We produce thought leaders to the nation. The Postgraduate Institute of Management (PIM) has been in the forefront in breeding such leaders with character and competence. They are equipped with cutting-edge knowledge and complementary skills needed to perform in both private and public sectors alike. In producing them with clarity and commitment, the PIM has always been a centre of excellence in management education with its wings spreading beyond Sri Lanka.

Excellence is all about being exceptionally good. When applied to enterprises, it involves exceptional achievements in a consistent manner. That’s what the PIM is proud of being a self-financed, semi-autonomous public entity. Now the time has come to expand our reach, regionally and globally through research and teaching. As the pioneer of advanced management education and training in Sri Lanka, the Postgraduate Institute of Management (PIM) has continued to serve the business community and the state for over 30 years. As a semi-autonomous body affiliated to the University of Sri Jayewardenepura, it is governed by a Board of Management consisting of representatives from business, professions and the government. The PIM is the only university institution in the country which is self-financed. The PIM’s core degree programme, the Master of Business Administration (MBA) attracts, hundreds of young managers annually, and provides the most challenging learning opportunity in management in Sri Lanka.

PIM, established in 1986 by Ordinance under the Universities Act 1978, is one of the seven postgraduate institutes in the university system of Sri Lanka. Though it is relatively young, it has the largest student population among the institutes, and it is the only self-financing higher learning institution in the university system of the country.

The University of Sri Jayewardenepura, to which PIM is affiliated, is 55 years old. In fact, it is much older if one counts the long years of its history as a seat of learning. The history of this institute dates back more than a century to 1873, when the most Ven. Hikkaduwe Sri Sumangala Nayaka Thero laid the foundation of this distinguished centre of learning as a Pirivena (Institute of Buddhist and Oriental Studies) named Vidyodaya (meaning ‘awakening of knowledge’).

In 1958, it was reconstituted as the Vidyodaya University of Ceylon by an Act of Parliament. Under the Universities Act of 1978, it was renamed ‘University of Sri Jayewardenepura’, after the new administrative capital of Sri Lanka. Today, its full-time student population is over 12,000 enrolled in the faculties of Humanities and Social Sciences, Management Studies and Commerce, Applied Sciences, Medical Sciences and Graduate Studies.

Courses of study, areas of specialization and majors, and research priorities in all programmes of study will reflect the Institute’s response to the priority needs of industry,

government and national development as perceived by the Institute. In this process, the Institute also gives priority to the study of international business and issues of globalization.

PIM is the leading higher education institution in the country that conducts research in the discipline of management. This is amply reflected in our claim that our MBA is one of the few, and best, MBA programmes in the world where research is an important and essential component of the degree. While many MBA programmes elsewhere have conveniently abandoned the most precious learning activity of research, we proudly continue to improve upon the quality of our research activity in the MBA programme. And, we have done so for over three decades. Research interests developed at the Master’s level are promoted through the doctoral programme of study. The Sri Lankan Journal of Management, the quarterly Journal of the Institute which started in 1996, and the new Professional Manager Magazine continue to provide a forum for publication and discussion.

Established in 1916, AACSB International provides its members with a variety of products and services to assist them with the continuous improvement of their business programmes and schools. The Postgraduate Institute of Management (PIM) is pleased to announce a significant addition to its range of signature programmes. This is the freshly designed Master of Business Administration in Customs & International Trade (MBA-CIT).

The aim of launching of this programme is to enhance the managerial capabilities of the officials of the Sri Lanka Customs (SLC) and in turn contribute to better administration and higher performance of the SLC. Further, this qualification will serve as a requirement for those officers’ career development in the SLC.

It will broaden the academic horizons of young graduates for whom the proposed programme will serve as an entry-level qualification for advanced academic studies in customs such as international professional customs educational programmes. This will also serve as an aid for career change and progression of the recipients.

Further the recipients will be able to demonstrate critical awareness of fundamental and advanced aspects of customs and related functional disciplines and apply relevant techniques in their roles as managerial professionals of the SLC. They will

also deal with complex customs and related issues systematically and make sound judgments and communicate decisions clearly. The whole process, in fact, would enable them to project professionalism in customs and related functions, in carrying out their official duties with the public.

