The Nicola Valley Community Arts Council is optimistic it will host Lighter than Air Fair on Sept. 21 and 22.

City of Merritt council agreed on Feb. 12 to fund $1,500 in-

kind for the festival if the group is able secure provincial fund-ing.

“I want to sup-port it because this isn’t anything like the [Great Canadian Bike Rally],” Coun. Dave Baker said.

“If this is successful, we are in a position to have something great here.”

Before the city fully supports the event, the leisure services

department will have to complete a logistical analysis.

“The kite festival is an interesting idea and a great event to explore further,” Leisure Services Manager Larry Plotnikoff said. “But there is a lot to

consider in terms of location.”

Organizers have been looking at Central Park as the prime spot.

Plotnikoff stressed that his department also needs to investi-gate safety before the

city can approve the event.

Victoria-based acoustic duo Carli and Julie Kennedy are head-ing out on their classical to country tour, and the identical twin sisters said they’re looking forward to returning to Country Music Capital of Canada.

“We’re really look-ing forward to com-ing back to Merritt,” violinist Julie Kennedy said. “Everybody’s so welcoming, and it’s a country music town, so we fit really well.”

The Kennedy Sisters said they were well-re-ceived the last time they played in Merritt two years ago at the Merritt Mountain Music Festival. However, this time around, the sisters are bringing all their musical influences to town.

“This tour is meant to bring together our two worlds because

we both have classical music degrees from the University of Victoria,” guitarist Carli Kennedy said. “Of course, we’ve also been playing coun-try music since we were about three years old, so we have a love of both of the styles that we wanted to put it all together in a show.”

The identical twins grew up in a musical family in Powell River, and say they’ve been musical for as long as they can remember.

“We started out in a family band with our dad and our younger sister. We used to play for all the community events in Powell River, from Canada Day to so-and-so’s party. That gave us our start,” Julie said.

The sisters said Thursday night’s show will feature a mix of original songs, their take on classic folk tunes, and classical-inspired instrumentals. The

sisters have earned a reputation around the province for their high-energy performances, which also earned them a nomination for best live act at the 2012 Vancouver Island Music Awards. They were also recently nominated for five B.C. Country Music Awards.

“Our live show is pretty much our favou-rite part of our job. We just love to perform,” Carli said. “We know

Merritt is full of a lot of country energy so it’s going to be a good time.”

The show is the third concert in the Nicola Valley Community Arts Council’s 2012-13 concert series. NVCAC member and former director Kurt Christopherson said the board set its sights on The Kennedy Sisters because of their engag-ing live show.

“I thought they had

a very nice sound,” Christopherson said. “It’s not completely country and western, but it’s not folk; it’s a blend. I think folks who come out to the concert will have a really good time.”

Carli and Julie hit the stage at 7:30 p.m. at the Civic Centre. Tickets are $22 or $17 for students from Black’s Pharmacy, the Baillie House, and at the door.

Craigmont Mines to seel assets

Craigmont Mines Ltd. shareholders at the annual gen-eral meeting last Thursday authorized management to sell the company’s assets.

The former Highland Valley cop-per mine ceased pro-duction last year.

Among the mine’s assets to be sold are about 600,000 tonnes of stockpiled iron concentrate.

When all assets have been liqui-dated, directors will recommend that Craigmont be wound up.

President A.J. Petrina reportedly told the meeting in Vancouver that sale of the assets may take some time because of poor market conditions for mine plant and equipment and oil and gas properties.

Some of her clients may only know her as Angie, but Merritt’s tea leaf reader says she knows a lot more about her clients by analyzing the patterns in the herbs at the bot-tom of their teacups.

“I used to see things out of a cup when I was four years old, but I didn’t know what it was,” the woman who only goes by Angie says. “It’s a born gift.”

The soft-spoken Medicine Hat native says she had an affinity for teacups and teapots for as long as she could remember. It wasn’t until she was a teenag-er that she realized she had the gift of divina-tion, she added.

“I only did it for my friends because I was pretty shy, and then as I got older I was fine with it,” she says. “I enjoy what I’m doing, and it’s a gift.”

