Overview� Story thus far ignores impact of ICs on the electoral roll� MERAP is starting a new investigation based on the evidence

Thus far … the Sabah RCI has revealed shocking evidence about the distribution of ICs to people of questionable citizenship …

This covers Item A in the Sabah RCI Terms of Reference which is:To enquire into the number of immigrants in Sabah who have been

issued blue identification cards or citizenship

But so far, the link between the issuance of problematic ICs to the electoral roll has not been properly evaluated

And this covers Item C in the Sabah RCI Terms of Reference which is:To enquire whether the immigrants in Sabah who hold blue identification cards, temporary identification receipts (blue) or citizenship which is not in accordance with the law have been

registered in the electoral roll3

To address this gap, the Malaysian Electoral Roll Analysis Project (MERAP) will embark on a new investigation into the problems of the

electoral roll based on the evidence produced in the Sabah RCI…

Starting with …

According to Ruslan, whose unit is in charge of investigating the problematic ICs in P1 and P2, only 8553 ICs in these lists

have been investigated.

Of these 8553, 4851 (or 57%) were rejected as legitimate ICs. This means that 105,927 old ICs in lists P1 and P2 have

not been investigated!

� Their applications to register as voters were made from 1989 till 2003 despite the I.C.s being cancelled in 1996

� In Q4 2012^, they were removed from electoral roll with the kod pemotongan “ J – Silap Pendataan” instead of

“F - Dilucutkan kewarganegaraan” or

“R - Hilang Kelayakan sebagai pengundi awam”^(These voters could have voted in previous elections)

� All the IC were issued as “born in Sabah with Kod negeri 12”

DAP Call for Action

47

� Call on the NRD and the EC to immediately conduct a comprehensive exercise to identify ICs that were wrongly given out and to take out these voters from the electoral roll before the 13th general election

� Sabah DAP also calls all Sabahan working or living overseas, including those in Peninsular Malaysia, to come back to Malaysia to vote during GE13 in order to dilute the effect of dubious voters.

� Sabah DAP is launching a “Save Sabah, Save Malaysia” campaign.
