You have worked so hard on your 4-H projects and we are excited to see your work. Even though we can’t see you in person this year, online judging is a chance to share what you have learned and get feedback from a judge to help you think about your goals and plans for next year. Exhibits will be judged in the closed-access FairEntry system. After judging is complete, we will look for different ways to share your exhibits for public viewing. We look forward to seeing what you have learned this year and celebrating your accomplishments! Carissa Davis Sharon Lounsberry Amy Zepp [email protected] [email protected] [email protected]

VIRTUAL LIVESTOCK SHOW DETAILS This year’s Menard County Livestock Shows scheduled for July 14-18, and the Horse Show scheduled for June 21, will be Virtual via FairEntry. This book contains information about Menard County 4-H Livestock Projects exhibit classes and details of what you will be expected to upload to participate in this year’s virtual shows. Exhibit Requirements All livestock class entries for Beef, Dairy, Goats, Poultry, Rabbits, Sheep and Swine will require exhibitors to provide a video using the following video requirements: VIDEO REQUIREMENTS

1. Suggested 1080p videos. (most phones automatically film in 1080p).

2. Showman should be dressed in show attire.

3. Videos should be roughly 45 seconds. Must not exceed 60 seconds. 15 seconds per front, side, and rear view.

4. No editing is allowed. Should be a continuous video, with no stopping and restarting. No zooming in and out.

5. Phone must be held SIDEWAYS (Horizontally).

6. In no particular order: a front or chest view, side, and rear view shot should be provided for Beef, Dairy, Goat, Sheep and Swine. All views 360 for poultry & rabbits. Close ups allowed for dairy udders, poultry wing feathers, and heads of poultry and rabbits.

7. Outside on level ground is best. On table for Poultry and Rabbits. No tall grass or deep bedding.

8. The person filming should NOT move. They can twist their waist to follow the animal, but should not walk while videoing. The showman should show to the camera as if it is the judge. Exception to this is filming of rabbits and poultry.

Entries will be made in FairEntry online, and must be made between July 6-17 You will not log into FairEntry to make your entries until you have completed your videos, following the guidelines provided above. 4-H staff will email you instructions for making your entries and how to upload your videos for judging before FairEntry opens on July 6. (Horse entries are accepted June 17-21, and should follow video and entry directions that will be emailed to them from Carissa Davis).

Keep in mind that your video should be complete and ready for upload before logging in to make entries. We strongly encourage you to not wait until the last minute to complete your videos and make your entries, as technology, weather, and animals aren’t always cooperative! Refer to information provided on page 14 of this book If you would like to see some sample videos.

Judging and Awards Every exhibitor will receive feedback from their judge through a single text box field in FairEntry. Remember: judging comments can be helpful, but they are only one person's evaluation. Once judging is completed, exhibit photos/videos and awards will be posted for public viewing. This is a requirement for Ag Premium Eligibility. Remember that Ag Premium awards are subject to modification or cancellation in any year for which the General Assembly fails to make an appropriation to fund the premiums. (30 ILCS 120/14(d)) Every exhibit will be awarded a blue, red, or white ribbon. This year we will not be awarding “Champion” or “Best of Show” awards. We want to maintain the integrity of what it means to grant these important awards, it will be difficult for judges to thoroughly examine details in this online format. County 4-H staff are working to plan ways to recognize all participants for their hard work and extra efforts to participate in a virtual show, and awards will be distributed once we are allowed to have group gatherings. Steps to Take Now

1. Please take time now to review the rules, exhibit requirements, and exhibit classes offered for your project areas, and plan what you want to exhibit.

2. Members are required to attend at least one 4-H club meeting during this 4-H year to be eligible to participate in the 4-H shows. Attendance at a virtual meeting that included the basic elements of a regular meeting does “count” to fulfil this requirement. Since many meetings have been canceled and not everyone has access to attend virtual meetings, members can fulfil this attendance requirement by completing an alternative assignment. If you have been unable to attend any meetings this year, contact your county 4-H staff for information on what you can do to fulfill the requirement.