The recipients must earn a total of 60 credits by way of course work, comprehensive evaluations, and a skills/research project to be in compliance with the Sri Lanka Qualification Framework (SLQF) exit level 10 requirements.

Who should apply:This specialized MBA-CIT caters for those who are involved in customs at operational and policy levels. Although the initial focus is on the Sri Lanka Customs, the programme is geared to meet the competency requirements of the general public as well in the near future.

Basic Programme Entry Criteria:To be eligible for admission to the MBA-CIT programme, an applicant shall possess one of the following qualifications.

i. A Bachelor’s Honours Degree (SLQF 6) with at least a second class (lower division) standing from a recognised university.

ii. A Bachelor’s Degree (SLQF 5) with a first class or second class (upper division) standing from a recognised university.

iii. A Bachelor’s Degree (SLQF 5) from a recognised university with three year post-qualifying experience.

iv. A Bachelor’s degree (SLQF 5) in customs studies or management studies from a recognised university.

v. A Postgraduate Degree of not less than 18 months or Postgraduate Diploma of not less than one year in customs studies or management from a recognised university with two years experience.

vi. A Postgraduate Degree of not less than 18 months or Postgraduate Diploma of not less than one year in any other field from a recognised university with post-qualifying executive level work experience of two years.

vii. Any other individual who is nominated by the Director General of Customs, subjected to the PIM acceptance in the Merit Admission Category.

Term 1: (Preparatory Term)

MBAC 500: Integrated Course in English (Preparatory Course- 2 credits)

English language and, for that matter, any language, needs to be in constant touch to gain confidence in its correct usage. This means that we should be on a continuous journey to master a language. It becomes truer in our use of English. The more we hear, the more we read, the more we write and the more we listen, the more we become competent and confident in the use of a language. As we miss most of these opportunities due to our involvement in day-to-day activities, it is but natural that there is a gap between the level of competency in the English language we aught to have and the level we have reached thus far. In this sense everyone is and should be a learner, as all living languages, more importantly English is changing pretty fast, in both colloquial and written versions, mainly due its unlimited adoption in almost all our activities. In fact standard English has been enriched by an explosion of new terms and phrases.

It has, therefore, become a necessity to acquire a higher level of competency in English. Especially the course of study the applicants have selected would become much easier if our competency in English reaches the expected level.

MBAC 501: Professional Communication (Preparatory Course- 2 credits)

This module deals with key concepts of communication, isolating principal elements of a process that have to be dealt with individually. Thus, it will examine the best techniques of generating widespread information, drafting administrative circulars, drafting cabinet memoranda and observations, conducting effective meetings, writing purposeful minutes and holding productive negotiations. These objectives will be pursued through exercises that will be conducted to help students to initially summarize passages, in their own words and later to organize thoughts to write short essays.

Oral presentation skills development will include also the appropriate use of power point presentations.

MBAC 502: ICT Concepts (Preparatory Course- 2 credits)

The learning environment at the PIM is highly supported by the right balance between technology and relevant subject matter. This module simply provides the Information Technology component necessary for the survival of the PIM participants throughout their study programme and beyond.

In this module, participants will be highly familiarized with the comprehensive usage of “PIM Learning Portal – Prajna” by providing hands on exposure to advanced activities supported by the system. These activities include submitting assignments online, participating in online discussion forums, sitting online examinations, providing participants feedback online etc.

Advanced use of Word Processing applications for professional and academic work, analytical facilities provided by electronic spreadsheet applications, advantages of using databases for data resource management, maximizing productivity by balancing time, cost and quality using electronic project management software, and the advanced use of electronic presentation application will be the key topics of this module.

This part of the course will be conducted in the PIM state-of-the-art IT Centre for the participants to provide the desired exposure to an actual practical environment.

Term 2:

MBAC 503: Managing Organizations (Management Course – 2 credits)

Managing Organizations is all about achieving results. The module on the Role of the Public Service sets out the kind of results the public service is called upon to achieve. To do so,

in the context of the current challenges of development, public service management has to be more proactive. Even though the objectives are somewhat different, there is a lot that could be learnt from the private sector which is constantly in search of innovation to achieve higher productivity. This module focuses on decision-making processes, time management, delegation of authority and managing change.