Angie says she never studied reading tea leaves, but just fol-lows her instincts in seeing what the leaves present to her.

She learned to read ashes through the same sink-or-swim technique.

“It’s nothing I’ve practised for. I’ve never looked in a book or studied it. Somebody bought me a book on tea leaf reading at a garage sale, and I opened one page and I saw a lady sitting at a table and she was turn-ing her cup the same way I was. I closed the book,” Angie laughs.

Indeed, she closed the book on forcing what didn’t feel natu-ral to her, just as she encourages clients

to come to her when they’re ready.

Angie lets her large and geographically dispersed group of regular clients speak for itself.

“My tea leaves are just like a book, so I never worry that some-one’s going to be dis-appointed,” she says.

Still, Angie says even regular clients are excited to tell her when her predictions have come true.

Angie recalls her experience with a close friend, the first person whose tea leaves she read.

“He was an older fellow with a few issues he wanted to know about,” she says. “I was so pleased, because everything I told him happened so quick. What I told him was he would go to three funerals and the colour of each coffin. When he went home, he had a phone call right away that his brother had passed on. Everything was right, even the colour of the coffin.

“He came back and cried. He said, ‘You sure prepared me in so many ways.’

“I just tell them what I see and I’m very honest. I’m not going to hold back, good or bad, I just tell them what it is.”

With clients from as far away as Saskatchewan, Angie has gotten creative about how to read tea leaves, and says she can interpret them through photos faxed to her.

“I’m just as busy on the phone,” she says.

Angie also reads tea leaves at parties, and is privately practising reading a crystal ball that someone gave her

as a gift. She says it’s just another way of seeing where various aspects of people’s lives are going, and, often, helping them before situations get out of hand.

“I enjoy helping people and I enjoy reading,” she says. “Whenever they want it done, I’m here for them. And I’ll make time for them. It doesn’t matter what I’m doing. In the sum-mertime, I could be in the middle of canning, and I just stop. The people come first.”

The family-oriented

oracle said even skep-tical and first-time clients leave their ses-sions in a positive state of mind.

“Some people don’t know what to expect, and they usually just sit and listen and they’re usually quite happy when we’re completed and with what they’ve got out of it,” she says with a smile.

A tea leaf reading with Angie is $40 and lasts between 40 min-utes and an hour.

Anyone looking to travel will find it dif-ficult to get a straight answer about what type of vaccinations they need. A quick Google search will turn up an array of credible, and not-so credible, websites that show what travel-

lers could have injected into their bodies as safety precautions. But there is no concrete advice given by profes-sionals about what type of shots are actually needed. After Googling “Vaccinations needed for travel to Costa Rica,” several websites turned up, detailing some of the “recommended” doses, but not one says outright whether they are actu-ally needed. The advice similar to doctor-recom-mended three litres of water per day. Almost nobody actually drinks the three litres, but it’s recommended.

The difference between drinking water and getting the Twinrix is about $175 and a sore arm in each of the four times the vaccine is injected. So at what point are we being a little too cautious with the health decisions we make? I bit the bul-let and received my first shot of Twinrix on Thursday to protect myself from Hepatitis A and B.

If I did get the A-type, I’d have eaten contaminated food or water, or I’d have con-tacted another person who was infected. If I

did get the B-type, I’d have drank from the same glass as someone, or have participated in other exchanges... . Both would leave me bed-rid-den with an acute liver disease lasting between a few weeks and several months, according to the Centers for Disease Control and Prevention. So long to my plans for swimming in schools of tropical fish, surfing on dolphins, catching but-terflies in nets under rainbows, and skipping gracefully along the crisp collapsing waves tickling the bottoms of my feet.

While statistics on the

percentage of travellers who are actually infected would be resplendent, I am not willing to take the chance and will have to observe the “recom-mended” vaccines. These recommendations also include protection against Typhoid, which costs about another $50, though this recommen-dation isn’t as prevalent on the researched sites. The Centers for Disease Control and Prevention recommends to anyone taking a trip to talk to a doctor about vaccina-tions, rather than rely on second-hand informa-tion.

