Herbert Maschner, Ph.D. Dr. Maschner has been jointly appointed as Professor in the School of Geosciences and the Department of Anthropology, effective August 7, 2015. Dr. Maschner earned his Ph.D. in Anthropology from University of California, Santa Barbara, in 1992. He was tenured and promoted to Associate Professor in 1999 in the Department of Anthropology at Idaho State University. He was promoted to Professor at ISU in 2006. In 2011, he was appointed Director of the Idaho Museum of Natural History. In 2012, Dr. Maschner was elected Fellow of the American Association for the Advancement of Science. Dr. Maschner’s primary research interests include virtualization, visualization, informatics, 3D scanning, and public science in the creation of digital research infrastructures that transcend humanities, physical, natural, and social sciences. Dr. Maschner’s research has been funded by National Science Foundation, National Oceanic and Atmospheric Administration, the United States Fish and Wildlife Service, the U.S. Forest Service, the Wenner-Gren Foundation, and local agencies. He is principle investigator or co-PI on more than $7.2 million in grants, including $5.19 million from NSF on 14 awards. He has over 100 publications, including two monographs and nine edited collections. Dean Eric Eisenberg of the College of Arts & Sciences strongly recommends the nomination of Dr. Maschner for the award of tenure upon appointment. Xiaodong Michael Shi, Ph.D.
Dr. Xiaodong Michael Shi has been appointed as Associate Professor in the
Department of Chemistry, effective August 7, 2015. Dr. Shi earned his M.S.
degree from Nankai University in 1997, and his Ph.D. from the University of
Maryland Park in 2002. After a postdoctoral fellowship at the University of
California-Berkeley, Dr. Shi joined the faculty at West Virginia University as an
Assistant Professor in 2005. He was tenured and promoted to Associate
Professor in 2011. Dr. Shi’s research in organic chemistry includes new
synthetic methodology development, organic materials, bio-organic
chemistry, organometallic chemistry and analysis. He has published 78 papers
in high impact peer reviewed journals. Dr. Shi has been very successful in
obtaining external funding for his work, including the prestigious NSF CAREER
award ($550,000). In the past four years, he has garnered $1M as PI,
~$300,000 as Co-PI, and $1M in equipment grants, totaling $2.3M. Dr. Shi’s
classroom instruction, measured by student evaluations, in the general area
of organic chemistry at the graduate and undergraduate levels is outstanding.
He has graduated five Ph.D. students and 4 MS students, almost all of whom
have moved into prestigious Ph.D. programs and postdoctoral positions.

Steven Walczak, Ph.D.
Dr. Steven Walczak has been appointed as Associate Professor in the School
of Information, effective August 7, 2015. Dr. Walczak graduated from
University of Florida in Computer Science with his Ph.D. in 1985. He has
served as an Associate Computer Scientist with the National Security Agency,
in private industry. From 1998-2014, he was a tenured Associate Professor in
the College of Business at the University of Colorado. He currently is a
tenured Associate Professor at University of South Carolina’s Integrated
Information Technology Department and Director of Graduate Studies in
Health IT. Dr. Walczak’s primary research applies artificial intelligence (AI)
and other technical solutions to both diagnostic and resource planning issues
within healthcare domains. He has published over 55 peer reviewed papers,
as well as presented over 80 conference proceedings and presentations. He
received numerous funding supports from industrial sectors. Dr. Walczak is
an accomplished scholar and teacher whose academic and professional
experiences will be integral to the School of Information and the Florida
Center for Cybersecurity’s emphasis on health information security. Dean Eric
Eisenberg of the College of Arts & Sciences strongly recommends the
nomination of Dr. Walczak for the award of tenure upon appointment.

