tion from Makawao, praying thatparties who are pronounced lepersonly, be sent to the leper hospital,and that Dr. Iwai be .appointed phy-

sician to Kakaako. Referred toSanitary Committee.

Mr. Townsend reported from thespecial committee on military, thatthey had framed a new bill, era- -

bracing the most salient points ofthe two bills, which they present tothe House for their considerationwith the other two bills.

Mr. C. Brown stated that hoshould not sign that report, ho hadbeen asked to draft a bill which he didand presented it to the committee,and supposed that it was acceptedSubsequently, the committee had asecret meeting, and he was not notifled of such meeting, and the firstthing he knew tins new report wasthrust in lus face for his signature.

Tho report was received and laidon the table to be considered withthe three bills.

Mr. Castle reported from thecommittee to whom was referred theresolution in regard to liquorstaken from the Custom Housefree of duty. That they havemade some examination of the sub.ject matter contained in said slate'ment, sufficient has been learned toenable tho committee to report andmake recommendations looking to acorrection of the evils therein ex-

posed to the light. The statementshows that the amount of duties reinittcd covers ales, wines and spiritsto the amount of $39, 9a. 89,

A DIFFERENCE.

In most countries with an elective

Parliament aud a Ministry rettpon-sibl-e

to the electors through theirparliamentary representatives, thedifference between a Minister in his

ministerial capacity and the same

person as a private member of thatrepresentative legislative body, is

pretty clearly understood by all in-

telligent persons who take an interest in public matters. Here we

have had a system differing in manyparticulars from the one alluded toas obtaining elsewhere, and now

that it is attempted by a new Con-

stitution to assimilate, in a measure,our system to theirs, we find intel-

ligent men quite "at sea" on many-point-

including the one just men-

tioned. Gentlemen have said, anddo say, that any bill emanating

from a Minister is a Cabinet meas-

ure, and ns such the Cabinet shouldsupport it, and if they iind them-

selves in a minority should resign.

It is not so understood in othercountries ; but a Minister may in

his capacity as a private member ofthe House support a measure, which

his colleagues are not bound to, andwhich does not form a part of theMinisterial policy. Its failure does

not call for their resignation. True,

it is a debatable question whether a

Hawaiian Minister can claim theprivilege of a private member, con-

sidering that he is not an elected-- representative, but is simply a

member of the House by virture ofhis position as a Minister of theCrown.

ANOTHER SPECIMEN.

Editok Bulletin : Being on thebest of terms with the "Gazette"and its sentiments, I yet would begleave to ask the editor of that paperif he has not overstepped the boundsof discretion in attacking and ridi-

culing the contributors of yourpaper, by stigmatizing their pro-

ductions as containing stilted andcloudy rhetoric.

Now occurs a curious fact. Inthe same sheet is an article signedby "Scio," who vents his spleen atsome unknown writers to me, about"Ministerial Responsibility" and inhis prelusory remarks makes thisflagrant unrhetorical blunder ; "Orany other upstarts who have cometo the front recently like clouds ofmosquitos to worry their superiorsin rank, power and every otherquality except brains!" Mr. Editor,I am a foreigner, I could not evenspeak, much less read or write Eng-

lish when 20 years old, yet I say ifthis is not stilted and cloudy rhe-

toric, what is it ? I submit that inno situation one man can be theequal of another. He is either be-

low or above him. But from a constitutional or law standpoint the caseis different. "Scio," by callinghimself indirectly the superior in

rank, power, and every otherquality "except Brains" of menwho don't assume half as much, andwhich he calls upstarts because theyhappen to differ from him in hispolitical proceedings, shows throughthis assertion a spirit which existedduring the Gibsonian period andwhich after the inauguration of ournew Constitution is, to say the least,not consistent with its teachings andlaw. Third reading of an Act to in-

demnify the Minister of Finance.Mr. Townsend said he wished to

have some explanation in regard tothe item of 812,200 Makiki claims.

