One of the primary goals of the program is to ensure animals are vaccinated against potential communicable disease such as rabies. The requested amendment to the fee schedule will create an incentive to obtain and renew animal licenses once every three years which is the recommended vaccination frequency. Lowering the cost of a three year license will also create an incentive to obtain an animal license as required improving program efficiency, increase compliance and generate additional revenue for the division. Vaccination services can be provided as part of the expanded program at the Animal Services Center. The Animal Services Division is required by state law to hold an animal that is surrendered to the County by an owner for four days prior to putting it up for adoption to a new owner. The current fee schedule for boarding an animal for that period of time and provide vaccination booster shots is $130. This amendment will align the owner surrender fee to match the current charges for boarding and vaccinating an animal for the required four days. The current fee charged for preparing an animal specimen and conducting a rabies analysis will be increased to reflect costs associated with transportation of specimens to the Sacramento County Public Health Lab. PCAS staff will receive the test results and notify the appropriate parties including the Health Officer when appropriate. The prior fee schedule listed a schedule for field service fees. Other minor modifications to the fee schedule not resulting in an increase in fees are identified below:

FISCAL IMPACT Extending license periods to coincide with vaccination schedules and implementing the licensing program within the Animal Services Division will likely increase revenue due to a significant increase in compliance. The increase in the fee for animal surrenders will increase revenue by approximately $7,000 annually. The amendment to increase the rabies analysis fees will offset costs and will not result in a significant fiscal impact.

WHEREAS, the Animal Services Division of the Health and Human Services Department operates the Placer County Animal Services Center and facilitates the adoptions of animals; and

WHEREAS, the Animal Services Division of the Health and Human Services Department wishes to provide for an incentive to acquire a three year animal license to increase compliance and align the license renewal process with an effective rabies vaccination program; and

WHEREAS, the Animal Services Division of the Health and Human Services Department proposes an increase in the fee for an owner surrender of an animal to better align with costs incurred in caring for and adopting an animal to a new owner; and

WHEREAS, the Animal Services Division of the Health and Human Services Department proposes to amend the fee schedule to adjust charges for Rabies testing services to align for additional costs incurred by the County due to contracting with the Sacramento County Public Health Lab; and

WHEREAS, the Animal Services Division of the Health and Human Services Department proposes a modification and simplification of fees it charges for services out in the fleld ;

WHEREAS, the Animal Services Division of the Health and Human Services Department proposes additional minor modifications to the fee schedule for clarity;

NOW, THEREFORE, it is hereby resolved that the Board of Supervisors of Pla.cer County adopts the Health and Human Services Department, Animal Services Fee Schedule as set out in the attached Exhibit A. These fees shall be effective July 1, 2018.

NOW, THEREFORE, let it be further resolved that the Director of Health and Human Services, or designee, may waive, discount, defer, or reduce fees in extenuating circumstances when it is deemed to be in the best interest of the animal.

The proposed based fee is being increased to be in line with the associated costs of boarding an animal for four days (at $23 per day) and providing required vaccines ($21-$35 depending on species), flea treatments, de-worming, and spay/neuter services as necessary for adoption.

Cost total for service: $90 transport + $55 Sacramento Lab florescent rabies antibody test, includes disposal+ $71 Staff time for specimen preparation= $216

Transport includes 2 hours average of staff time ($141 multiplied by 32%). The 32% is the percentage of animals that are tested on behalf of Placer County cities that we do not have agreements to provide Animal Control Services to.

Preparation includes staff time at $141 per hour for an average of 30 minutes of staff time (range is 15 min. per bat to 45 min. for a large dog).

The Sac lab cost is $55 which is included in the fee schedule of our agreement with Sacramento County for laboratory services.

4) Animal Services Staff Direct Costs for all Animal Services staff to provide services is $141 .00 per hour.

Animal Services Direct Costs for FY 2018-19 divided by total budget labor hours for FY 2018-19 + 25% overhead= $141 .15 per hour. Fee schedule will reflect $141 per hour.

The 25% overhead rate is developed by taking Animal Services budgeted FY 2018-19 indirect costs (ie: A-87, IT, administrative labor, HHS Admin. etc.) divided by the FY 2018-19 budgeted direct costs (ie: labor, operating supplies, vehicle mileage, direct service contracts, etc.).