Chih-Chin Chou, Ph.D.
Dr. Chih-Chin Chou has been appointed as an Associate Professor and
Program Director of the Department of Rehabilitation & Mental Health in the
College of Behavioral and Community Sciences. Dr. Chou received her Ph.D.
in Rehabilitation Psychology from the University of Wisconsin – Madison in
2004. Dr. Chou comes to the University of South Florida from the University
of Arizona where she is a tenured Associate Professor and Rehabilitation
Counseling Program Coordinator in the Department of Disability and Psycho-
educational Studies. Prior to that appointment, she was an Assistant
Professor and Undergraduate Rehabilitation Program Coordinator in the
same department at the University of Arizona for six years. From 2005 –
2007, she was an Assistant Professor in the Department of Psychological
Studies, Co-Director of the University Counseling Center, and Program
Director for the Master Applied Psychology Program at the National Institute
of Education in Singapore. She also held an academic appointment for a year
at the City University of New York – Hunter College. Dr. Chou has published
over 20 articles in peer-reviewed journals and eight book chapters. Dr. Chou
has received numerous grants including three current training grants totaling
almost $2.5 million. Dean Julie Serovich of the College of Behavioral and

Gert-Jan de Vreede, Ph.D.
Dr. Gert-Jan de Vreede is currently a Durham Distinguished Professor at the
College of Information Science & Technology at the University of Nebraska
Omaha, where he is also Managing Director of the Center for Collaboration
Science. He received his Ph.D. in Systems Engineering from Delft University of
Technology in the Netherlands. His research focuses on crowdsourcing,
collaborative software engineering, Collaboration Engineering, and the
facilitation of teamwork. His work has been supported by a variety of funding
sources, including Federal (NSF), Government (USSTRATCOM, AFOSR),
International (CIGREF, ING Group), Private (MindMixer, Woodmen of the
World, Union Pacific), and Non-Profit (American Telemedicine Association).
He has published over 250 refereed journal articles, conference papers, and
book chapters. His research has appeared in journals such as Journal of
Management Information Systems, Management Information Systems
Quarterly Executive, Journal of the Association for Information Systems,
Communications of the Association for Information Systems, Small Group
Research, Communications of the ACM, Group Decision and Negotiation,
International Journal of e-Collaboration, Journal of the OR Society, Human
Factors, and the Journal of Creativity and Innovation Management. He was
named the most productive Group Support Systems researcher worldwide
from 2000-2005 in a comprehensive research profiling study. Currently, he is
on the editorial boards of journals such as the Journal of the Association of
Information Systems, Paradigm, the Journal of the Midwest Association for
Information Systems, Group Decision & Negotiation, and the International

Kaushik Dutta, Ph.D.
Dr. Kaushik Dutta has been appointed as an Associate Professor of the
Information Systems and Decision Sciences in the Muma College of Business.
Dr. Dutta comes to us from the National University of Singapore as a tenured
Associate Professor in the Department of Information Systems. Prior to
joining NUS, Dr. Dutta was a tenured Associate Professor at Florida
International University until July 2011. Dr. Dutta has several years of
professional and research experience in the field of enterprise IT
infrastructure, data analytics and big data systems. In his present research,
Dr. Dutta is handling terabytes of social media dataset on mobile applications
to derive analytics that are useful for mobile ad-tech companies. Dr. Dutta’s
primary expertise is combining operations research and data mining
techniques with Computer Science systems knowledge to efficiently handle
big data and manage large IT infrastructure. Dr. Dutta’s recent work on data
analytics has been published in several leading journals and conferences. In
total, Dr. Dutta has published 27 journal and 44 peer-reviewed conference
publications. He also holds few patents in the area of IT infrastructure and
caching. Dr. Dutta has served as reviewer of many IEEE, ACM and INFORMS
journals and conferences. He is the Area Editor (Database) of Elsevier Journal
of Systems and Software and Associate Editor of Springer Journal of
Information Technology and Management. Combining academic and
industry, Dr. Dutta has total 17+ years of experience in the field of
Information Technology. He has a Bachelor in Electrical Engineering from
Jadavpur University, Masters in Computer Science from Indian Statistical
Institute and a Ph.D. in Management (Information Systems) from Georgia

