Message from the Commander

April is CPR Month

Let’s all encourage our Posts to initiate their respective Consolidated Post Reports. Let’s make this the year that Texas takes a huge leap in the number of Posts submitting their CPR. What not go ahead and set a goal of 100% CPR submission. We can use our District Conventions to spread the word.

MembershipThe Department of Texas is, as of March 25, ranked number thirty-three (33) based on National membership statistics, at 90.16% of goal. So many of you have done such a superb job. Please keep your efforts going for the remainder of the year.

Education and TrainingWe have completed three sessions of Texas Legion College, Phase One, and are pleased with the results. Course evaluations were encouraging and will be made available to the Training Committee.

The mock meeting conducted at Mid-Winter and filmed is available at txlegion.org. It has received very good reviews and is an excellent resource for Post Commanders.

The Membership Task Force submitted its final report for this year and it will be made available to MOPAC. Some highlights include the following.

1. We must look for a way to include the diversity training into the Department training program. It is a need that has to be addressed.2. Our Social Media Presence must increase. Social Media is powerful. Social media significantly influenced the last three presidential elections. 3. We should train our Posts on the use of social media. We should consider including social media in department training, whether it’s in Legion College or District Commander school.4. The Department committees must to be more involved and this year we did see some change compared to years past. We should get young energetic people on the committees where possible. 5. Posts must be visible in the community. If they are not involved in 6 to 10 community, patriotic or recruiting events each year they will struggle over the long term.

The Membership Task Force are commended for their efforts this year.

Harvey Relief and RecoveryFunds are still available, and Legionnaires and Sons are encouraged to apply for funds to offset their cost of relief and recovery.

We will commence our 100th year from July 11 through July 15 at our convention in San Antonio. On Saturday morning we will dedicate the monument to the American Legion and bury the time capsule. Please try to take part in this significant event.

Chaplain’s Corner

April is a month filled with many religious holidays and observances, notably, Easter and Pesiach – the Jewish Passover. Historically, they have much in common. In fact, in many Christian countries Easter is called the Christian Passover. Easter was originally called Pascha (Easter in Syriac/Aramaic) or Peisach (Passover in Hebrew). It took centuries, however, before the terms Easter and Passover were distinguished from one another.

Historically, there is that in common, but so too are our country’s Judeo-Christian values, starting with our own Declaration of Independence. “All … are endowed be their Creator with certain unalienable Rights, that among these are the right to life, liberty and the pursuit of happiness.” In other words, our liberty is linked directly to God.

The Establishment Clause of the Constitution supports an argument for separation of church from state, but not a separation of God from state. The morality upon which this nation was founded has its genesis in the Bible – both the Hebrew Bible and the Christian Bible, and is reflected in our National Motto: “In God We Trust.

Benjamin Franklin once introduced his grandson to Voltaire just prior to his death. Voltaire laid his hands upon the boy’s head and encouraged him to dedicate himself to the cause of “God and Liberty”. Less than a century later, in June 1850, another great French liberal thinker, Frederic Bastiat, made a similar linkage between religion and freedom, declaring that life, liberty and property were a gift from God, and that “these three gifts from God precede all human legislation, and are superior to it.”

Of present concern is the decay of the moral values firmly established in the scriptures upon which our Judeo-Christian American values are based. Let’s get back to them – not from a theological or religious perspective necessarily, but for their lessons on morality, right living and right thinking – beginning with humbling oneself before God. Otherwise, you are left with a humanistic approach to righteous living where overcoming the first obstacle, one’s own ego, is insurmountable.

Jesus summed it up beautifully – and in the correct order when asked “Teacher, which is the greatest commandment in the Law?” Jesus replied: “‘Love the Lord your God with all your heart and with all your soul and with all your mind.’ This is the first and greatest commandment. And the second is like it: ‘Love your neighbor as yourself.’ All the Law and the Prophets hang on these two commandments.” Scripture then proceeds to gives us examples upon examples, parables and illustrations as to how to live a life grounded upon spiritual morality.

One need not be religious in a denominational sense to read “The Good Book” and learn from it. In my own case, if I would have read and applied the teachings just in Proverbs alone when I was a young man, I would have avoided most of the problems I later had in life. It takes a while to sink in. Thankfully, a strong belief in, and love of, our Creator speeds up the process. Harvey H. KleeDepartment Chaplain 2017-2018www.texaschaplains.org

March came in like a lion and it really has not stopped for the Legion in Texas! We all had a team of 15 Legionnaires in DC the last weekend and final week in February pushing the needs of veterans and their families to our Legislators and their staff. Have to share with you that Texas is very blessed because our state is well thought of by our legislative staff in DC. Our men and women in Congress return their phone calls and answer their questions! SO…if you see them when they are back home, please thank them!

