ACTION: RECEIVE AND FILE REPORT ON POST MEASURE J ACTIONS
RECOMMENDATION
Receive and file report on activities to develop a strategy to accelerate planning,
construction and implementation of Measure R projects without the passage of
Measure J.
ISSUE
The Oversight Committee Chair requested an update from staff regarding how the
agency will move forward with the Measure R program of projects given that Measure J
failed to pass on November 6, 2012. Staff is in the process of developing a strategy to
accelerate the Measure R transit and highway projects scheduled to be completed in
the second and third decades of the Measure R Expenditure Plan. Staff wi!! provide an
update to the Committee on progress of this effort.
DISCUSSION
In January 2013, staff presented an item to the Board of Directors that summarized
financial strategies to accelerate the Measure R transit and highway projects, and a
brief status of these projects. Staff also requested approval to continue development of
Measure R projects scheduled for implementation in the second and third decades of
the Measure R Expenditure Plan, ahead of schedule, while staff develops a viable
financial strategy to allow fihis schedule acceleration. In the report, staff committed to
return to the Board in March with a proposed path forward for project acceleration.
Attachment A contains the report presented by staff. In response, the Board approved
the staff recommendation to continue project development work and directed through a
motion that staff return in March with a proposed financial strategy that includes an
analysis of several items (see Attachment B).
Once an acceleration strategy is identified and approved by the Board, staff will return
to the Committee to make a finding of appropriateness if the Board proposes to amend
the Expenditure Plan. As required by the Ordinance, the Committee will receive notice
at feast 30 days prior to the Board taking a vote to adopt any proposed Expenditure
Plan amendments.
In addition, the Committee will be requested to make a finding on any debt financing
related to the acceleration strategy at a later time. Section 8 of the Ordinance states
that the Committee must "make a finding as to whether the benefits of the proposed
financing for accelerating project delivery, avoiding future cost escalation, and related
factors exceed issuance and interest costs."
NEXT STEPS
Staff is preparing the report for the March 2013 Board of Directors meeting on a
proposed acceleration strategy. The Committee will be presented with an update on
these efforts at the February 26 meeting and will be kept apprised of any direction given
by the Board at its March meeting.

The MTA has a clear manila#e from a majority of LA County voters but no means to achieve

the accelerated pace of project implementation through a number of strategy proposals.
Before any of the suggested strategies are placed into ae#ion or are #'urther articulated we
would like staff tQ return to the Soard with the following analysis as part of tt~e financial
strategy:
1. A strategy for keeping ALL second and third decade projects in shelf-ready
condition fvr federal funding on an accelerated schedule on an equal footing;
including funding plans,
2. [den#ifcation and funding requirements for state of good repair and major
re~abi(~tat~on #F~raugh the second and third decade
3. More detail on cash flow requirements to fund opera#ions, state of good repair, call
for projects, other programs in an accelerated environment t~a~ includes bonding
against Prop. A & C revenues
~~ 4. Detail on the proposed "fnancial and process paths" to pursue with the FTA on
the South Bay Green Line E~ctension, Eastside Gold Lin Ph se f! Extension,

5. Develop funding ptans for the remaining '~ 2 highway initiatives that are in t#~e