TIB needs to open door to community

If nothing else, perhaps the court action involving the November Tk’emlups Indian Band’s election will result in a bit more light being shone on the affairs of the band.

As it stands now, open government is a description that simply does not apply at the TIB.

Marie Baptiste was a candidate for chief in the Nov. 10 election, finish-ing well behind incumbent Shane Gottfriedson.

However, Baptiste is petitioning the court to set aside the election results and hold another vote due to erroneous information sent to off-reserve voters, of which there were 377 among the 902 people eligible to vote in the election.

Election notices mailed out included wrong voting dates (Nov. 27) and a wrong voting location.

Baptiste is arguing the mistakes could have had a significant effect on election results.

While a judge decides what to do with her request, it is worth noting that Baptiste has stated her difficulty in get-ting answers and having Gottfriedson and band staffers respond to her con-cerns.

Her frustration is not surprising, con-sidering information can be very hard to come by when dealing with the TIB.

As KTW was once advised on a rather straightforward inquiry, all such questions must go through the chief.

The election’s all-candidates meeting was off-limits to non-members of TIB.

And, while Kamloops city council chambers are open to one and all, non-members of the TIB are prohibited from simply observing.

There is no reason for this shield, other than this is how it has always been done.

As long as taxpayer dollars go to the TIB, and as long as the band and City of Kamloops enter into various agree-ments — infrastructure-related or other-wise — as they do now, the band should emulate the city in operating with an open-door policy for one and all.

If not, the question must be asked: What is being hidden?

One topic that has been very actively dis-cussed recently both on Parliament Hill and in Okanagan-Coquihalla is the Canadian Senate. There are generally three main perspectives that I hear from local citizens and from other Members of Parliament in Ottawa that include reforming the Senate, abolishing the Senate altogether and leaving the Senate alone... taking the status quo approach. In these discussions, I have also discovered that there are, at times, some misunder-standings of the legal sta-tus of the Senate and the obligations of government to comply with legislation that, in some cases, is well over 100 years old.

One area that I fre-quently hear disdain for pertains to the practise of appointing various Canadians to the Senate. The question I am fre-quently asked is “Why doesn’t the prime minister stop appointing senators and just get rid of the Senate?” The challenge is that the Senate, some-times referred as the “Upper Chamber” or the “Other Place” (as it must be referred to within the House of Commons) is part of the Canadian Constitution. When the founders of Canadian Confederation created the Senate, they did so

by essentially dividing Canada into five different regions: The Maritimes, Ontario, Quebec, Western and “Additional.” Additional includes Newfoundland, Labrador, Northwest Territories, Yukon and Nunavut. By design, the Senate is not based on a representation by population model as is the House of Commons, but rather on the prin-ciple of “equal” regional representation where the first four regions each have 24 seats while the “Additional” regions have nine of the 105 seats in the Senate.

Consequently the constitutionally mandated Senate representation arrangement means that regions of Canada are legally entitled to the number of seats as defined within the Constitution Act of 1867. To date, every prime min-ister elected in Canada’s history has, by legal obli-gation, appointed senators when vacancies arise, most often created by a senator reaching the mandatory retirement age of 75. In addition, the prime min-ister can, in exceptional circumstance, also tempo-rarily appoint four to eight additional senators if there is a deadlock that must be broken. One of the challenges to the Senate’s “equal” representation model is that it conflicts with representation by population. As an exam-ple, the current Senate model ensures there are actually 30 Senate seats east of Quebec — that is six more Senate seats than the 24 in all of Western Canada combined. Likewise, Ontario, in spite of having a much larger population than Quebec, has the same number of

seats in the Senate. As a result, some regions in Canada from a population perspective are under-represented compared to others. As an example here in B.C. there are six senators compared to 10 in Nova Scotia. When it comes to the discussion of abolishment of the Senate, many in Western Canada are strongly in favour, while some regions of Canada are equally as strongly opposed.