All public servants will have to acquire a clear appreciation of the vision and mission of public administration - the role of the public service in the new management paradigm. This role has shifted over the years from the Weberian, bureaucratic model to the proactive development promotion model. Public servants need to understand that their role is to ‘steer’ rather than ‘row’, for which the principles of good governance need to be adhered to, not so much for their ethical values, but crucially, as a technical requirement

MBAC 504: Business Communication (Management Course – 2 credits)

This module aims at enhancing the communication capabilities of the candidates. The key subject areas covered are: communication in organizations, classification of information and typologies, topics and themes, professional and business writing, writing of management reports, executive oral presentation skills, inter- cultural communication; listening skills, creative thinking, negotiation skills, conducting executive meetings.

Among the learning highlights will be overcoming communication barriers, creative and critical thinking, executive presentations, negotiating and conducting meetings.

MBAC 505: Regulatory Compliance Management (Technical Course – 2 Credits)

Regulatory compliance describes the goal that Customs aspire to achieve in their efforts to ensure that all customs officers are aware of and take steps to comply with relevant laws and regulations.

Due to the increasing number of regulations and need for operational transparency, the Government is increasingly adopting the use of consolidated and harmonized sets of compliance controls. This approach is used to ensure that all necessary governance requirements can be met without unnecessary duplication of effort and activity from resources.

Term 3:

MBAC 506: Management Decisions and Implementation (Management Course – 2 Credits)

The prime objective of this module is to emphasis the vital role that has been entrusted to the Govt. officers to take correct decisions at correct time and implementing them efficiently. The tradition in the public service, however, has been quite different and majority depends on the traditional regulations which do not add value to the public friendly procedures.

Decision making is a vital process in today’s complex context and, therefore, improving the participant’s skills of decision making process and upgrading the talents in each and every participant towards foreseeing the consequences of the potential decisions that are going to be made is one of the important parts of this course.

MBAC 507: Organizational Behaviour (Management Course – 2 credits)

The prime aim of this module is to enhance the appreciation of human behaviour in organizations. It covers areas such as: historical development of the study of organizational behaviour; perception, multiple intelligences and personality, attitude, values, ethics and theories of motivation, Zimbardo and Milgram effects, power, politics and influencing tactics, team dynamics, conflict and stress, identification and involvement, leading to organizational commitment.

Among the learning highlights, psychological determinants of behaviour, psychometrics for personality profiling, organizational values, organizational climate survey and modes of motivation are visible.

MBAC 508 International Trade (Technical Course – 2 Credits)

The international trade sector is the lifeblood of the Sri Lankan economy, with a multitude of ramifications in the form of backward and forward linkages. International trade issues have provided one of the richest areas for macroeconomic theory and policy studies. It is necessary to review these theories to have a holistic view of the vast ramification of issues involved in appropriate policy formulation to have a sound economy.

A major problem, in the international trade sector is the structure of production which will have to be geared to international demand. It is important in this context to examine the role of FDI in providing, in particular, market access, technology and capital. It is also necessary to examine the role of bilateral, multilateral trade, and regional economic integration.

Learning highlights of this course include a good understanding of the macro and micro economic dimensions of trade policy, methods of payment, dynamics of the export structure, protectionism policies, incoterms and role of FDI and trade agreements.

Term 4:

MBAC 509: Human Resource Management (Management Course – 2 credits)

Human resource is the most precious resource in any organization. The private sector has long realized that this is the factor that gives any organization a sustainable competitive edge. Hence, human resource management which includes selection, development, deployment, motivation and retention of employees is given primacy. The tradition in the public service, however, has been quite different. The Administrative Reforms Committee Report of 1987 drew attention to this problem, and made a few recommendations which are yet to be implemented in the manner and scale envisaged. This module examines the best practices in the private sector with regard to HRM that could be appropriately adopted in the public service.

MBAC 510: Economic Policy and Customs Management (Management Course – 2 Credits)

Development promotion and impact assessment require a good understanding of macro-economic variables. Indicators such as GDP growth, balance of payments position, budgetary outtern, inflationary trends, as well as exchange rate and interest rate changes reflect public policy and management. Even those who are solely engaged in service delivery functions such as issuing of licenses and permits contribute, at least indirectly, to these variables. However, the whole system of development planning, including at the sectoral, project or regional levels, is based on the framework of macro-economic variables.

