MISSION STATEMENTUSA Swimming is the National Governing Body for the sport of swimming. We admin-ister competitive swimming in accordance with the Olympic & Amateur Sports Act. Weprovideprogramsandservicesforourmembers,supporters,affiliatesandthein-terested public. We value these members of the swimming community, and the staff and volunteers who serve them. We are committed to excellence and the improve-ment of our sport. We are committed to providing a safe and positive environment for all members.

CORE OBJECTIVESUSA Swimming has adopted three core objectives. These core objectives establish the foundation of the strategic business plan for our sport. USA Swimming encourages all members to participate in the local, regional and national efforts to ensure that these objectives are accomplished.

BUILD the Base – We seek to expand our membership in order to share our sport with as many other people as possible. We are especially committed to sharing the values of our sport with young people who may discover that swimming is an activity they can enjoy for their entire life.

PROMOTE the Sport – We want swimming to receive as much publicity as possible because we believe that the more people learn about our sport the more inclined they will be to join the ranks of our membership. We are proud of our sport and we seek to celebrate it whenever possible.

ATHLETE MEMBERSHIPYEAR-ROUND ATHLETEYear-round athlete membership is for a calendar year period (January – December). New athlete memberships processed on or after September 1 are valid through December 31 of the following year. USA Swimming’s fee for registration year 2017 – $58.00.

OUTREACH ATHLETEOutreach membership is a year-round athlete membership with a reduced fee and is offered to under-represented and/or economically disadvantaged youth. Membership is for a calendar year period (January – December). New memberships processed on or after September 1 are valid through December 31 of the following year. USA Swimming’s fee for registration year 2017 – $5.00.

SEASONAL ATHLETEAt the option of the Local Swimming Committee (LSC), seasonal athlete membership may be offered for one or two periods of not more than 150 days per period. The beginning and ending dates of each seasonal period is determined by the LSC.

In addition, and at the option of the LSC, individual season athlete membership may be offered foranunspecifiedbutcontinuousperiodofnotmorethan150dayscommencingonthedateofregistration.

Seasonal athletes may compete in USA Swimming competitions below the Zone Championship level. USA Swimming’s fee for registration year 2017 – $30.00.

SINGLE-MEET OPEN WATER ATHLETEAttheoptionoftheLSC,membershipmaybeofferedforthespecificdate(s)ofanopenwatercompetition(s). The athlete must compete unattached. Single-meet open water athletes may compete in USA Swimming competitions below the Zone Championship level. USA Swimming’s fee for registration year 2017 – $10.00.

CLUB MEMBERSHIPYEAR-ROUND CLUBYear-round club membership is for a calendar year period (January – December). New club memberships processed on or after September 1 are valid through December 31 of the following year. USA Swimming’s fee for registration year 2017 – $70.00.

All year-round athletes join USA Swimming through their Local Swimming Committee (LSC), one of 59 local organizationsresponsibleforadministeringUSASwimmingactivitiesinadefinedgeographicalarea.Withineach LSC, a designated Registration/Membership Chair is responsible for providing athlete information and applications to all interested individuals.

Year-round athlete membership is for a calendar year period (January - December). New athlete memberships processed on or after September 1 are valid through December 31 of the following year.

Year-round athlete membership provides liability and secondary accident medical insurance coverage, plus complimentary issues of Splash,theofficialUSASwimmingmagazine.

YEAR-ROUND ATHLETE OUTREACH MEMBERSHIP In 2017, there were 10,777 outreach members (which are included in the year-round athlete membership to-talsonpages8and9).OutreachmembershipoffersqualifiedindividualstheopportunitytobecomeaUSASwimming year-round athlete member at a reduced fee. The national fee for outreach membership is $5.00 and the Local Swimming Committee has the option to set a local fee that may not exceed $2.00. The goal is to provide opportunities in swimming to under-represented and/or economically disadvantaged youth in the United States. Each Local Swimming Committee determines how they will qualify athletes for outreach membership. They may use but are not limited to national guidelines based on Federal Food Stamps, Free School Lunch and/or Federal Poverty Guidelines.

SEASONAL ATHLETE MEMBERSHIP SEASON 1 AND SEASON 2: At the option of the Local Swimming Committee (LSC), seasonal athlete membership may be offered for one or two periods of not more than 150 days per period. The begin-ning and ending dates of each seasonal period is determined by the LSC.

INDIVIDUAL SEASON: TheLSCmayalsoofferaseasonalmembershipforanunspecifiedbutcontinu-ous period of not more than 150 days commencing on the date of registration. An athlete may be offered this membership for one or two periods within a registration year.

The seasonal membership program offers a competitive swimming program to those athletes who swim for only part of the year. They may compete in USA Swimming competitions below the Zone Champi-onship level.

All seasonal athletes join USA Swimming through their LSC, one of 59 local organizations responsible for administeringUSASwimmingactivitiesinadefinedgeographicalarea.WithineachLSC,adesignatedRegistration/Membership Chair is responsible for providing athlete information and applications to all interested individuals.

Seasonal athlete membership provides liability and secondary accident medical insurance coverage for the designated period of the membership.

Single-meet open water athletes may compete in USA Swimming competitions below the Zone Championship level.

All single-meet open water athletes join USA Swimming through their LSC, one of 59 local organizations responsibleforadministeringUSASwimmingactivitiesinadefinedgeographicalarea.WithineachLSC,a designated Registration/Membership Chair is responsible for providing athlete information and appli-cations to all interested individuals.

ALLIED & AFFILIATE MEMBERSHIP

ALLIED MEMBERSHIP Organizations who meet the following criteria may apply for allied membership in USA Swimming. The organization must have:

1. a national swimming program2. closed national competition that provides for elite athlete development or production3. due process4. a rulebook 5.anofficialstrainingprogram

Application for allied membership must be approved by USA Swimming’s Board of Directors and then by the House of Delegates. Dues for allied membership are $500.00 annually. The organization will have a seat on the Board of Directors and at least one (1) delegate to the House of Delegates. The House of Delegates determines how many additional delegates they may have. The organization must pay $50 for each additional delegate.

In 2017, there were two allied memberships:

National Collegiate Athletic AssociationYMCA of the USA

AFFILIATE MEMBERSHIP OrganizationsthathaveaninterestinswimmingmayapplyforaffiliatemembershipinUSASwimming.

ApplicationforaffiliatemembershipmustbeapprovedbyUSASwimming’sBoardofDirectorsandthenbytheHouseofDelegates.Duesforaffiliatemembershipare$100.00annuallyandentitleseachaffiliateorganizationtoatleastone(1)delegatetotheHouseofDelegates.TheHouseofDelegatesdetermines how many additional delegates they may have.
