This framework is OJEU compliant and designed specifically for the public sector, schools, academies, colleges/universities and voluntary or charitable organisations.
It provides an extensive range of Multi-functional Devices (MFDs), printers and print room machines alongside a fully managed print solution available to rent (operating lease) or outright purchase at competitive prices.
Lot 1 – Lease and Purchase of New Multi-functional Devices and Document SolutionsAll will include cost per copy maintenance:
• Multi-functional devices • A4/A3 networked and standalone photocopiers• Desktop printers• Wide Format Printers• Software packages including follow me print
Lot 2 – Lease and Purchase of Remanufactured Multi-functional Devices and Document SolutionsThese devices are remanufactured in the UK. The equipment is expected to perform to the same standard as new equipment. Cost per copy maintenance will be included.
Lot 3 – Digital DuplicatorsThis covers the provision of high speed wet ink based digital duplicators (copy printers), maintenance and related consumables.
Lot 4 – Print RoomThis lot covers the provision of high volume print room equipment, including sundry equipment not limited to off line booklet makers, guillotines and other associated equipment. Cost per copy maintenance will be included.
Lot 5 – Managed Print Service (MPS)This covers the provision of a managed print service that controls the customer’s printing devices, so therefore consolidating charges and driving savings through better efficiencies and document workflow. The onus will be on the customer to carry out a further competition to all of the suppliers awarded under this Lot. OJEU compliantThis framework has been let under strict EU procurement guidelines that apply to all local government departments and educational establishments so removes the need for the customer to conduct a full tender exercise.
Pricing• On a like-for-like contract term, this framework
offers very competitive pricing.• During the contract period there will be no price
increases in either the hardware or the cost per copy.
• No minimum billing. We do not set any minimum copy/print amount. You are charged only for the copies you use. If you use one copy/print, you only pay for one copy/print.
• No complicated lease agreements. We only ask you to sign a simple contract order form detailing your requirement.
• A3 copies charged at the same rate as A4.• There are no delivery, collection or administration
charges.
Consumables• All toner and staples are included in the cost per
copy.• No hidden consumable costs.
Contract Period The rental period (operating lease) is flexible with options of 3, 4 or 5 years.
Insurance Machines rented under this framework are insured by the supplier against loss or damage (excluding deliberate or negligent acts).
Account ManagementCounty Supplies offers free impartial advice and support throughout the life of your MFD contract.

We hold quarterly service review meetings with all suppliers to ensure that the service response and the SLAs are being adhered to.
Just a few of the main elements of the SLA include:
Service The service response time is the time from the customer first placing a service request, to the arrival on-site of the engineer. It is an average of 4 hours and a maximum of 6 hours. For high volume machines (over 80 ppm) it is an average of 2 hours and a maximum of 4 hours.
The uptime of the machine must be maintained at 97-98%.
Service Support This includes:
• Installation• Product training• Networking• Remote support• Preventative/breakdown maintenance• Spare parts• Consumables (including toner and staples).
InsuranceAll rented equipment is insured by the supplier against all risks including fire, theft and accidental damage (excluding deliberate and/or negligent acts).
Outright purchased equipment must be insured by the end user.
Upgrade/Downgrading of MachinesIf your requirements change you have the option to change the machine to a different model. The change must consist of a 40% increase or decrease in page output volume and this would be measured over the previous two quarters usage.*
*This excludes the migration over to colour machines.
ExtensionsOnce the primary lease period of the rented equipment has expired, the supplier may offer a reduced rental, however the cost per copy costs will remain fixed. The extension will not exceed 5 years past the machine’s original installation date.
Delivery/CollectionsAll equipment will be delivered and collected free of charge whether the equipment is rented or outright purchased.
