Overview of WSAA The Water Services Association of Australia (WSAA) is the peak industry body that supports the Australian Urban Water Industry. Its members provide water and sewerage services to approximately 20 million Australians and many of Australia’s largest industrial and commercial enterprises.

The Association facilitates collaboration, knowledge sharing, networking and cooperation within the urban water industry. It is proud of the collegiate attitude of its members which has led to industry-wide approaches to national water issues.

WSAA can demonstrate success in the standardisation of industry performance monitoring and benchmarking, as well as many research outcomes of national significance. The WSAA Executive retains strong links with policy makers and legislative bodies and their influences, to monitor emerging issues of importance to the urban water industry. WSAA is regularly consulted and its advice sought by decision makers when developing strategic directions for the water industry.

WSAA was formed in 1995 as a non-profit organisation to foster the exchange of information relating to the provision of urban water services between industry, government and the community, and to promote sustainable water resource management.

The Association’s main activities focus on four areas:

1. Influencing national and state policies on the provision of urban water services and sustainable water resource management;

2. Promoting debate on environmentally sustainable development and management of water resources and the community health requirements of public water supplies;

3. Improving industry performance and establishing benchmarks and industry leading practices for water service processes; and

4. Fostering the exchange of information on education, training, research, water and wastewater management and treatment and other matters of common interest.

1 EXECUTIVE SUMMARY This second issue of PA 1112 is an update and revision of the previous Appraisal published in October 2012. Certificates and literature have also been updated.

Metaval Consolidated Pty Ltd is a privately owned Australian company established in 1967 and is the Agent and Distributor for VAG-Armaturen GmbH products within Australia.

VAG headquarters is located in Mannheim, Germany with manufacturing sites in Germany, the Czech Republic, China, USA and South Africa and sales offices located around the world. VAG’s roots go back to 1872 and the company claims to be a modern solutions provider for water and wastewater projects. Its products include gate valves, knife gate valves, penstocks, hydrants, house connection valves, non-return valves, butterfly valves, air valves, control valves and various pipeline fittings and accessories.

This Appraisal submission is for the BAIO®plus restrained joint system, including polymeric coated ductile iron fittings and jointing mechanisms for DN 80 to DN 200 polyethylene pipe and ISO sized Ductile Iron pipe.

VAG BAIO® BETA® 200 Resilient Seated Gate Valves are also available in sizes DN 80 - DN 200. These gate valves are manufactured to EN 1074.2 Valves for water supply, however have not been appraised to AS/NZS 2638.2 Gate valves for water works purposes.

The VAG BAIO®plus System includes fittings with a socket-spigot elastomeric joint incorporating restraint capability provided by a bayonet locking mechanism. The socket profile can be fitted with a GKS (transition type) gasket to join polyethylene (PE) pipe or a TYTON® gasket to join ISO size Ductile Iron (DI) pipe or fittings and valve spigots.

The BAIO®plus System provides for two different connection types to effect restraint after jointing:

1. The ‘frictionally engaged exterior interlock’ type (BAIO®stop) uses a tension ring and a clamping (locking) ring to secure the pipe spigot to the socket. This system may be utilised with Series 1 PE 100 pipe to AS/NZS 4130 or ISO sized DI pipe to EN 545. The clamping ring is the same for both types of pipe, however the elastomeric sealing gasket and tension ring must be selected to suit the specific pipe type and outside diameter. It is mandatory that a supporting sleeve is inserted into the PE pipe when jointing to a BAIO®plus socket.

2. The ‘positive interior interlock’ type uses a bayonet principle to anchor valve or fitting spigots to the socket. The spigots are provided with cast on lugs that are inserted into the pre-chamber of the socket profile and rotated 45o to provide self-restraint.

Note: The jointing system is not compatible for use with DI pipe and fittings manufactured to AS/NZS 2280 or Australian Standard PVC pipes used within Australia. Any reference to PVC pipes in the VAG literature should be disregarded.

The range of fittings submitted for appraisal is DN 80, DN 100, DN 125, DN 150 and DN 200, rated as PN 16.

