Health

Warm greetings to the officers and members of the Philippine College of Radiology on the occassion of its 69th annual convention.

Radiology usually serves as the primary diagnostic response to assess respiratory infections. Because of this, unusual radiological results and manifestsymptoms often become critical factors in treating patients from diagnosis to monitoring patient’sprogress and response to medications.

Thus, radiology becomes significant if we are topursue better health outcomes for the Filipinopatient, hand in hand with two other goals of the Philippine Health Agenda: (1) fInancial protection -protection from high cost of health care, especially the poor, and (2) covered in all their interactions with the health system. To reach these goals, weformulated the strategy called: A.C.H.I.E.V.E.

Advance health promotion, primary care andquality;Cover all Filipinos against financial health risk;Harness the power of strategic human resources for health;Invest in e-health and date for decision-making;Enforce standards, accountability and transparency;Value patients and respect clients;Elicit multi-stakeholder support for health

Once again, I would like to congratulate theorganizers. May this convention renew yourcommitment to work with us to provide quality health services regardless of gender, age and status. Let us continue to move forward with the Department’s current battle cry, “All for Health towards Health for All.” Mabuhay!

My warmest freeting to the Philippine College ofRadiology as it holds its 69th Annual Convention.

I commend the organization’s mission to serve the community by safeguarding our people’s well-being. Its dedication to advance the radiologic profession contributes greatly to establishing a comprehensive healthcare system in the country.

Radiologists will play a crucial role in securing the government’s three guarantees in the Philippine Health Agenda. Hand in hand, we hope toeffectively combat disease, enhance local clinics and hospitals and achieve universal healthinsurance.

Together, let us attain a healthy and productivecitizenry. I am confident that with your help, we will address the persistent inequities in the Philippines. Let us remain steadfast in breaking new grounds in healthcare to uplift the condition of all Filipinos.

It is with a distinct honor and a great pleasure for me to convey my heartfelt felicitations to the officers and members of the Philippine College of Radiology as it holds its 69th Annual Convention with the theme entitled: “Imaging of Infectious Diseases More Than Meets The Eye” slated on February 16 to 18, 2017 at the Grand Ballroom, Marriot Hotel, Resort World Complex, Pasay City.

It delights me to know that your role, as radiologist, in the practice of the medical profession hasexpanded to include public health delivery; patient safety, quality assurance and care; and information technology. Rapid advances in medical science and technology, in recent years, has accelerated to a point where better and excellent ways ofassessing disease conditions using imaging devices have yielded better health outcomes at all levels of care. I would like, therefore, to take this opportunity of congratulating the organizers for crafting aprogram of scientific activities geared to raise the level of skills and competencies of members in your field of specialization.

Welcome delegates, colleagues and partners to the 69th Annual Convention of the Philippine College of Radiology!

The 21st century is supposed to be the century of the lifestyle disease. Infections are supposed to be so last century. But seventeen years into the 21stcentury, we are still dealing with infections, and these are not just any infections. These areinfections caused by drug-resistant bacteria and mutant viruses. The textbook patterns of disease no longer apply. Classic management may also no longer apply. Diagnostic patterns as we know them have thus, also changed over time. And, for as long as modern medicine has not found a completesolution to infections, there will always be room to learn more about them.

To our esteemed faculty, the Philippine College of Radiology is indebted to you. To our industrialpartners, we thank you for your unrelenting support. To all who support our endeavors, we appreciate your unwavering loyalty. To the fellows, diplomates and trainees of the College, this is for you. May thisannual meeting be an occasion of catching up with old friends and colleagues, giving back to the College and learning new things that will ultimately serve our patients.

