Membertou Hosts Historic Marshall SymposiumTwenty-five years after the release of The Marshall Inquiry, Junior’s home community of Membertou hosted a historic gathering that revisited the recommendations outlined in the 1989 findings. The symposium was the initiative of the Mi’kmaq-Nova Scotia-Canada Tripartite Forum’s Justice Working Committee, which also conducted a research report into the implementation and efficacy of the recommendations. The re-search was led by Dr. Jane McMillan, a long-time friend of Junior and the Marshall Family.

Copies of the full report and an ex-ecutive summary will be made avail-

able on the Tripartite Forum website at www.tripartiteforum.com.

The symposium was facilitated by Dan Christmas and welcomed guest speakers including Premier Stephen McNeil, Judge Anne Derrick, and RCMP Superintendent Tyler Bates. Also in attendance were members of local and national policing ser-vices, government reps from various departments at all levels, reps from court services programs and legal services. Members of Junior’s family also attended a special dinner with delegates that included a viewing of the documentary film ‘Struggle for Justice.’

Membertou Governance

Governance Committee Events, Activities and Information -------------------------------------------------------------------------------------------------------------------------Membertou is one of many First Nations in Canada to sign onto the First Nations Land Management Framework Agreement. The Agreement transfers authority and management of reserve lands from the Federal government to our own control, and removes us from roughly 25% of the Indian Act.

But what does this really mean? To provide a better understanding of the Act, we have a compiled of some of the most common questions our members might have. Over the next several issues of the Membertou Aknutmaqn newsletter, the Governance Committee will feature new FAQs on Land Code.

Land Code Frequently Asked Questions (Part 4)

Q: How will accountability to the Members be ensured?A: The Membertou Land Code requires annual reporting to Members on land governance activities as well as mandatory community involvement in the development and approval of land laws.

Q: Can Membertou generate its own revenues?A: Yes. Revenues can be generated by leasing & granting rights & licenses in Membertou land. Membertou can also develop its own land directly & generate profit without the involvement of AANDC.

Q: Is funding available to operate under a Land Code?A: Yes. Canada provides operational funding to manage land and to make, administer & enforce laws, as well as to administer and implement an environmental assessment & management plan.

Q: How will the environment be protected?A: Membertou will have the power to make environmental laws.

Q: Do Provincial Governments support this initiative?A: Yes. The provinces where the First Nations are located have given written support for this initiative.

Q: How do we benefit from the Framework Agreement?A: For many reasons, including the following:

• Ability for Membertou to protect the environment• Right to govern reserve land & resources• Removal of Membertou lands from the Indian Act• Inclusion of on & off reserve in important decisions• Increased accountability to Members• Land law making powers• No need for Ministerial approval for Membertou laws• Ability to appoint Justice of the Peace• & many more!!

This year’s Annual Community Awards Banquet will be held on Shrove Tuesday, February 17, 2015, at the Mem-bertou Trade and Convention Centre beginning at 6:00 p.m. Ballots will be circulated to each household in Mem-bertou in coming weeks. Ballots will also be available at the Band Office.

Community members can nominate individuals for three (3) separate awards:

• BradleyChristmasMemorialTrophyforCitizenoftheYear;• PaulGouldMemorialTrophyforMaleandFemaleSportspersonsoftheYear;• EdwardKabatayMemorialAwardforAboriginalLanguageandCulture.

Community members are asked to fill-out the ballot with the name of one individual for each award. Please also explain the reasons why you think these individuals are deserving of these awards. You are also asked to sign each ballot and return them to the Band Office reception desk during regular working hours (9:00 a.m. to 4:30 p.m.). If you require additional ballots, please drop by the Band Office to pick up more forms. All ballots will be placed in a locked ballot box.

The deadline for nominations is Monday, February 2, 2015. Please note that all members of the Chief and Coun-cil are not eligible for these awards.

Chief Terry Paul and Council would like to invite the community of Membertou to the Annual Awards Banquet which is taking place on Tuesday, February 17, 2015, at 6:00 p.m., at the Membertou Trade &

Convention Centre.

Awards will also be presented for Citizen of the Year, Male and Female Sportspersons, Aboriginal Language and Culture, and the Lifetime Achievement Award.

Notice to Community Members

Please remember to watch your mail for T4 slips for OAS, Canada Pension and Child Tax Benefits. I called Revenue Canada and they will be mailing T4 slips during the months of January and February. Revenue Canada will be sending me “Income Tax Returns” for 2014 end of February so I will not be able to do income tax returns until the month of March. If you have not filled out your 2013 Income Tax returns, I have some left in the office. You need to file your income tax returns to get your OAS, Supplement, Family Allowance and your GST.

The Nova Scotia Heat Rebate($200.00) can not be processed unless you have filled out your 2013 returns. If your heat rebate forms were mailed back to you, please come in and we can do another income tax return. You have until March 31, 2015 to qualify for the heat rebate.