1. If you have not yet met requirements for online ethics certification trainings that are required for members with live animals, please be sure you complete the training(s) required before you make your entries online. YQCA is required for anyone with a live animal for the following species: Beef, Swine, Sheep, Goats, Dairy cows, and Dairy goats. Exhibitors with the following live animal projects - Rabbits, Poultry, Horses, and Dogs & Cats, will take the Quality Assurance & Ethics (QAEC) program instead of YQCA. Exhibitors with both YQCA and QAEC project animals will take both. Remember, QAEC is only taken once in their 4-H career. Exhibitors with No Live Animal project ex. Poster project – do not need to take either YQCA or QAEC. Refer to rule 3 and rule 4 in the Livestock Show Rules on page 5 of this book to access training info. If you have questions, please contact Carissa Davis at [email protected], or Sharon Lounsberry at [email protected] .

2. Higher speed internet will be helpful when making your entries in the FairEntry system, and uploading your livestock video files to box. Before you are ready to upload your files, think about if you need an alternative internet connection than your home or cell phone. We strongly encourage you to test your WiFi access location before you try uploading all your exhibits. If you need assistance with WiFi access, contact county 4-H staff.

3. Recruit a family member or quarantine buddy to film your livestock videos, and start practicing with your animals. Refer to information on page 14 of this book if you would like to view some sample videos.

MENARD COUNTY 4-H LIVESTOCK SHOW RULES

1. A record of enrollment must be in the Extension office by March 1 of the current 4-H year and program fee paid in order to exhibit at a 4-H show, receive 4-H premiums, receive other awards or recognition, and sell in the Livestock Auction.

2. 4-H members may exhibit only in projects in which they are enrolled in as of March 1 of the current 4-H year. All projects exhibited must have been owned, made and/or personally cared for by the exhibitor from the required starting date of the project until time of exhibit.

3. To be eligible to exhibit in the live animal classes for Cat, Dog, Horse, Poultry, or Rabbit, the 4-H member must have completed the Quality Assurance & Ethics Certification (QAEC) training sometime throughout their 4-H career, prior to making county show entries. This training is required once during a 4-H member’s career. Training can be accessed online at https://web.extension.illinois.edu/qaec/

4. To be eligible to exhibit in the live animal classes for Beef, Dairy, Sheep, Swine, or Goat, the 4-H member must have completed the Youth for the Quality Care of Animals (YQCA) training this year, prior to making county show entries. Directions can be found here: https://go.illinois.edu/YQCAinfo

5. No entry fee is required for 4-H exhibits. 6. Exhibits Ratings will be rated as follows:

• “A” Blue ribbon = Project meets or exceeds the given requirements. • “B” Red ribbon = Project does not meet requirements or needs minor improvement. • “C” White ribbon = Project does not meet requirements or needs major improvement. Each 4-H entry will be judged on its own merit and not against another 4-Her's project.

7. Judges take into account the age of the exhibitor, knowledge exhibited, as well as the appearance of the exhibit in determining exhibit ratings. The judge’s decision is final unless it has been determined that an exhibitor has not followed the rules for that class.

8. 4-H exhibitors will only be eligible to be paid ONE PREMIUM PER CLASS in any of our 4-H shows. This applies to ANY project area where exhibitors are allowed to exhibit more than one item in a specific class/class number.

9. Entries - Members will register for the show using FairEntry online, and instructions will be provided via email before July 6. Entries will be accepted from July 6-Noon July 17. (Unit Horse Show registration is due June 17-21, refer to Horse Show information email received from Carissa Davis for details).

10. Professional groomers can serve as an excellent resource throughout the year to help members learn skills and techniques for preparing animals for exhibit; HOWEVER, professional groomers are not allowed to prepare 4-H animals for video submissions for the Sangamon County 4-H Show.

11. 4-H exhibitors will only be eligible to be paid ONE PREMIUM PER CLASS in any of our 4-H shows. This applies to ANY project area where you are allowed to exhibit more than one item in a specific class/class number.