Recently our gov-ernment has posed a series of six questions to the Supreme Court of Canada to request a rul-ing on how the Senate can be legally reformed or abolished in accordance with our constitution. One of the many questions is a ruling on the need to determine if there is a requirement to have a Canadian constitutional debate involving all of the provinces and ter-ritories. Although many have expressed a desire to see action taken on the Senate, few have expressed interest in opening up a Canadian constitutional debate that could potentially pit differ-ent regions of the country against each other at a time when national unity is critically needed. This will be the first time in over three decades that our Supreme Court will look at the issue of Senate reform in a review process that will ideally provide more clarity on how action can be taken on the subject of Senate reform and/or abolishment. Three perspectives about the Canadian Senate

Dear Editor: Even though the

provincial election is just three months away, NDP leader Adrian Dix still refuses to reveal the NDP’s election plat-form. Why? Is it so empty that he has to hide it from public view for as long as he possibly can?

I think the public deserve to see what sort of plan Adrian Dix and the NDP have for this prov-ince. Voters should be able to evaluate the NDP’s platform and weigh it against the platforms, plans and visions of other parties.

Unfortunately, all Mr. Dix has done so far is defend his secrecy around

the NDP platform by claiming the BC Liberals never revealed their plans this early on when they were in oppo-sition during the 1990s.

Well, I almost bought that argu-ment from Mr. Dix until I checked the facts. Not surpris-ingly, the facts don’t line up with Mr. Dix’s claim.

In 1996, for instance, the BC Liberals released their platform three months before the election; and that was at a time when BC did not have a fixed election date as we do now.

And in 2000, the BC Liberals released their platform more than a year before

the election. These were documents that voters could read and study, evaluate and compare.

How sad it is, then, that BC voters still have absolutely nothing solid from Mr. Dix this close to the election. His platform and plans remain a mystery. You would think that someone such as Mr. Dix, whose fundamental honesty has been in question since the 1990’s, would be doing everything he could to be open and hon-est with the public about his plans.

Obviously, and sadly, that is clearly not the case.

Police busted a marijuana grow operation in Logan Lake on Friday, Feb. 15, seizing 285 plants from three rooms in a house.

Police say the plants have an esti-mated street value of $140,000, with the pot believed to have been connected to weed sold in Logan Lake and Merritt.

“At the end of the day, if we can keep one dump truck load of sand off the streets, it relates to cost savings down the road with taking it off and then trucking the sand away,” Finnigan said.

The beet juice mixture is used to pre-treat roads before snowfall to help wick it away and prevent buildup, while the salt brine helps speed up melt time. Public Works applied the solutions on the city’s main thoroughfares, but Finnigan said that with the money the city saved, they’re looking at expanding it next year.

“It did go fairly well this year and we’re hoping to expand it next year and do a little more through town instead of the main road and the hills,” he said. “It’s proving to be worthy to do it, and we will defi-nitely consider using it next year

and go from there.” Finnigan said not everybody

was as pleased with how the solu-tions worked, particularly on cross-walks, which are a challenge for his department every year.

“We’d sand a crosswalk, a car would go by and kick the sand off, and then there would be a big slippery spot,” Finnigan said. “We could go around that same corner every 20 minutes and still have slip-pery spots. Once it freezes solid, you can’t touch it.”

However, Finnigan said the department received fewer com-plaints about snowy streets than in previous years — which he said was likely a combination of the treatments and the relatively mild winter.

He said the department expects to start cleaning the streets for spring in the next three to four weeks, depending on the weather.

Forest reform sparks privatization debateThe B.C. govern-

ment has introduced amendments to allow the conversion of volume-based for-est cutting permits to area-based tenures, a move that some have described as a step toward privatization of Crown forests.

Forests Minister Steve Thomson said the government intends to proceed carefully with converting exist-ing cutting permits, which set a maximum amount of timber that can be removed from a licence area each year. Consultation with communities and First Nations in the forest areas would be extensively consulted first, Thomson said on Wednesday.

The change is designed to make forest licences more like exist-ing tree farm licences or community forests, which give licence-holders an incentive to invest more than the legal minimum in replanting and silvicul-ture to increase forest productivity over the long term.

Cariboo North MLA Bob Simpson has warned that the move could lead to public forests coming under the control of large for-est companies.