Sriram Chellappan, Ph.D.
Dr. Sriram Chellappan has been appointed as an Associate Professor of
Computer Science & Engineering in the College of Engineering. Dr.
Chellappan comes to us from Missouri University of Science and Technology,
where he was promoted to Associate Professor in 2014. He received a Ph.D.
from Ohio State University in 2007. His research area is in Socio-Technical
Systems with an emphasis on Cyber Security and Smart Health. He also has
interests in Mobile and Wireless networking and Cyber-Physical systems. He
has published seventeen journal papers in high quality venues such as the
IEEE Transactions on Smart Grid and the IEEE Transactions on Information
Forensics and Security. He has also published thirty-seven papers in
conferences and two book chapters. Many of his conference publications are
in high quality conferences such as the IEEE International Conference on e-
health networking, the IEEE International Conference on Privacy, Security and
Trust and the IEEE Advanced Information Networking and Applications
Conference. His research has attracted significant citations with almost eight
hundred citations and an H-index of sixteen according to Google Scholar. He
is currently the PI on three grants from the National Science Foundation. This
includes a prestigious NSF Career award. The total of his open grants on
which he is PI is over $830,000.00. Additionally, he serves as a co-PI on over
$800,000.00 of Federal funding. Dean Robert Bishop of the College of

Changhyun Kwon, Ph.D.
Dr. Changhyun Kwon has been appointed as an Associate Professor of
Industrial & Management Systems Engineering in the College of Engineering.
Dr. Kwon comes to us from the University of Buffalo, where he served as an
Assistant Professor in the Department of Industrial & Systems Engineering.
He is currently being evaluated at Buffalo for tenure and promotion, both of
which he is expected to be awarded in the coming early summer months. Dr.
Kwon earned his Ph.D. degree in Industrial Engineering from the Pennsylvania
State University in 2008. He also received his M.S. degree in Industrial
Engineering and Operations Research from Penn State in 2005, and a B.S.
degree in Mechanical Engineering from KAIST in South Korea in 2000. Dr.
Kwon’s research focuses on operations research and transportation systems.
His publication record includes twenty-three published journal articles, eight
articles under review, seven papers in refereed proceedings, fifty-five
conference presentations, eight invited seminars, five book chapters and an
edited book. Dr. Kwon is very active in professional societies, including
INFORMS, IIE and MOS (Mathematical Optimization Society) and has served
as a session chair eight times. In the past several years, his research has
focused on risk management in transportation systems, in particular,
hazardous materials (hazmat) transportation. He proposed new advanced risk
measures for risk-averse routing and created a robust optimization model for
routing under data uncertainty. To solve related optimization problems, he
devised efficient computational methods and tested their performance with
realistic road network data. For this research, he has received an NSF grant
for hazmat traffic regulation methods in 2011 and an NSF CAREER award in
2014. The following is a summary of his external grant funding so far. Dean

Fred Mannering, Ph.D.
Dr. Fred Mannering has been appointed as a Professor of Civil Environmental
Engineering in the College of Engineering. Dr. Mannering comes to us from
Purdue University where he served as the Charles Pankow Jr. Professor of
Civil Engineering. He has authored more than one-hundred (100) refereed
publications in prestigious journals in the caliber of Transportation Research
(Parts A, B and C) and the Journal of Accident Analysis and Prevention. He has
also edited a widely used textbook, Principles of Highway Engineering and
Traffic Analysis. In addition, he is the Editor-in-Chief of the journals of
Analytic Methods in Accident Research and Transportation Research Part B
(Methodological) and an Associate Editor of Transportation Research Part A
(Policy and Practice). He also serves on the Editorial Advisory Board of
Accident Analysis and Prevention and Transportation Research Part C
(Emerging Technologies). His teaching ability is evident from the Charles B.
Murphy Outstanding Undergraduate Teaching Award, Purdue University's
highest undergraduate teaching honor. Moreover, he has been funded by a
number of agencies such as the Federal Highway Administration (FHWA),
National Council for Highway Research Projects (NCHRP) and Departments of
Transportation in Pennsylvania, Washington and Indiana. Dr. Mannering has
advanced the state of the art of statistical and econometric analysis and
modeling, key techniques essential for researchers and students in the field
of transportation engineering. It is strongly believed that he would be helpful
to both the Center for Urban Transportation Research (CUTR) and certainly
the Department of Civil and Environmental Engineering in providing
credentials, research leadership, mentoring, and research productivity and
accomplishments. He will certainly play an important role in motivating
undergraduate civil engineering to consider Masters or Ph.D. studies in

