travels.
MS Leadership must be mindful of such and establish procedures to reconnect them as quickly as possible.

Mega Shelter – Client Challenges• Children: It is easy in a MS setting to overlook the needs of Children due to all that is going on – on such a large scale. 7
o Ensure that children’s and infant’s supplies are provided timely
o Create a safe, well‐supervised area where children can play, socialize and begin their recovery
o Also have a procedure in place to deal with children who get separated from their parent’s or guardians
• Norovirus: It can be very common for this virus or others to find their way into a MS and affect many Shelter Residents and Staff. 8
o Such viruses are transmitted due to – crowding, insufficient sanitation in bathrooms, lack of an adequate number of hand‐washing facilities, and delays in cleaning and decontaminating soiled areas and bedding
o Early surveillance, rapid detection, vigilance to hand‐washing, accessibility to soap and water, and containment and disinfection of soiled areas and items – can all help to decrease the spread of norovirus.

Mega Shelter – Shelter Challenges• Revenue Venue Facility: If the MS is setup in a Stadium or Convention Center type facility –o There will be pressure from Day 1 to close the shelter ASAP
o It will be also common for scheduled events to continue while the shelter is in operation – and thus competing for facility offerings
• Logistics: With a MS operation, there will be an endless flow of supplies and equipment both in and out.o Dedicated staff, equipment and storage space must be readily available
• Visitors: MS will draw lots of Visitors including local politicians and celebrities. o A process or procedure will need to be put in place in short order on how to
handle – as well as how to identify who is who and what access they may have
o It is critical for the shelter staff to know the procedure for handling visitors

Mega Shelter – Shelter Challenges• Donated Goods: A process must be put in place immediately on how to manage and possibly distribute donated items to Clients –o If not…donations can pile up excessively and swiftly – requiring much manpower, space and resources to handle

• Client Storage: There will be Clients that do bring many items which will interfere with operations and passage near their cots. o Dormitory staff must be mindful of and take measures to control when needed

Mega Shelter – Shelter Challenges• Paperwork / Reporting: The requirements for such items will be different for a MS than for a smaller shelter operation.o First off, the shear volume of paperwork such as with Dormitory Registration Forms
will seem endless
o In terms of reporting, a MS run by either a Local or State Governmental agency will most likely have special reporting and times that such must be submitted
o MS Leadership should assign an Admin person to handle such paperwork and reporting – and file them in a way that Client info and location can be easily found
• Specialized RC Procedures: MS RC Leadership must be aware that there may be specialized procedures that must be followed for the type of MS setup.o An example is that differences exist between counting Shelter Populations inside a
building vs. Counting Outside Shelter Populations
o RC Shelter Leadership should make sure that they check with their Sheltering Lead on what specialized procedures apply to the type of MS they are overseeing

Mega Shelter – External Challenges• It will be very common with a MS – that there are numerous external organizations that want to help out.
• Their offers will include providing free –food or services, excursions to local parks, or the placement of equipment within the MS for shelter clients to use.
• Such offers will be many and need to be properly vetted and approved.
• Putting in place someone from RC Community Engagement Partnership in the MS Incident Command – can run point and coordinate such efforts.

Mega Sheltering – Best Practices• Shelter Resident Transition: It is extremely important that such efforts be started on Day 1 in a MS.o All RC Shelter Leaders must be familiar with the Doctrine: Improving Shelter Resident
Transition (SRT)
o In addition, the SRT Lead should establish relationships with local Housing Authorities
• EBV’s: Normally with a MS, there will be a endless supply of Local Volunteers that want to help out. o An organization should be assigned to register and assign EBV’s to assist with various
services and actions provided in a MS – with proper training and supervision
• Sheltering Tip Sheets: Are quick‐reference guides for Shelter Managers / Supervisors to support common sheltering situations.o These sheets contain valuable information on dealing with sheltering issues – and
should be made available to all RC sheltering personnel

Mega Sheltering – Best Practices• The following are recommendations made on Mega Sheltering – from the ARC Hurricane Harvey MS After‐Action Review held on June 26, 2018 –
o Understand how spontaneous partners can help on a MS operation
o Have someone dedicated to deal with political blowback from decisions made
o Whenever possible, make use of an automated client tracking system
o Make sure partners know what the RC footprint looks like and set expectations
o Rely on external organizations for guidance – i.e., Fire Marshall
o Develop relationships with external partners prior to working with them in a MS
o Know that actions on the first few days will be reactive as opposed to proactive
o Anticipate problems in advance and take actions to resolve before they surface
o MS Leadership should be trained in ICS / Incident Command System