All customs officers will have to acquire a clear appreciation of the vision and mission of the Sri Lanka Customs, the role of the customs in the customs management paradigm. MBAC 511: Trade and Investment (Technical Course – 2 Credits)

It is not a surprising fact that the participation in the world trade tends to boost growth, and the countries that have integrated rapidly into the world economy have also tended to record the highest growth rates. Integration brings with it exposure to new technologies, designs, and products. It also enhances competition resulting in quality products offered at competitive prices.

The Department of Trade, Tariff and Investment Policy under the Ministry of Finance was established in June 2006 with the broad objective of promoting and facilitating the country’s international economic integration. The department focuses mainly on the formulation and implementation of sustainable policies on external trade, tariff and investment for the benefit of the Sri Lanka economy and the people.

As the implementing authority, Customs and customs officers should understand the gravity of this monitoring process. Therefore, the course highlights the basics of this integration.

Term 5:

MBAC 512: Leadership and Business Development (Management Course – 2 credits)

This module aims at strengthening the leadership capabilities of the candidates whilst enhancing their business development ability. The areas covered are: leadership in high performance organizational cultures, historical, modem and postmodern leadership theories, entrepreneurship development, ethical dimension of exemplary leaders; building a leadership pipeline for succession, emergent leadership in crisis and disaster management; business modeling and business planning, building a high performance culture of commitment and competence, business incubators, design and creation of strategic business units, innovation and creativity in organizations.

Among the learning highlights, designing a leadership pipeline, guidelines for ethical practice, business modeling, development of business plan, business leader characteristics and behaviours appear prominently.

MBAC 513: Legal Aspects of Customs Management (Management Course – 2 Credits)

The Customs service is built and guided by a plethora of laws, regulations and procedures. Hence, all decisions and implementations must comply with these laws. They are, however, built on the Constitution of the Republic, general principles of law, the legal system in the country and the Courts of Law. The laws not only deal with external relations but also with relationships within the Customs service.

This course will provide an in-depth knowledge of International Customs Law, Customs Jurisdiction, Customs Ordinance, guidelines issued by the Ministry of Finance and the requirements of the other Govt. Departments and Agencies.

MBAC 514: Valuation of Internationally Traded Goods (Technical Course – 2 Credits)

International trade is today regulated by the World Trade Organization (WTO). Valuation of merchandize in imports and exports is an essential aspect of international trade in ensuring smooth flow of goods across the borders. The WTO Valuation Agreement, in the backdrop of reducing the Tariff barriers to international trade through Multi-lateral Trade Negotiations (MTN), is designed not only as a tool for establishing duty liability but also as a trade facilitation measure.

Globalization of trade and commerce and ever increasing competition, has put constant and continued pressure on prices of merchandize in the international market.

The course is more suitable for students, researchers, trading community and practitioners of international trade to understand the often complex requirements of Customs valuation system.

Term 6:

MBAC 515: Information Management (Management Course – 2 credits)

This module aims at strengthening the ICT awareness and capability of the candidates. The topics covered are: business and ICT, business value of ICT, use of ICT for competitive advantage, ICT strategy vis a vis business strategy, DMS and data warehouses, the Internet and e-Business, knowledge management in organizations, intra-organizational and global information systems, enterprise information systems, security and control.

Learning highlights include: enterprise systems, business impact of the internet, effective selection and implementation of ICT systems, ROI on ICT investments.

MBAC 516: Commodity Identification and Rules of Origin (Technical Course – 2 Credits)

The Harmonized Commodity Description and Coding System generally referred to as “Harmonized System” or simply “HS” is a multipurpose international product nomenclature developed by the World Customs Organization (WCO).

The HS a well-defined set of rules to achieve uniform classification of internationally traded commodities and contributes to the harmonization of Customs and trade procedures, and the non-documentary trade data interchange in connection with such procedures, thus reducing the costs related to international trade.

It is also extensively used by governments, international organizations and the private sector for many other purposes such as internal taxes, trade policies, monitoring of controlled goods, rules of origin, freight tariffs, transport statistics, price monitoring, quota controls, compilation of national accounts, and economic research and analysis. The HS is thus a universal economic language and code for goods, and an indispensable tool for international trade.