They`re back with a vengeance… and they are out to take over your bodily functions, turning you into a drooling and half-aware mass of pustular flesh! This sounds like the tagline of a new fiction flick about zombies taking over the world. Yet this is a reality show at its grittiest. Ever since, the pioneering work of Edward Jenner and Louis Pasteur on vaccination and Alexander Fleming’s serendipitous brush with the Penicillium mold, we have begun to believe thatInfectious Diseases are on their way out. Yet, ourbattle with these micro-terrorists is far from over. It has now become a race between the invention of new antimicrobials and the speed that resistance to these drugs develops in the germ population. And then we have these new viral diseases seemingly evolving from nowhere threatening us with the next pandemic! Life is never easy and we just have to soldier on. We Radiologists are not at the frontlines of this battle but we have to do our share. It is in this spirit that the present PCR Board has decided to tackle the Imaging of Infectious Diseases as the topic for our 69th annual convention. As Over-all Conven-tion Chair for this year, I want to thank the members of the Convention Committee for their untiring work, manning the trenches, putting together the program for this three-day show. I want you to know that you people have made everything relatively easy for me. My thanks as well to the foreign and local speakers who have unselfishly agreed to share their expertise on the subject. It is because of the dedication of people like you that gives me hope that the battle being fought will never decisively tilt in favor of our tiny but virulent invaders. Many thanks, as well, to our Industrial Partners who have provided us withinvaluable logistical support for this endeavor. With this I would now like to welcome all you delegates to this year’s annual convention. You have in effect, enlisted in the `War against Drug-Resistant microbes’, and so you are advised to arm yourselvesadequately by listening intently to our invitedexperts. God bless you all!

CATEDRAL, Glenn Y. “Patient Radiation Dose in Vascular and Interventional Radiology Procedures in Cardiac Catheterization Laboratory of UP-PGH”

Dr. Stern, specializing in thoracic imaging, is a professor of

radiology, medicine, medical education, and global health, and

vice-chairman of academic affairs in the Department of Radiology at

the University of Washington, in Seattle.

He is the author of over 100 papers as well as seven textbooks on

chest radiology. Dr. Stern, founding president of the AUR Alliance of

Clinician-Educators in Radiology, is the former editor-in chief of the

journal Current Problems in Diagnostic Radiology, former deputy editor

of the American Journal of Roentgenology (AJR), and the founding and

current editor-in-chief of GO RAD, a global outreach journal of the

International Society of Radiology.

Among his many other roles, Dr. Stern is the current past-president

of the Society of Thoracic Radiology, president of the Washington State

Radiology Society, ACR Council Steering Committee member, and chair

of the International Commission on Radiology Education.

Dr. Jennifer Uyeda is a radiologist in Boston, Massachusetts and is

affiliated with multiple hospitals in the area, including Brigham and

Women’s Hospital and Newton-Wellesley Hospital. She received her

medical degree from Boston University School of Medicine and has been

in practice between 6-10 years. She is one of 250 doctors at Brigham and

Women’s Hospital and one of 37 at Newton-Wellesley Hospital who

specialize in Radiology.

Currently, Dr Lim is Senior Consultant diagnostic clinical neurora-

diologists at National Neuroscience Institute in Singapore, and Adjunct

Associate Professor at Duke-NUS Graduate Medical School. He is Visiting

Professor to Huashan Hospital Fudan Univeristy (Shanghai) and Zhejiang

Chinese Medical University (Hangzhou), Past President of the College of

Radiologists Singapore, Chief Examiner of the Singapore National Board

of Radiology, Deputy Chief Examiner for the Royal College of

Radiologists/Master of Medicine (Diagnostic Radiology). Dr Lim is Core

Faculty of two Radiology Residency programs, Member of the Residency

Advisory Committee, has been Course Director, Preparatory Course

Faculty, co-mentored 2 PhD students and has won several teaching

awards. Dr Lim has co-authored 100 manuscripts and 6 book chapters.

His primary research interest is in clinical/translational neuroimaging re-

search using CT and MR imaging techniques, particularly spectroscopy,

diffusion tensor/kurtosis, perfusion, arterial spin labeling; for applications in

neoplasia, ischemia, infection, and pediatrics, but he is also interested in

online continuing medical education, disease databases and medical

applications of computers. He has research grants and patents for digital

education software.

He enjoys organizing multi-disciplinary team conferences as Visiting

Consultant to the restructured hospitals in Singapore, and has developed

non-lecture teaching methodologies and has been greatly blessed by his

wonderful family and supportive staff and colleagues.

