Re: Request for 2004 New Year's Eve Service Bars/Open Containers in TimesSquare

On behalf of the Times Square merchants, I would like to request that the Councilallow the sale and consumption of alcoholic beverages in the Times Square areaduringthe December 31, 2004 NewYear's Eve celebration.

Such an allowance stays the enforcement of the open container law within thedesignated space for the duration of the designated special event and would allowTimes Square merchants having the proper alcohol, beverage, and tobaccoextension of premise permit to set-up perimeter service bars to sell to anyonewalkingthrough Times Square.

The specialevent will begin on Friday, December31, 2004, at 12:00 pm and end onJanuary 1, 2005 at 1:00 am. The merchantswill only serve closed cans or plasticcups of alcoholic beverages to individualsin the square and no glass containerswillbe permitted. I have attached a sketch highlighting the perimeter of the opencontainerboundaries.
