CNA Mission Statement

To maintain sustained capability to effectively combat members’

tier-2 oil spill.

In pursuit of its mission statement CNA:

Established well equipped and strategically spread Tier 2 oil spill

response organization to ensure sustained, effective preparedness and

speedy response to members Tier 2 oil spills

Supports response to Tier 3 oil spill in Nigeria

Provides training programmes on oil spill response, conduct and/or

support research into subjects pertaining to the environment in relation

to oil spill management and;

Provides necessary advice where applicable on waste management

services in relation to oil spill clean-up activities.

MEMBERSHIP PROCEDURE

• Membership application in writing to:

Nigerian Ports Authority, Port Harcourt

• Membership form forwarded to applicant for

completion and return with an application fee of

N100,000.

• CNA shall verify applicant Tier 1 capability

• Upon approval by CNA BOD, applicant shall be

notified in writing and shall pay all required fees

within 90 days or the application shall become void.

•All new members shall commit in writing to be bound by

all regulations governing CNA

•All new members shall pay a joining fee equal to its

composite participation percentage share of the value of

the company’s equipment and materials (Equalization

fee).

•Members pay quarterly cash call to fund yearly budget

based on CPP %age of membership Category

Equalisation Fee

Equalisation fee which shall be paid up-front are as follows:

Production of 0 to 10,000 bbls = $ 50,000Production of 10,000 bbls and above = 2.5% of estimated CNA current asset value.

CNA Asset is evaluated at fifteen million US dollars

• All activation call outs are to be made by telephone

followed by completion of Activation Form on CNA

TIER 1 SPILL EQUIPMENT STOCKPILE

• Operators are required to stockpile a minimum quantity of functional equipment

and materials for effective first line defence for oil spills. The stock shall include

- Booms

- Skimmers and other recovery devices

- Storage equipment

- Shoreline clean-up equipment

- Vessels and or workboats

- Dispersants

- pumps, hoses

- Communication and auxiliary equipment

- Others: Lighting equipment, Emergency safety equipment, First Aid Kits