CANDLE LIGHTING CEREMONY

The president of the Philippine College of Radiology, assisted by the two vice presidents shall seek and find the most seniorfellow of the College present in the occasion. The president shall present to him/her the ceremonial candle. The most senior fellow shall utter, “I light this candle in the name of the Philippine College of Radiology.” Once the ceremonial candle is lit, a moment ofsilence shall be observed by all to honor thee, fellows of theCollege who passed away.

After a moment of silence, the president with the two vice-presidents shall then take the ceremonial candle and proceed to where the chairperson of the Philippine Board of Radiology is standing. The president shall hand over the lighted ceremonial candle to the chairperson and utter, “by the burning flame of this candle you shall spread the light to brighten the path of thePhilippine College of Radiology.” After all candles have been lit, every inductee shall respond, “I accept.”

In the midst of the glowing candles, the predident of thePhilippine College of Radiology shall swear the inductees of the Philippine Board of Radiology. After these induction rites all lighted candles shall be extinguished, and the members of the College and all present shall greet the new diplomates of the Philippine Board of Radiology by a warm, congratulatory applause.

ANNOTATION

in the beginning of the practice of Radiology, darkness reigned, and the radiologist bravely walked in search of the light. The radiologist found others engulfed in the same darknesssimilarly searching for the light. Together they strode as one,hearing only the echoes of their footfalls that barely guided their path. They heard nothing in the blowing wind and felt emptiness in their hands. The darkness flashed no scintillation to motivate them, and only the purpose of their stride energized them to move on.

But something inevitable happened as they gathered the spirits into one. Their unified embers glowed brighter and burst into visible light, as the flames of their spirits spread far and wide across the land and even beyond.

Tonight, we symbolize the spirit in the flame of the candles. The light is embodiement of us in the Philippine College ofRadiology. Tonight, we pass this light to the new Radiologists so that they may be one with us in the unending pursuit ofreinventing the professon of radiology in its highest commitment to the medical science in serving humanity.

code of ethics

A.1. A radiologist shall uphold the dignity and honor of the profession andspecialty.2. He shall not make derogatory remarks against colleagues or to the college.3. He shall not incite nor encourage actions detrimental tocolleagues or to the college.4. A radiologist shall not deliberately make a false radiologic report.5. A radiologist shall not engage in improper practice of medicine as defined by the PMA Code of Eithics.

B.1. He/she shall secure maximum benefit for his/her patient and his/her hospital/clinic in terms of professional service, safety and clinical expertise.2. A radiologist shall not reveal information acquired in confidence as a result of patient-physician relationship unless otherwise required by law.3. A radiologist is free to choose whom to serve for reasons satisfactory to his/her professional conscience and competence; however he/she shall not refuseradiological services primarily for monetary reason or personal convenience.4. A radiologist shall shall abide by the guidelines on professional fees set by the Philippine College of Radiology.5. A radiologist should issue a statement of account for radiological services rendered, under his name or his radiological assocaites group.6. A radiologist should not divide professional fee (fee splitting or rebate), either directly or indirectly by any subterfugre, nor shall he/she affiliate with persons or organizations that does so.

C.1. in consonance with the national concept of free enterprise, a radiologst should be free to practice in his/her area of choice.2. A radiologist in setting up a practice shall set conditions and terms morefavorable than or equal to the existing one in the area and shouldcommunicate with the incumbent radiologist but not necessarily seekingconsent.3. If a radiologist intends to apply or accept a position in a hospital or clinic, he should communicate first with the incumbent radiologist, although consent by the latter is not necessary.4. A radiologist, in accepting a position in a hospital or clinic which will result in the eventual; displacement of the imcumbent radiologist, shall only accept conditions and terms more favorable than or equal to that given theincumbent.

D.1. A radiologist shall not train a non-radiologist nor a non-PCR member in any specialty or subspecialty radiologic procedures. However, accreditedresidents-or fellows-in-training from other specialties may be allowed to observe radiological procedures.2. A radiologist shall not establish partnership with a non-radiologist nor a non-PCR member in performing specialty or subspecialty procedures.3. A radiologist is not allowed to assist a non-radiologist in the performance of specific, identified special radiologic procedures.4. A radiologist shall not allow a non-radiologist or non-PCR member to perform speciality or subspecialty radiologic procedures in a unit, section, department, institution or division that is registered or licensed under his/her name, as its radiation safety officer.
