Product Description MerControl™ 7895 Technology is a coal additive used to reduce mercury emissions for coal-fired electric generating units (EGU). Specifically, MerControl 7895 is a stable, calcium bromide salt solution that increases oxidation of vapor phase mercury. It improves mercury capture efficiency of existing air quality control devices (electrostatic precipitators, fabric filters, spray dryer absorbers and w-FGD units) without adverse effects on equipment performance.

Nalco Water is the sole licensee of the application process related to bromide addition to impact coal derived flue gas mercury capture and oxidation. More specific information related to the intellectual property and patents related to this process is available from your local Nalco Water representative.

MerControl 7895 features the following:

• Provides a flexible, rapid response to fluctuations in operations and fuel quality that impact mercury emissions

• Liquid additive simplifies application, distribution, and control

• Multiple potential application points yield flexibility in the case of retrofit designs

• Can be used in conjunction with activated carbon injection (ACI) to lower carbon usage and improve fly ash quality

• Low capital feed systems with a small footprint

User GuideHAZARDSAs with all chemicals, MerControl 7895 can be hazardous if handled improperly.

Effects of ExposureSKIN EXPOSUREMerControl 7895 can irritate the skin with prolonged exposure. Wash effected area for 15 minutes with a mild soap. If symptoms persist, seek medical attention.

EYE CONTACT MerControl 7895 causes serious irritation to the eyes. Wash eyes for at least 15 minutes after exposure. If symptoms persist, seek medical attention.

INHALATION Health injuries are not known or expected under normal use.

INGESTION Swallowing MerControl 7895 may cause nausea and vomiting in addition to irritation of the mucous membranes of the gastrointestinal tract. If symptoms persist, seek medical attention.

Safe HandlingThe use of chemical gauntlets is recommended. The choice of work glove depends on work conditions and what chemicals are handled, but Nalco Water has positive experience under light handling conditions using gloves made from PVC. Leather work gloves should be avoided as they may become inflexible over time after exposure to this product. Gloves should be replaced immediately if signs of degradation are observed.

Breakthrough time not determined as preparation, consult PPE manufacturers.

PERSONAL PROTECTION Read and follow the instructions in the SDS (Safety Data Sheet) and always have it available on location. A copy of the SDS is located at the back of this handbook. Please contact a Nalco Water representative for the most current SDS.

Page 9: MerControl™ 7895 Handbook Mercury Reduction Technology · The following special equipment is necessary for handling MerControl 7895: EYES Safety glasses with side shields are sufficient

Personal Protective Equipment (PPE)Use the correct PPE as recommended.

The following special equipment is necessary for handling MerControl 7895:

EYES Safety glasses with side shields are sufficient. However, a full face shield in combination with a chin guard may also be used in addition to safety glasses and side shields for additional protection of the eyes and face.

BODYWear standard protective clothing. Slicker suits are recommended to be worn in areas where exposure is likely.

HANDS Wear leak-proof gloves made of natural or synthetic-rubber material. Glove cuffs should be worn inside of slicker suit sleeves to prevent liquid ingress into gloves. Do not use leather gloves.

General Site RecommendationsThis guide provides some standard precautions to be taken at a MerControl 7895 installation.

STORAGE FACILITIESThe following is a general guide for choosing and supervising a storage area for MerControl 7895. Note that all local laws and regulations and codes must be strictly followed; the precautions listed below are in addition to those specified in local codes and site-specific instructions.

If required by local regulations, dikes should enclose the worksite to protect the area from external flooding and to minimize the potential dispersal of MerControl 7895 in those cases. The minimum diked volume should be equivalent to the largest storage tank plus 10%.

The diked area can have a sewer connection if equipped with a quick closing device to prevent the ingress of MerControl 7895 into the sewer system in case of emergency.

Provide an adequately sized sump in the diked area for collecting MerControl 7895 spills and pumping away collected contaminated rain water or firefighting water.

Minimize areas where MerControl 7895 liquid can accumulate, such as pits or confined spaces.

MerControl™ 7895 Handbook — Mercury Reduction Technology | 9

Page 10: MerControl™ 7895 Handbook Mercury Reduction Technology · The following special equipment is necessary for handling MerControl 7895: EYES Safety glasses with side shields are sufficient

SAFETY AND SECURITY MEASURESAreas used for MerControl 7895 use or storage should be secured to prevent unauthorized access. The area should have adequate lighting to ensure proper visibility.

Non-freeze safety showers and eyewash fountains should be located in MerControl 7895 usage areas. These showers should be marked clearly and with unobstructed access within 30 meters or 10 seconds walking distance from any location in the storage area. Provide an alternate supply of clean water.

Provide telephone/communications for accident reporting that is clearly available and easily accessible in the event of an emergency.

HANDLING All management and operating personnel involved in the use or handling of MerControl 7895 should undergo safety training in addition to the specific task training.

Only experienced, well-trained operators should be allowed to receive and handle MerControl 7895 receptacles.

Any handling of MerControl 7895 should be done with a high standard of housekeeping and personal hygiene. Ensure that road and rail vehicles cannot be moved during a transfer operation.

Nalco Water Zero Defect Delivery ProgramThese are the eight steps Nalco Water uses to ensure correct and safe deliveries.

1. RIGHT PRODUCTDuring the delivery, any time chemicals are transferred - Checks are made against the delivery documentation, the tanker information, and the bulk tank. Any discrepancy must be resolved before any further steps are taken.

2. RIGHT QUANTITYBulk tanks will only be filled to 90% of capacity. If additional chemical remains in tanker, it may not be used to fill other tanks or IBCs without dispatch approval.

3. RIGHT TANKBulk tank numbers and fill lines must match bill of lading (BOL) information.

4. RIGHT TIMEDeliveries must be checked against the requested delivery times and dates specified on the BOL.

10 | MerControl™ 7895 Handbook — Mercury Reduction Technology

Page 11: MerControl™ 7895 Handbook Mercury Reduction Technology · The following special equipment is necessary for handling MerControl 7895: EYES Safety glasses with side shields are sufficient

5. RIGHT SAFETY PROCEDURESThe delivery specialist must wear, at minimum; hard hat, face shield, chemical goggles, steel toed shoes, long pants, long-sleeved shirt, chemical gloves, and apron. Specific chemicals and/or site location may require additonal PPE. Any hazardous material deliveries will require additional PPE. Hazard survey will take place before work begins. Additionally, safety showers and eye washes will be identified before working.

6. RIGHT SECURITY PROCEDURESVehicles will be secured when stopped, including removal of keys. The tractor will be disabled when not in service.

7. NO CONTAMINATIONBefore initially accepting chemical, trailer compartments will be cleaned and washed properly. Clean hoses, pumps and fittings will be used for every single chemical transfer. Once at the delivery site, a Zero Defect Delivery checklist will be performed to ensure the right product is unloaded in the right tank.

8. NO SPILLSBefore delivery, all fill lines and all connections must be secured and sight glass/level gauge verified. Buckets and spill pads will be used under connections. During the delivery, the delivery specialist will check for leaks and monitor tank level. After the delivery, lines will be removed carefully and bled prior to disconnecting.

Nalco Water views a single drop of chemical to be a spill. Our delivery specialists are trained and used specifically because of their adherence to our Zero Defect Delivery program.