Xinming (Simon) Ou, Ph.D.
Dr. Xinming (Simon) Ou has been appointed as an Associate Professor of
Computer Science & Engineering in the College of Engineering. Dr. Ou comes
to us from Kansas State University where he served as an Associate Professor
in the Department of Computing and Information Sciences. He has been
appointed as the Peggy and Gary Edwards Chair in Engineering since June
2014. Dr. Ou received a Ph.D. in Computer Science from Princeton University
in 2005. His research is in Computer Security. In particular, he has worked
on dealing with uncertainty in cybersecurity in his NSF Career grant. Also, he
has done research on the human aspects of computer security and network
security. He has published a number of papers in high quality journals such
as IEEE and JSAC. He has many papers in high quality conferences such as the
40th Annual IEEE/IFIP International Conference on Dependable Systems and
Networks (DSN) and the 27th Annual Computer Security Applications
Conference (ACSAC) where the work won a best paper award. His research
has attracted significant citations with over thirteen hundred (1300) citations
and an H-index of fifteen according to Google Scholar. He is currently the PI
on three grants from the National Science Foundation (NSF) with over

Morsani College of Medicine
Edmund Funai, M.D.
Dr. Edmund Funai has been appointed as Vice President for Strategic
Development for the USF System, Chief Operating Officer for USF Health and
Vice Dean for Administration for the Morsani College of Medicine. He was
concomitantly recommended for appointment as Professor in the Department
of Obstetrics and Gynecology, with tenure on appointment. Dr. Funai has had
many accomplishments as a Distinguished Professor at The Ohio State University
College of Medicine and is internationally recognized for his many achievements
in academic Obstetrics and Gynecology and Maternal Fetal Medicine. He
received his MD degree from New York Medical College (1992) and completed
his residency training at Lenox Hill Hospital in New York City (1996), followed by
fellowship training in Maternal Fetal Medicine at New York University (1998).
He joined the faculty at NYU as an Assistant Professor in 1998, followed by
relocation to Yale University where he served as an Associate Professor of
Obstetrics and Gynecology (2004-2009), with several other concomitant senior
positions, and was promoted to Professor in 2009. In 2011, he relocated to The
Ohio State University with the rank of Professor and Associate Dean for
Administration. He served as Interim Dean at OSU in 2014 before relocating to
USF Health and the University of South Florida. Dr. Funai has been the recipient
of numerous research grants, including NIH R01 and R21, and is the author of 93
peer-reviewed publications, 23 books and chapters, and 117 abstracts. He has
been on numerous grant reviews and has served as an editorial and publication
reviewer. He is the recipient of numerous honors and awards. The Chair of the
Department of Obstetrics and Gynecology and the members of the Morsani
College of Medicine Appointment, Promotion and Tenure Committee have
reviewed Dr. Funai’s credentials and recommend the award of tenure upon

Valerie Parisi, M.D.
Dr. Valerie Parisi has been appointed as Senior Associate Vice President for
Academic Affairs for USF Health and Vice Dean for Faculty Affairs for the Morsani
College of Medicine, to commence on July 1, 2015. She was concomitantly
recommended for appointment as Professor in the Department of Obstetrics and
Gynecology, with tenure on appointment. Dr. Parisi has previously held tenured
academic appointments at the University of Texas at Houston, Stony Brook
University in New York, the University of North Carolina in Chapel Hill and Wayne
State University related to her outstanding academic and leadership achievements.
We are indeed fortunate to have her join our team at the University of South
Florida. Dr. Parisi received her medical degree from Brown University (1975),
followed by her MPH in Maternal and Child Health from the University of California,
Berkeley (1980) and her MBA from the University of North Carolina, Chapel Hill
(2004). She has had many accomplishments and is internationally recognized for
her many achievements in academic Obstetrics and Gynecology and Maternal Fetal
Medicine. She comes to USF from Wayne State University School of Medicine,
where she has been Professor in the Department of Obstetrics and Gynecology
since 2007, and Dean of the School of Medicine since 2010. She has served in many
professional leadership positions in academic and professional societies and is
currently the President of the American Board of Medical Specialties, a prestigious
position that will bring additional recognition to the University of South Florida.
She has been the recipient of numerous research and program grants with federal
funding and is the author of 48 peer-reviewed publications, 11 books and chapters,
and 71 abstracts. She has been on numerous grant reviews and serves as an
editorial and publication reviewer. She is the recipient of numerous honors and
awards. The Chair of the Department of Obstetrics and Gynecology and the
members of the Morsani College of Medicine Appointment, Promotion and Tenure
Committee have reviewed Dr. Parisi’s credentials and recommend the award of

