FAP Route 734 (IL 2) Section 78R-2 Winnebago County Job No. P-92-050-06 IL 2 from Auburn Street to Riverside Blvd in Rockford The first public meeting for the Illinois Route 2 Phase I Study was held on Thursday, August 5, 2010 at EIGERlab, 605 Fulton Street, Rockford, Illinois from 1:00pm – 6:00pm. The meeting was held in an open house format with exhibit boards for review and the opportunity for attendees to provide comments, suggestions, issues and concerns. The intent of the meeting was to inform the public that a study of the N. Main Street (IL 2) corridor from north of Auburn Street to north of Riverside Boulevard was being initiated and would be done utilizing IDOT’s Context Sensitive Solutions (CSS) process. In addition, a goal of the meeting was to inform stakeholders of the opportunity to serve as a Community Advisory Group (CAG) member. It should be noted that the meeting was not intended to present proposed improvements for the corridor to the public. The study is in the beginning stages, and proposed improvements have not yet been identified. For this reason, the exhibit boards displayed existing conditions only. One provided aerial plan view of the corridor (see Attachment 1), and another provided cross sections of the existing roadway (see Attachment 2). Also available was a location map displaying the project limits (see Attachment 3). Handouts included a newsletter (see Attachment 4) describing the project and the study process. It contained a Comment Form for stakeholders to complete and submit either at the meeting or by mail. Also available as a handout was an information sheet that contained facts and a glossary of terms (see Attachment 5). Notice of the meeting was sent to 217 stakeholders (see Attachment 6 for mailing list) and was also advertised in the Rockford Register on July 22 and July 29, 2010 (see Attachment 7). In addition, a press release announcing the meeting was issued (see Attachment 8).

Public Comment: The public was invited to submit comments about the project via comment form or mail. Comments received by August 20, 2010 will become part of the official public meeting record. Sixteen (16) comment forms were received on August 5, 2010 at the Public Meeting. No additional forms were submitted through the mail. In general those in attendance at the meeting expressed support for improvements to the corridor. It was the impression of several that the meeting was being held at least in part to discuss upcoming improvements for the intersection of N. Main and Street. It was explained that this is not the case and that the project they had in mind was being administered by the City of Rockford. In addition, some believed that the meeting was intended for an upcoming resurfacing project along N. Main Street in this area. It was pointed out that the resurfacing project is an interim effort to maintain pavement conditions until more extensive improvements can be accomplished. The issues and concerns expressed either verbally to the Project Study Team or through formal comment forms included the following topics: ▪ Adjusting and adding turn lanes and signal lights ▪ Drainage ▪ Accessibility to businesses during construction ▪ Safety ▪ Prior studies ▪ Interest in joining the Community Advisory Group The submitted comment forms are included in Attachment 10. As evidenced by those forms, fifteen stakeholders expressed interest in joining the Citizen Advisory Group. Notable verbal comments are summarized as follows: Senator Dave Syverson: Feels the project should be kept simple and limited to widening where the lanes are narrow, fixing the curve at Brown Avenue and providing a new driving surface.

Memorandum to File August 20, 2010 Page 4 of 11 Tom Rotello: Owner of Olympic Tavern. Noted that a major renovation is forthcoming for the restaurant. A primary concern for the project is the lack of space between the N. Main & Fulton curbs and the building face. This is a problem especially in inclement weather (i.e. no place to pile snow, patrons are splashed by passing cars in rainy weather). Is aware of the City’s Envision Study & pointed out that the document lists the Olympic Tavern as a landmark recommended for avoidance. Zak Rotello: Echoed the sentiments of his father, Tom. Also called attention to the discontinuity of the existing sidewalk & noted that as a significant concern. Noted he is a bicyclist pointed to the lack of bicycle facilities along the corridor. He added, however, that he believes it would not be feasible to accommodate bicycles along N. Main Street. Dick Berman: Resident along Country Club Beach Road. He indicated he would like to see different access to N. Main for his neighborhood. He feels Halsted is the best opportunity from the standpoint that it is closer in elevation to Country Club Beach Road than is Belmont. He also feels the signals at N. Main and Halsted would provide for better accessibility. Based on past interaction with the railroad, he believes the concept of a new crossing might be well received. Alberto Altamore: Owns Altamore restaurant south of Auburn Street as well as several other properties in that area. His primary concern is the curve at Brown Avenue. Another concern is the need to improve the Fulton Avenue intersection with turning lanes. He is aware of the City’s Envision study and is in favor of the recommendations put forth in it regarding a raised median with plantings. Ray Streit: Home owner north of the railroad. He suggested a need for signals at Pierce Avenue and cited difficulties for motorists turning left from Pierce or crossing to the business on the east side of the intersection. Gary McIntyre: Planner for RMAP. His duties include bicycle and mass transit planning. Noted he is an avid bicyclist and lives in the area. He was involved in establishing a shared bike lane along Huffman (west of N. Main) south of Fulton. He will provide information regarding existing and proposed bicycle accommodations for the area. He pointed out that he does not feel N. Main is a viable route for accommodating bicycles. He feels parallel routes are more appropriate. When asked, he indicated Brown Park is not a pedestrian/bicycle destination. He urged that we also consider mass transit and suggested coordination with mass transit officials.

   The display ad ran twice in the area’s largest paper. The size of the display ad was two columns by five inches.