Jason Fisher, vice-president of Dunkley Lumber, rejects the privatization argument. His company bought a volume-based tenure at Fort St. James in 2009 when it took over Stewart Lake Lumber, and also holds an area-based tree farm licence at Hixon between Prince George and Quesnel.

“I think that is a misrepresentation of what goes on,” Fisher said Wednesday. “We have numerous recre-ation areas, lakes where people go fishing, roads that people use to access their favourite hunting sites, berry picking site or mush-room harvesting. All that takes place in the area of the [Hixon tree

farm licence].”NDP forest critic

Norm McDonald said

the timber supply com-mittee that toured the province last year to

study the state of B.C. forests in the wake of the pine beetle epidem-

ic supported the use of area-based tenures.

But the ministry

didn’t have studies to show area-based ten-ures are a better way

to go, although most foresters believe it is better.

Street fi ght breaks out on ClappertonTrailer broken into

On Feb. 7, Merritt RCMP were advised that a travel trailer parked in the driveway of a residence in the 2800 Block of Peregrine Way was broken into. Suspect(s) gained entry through the door, noth-ing appears to be miss-ing.

Tobaggan recoveredOn Feb. 7, Merritt

RCMP recovered a toboggan that had been stolen from Barriere area on Jan. 28. The investigation is ongoing as police determine how the toboggan ended up in the Merritt area. If anyone has any infor-mation about this, they are asked to call the Merritt Detachment or Crime Stoppers.

Drunk driverOn Feb. 10 at

approximately 12:30

a.m., Merritt RCMP stopped a vehicle on Garcia Street after it pulled out of a park-ing position, cutting off the police car. The police car had to take evasive action in order to avoid a collision. The driver of the vehicle, a 38-year-old woman from Williams Lake, was found to have been drinking and her abil-ity to operate a motor vehicle was impaired by alcohol. She provided two breath samples and failed both. She was subsequently prohibited from driving for 90 days and her vehicle was impounded for 30 days.

Attempted break-inSometime overnight

on Feb. 11, unknown person(s) attempted to enter a business in the 2100 Block of Quilchena Avenue by prying open an alley-

way entrance door. Investigation revealed that three separate attempts had been made with a pry bar to break open the deadbolt. The attempts failed as the lock and door remained intact. The damage to the door and frame were minor and no access gained.

Stolen items from vehicle

Sometime overnight on Feb. 12, unknown person(s) smashed the driver’s side window in a vehicle parked in the 2300 Block of Jackson Avenue. Stolen items include a GPS unit, a radar detector and money.

Tidy tank takenSometime over the

weekend of Feb. 9, unknown person(s) stole a red 160 gallon tidy

tank from a shed in the 4300 Block of Monk Park Road. The tidy tank was removed from a storage shed on the property.

Driving without due care

On Feb. 13 at approximately 1:30 p.m., Merritt RCMP responded to a report of a single vehicle motor vehicle accident on Hwy 97C near Eight Mile Road. Upon arrival, police noted that B.C. Ambulance Service was already on scene. Two males and a female were in an ambulance, receiv-ing medical treatment. They were trans-ported to Nicola Valley Hospital for treatment of non-life-threatening injuries. Scene examina-tion determined that a 1998 Toyota 4-Runner had been south bound

on Hwy 97C. The vehi-cle had gone off road, right into the gravel shoulder, and then cor-rected and crossed the double solid centreline. The vehicle then went off road right and rolled before ending up back on its wheels fac-ing northbound. Road conditions were bare and dry at the time of the accident. Speed was a contributing factor in the collision. The driver, a 27 year old man from Surrey, was issued a vio-lation ticket for driving without due care and attention contrary to Section 144(1)(a) of the Motor Vehicle Act. He received a $368 fine.

Street fightOn Feb. 14 at

approximately 9:30 p.m., Merritt RCMP were dispatched to a fight that was taking place in the 2400 Block

of Clapperton Avenue. While investigating this occurrence, police located and recognized an 18-year-old local man who was breach-ing his probation order. He was arrested and held in custody until he appeared before a provincial court judge on Feb. 15. When he appeared in court,

Cody Marshall pled guilty and was sen-tenced to one day in jail.