Refer to Section 3 for details of the fittings range and jointing mechanisms.

The ductile iron fittings are manufactured to comply with both EN 12842:2012 Ductile iron fittings for PVC-U or PE piping systems - requirements and test methods and EN 545:2010 Ductile iron pipes, fittings, accessories and their joints for water pipelines-requirements and test methods.

The fittings are fully coated with Akzo Nobel Resicoat R4 fusion bonded epoxy applied to EN 14901:2006. See Section 6.2.6 for further details.

Flanges on the fittings are cast to EN 1092-2 and drilled for compatibility with AS 4087 PN 16 (Fig B5). See Section 6.2.7 for further details.

Metaval has submitted copies of relevant quality assurance certificates and supporting documentation to satisfactorily demonstrate that the fittings appraised in this report meet the requirements of both WSA PS-245 - Ductile Iron Fittings with Restrained Flexible Joints for Polyethylene Pipe of Nominal Sizes 90 to 1000 in Pressure Applications – Water Supply and Sewerage and EN 545:2010 Ductile iron pipes, fittings, accessories and their joints for water pipelines-requirements and test methods.

1.1 Recommendation It is recommended that WSAA members, subject to any specific requirements of the member, accept or authorise the VAG BAIO®plus System as detailed in this report for use in water supply and sewer networks provided pipeline design, installation, acceptance testing and commissioning are in accordance with WSAA Codes and the manufacturer’s requirements.

2 THE APPLICANT 2.1 The Supplier Metaval Consolidated Pty Ltd is a privately owned Australian company and is the Agent and Distributor for VAG-Armaturen GmbH products within Australia.

Metaval is a manufacturer’s representative and supplier of engineered products to a wide range of industries in Australia including water, manufacturing, mining and processing. The company was established in 1967 to provide an engineering supply service to users in the paper industry. Over the years the company grew and diversified and the range of industries serviced also increased.

Metaval is currently structured into 3 divisions:

- Filters, Mixers and Safety

- Specialist Products

- VAG and BAIO

2.2 The Manufacturer VAG’s roots go back to 1872 when Carl Bopp and Carl Reuther set up a manufacturing plant in Germany specialising in pumps and industrial valves. In 1925, Bopp and Reuther together with six other valve manufacturing companies set up a sales organisation, Vereinigte Armaturen Gesellschaft mbH (VAG). In 2001 Bopp and Reuther and VAG merged to form VAG-Armaturen GmbH. In 2011 the US-based Rexnord Industries LLC acquired the VAG-Group.

Rexnord is a leading worldwide industrial company comprised of two strategic platforms: Process & Motion Control and Water Management. Within Water Management, Rexnord design, procure, manufacture and market products that provide and enhance water quality, safety, flow control and conservation. Rexnord Australia is an integral part of the US-based Rexnord group and has branches in Sydney, Melbourne and Brisbane.

VAG provides valve solutions for water and wastewater projects. Its products include gate valves, knife gate valves and penstocks, hydrants, house connection valves, non-return valves, butterfly valves, air valves and control valves. The company also offers accessories, including strainer baskets, dismantling joints, dirt traps, telescopic equipment for underground installation, street caps made of cast iron and plastic, remote control systems, and electric drives. It also offers maintenance, on-site, spare parts, putting into operation, and repair services.

BAIO®plus DI fittings are manufactured in VAG’s Mannheim factory in Germany and Jihomoravska armaturka spol (JMA) factory in Czech-Republic.

3 THE PRODUCT This appraisal applies to the range of PN 16 BAIO®plus polymeric coated DI fittings in DN 80, DN 100, DN 125, DN 150 and DN 200 as listed in Table 3 and contained in the DVGW product certification report. See Appendix B.

The VAG BAIO®plus System includes fittings and valves with a socket-spigot elastomeric joint, incorporating restraint capability provided by a bayonet locking mechanism.