Mark S. Kindy, Ph.D.
Dr. Mark S. Kindy has been recruited as Professor in the Department of
Pharmaceutical Sciences of the College of Pharmacy. He comes to USF from the
Medical University of South Carolina, where he has been a tenured Professor
since 2002. Dr. Kindy has a positive national reputation as a very competent
researcher and mentor. He presently has a R01-NIH grant, and has been very
productive in his laboratory. He has recently submitted several R01 - NIH grants
for review, and is an active member on study sections with the NIH. Nationally,
Dr. Kindy has been readily visible and recognizable during national research
meetings, and he has numerous publications in impactful journals. He is the
author of 161 peer-reviewed publications, has been on numerous grant reviews
and has served as an editorial and publication reviewer. He is the recipient of
numerous honors and awards. Dr. Kindy epitomizes the culture of USF Health
collaboration. He has promised to effectively create research relationships with
faculty in the Morsani College of Medicine and throughout USF Health in disease
states and laboratory techniques similar to his own. Dr. Kindy has
demonstrated significant accomplishment in the area of academic instruction.
He has actively provided instruction to graduate students during his long and
skillful career. A review of his teaching assignments reveals an academician that
is very engaged with the students that he instructed. His heightened
biochemistry expertise has been very instrumental to providing mentoring for
student learners. Dr. Kindy recognizes the importance of mentoring to student
learners and young faculty, and is excited to continue this high level of
mentorship in the USF College of Pharmacy. Dr. Kindy has exhibited service to
various organizations, the range of which include national, state, university, and
college committees, as well as professional organizations. The Chair of the
Department of Pharmaceutical Sciences has reviewed Dr. Kindy’s credentials

Troy Quast, Ph.D.
Dr. Troy Quast was appointed as Associate Professor to commence on July
31, 2015. Dr. Quast is currently an Associate Professor with tenure in the
Department of Economics and International Business at Sam Houston State
University. Dr. Quast was first appointed to an Assistant Professor position in
2006 and in 2012 was promoted to Associate Professor with tenure. Dr.
Quast has his doctorate in Economics from the University of Florida (2006),
with a Master's in Economics from the University of Texas (1999) and a
Bachelor's in Economics from George Washington University (1995). Dr.
Quast is an accomplished teacher and has been active and successful in
pursuing external funding for his work. Most notably, he is the recipient of an
R03 grant ($147,476) from the National Institutes of Health for "treatment of
displaced, low income children with chronic conditions." Dr. Quast will bring
this grant with him to USF. In addition, Dr. Quast has received funding from
the Robert Wood Johnson Foundation Center for Health Policy at the
University of New Mexico and from the Maryland Population Research
Center at the University of Maryland. Dr. Quast has published on the impact
of the ACA on medical loss ratios and quality; the relationship between
aggregate income and mortality rates; emergency department use following
the migration of people from New Orleans after Katrina to Texas; and the
interesting question of the impact of recessions on mortality in Mexico and
the United States. The tenured faculty of the Department of Health Policy
and Management and the members of the College of Public Health
Appointment, Promotion and Tenure Committee have reviewed Dr. Quast's
dossier and concur with the recommendation for tenure upon appointment.