Minister Thurston then gave abrief account of the claims from be-

ginning to end, with which Mr.Townsend said he was fully satis-fied.

Mr. C. Brown said two wrongsdid not make one right j thereforehe should vote against the bill.

In answer to Mr. Paeluiole, Min-

ister Thurston gave particulars ofthe item, "Expenses of election,$3,362.04," which appears in tbebill.

The bill then passed its thirdreading.

Editor Bulletin: I was glad tosee that Mr. Green had somewhatclianged his "base" in regard to"our financial agents," ns your re-

porter informs us in your issue ofyesterday evening that he now seesthe advisability of having an agent,whom we can trust, appointed inLondon to investigate the enormouscharge of 15, 000 made by thesegentlemen. A charge which theydo not and will not explain or pro-duce a single item for.

I think Mr. Green at last "hassmelt a rat," or, in plain English,suspects or is certain that an at-

tempt at rascality has been made bypersons whom I will not name, butwhom everyone conversant with thisloan business knows, and I am in-

deed glad to see him put his footdown in the manner he has done, asit fully bears out my high opinionof this gentleman, whom we haveall known for years and whom wehave always considered to be likeCaesar s wife "above suspicion.

Mr. Editor, is it a fact that thechairman of the committee on bondshas received a communication fromMatheson & Co., of London, repu-

diating all knowledge of this chargeof 1' 15,000, and advising him thattins was an improper charge, andalso informing him that Mr. Abiuham Hoffmmg had drawn moneyfrom them on account of his alsobeing a financial agent?

sequently they assumed the air of"sweet simplicity," and changedtbe bonds, merely remarking thatthey didn't mean anything and itwas "absurd" that anyone shouldfor a minute think they did?

I think it is a matter of congra-tulation that we have such a man asMr. Green occupying the positionof Premier and Minister of Finance,as we all know that he may makean error of judgment, but neverconsent or ' acquiesce in anythingthat was not honest or right.

THE MINISTER OF FINANCE.

Honolulu, December 2, 1887.Sir: As the time approaches for

the transmission of the HawaiianGovernment bonds to London, I begto state to you that I had perfectedarrangements with the U. S. Col-

lector of the Port at San Francisco,with Messrs. Wells, Fargo & Co.,and with the Hawaiian Consul-Gener- al

at San Francisco, to forwardsaid bonds by express directly toLondon. The expense of forwardingthe same will amount to from 810 to$50.

The bonds are to be safely packed and boxed : the package properlysecured and sealed with the seals ofthe Hawaiian Treasury. It is to beaddressed to the Hawaiian Consul-Gener- al

at San Francisco, who willthen give the further order for for-warding the package at once toLondon, and to whom wfll be de-

livered a second receipt for the sameby Wells, Fargo & Co. It will notbe necessary to insure these bonds,Except to cover the aetuaf cost ofmaterial and printing. If the bondsshould be lost or stolen all necessarysteps have been taken to preventmisuse or loss, such emergenciesbeing always provided against bythe Stock Exchange in like transactions. The young King of Spain was one

year old on June J8. The tailors'guild of Madrid respectfully askedpermission of Queen Christina topresent bis juvenile majesty with hisfirst uniform. The Queen Regentcheerfully gave her assent, and now

the tailors are busy cutting andsewing, out of the finest cloth manu-

factured, the smallest uniform thatwas probably ever made for a mo-nac- h.

It is elaborately trimmedwith real gold lace and much orna-

mented. The question of rank arose,and was submitted to the Queen.On his first birthday the King, whowas enrolled in the army from hisbirth, was to be promoted. In theSpanish army the officers wear the'insignia of rank on the sleeve, henceit is necessary for the tailors to know

his degree of rank. The Queen'sdecision has not yet been madeknown. A tiny sword, a veritablebaby sword, with a'hUt, pf gold thatis said to lie masterpiece of thejeweller's art, goes with this remarksable uniform,