Close to 40 young-sters, ages 7 to 17, took advantage of B.C.’s first Family Day and SD 58’s Pro-D Day to participate in one of two XploreSportZ camps held locally.

The first camp, on Feb. 11, was a joint ini-tiative of PacificSport Interior BC and Scw’exmx Community Health Service Society. It was held at the Cold-water Band School.

The camp kicked off with the youth learning the sport of bounceball — a very basic game that emphasizes teamwork

and multiple thinking skills.

After a healthy snack, the children went on a wilderness hike where they learned about safe travel in the outdoors, and the various wildlfe and flora they could expect to encounter.

The morning activi-ties wrapped up with an open bonfire and deli-cious roasted hot dogs and marshmallows.

In the afternoon, the campers made their way to the Nicola Valley Aquatic Centre for a water polo session and a free swim.

The Feb. 15 group began their day with skat-ing at the Nicola Valley

Memorial Arena and a bounceball session at the Civic Centre.

Following lunch, the participants were intro-duced to the sport of Taekwon-Do. Waterpolo and a free swim once again wrapped up a busy day of sporting activities.

PacificSport BC local co-ordinator Josée Warren was pleased with how the two

XploreSportZ camps ran, stating that participation was up from previous camps that have been held.

PacificSport BC is a non-profit organization dedicated to promoting active, healthy living in communities.

Earlier XploreSportZ camps have included a variety of sports and rec-reational activities such

as lacrosse, gymnastics, speed skating, handball, gung fu, diving and kaya-king.

PacificSport BC provides all the equip-ment, and arranges for appropriate venues and trained camp leaders and instructors.

More XploreSportZ camps in Merritt are planned in the future.

“We’ve got a week-

long camp planned for Spring Break that will include underwater hock-ey, volleyball and track and field.

“I’m also working on providing gymnastics, soccer and possibly rocks and rings — a modified type of curling,” Warren said. “Basically, we try to offer two different sports each day along with a swimming activity.”

Warren is also hop-ing to run week-long XploreSportZ camps in the months of July and August. Sports on the drawing board include rugby, Ultimate or disk golf and a bike rodeo.

Looking still further ahead, Warren is inter-

ested in the idea of after-school XploreSportZ camps aimed at those youngsters who don’t generally have the chance to be part of sports teams.

“It’s an opportunity for them to be active, and to learn skills,” she said.

Warren also has a number of ready-to-go programs and resources — like Atomic Volleyball and Run, Jump, Throw — that she would like to make available to com-munity and school user groups.

THIS WEEK’S MARKETS .... The S&P/TSX Composite was up 0.1% last week to close at $12,701.63. In the U.S., the S&P declined 0.3% to close at $1,515.60 Oil was down 3.2% to close at $92.77/bb, while natural gas futures rose 2.4% to close at $3.27/MMBtu. Gold bullion fi nished the week at $1,580.35, down 1.8%. The Canadian dol-lar weakened against the US dollar, closing at $.98/USD. The 2 year Canadian benchmark bond declined to 1.07% and the 10 Year bond declined to 1.94%. South of the border 2 year US treasury yields de-clined to .25%

Nicola Valley Institute of Technology (NVIT) is seeking a competent organization or individual to provide a chronicle of the 30 year history of NVIT. This Request for Proposal provides information on the project required and invites interested and quali ed persons to submit proposals.

PROJECT

This project will provide a chronicle recapping the 30 year history of NVIT. NVIT is open to considering various creative/mediums re ective of the project and anticipates proposals to include a minimum of 2 options for the nished product. At a minimum, NVIT requires a tangible production which will present a time-line of the history of NVIT from inception in 1983 to include: people, land, buildings, student facts and gures, signi cant events, highlights, and pictures. Work on this project needs to commence as soon as a proponent is selected and the completion date is March 31, 2013. PROPOSALS Should include the following information:

1. The full name, address, telephone number and email address of the individual or organization.

2. The educational background and/or relevant experience of the individual(s) who will be involved in the project.

3. Basic concepts of what format the nished product will take.4. Provide references that we may contact regarding your work

performance.5. Provide total cost inclusive of all expenses.
