Government Relations

The mission of IFA’s Government Relations Departmentis to preserve and enhance the legislative and regulatoryclimate for the growth of franchising worldwide byproviding services and representation that only IFA canoffer. The department monitors legislative and regula-tory activity, conducts lobbying and grassrootscampaigns, participates in national and local coalitions, creates forums and educational tools for experts in thefranchising community, and promotes positive relationsbetween franchisors, franchisees, and elected andappointed government officials and employees.

FRANCHISE RELATIONSHIP LEGISLATIONProposals to enact additional regulations of the franchiserelationship have been introduced several times inCongress since 1990 and in state legislaturesthroughout the country. IFA pursues a highly activeeducational campaign with members of the Congressand state legislators to heighten awareness of the nega-tive economic consequences of franchise relationshiplegislation. IFA staff continually educates federal andstate lawmakers, especially those serving on thecommittees of jurisdiction for franchise relationshiplegislation.

REGULATORY ACTIVITYIFA has long been active in regulatory affairs, both withthe Federal Trade Commission (“FTC”), the federal agencywith authority for enforcing federal franchise disclosureregulations, and with the North American SecuritiesAdministrators Association (“NASAA”), the organizationrepresenting state franchise regulators. IFA participatesin the process to revise and improve the FTC’s TradeRegulation Rule on Franchising, which requires fran-chisors to provide to each prospective franchise investor, prior to the sale of the franchise, comprehensive informa-tion about the franchise system and the rights, responsibilities and obligations of the franchisor and thefranchisee as part of the franchise investment. IFA alsoworks closely with state regulators, dating back to thecreation of the first regulations for the “Uniform FranchiseOffering Circular” (“UFOC”) in the 1970’s.

IFA is also active in public policy activities that affectfranchising at the international level, and works in closecooperation with members of other national franchiseassociations.

SMALL BUSINESS ISSUESIFA lobbies, monitors and actively participates in coali-tions with other national trade associations on smallbusiness issues that have a potentially disproportionateaffect on the franchise community. Issues for which IFAlobbies include tax and regulatory reform, legal reform, small business health plans and minimum wage legis-lation.

POLITICAL EDUCATION AND GRASSROOTSIFA continues to increase the association’s presence onCapitol Hill. IFA holds its annual “Franchise Apprecia-tion Day” each fall. Franchise Appreciation Day givesIFA members a unique opportunity to learn about thelegislative process, educate their elected officials on theimportant role franchising plays back home in thedistrict and the global economy, and how it directlyimpacts the public policy making process.

POLITICAL ACTIVISM & FRANPAC -FRANCHISING’S POLITICAL ACTIONCOMMITTEEOne more way IFA can be an effective public policyadvocate for franchising is through a strong and vibrantpolitical program. FranPAC creates an opportunity forIFA members to provide financial support to candidatesfor federal office, and a robust PAC means more contri-butions to candidates who understand franchising andwho will promote a legislative and regulatory climatefavorable to franchising.

Public Relations

Spreading the word about the benefits of franchising isthe primary focus of IFA’s Communications and MediaRelations Department.

IFA is the “Voice of Franchising®” for newsmedia around the world. IFA is their firstand most reliable source of informationabout our business sector. We do thatby providing timely, accurate and rele-vant information to journalists viainterviews, press releases, editorialpapers, news advisories and featurearticles. We also keep the growingIFA membership informed of keyevents and activities through the IFAInsider newsletter, Franchising World

magazine and the popular SmartBrief e-newsletter.

IFA works to introduce its member companies tothousands of news media contacts in our database. That database is constantly updated to ensure newsabout IFA members gets to the right editor, producer orreporter at the right newspapers, magazines, televisionand radio stations and online news outlets across theU.S. and around the world.

What the news media want to know about franchising:• Trends, how franchise companies meet

consumers’ needs• Hot, new concepts• Women, minority franchise entrepreneurs• Young franchise entrepreneurs• Home-based franchise opportunities• Technology• International franchise expansion

Grassroots strategic communications are also a keyfunction of the Communications and Media RelationsDepartment, done in partnership with IFA’s GovernmentRelations group to help shape public policy at local, state and federal levels.

VetFran

It is because the community of franchising wishes tohonor those who have so bravely served our countrythat a special program called VetFran was created. Withthe cooperation of the U.S. Department of VeteransAffairs, the Veterans Corporation and the U.S. SmallBusiness Administration, and with outreach initiatives toour country’s military and veteran organizations, theprogram continues to expand. Nearly 250 participatingmember companies have agreed to help qualifiedveterans acquire franchise businesses by providingfinancial incentives not otherwise available to other fran-chise investors. Veterans will get the “best deal” fromthese companies.

IFA’s Web site, www.franchise.org, has a wealth of infor-mation about the VetFran program, with theparticipating members included on the site. Weencourage your company to take part in this very impor-tant effort. Select the link below for details on how tosign up.