In the coming weeks I will be compiling a database of all trained coaches, volunteers, any kind of training that relates to sports and physical activity (sport specific, multisport, Aboriginal coaching modules, FMS, RJT, and refereeing etc.).

Being part of the database will allow you to be part of an emailing community (or possibly a Facebook group) that will notify you of coaching or volunteer opportunities as well as the chance to take part in additional training.

Culture Series

Throughout the year we will be building on our Aboriginal Protocols with a series of short write-ups on various topics re-lated to culture. Our research is taken from the teachings of several elders with unique backgrounds. We acknowledge that different nations have different traditions and people have different perspectives than what we’ve encountered. We are not saying any are right or wrong, we value all information in our research and encourage respectful and engaging conversa-tions surrounding the exhibits. These write-ups are intended as introductory pieces for anyone looking to learn more about culture and additional information is available at the Membertou Heritage Park.

Pipe/Pipe Carrier People tend to think of images that are often inaccurate or misrepresented in popular culture and in the distorted retelling of stories. In more recent years there have been many jokes made in television and film suggesting that communication with spirits and having visions are caused by the smoking questionable substances. These ideas of humor are offensive and take away from the meaning and significance that the pipe has. There are different kinds of pipes and dif-ferent uses for them, two main categories include personal pipes and ceremonial pipes. In both uses the pipe is among the most sacred beings in any Indigenous ceremony, having been described as prayer in physical form. There is no one process for earning the right to be a pipe carrier to conduct ceremony, but it is generally agreed that pipe carriers live a strict and mindful lifestyle and are among the most respected figures in all Indigenous traditions. Questions about taking on the re-sponsibilityofthepipeshouldbediscussedwithpipecarriersorElderswhoknowthesignificanceofthepipe.

Alcohol and Alcoholism

AlcoholisthemostcommonlyusedaddictivesubstanceintheUnitedStates-17.6millionpeople,oroneinevery12 adults, suffer from alcohol abuse or dependence along with several million more who engage in risky, binge drinking patterns that could lead to alcohol problems. More than half of all adults have a family history of alco-holism or problem drinking, and more than 7 million children live in a household where at least one parent is dependent on or has abused alcohol. Yet, for many people, the Facts About Alcohol and Alcoholism are not clear.

Facts About Alcohol:

Alcohol abuse and alcoholism can affect all aspects of your life. Long-term alcohol use can cause serious health complications affecting virtually every organ in your body, including your brain. It can also damage your emo-tional stability, finances, career, and impact your family, friends and the people you work with. Over time, exces-sive alcohol use, both in the form of heavy drinking or binge drinking, can lead to numerous health problems, chronic diseases, neurological impairments and social problems, including but not limited to:

• Dementia, stroke and neuropathy• Cardiovascular problems, including myocardial infarction, cardiomyopathy, atrial fibrillation and hyperten-

sion• Psychiatric problems, including depression, anxiety, and suicide• Social problems, including unemployment, lost productivity, family problems, violence including child mal-

treatment, fights and homicide• Unintentionalinjuries,suchasmotor-vehicletrafficcrashes,falls,drowning,burnsandfirearminjuries.• Increased risk for many kinds of cancers, including liver, mouth, throat, larynx (voice box) and esophagus• Liver diseases, including fatty liver, alcoholic hepatitis, cirrhosis• Gastrointestinal problems, including pancreatitis and gastritis• Alcohol abuse or dependence – alcoholism.

Alcoholism has little to do with what kind of alcohol one drinks, how long one has been drinking, or even exactly how much alcohol one consumes. But it has a great deal to do with a person’s uncontrollable need for alcohol. Most alcoholics can’t just “use a little willpower” to stop drinking. The alcoholic is frequently in the grip of a powerful craving for alcohol, a need that can feel as strong as the need for food or water. While some people are able to recover without help, the majority of alcoholics need outside assistance to recover from their disease. Yet, with support and treatment, many are able to stop drinking and reclaim their lives.

New After-Hours Phone Service For HousingRepairEmergenciesAfter-hourstelephone service for Membertou residents experiencing housing repair emergencies. The telephone service will operate between 4:30 pm to 8:00 am on weekdays and 24 hours during weekends and holidays. Membertou residents are asked to call the Housing Department’s main telephone line at (902) 564-2111 and the call will be directed to a call answering service. All non-emergency calls will be forwarded to the Housing Department on the following regular business day.

Duties and Responsibilities:

• Routine checks around the bingo hall and parking lots every 10-15 minutes during your shifts

• Ask customers to move vehicles if parked in non-parking or in handicapped(un less handicapped sign is visible)

• Let bingo personnel know if there is a customer’s vehicle with lights on/vehicle running• Ensure walkways and sidewalks are salted and cleared as needed