The socket profile can be fitted with a GKS (transition type) gasket to join polyethylene (PE) pipe or a TYTON® gasket to join ISO sized ductile iron (DI) pipe or fittings and valve spigots. See Figure 1.

Table 1 indicates the pipe type and outside diameter compatibility for each joint size.

4 SCOPE OF THE APPRAISAL The scope of this product appraisal applies to VAG BAIO®plus DI fittings described in Section 3.

5 APPRAISAL CRITERIA 5.1 Quality Assurance Requirements In accordance with the latest version of WSA PS-245 the WSAA Product Appraisal Technical Advisory Group accepts ductile iron fittings manufactured in compliance with EN 12842:2012 Ductile iron fittings for PVC-U or PE piping systems - requirements and test and duly certified by means of an ISO Type 5 product certification scheme undertaken by a JAS-ANZ accredited Conformity Assessment Body (CAB) or by an international accreditation system recognised by JAS-ANZ.

WSA PS-245 was recently amended to call up EN 12842 as an appropriate standard for ductile iron fittings for PE piping systems. Until recently, WSA PS-245 required compliance with EN 545 Ductile iron pipes, fittings, accessories and their joints for water pipelines-requirements and test methods and some tests within WIS 4-24-01 Specification for mechanical fittings and joints for polyethylene pipes for nominal sizes 90 to 2000.

The manufacturer is generally expected to have a production management and control system that has been duly accredited in accordance with AS/NZS ISO 9001 as a prerequisite to undergoing a product certification audit.

5.2 Performance Requirements The BAIO®plus DI fittings have been tested by VAG to comply with EN 545 and WIS 4-24-01, as specified in the recently superseded version of WSA PS-245. These test requirements are deemed to be at least equivalent to the performance standards in EN 12842 and are considered acceptable for the purposes of this appraisal.

Appraisal criteria are determined by the WSAA Product Appraisal Technical Advisory Group and regularly reviewed to ensure that the criteria reflect the requirements of WSAA members.

The following Product Specifications are relevant to this application:

• WSA PS-202 - Ductile Iron Pipes and Fitting (ISO Sized) for Pressure Applications - Water Supply.

6.2 Compliance with Performance Requirements 6.2.1 Type tests The BAIOplus DI fittings has DVGW product certification to EN 545 which certifies that the Type Tests included in EN 545 have been successfully completed.

Type tests nominated are:

• Positive internal hydrostatic pressure test at maximum annulus, aligned with a shear load and also at maximum annulus in deflected condition.

• Negative internal pressure test at maximum annulus aligned with a shear load and also at maximum annulus in deflected condition.

• Positive external hydrostatic pressure at maximum annulus, aligned with a shear load.

• Cyclic internal hydraulic pressure test at maximum annulus aligned with a shear load.

Reports have also been submitted by VAG to demonstrate that successful tests summarised below have been undertaken for DN 110 and DN 160 joints in accordance with WIS 4-24-01.

• Accelerated relaxation end load test

• Pull out test at 230C

• Fatigue test

The test reports are accepted as demonstration of conformance for the fittings when used with ISO sized DI pipe or PE pipe to AS/NZS 4130.

6.2.2 Material requirements 6.2.2.1 Ductile iron

EN 545 nominates that the properties of DI material shall have minimum tensile strength of 420 MPa and minimum elongation of 5%. VAG has provided a typical material test report which confirms compliance to this requirement.

6.2.3 Wall thickness The nominal wall thickness of BAIO®plus PN 16 DI fittings exceeds the minimum requirements specified in both EN 545 and EN 12842. See Table 5.

6.2.4 Elastomeric seals The BAIO®plus DI fittings socket profile allows for fitment of TYTON® gaskets for jointing to ISO sized ductile iron pipes and BAIO®plus fittings or valves spigots, with EN 545 outside diameters.

The socket profile also allows for fitment of GSK gaskets for jointing PE pipes with AS/NZS 4130 Series 1 outside diameters.

6.2.4.1 TYTON gaskets

TYTON gaskets utilised for joining DI spigots in the BAIOplus system are sourced from WOCO IPS GmbH, Germany. The gasket material is EPDM, however NBR gaskets are also available.