Division Commander Breeze lined up the office visit with his Congressman Beto O’Rourke and as a result of our visit (or so he put on line!) he signed on as a co-sponsor for one of our bills! Congressman Bill Flores of our District has an office full of Aggie gear but made even this Yankee veteran feel at home!

HINTS FROM HINCE: If you get an opportunity to go to DC for legislative day in DC, do it and your citizenship will mean more! Legislation can make or break programs for our veterans and voting counts.

Growing up in New York, the St. Patrick’s Day Parade was an annual affair and this Legionnaire even got to march in it every year of college. HOWEVER, I have to tell you that Shamrock Post 68 has me green with envy.

This Texas town has a St. Patrick’s Day Parade to rival New York and Chad Lepp, the Post Adjutant was delighted to share the news that the Shamrock DeShazo-George Post took first place again in the float category.

Part of the celebration also comes with the earning of $600. for their scholarship fund.

In addition to the winning float, the Legion Family also had 16 AL Riders involved and Lubbock Post 575 had three to include Chaplain Bill Youngren, ALA Bonnie Bass and JD “Knucklehead” Bass who served as Road Captain. The SAL sponsored a 1968 Ford Pick-up owned by Sal’s own Matt Stephenson that brought back many memories of the 60’s for parade viewers.

18th District Command Don Sherman and 18th District Auxiliary President Debbie Sherman also participated in the great day.

HINTS FROM HINCE: Special thanks to 18th District PR Chair Barry Schoenhals for sharing the story…which he followed up on from seeing it in the paper after the 2017 Parade! Way to go, Barry!

If you have something going on or went on, please share it and remember to enter your articles in the PR and TEXALPA competition!

Ore City Trade Days on March 24 and 25th offered the Legion an opportunity to share our name and our programs with the community.

Trade Days are held a few blocks off Main Street in Gilmer and Post 320 of Gilmer will be there to man the table, meet other veterans and share our message.

Post 159 in Bryan saw over 60 veterans and/or their family members take advantage of another community offering in their now annual Veteran Resource Fair. Every Tom, Dick, Harry, Thomasina and Henrietta in the Bryan area were able to talk face to face with lawyers, medical folks, employers and all the resource offering in the BCS area. It was a win-win situation.

HINTS FROM HINCE: Good job Andy Gibson in Gilmer and Susan Marty in Bryan for stepping out and doing something different to meet the needs of our veterans and to educate the public on who the Legion is and what we do for our veterans and our nation.

Post 655 in Haltom City will celebrate the 99th birthday of OUR Legion by celebrating the service of each of its veterans.

April 7th will be the complementary catered event and Legion members will share their stories, their uniforms, their pictures and their collections.Living History at its best will be at Post 655!

After the meal and the chatter, music will be provided by Guitars 4 He-roes and the celebration of 99th years will take to the dance floor!

HINTS FROM HINCE: Remember every community has lots of veterans and many are not yet members. Open the doors and invite them to share and be part of a great American treasure…the American Legion!`

Media Awards Packets are due to Headquarters on 1 June. Timing is set so they can be ready for evaluation at the State conference.Last year, the Public Relations Committee was asked for more guidance on putting together a media packet and John Hafner came through like a champ and these cheat sheets were given to your District Commanders at the DEC.

It is an easy to fill out entry and will ease putting together your winning entries.

HINTS FROM HINCE: It has been years since a television or a radio sta-tion has been nominated for an award and few come in in the newspaper ranks.

You all asked for an easy way to enter and thanks to John of San Anto-nio…you have it! Now, get those awards in! Still serving,Gerry Hince [email protected](979)778-1835

Boys from Every Part of Texas Come Together Here…Post 379 Readies Itself On Two Fronts for This Year’s Boys State

American Legion Boys State is a citizenship and leadership program that is among the most respected and selective educational curriculums of government instruction for U.S. high school students. It is participatory in nature in which each student becomes a part of the operation of his precinct, city, county, district, and state governments. Every state in the union host a Boys State program with the exception of Hawaii where students participate in Alaska Boys State. Along with the rest of the department, Post 379 in Bedford makes final preparation to send several young men down to the University Texas at Austin from 10 though 15 June in order to participate in this year’s Texas Boys State. ALL Legionaries are encouraged to visit during “Legion Day” which from noon on Thursday, 14 June until noon/graduation on Friday, 15 June.