MBAC 517: Customs Modernizations Through Systems (Technical Course – 2 Credits)

Evolution of Customs role as the key border agency responsible for all transaction related to issues arising from the border crossings of goods and people is the order of the day.

Currently, however, social expectations no longer accept the concept of interventions merely for intervention’s sake. Rather, the current catch-cry is “intervention by exception”, that is intervention when there is a legitimate need to do so; intervention based on identified risk. The changing expectations of international trading community are based on commercial realities of its own operational environment. It is looking for its simplest, quickest, cheapest and most reliable way of getting goods into and out of a country. It seeks certainty, flexibility and timeliness in its dealing with the government. Driven by commercial imperatives, it is also looking for the most cost-effective ways of doing business.

For Customs administrations to effectively manage these sometimes apparently contradictory objectives, a wide range of new approaches, systems, procedures and operating methodologies that would underpin the future shape and role of Customs are to be developed and implemented.

The course offers a systematic approach to the design of the modernization strategy that will enhance its chance of success.

Term 7:

Participants will earn 22 credits from one out of the following.

MBAC 518: Management Skills Project (MSP)

Through the MSP, the student will demonstrate his/her knowledge and understanding in a chosen area of study via a survey of existing knowledge and identification of a public sector related management problem, requiring solutions in a practical setting, by designing a project, implementing it and reporting the results obtained. A wide range of project areas covering management of organizations to deliver development results are available for this purpose. Students are advised to plan for a suitable project early in their study programme and then use the skills assignments available in required courses to prepare for the project to be undertaken in the last term of study.

Required: Approval of project proposal; submission of project during the last term of study; and oral examination of project (approximately 1 hr.) Length; 12,500 words, excluding appendices.

MBAC 519: Management Research Project (MRP)

Through the MRP, the student will demonstrate his/her depth of knowledge and understanding in a chosen area of study via an extensive study/survey of existing knowledge, innovative formulation of problems and their analysis; collection, analysis and interpretation of data and information, and developing sound conclusions. Students are advised to select a suitable area of study for this purpose early in their study programme, and then use the research exercises given in required courses to explore and develop their research questions and background literature.

Required: Approval of research proposal; submission of paper during the last term of study; and oral examination of paper (approximately 1 hr.).Length: 15,000 words, excluding appendices.

Participants will select 2 electives out of the following for which they earn one credit each.

MBAC 600: Strategic Human Resource management (Elective Course –1 Credit)

In the competitive world of business, Strategic Human Resource Management has a strong bearing on an organization’s corporate strategy formulation and implementation. It is also the pattern of human resource deployment and activities intended to enable an organization achieve its objectives. This course links HRM with the strategic management processes of the organization with emphasis on coordination and congruence among the various HR practices.

MBAC 601: Techniques for Productivity and Quality: (Elective Course – I Credit)

In today’s competitive and dynamic environment, managers are faced with the task of providing clients with the quality service. Can it be achieved through the use of high technology, better systems and applications of tools and techniques or through employee involvement? The course is built around addressing the above issues and enables the participant to apply productivity and quality improvement techniques to the work environment. It also focusses on the concepts of productivity and quality management.

MBAC 602: International Customs Policies and Capacity Building (Elective Course- I Credit)

The World Customs Organization (WCO) emphasizes the importance of connectivity and information sharing between national agencies and international agencies.

In this context, implementation of international conventions has been given top priority. The impact of the conventions such as the revised Kyoto Convention, ATA Carnet Convention and Basel Convention will be discussed in depth. Transparency and predictability of customs action, simplified procedures, risk management and maximum use of IT are the highlights of this important elective course.

MBAC 603- Customs Related Laws & Acts (Elective Course – 1 Credit)

Customs mainly deals with goods. Each and every such item is having its own legal acceptance or rather legal definition. This elective course provides participants an idea of the laws and acts which involves with goods that are internationally traded.

Once again, as the implementing authority, customs and custom officers should be familiar with these Laws and Acts for them to handle the goods without any obstacles and delay to reach their final destinations. It is also important to be familiarized with the relevant licenses or certifications if any, to enhance the ability of efficiently handling hazardous materials and contaminated goods.