12. 4-H Livestock Committee members and Extension Staff reserve the right to make final interpretation on any controversies, covered or not covered in the Show Book. The judge’s decision is final, unless it has been determined that an exhibitor has not followed the guidelines or rules for that exhibit class.

13. 4-H members should dress appropriately for the project being exhibited when livestock videos are filmed. 14. If a 4-H member needs a reasonable accommodation to participate in the 4-H Shows, please contact the

local Extension office at 782-4617 as soon as possible. Early requests are strongly encouraged to allow sufficient time to meet your access needs.

Announcements made after the Show Book printing precede what is in the book.

PREMIUMS (Subject to funding by State of Illinois General Assembly)

"The Department of Agriculture shall use its best efforts to secure sufficient appropriations to fund premiums. In any year for which the General Assembly of the State of Illinois fails to make an appropriation sufficient to pay such premiums, premium amounts may not be accurately reflected in this Premium Book." ONLY ONE PREMIUM PER CLASS NUMBER may be paid according to rules from the Bureau of County Fairs.

Premiums will be paid on the "X" factor basis. Below is an explanation of why we are using the "X" factor, how it works, and a listing of projects. Premiums will not be listed throughout the Show Book. By utilizing the "X-factor" for County 4-H premiums, 4-H is assuring itself of using all money allocated to premiums without giving out more money than 4-H has. Premiums MAY BE capped at $100 maximum per exhibitor. Basically, the "X-factor" system means: # of 4-H members eligible for premiums times the amount allowed for members by the State, divided by the total number of "X's" accumulated from the county shows. For example: if Steer Project was paid $5 for blue, $4 for red, and $3 for white ratings, the ratings now are 5x, 4x, and 3x.

Understanding IRS regulations: Program Participants (including minors) will be required to provide their social security number or foreign national tax ID number prior to receiving a prize, gift or award to ensure proper IRS reporting as required by law. This sensitive information is kept confidential and handled through security protected software (PEAR). Participants will not be eligible for prize, gift or award if social security or foreign national tax ID information is not provided. This is not a 4-H or University of Illinois directive; this is a requirement of the Internal Revenue Service.

ROUND ROBIN CONTEST/MASTER SHOWMANSHIP

Due to the virtual format of the County Show this year, the Round Robin exhibit classes will not be offered. Typically, the winner of the Senior exhibit class from the Round Robin Contest held at County Show was eligible to represent Sangamon County in the Master Showmanship Contest sponsored by Illinois Farm Bureau at the Illinois State Fair.

Because there is no Round Robin Contest with having a virtual County 4-H Show this year, the Sangamon County representative will be selected using an online Jot Form. County Show livestock exhibitors who are ages 14 and up, who would like to be considered to represent Sangamon County at the Master Showmanship Contest, currently scheduled for Friday, August 14, need to complete the online Jot Form at: https://form.jotform.com/201266390431044 .

SANGAMON COUNTY 4-H LIVESTOCK AUCTION The Sangamon County 4-H Foundation will not be offering a live auction opportunity this year. They are discussing alternative methods for offering a similar event to support 4-H livestock members, and will distribute details to livestock families through email once they are available.

SAMPLE VIDEO INFORMATION

With virtual livestock shows being a new experience for us, we wanted to provide sample livestock videos to view for our online county fair submissions. The link below has good examples of swine, cattle, wethers, sheep & goat, and breeding sheep & goats. This is from the American Show website. Note the videos are about 30 seconds longer than our Illinois 4-H requirements of 1 minute maximum, but could be beneficial for families to see before filming their own videos, https://www.virtualstockshow.com/theamerican-videos. Here is a sample “how to” rabbit video clip. https://youtu.be/mcANjpCmRKo . Currently we have not run across any samples for poultry, which should be filmed on a table top, in good lighting, and provide a 360 degree view (and would be the same for rabbits if the July show gets changed to virtual).
