MEMORANDUM OF UNDERSTANDING BETWEEN
SFUSD & SFPD
We enter into this MOU in order to…
Ensure safety within primary and secondary public schools in the city of San Francisco and enhance the education of the SFUSD staff and its students while avoiding unnecessary criminalization of SFUSD student for whom arrest and juvenile court involvement creates potential long-term consequences.
Fall 2014 Work Summary of MOU Task Force
• Consists of Representatives from: SFCSD Leadership, Pupil Services, Restorative Practices, Teacher, Coleman Advocates, Public Council, and the Public Defender’s Office.
• Reviewed actual sample complaint as test case to develop the following*:
- Feedback/Dispute Form- Feedback/Dispute Procedures- Confidentiality Agreement- Feedback/Dispute Review of Findings and Plan of
Action
* All forms have been vetted by SFUSD Legal Office
Additional Engagement between SFPD and SFUSD staff
• SFPD Officers attended SFUSD Administrator’s Crisis Response Training in August 2014.
• Colleen Fatooh and Kevin Truitt meet every Wednesday.
• Jointly attend Street Violence Response Team (SVRT) weekly meetings at Mayor’s Office as well as monthly Public Safety Cluster Meetings.
• SFPD Officers attended SFCSD Response to Community Violence dinner meeting with over 30 SFUSD staff.
Additional Engagement between SFPD and SFUSD staff
• Meeting with Commander Redmond, Lt. Fatooh, Bill Sanderson and Kevin Truitt to provide feedback and strategize on strengthening relationship between SFPD and Principals.
• Meeting scheduled between Superintendent and Chief Suhr with Bill Sanderson and Kevin Truitt.
• SFPD following up on recommendation to receive Trauma Sensitive PD from Dr. Nadine Burke Harris.
• SROs attended middle and high school principal meeting.

Challenges/Areas to Improve Upon/Next Steps
• Strengthening relationship between SFPD SRO’s, Officers, and Principals.
• Task Force composition and establishing regular meeting schedule.
• BOTH SFUSD and SFPD will work to improve data collection systems.
• Clarification and direction to school site administrators and staff on incident reports and use of Synergy.