Faculty:The management component of the programme will be conducted by the Core Faculty of the PIM and industry experts who are members of the PIM visiting faculty. The six technical core courses in Customs & International Trade will be delivered by local and foreign experts.

Duration:

The programme will span a period of 21 months (7 terms).

PIM Research Centre was set up in May 1998. In addition to administrating the Institute’s doctoral programme, it organizes, directs and promotes interdisciplinary studies and research in the various issue areas of the discipline of management, with a focus on cross-cultural management and communication.

The primary objective of the Centre’s work is to add significantly to the understanding of the best management practices in the country and the rest of Asia. The approach is interdisciplinary, and an attempt is made to integrate, or benefit from, the perspectives of culture, religion, language, history, sociology, political science, economics and philosophy for the purpose of understanding key issues in management in South and South-East Asia.

International cooperation in these efforts is expected to result in a wide range of benefits in other areas of national importance such as international cooperation in education, international business and trade and intercultural cooperation. The current programme of research emphasizes the following areas of concern:

a) General management: e.g., best management practices in Sri Lanka and the Asian region.

b) Comparison of cultural value themes of the predominant Asian societies: e.g., contributions to cross-cultural studies such as Hofstede’s framework of value dimensions.

c) Examination of the cultural context of management practices in Sri Lanka with an emphasis on work values and human motivation, innovation, adaptation and dealing with risk and uncertainty, interpersonal behaviour such as coping, asserting and supporting, decision making and use of information, communication and business negotiation, productivity and similar issues.

d) Industry-specific studies: e.g., strategic directions of investments in a selected industry category.

e) Policy-directed studies: e.g., study of specific public policies in selected areas of national interest such as energy, transportation, fiscal policy and administration.

Activities

PIM’s research studies fall into three categories:

a) Faculty research,

b) Research projects funded by the Institute, and

c) Student research resulting from their theses, research papers, policy reports and field projects. They are published through Research Papers, Case Studies, Research Abstracts and the Institute’s Sri Lankan Journal of Management. Conferences and workshops, held periodically, provide an opportunity to discuss research findings. All students’ research reports are available for reference in the PIM Library. Schools of Business (AACSB), the SBus is the only AACSB-accredited business school in the Australian Capital Territory Region. The SBus conducts active research programmes in Governance and Public Sector Accounting, Econometrics and Economic Analysis, Human Resource Management, Entrepreneurship and Innovation, Logistics and Big Data Analytics, Leadership and Change management, Public Sector Management and Marketing.

The UNSW is a founder member of the Group of Eight and one of Australia’s leading research intensive universities. It was ranked 48th in the 2014 QS World University Rankings. The UNSW was recognized in the ‘2012 Excellence in Research for Australia Report’, which assessed the University’s performance in all broad fields of research as “at, above or well above” world standard. UNSW research strengths span a broad and diverse range of disciplines. The UNSW and the PIM undertake joint academic research projects in areas of mutual interests, exchange of faculty and promotion of PhD Programme of the PIM, Master Graduates and PIM students, Faculty Members to undertake the PhD Programme at the UNSW Canberra. The UNSW awards scholarships to outstanding students.

Cooperation with foreign universities and foreign management institutes has been a principal means by which the groundwork for PIM has been laid over the past three decades. PIM gives high priority to the development of links with reputed educational institutions abroad. The desire to develop expertise and promote disciplined development in the international context is the driving force behind the quest for cooperation.

The policy of the Institute is to cooperate with centres of higher learning worldwide. In particular, PIM looks forward to forging links with centres of excellence in the Asia-Pacific Region, the South Asian Association for Regional Cooperation (SAARC), the Indian Institute of Management (IIM) and Universities elsewhere.

The Postgraduate Institute of Management has established research collaboration with the School of Business, University of New South Wales (UNSW), Canberra. The two institutions will collaborate in research activities in business, economics, management, and public policy. The School of Business (SBus) is one of the four Schools at the UNSW, Canberra. While only 5% of business programmes worldwide are accredited by the Associate to Advance Collegiate

PIM Graduates are expected to join the PIM Alumni Association. This Association provides opportunities for all PIM graduates to meet, learn, socialize, and network. There is an admission fee and annual membership fee to be paid.