6.2.4.2 GKS gaskets

The GKS gaskets, utilised for joining PE pipe spigots in the BAIOplus system are sourced from BODE GmbH in Germany. The gasket material is EPDM.

6.2.4.3 Bactericidal jointing lubricant

VAG recommends purchasing bactericidal jointing lubricant for elastomeric seals from approved Australian suppliers in compliance with ATS 5200.014-2004 Technical Specifications for plumbing and drainage products – Jointing materials.

6.2.4.4 Jointing accessories

The clamping rings, tension rings and stainless steel support sleeves for PE pipe are specifically designed by VAG and manufactured by approved German based suppliers.

6.2.5 Angular joint deflection The BAIOplus system has an allowable 3° joint deflection, which surpasses the minimum values nominated in EN 12842 and EN 545.

6.2.6 Polymeric coatings The BAIOplus fittings are externally and internally coated with Resicoat R4 fusion bonded epoxy, utilising both the fluidised dipping technique and electrostatic spray method. The Resicoat R4 FBE powder is manufactured by Akzo Nobel and has AS/NZS 4158 StandardsMark accreditation.

The application complies with EN 14901: 2014 Ductile iron pipes, fittings and accessories - Epoxy coating (heavy duty) of ductile iron fittings and accessories - Requirements and test methods and GSK specifications. GSK is the Quality Assurance Association for Heavy Duty Corrosion Protection and issues the RAL Quality Mark to manufacturers that comply with their high standards. VAG has submitted a copy of their approval certificate No. RAL-GZ 662-2.

It should be noted that AS/NZS 4158 specifies minimum coating thicknesses for thermoset coatings as 350μm for internal surfaces and 300μm for external surfaces, whilst EN 14901 and GSK specification requirements specify a minimum of 250μm on all surfaces. VAG has advised that they will ensure any product sold into Australia will conform to the minimum thickness requirements of AS/NZS 4158.

There are also differences in test procedures between EN 14901 and AS/NZS 4158 for adhesion and continuity, which are not directly comparable.

6.2.7 Flanges The flanges incorporated on the BAIO®plus fittings comply with the physical dimensions of EN 1092-2 (PN16) and are drilled to match AS/NZS 4087 Fig B5 (PN 16).

EN 1092-2 flanges have minor differences in outside diameter, raised face diameter and are slightly thinner when compared to AS/NZS Fig B5 flanges, however these differences do not prevent compatibility.

The flanges proposed for this appraisal are deemed acceptable for sizes up to DN 200.

VAG does not supply flange gaskets. Australian installers should use solid EPDM gaskets 3mm thick, complying with WSA PS-312 Flanged Gasket and O-rings.

6.2.8 Contact with drinking water Resicoat R4 FBE, TYTON gaskets and GSK gaskets have all been certified as compliant with AS/NZS 4020. These components represent the materials within the BAIO®plus system that are in contact with drinking water.

7 FITTING INSTRUCTIONS, TRAINING AND INSTALLATION Metaval offers training for any installer/applicator who is installing the system for the first time. Training will be provided by Metaval staff who have been factory trained in Germany.

11 WATER AGENCY EXPERIENCE WITH THE PRODUCT OR FIELD TESTING REPORT VAG BAIO®plus DI fittings have been used in Germany for over 30 years and in Europe for more than 25 years.

Metaval has conducted successful field trials of BAIO®plus DI fittings with Barwon Water and Western Water. A copy of the Field Trial Reports can be accessed from the WSAA Member Website.

12 OUTCOMES OF EXPERT PANEL PRODUCT REVIEW Question 1: What is the recommended method to connect a BAIO®plus spigot to Australian Standard DIOD compatible pipelines?

Answer 2: Metaval/VAG recommends the use of wide tolerance couplings such as Vari-Gib or similar. Connections using Vari-Gib couplings have been demonstrated in field tests conducted by Barwon Water and Western Water.