In 2017, Texas Boys State set a record by hosting approximately 1,100 of the finest young men from all over Texas who were organized into 24 cities, eight counties, four districts, and one overly impressive state government. There were as many as 56 participants per city who were further broken down into two precincts/two notional political parties; the Nats (a.k.a the Nationalist) and the Feds (a.k.a the Federalist). Traditionally, cities are managed by one experienced Senior City Counselor and two Associate City Counselors who are typically recent graduates of the program. Boys State has influenced so many to “get into” politics. Past participants include names such as Mike Huckabee, Harry Reid, Rick Perry, Michael Dukakis, George Pataki, Tom Daschle, Dick Cheney, and Bill Clinton. Two “senators” are hand-picked by each of the 49 Boys State programs to represent their state at Boys Nation in Washington D.C. This year, Boys Nation is from 20 through 28 July. Whereas Boys State focuses on state government, Boys Nation focuses on the structure and function of the federal government.

Post 379 participants hail from the Hurst Euless Bedford ISD, Grapevine Colleyville ISD, Carroll ISD, and several private, charter and homeschool programs within the boundaries of those ISDs. What is even more impressive than Post 379’s youth sponsored participation in Texas Boys State, is the fact that 379 is the home post to three of the program’s 24 Senior City Counselors. Although there are several Legionnaires, S.A.L. members, and hyper-dedicated civilians (a few serving 30+ years) on the Texas Boys State staff, there is only one other Senior City Counselor who is a Legionnaire who is not a member of Post 379. Each year, counselors from previous years must reapply and be reselected. In addition to being available to teach Texas politics and mentor program participants throughout the week, city counselors must pass a background check, participate in a series of role-specific webinars along with the admin staff, and pass graded assessments regardless of the number of Boys State years a counselor has under their belt.

We are Texas Boys State!! See you on “Legion Day”!

April 11, 2018 would have been the 128th birthday of a man who fought the war to end all wars…Ernest Duffield Shock.

As we journey through our 100th anniversary year, the stories and the history of our men and women of legacy are important to our American Legion of Texas and Ernest Duffield Shock is yet another of the heroes who set the stage and the bar for our Legion.

Ernest was born in Ohio but arrived in Humble Texas with his family in 1917. From a farming family, he worked in the oil fields until he registered for the draft and was inducted into the US Army on 7 June 1917. He was a 27 year old American of medium height and build who raised his hand and become a blue eyed member of the Army.

Private Shock did his initial training at Camp Travis in San Antonio followed by more training in Camp Mills in New York before deploying to Europe as part of the Machine Gun Company of the 360th Infantry in the 90th Division. Arriving in England, PFC Shock headed to France as a machine gunner.

A student of WWI history could follow the tour of Corporal Shock as he traveled from Bois de Pretre (Priest Forest) to his final battle in the Meuse-Argonne Offensive. Corporal Shock fell on the first day of the fighting on 1 Nov 1918. Ten days later, the Armistice was signed.

Corporal Ernest Duffield Shock is buried in Plot F, Row 24, and Grave 2 in the American Cometery at Meuse-Argonne. An American hero, he is also the namesake Of Texas American Legion Post 132 in Humble.

Thanks to SFC Edwin P. Miller Jr of Post 132 for his diligence and pride in compiling this history.

April is Children & Youth Month

April is the American Legion Children & Youth month and since the early 1920’s the American Legion has been actively involved in Children and Youth issues. In many instances, the Legion has been the driving force on behalf of children on the federal, state and local levels. In 1938, April was formally designated as Child Welfare Month (now called Children & Youth Month) and has continued on an annual basis. There are numerous ways your post can participate in activities that promote youth programs. You could have an art contest, you could do a fundraiser for TFA or you could host a round table discussion over youth suicide or another cause. Remember: The only limitation you have for youth programs and activities is your own imagination!

Once you have decided on an event you need to publicize it. You should publicize your programs and activities in your local paper or social media. Have the mayor or other local official issue a proclamation declaring April as Children & Youth Month.

The post commander should issue a news release proclaiming April as Children & Youth Month and list what the post will be doing for its annual observance. (For a sample news release, see www.legion.org/youth.) Remember, programs affecting the children and youth of your community are news! Invite the news media to your activities and keep them informed.

Following the observance of Children & Youth Month, the Children & Youth chairmen need to turn their attention to the annual reporting of expenditures and activities. Be sure you have an accurate record of all money spent for the benefit of children and youth by your post/unit during the current year, as well as the number of children who received services and assistance. Remember that we are participat-ing in a National awards programs and you can submit your post for these awards. The deadline for the awards is July 1st and the information and application is on the Department website.

Emergency Assistance Plus is an emergency medical transportation service that goes beyond health and travel insurance. It covers expenses for medical transportation, medical evacuation and travel and companion assistance — services that your insurance usually does NOT pay for.

You must call EA+ during your emergency so EA+ can make the arrangements for you.**This is only an outline of the plan’s features. Please read your Member Benefit Guide carefully to understand all the services available to you, as well as any terms, conditions and limitations.
