This Special issue of the Ministry’s Quarterly Newsletter is intended to popularize our current services offered, designed to provide support to our farmers, fisherfolk and young entrepreneurs

The Government’s plan for agriculture is built on six developmental pillars.

1. Respect for agriculture, the farmers and the land 2. Affordable food on a sustained basis 3. Sustainable livelihood for farmers 4. A mixture of traditional and technology-driven platforms 5. Regional and extra-regional joint ventures to achieve economies of scale and

export competitiveness 6. Functional linkages between research and development and the sector to

strengthen knowledge applications

The objective is to make Trinidad and Tobago a “food secure nation”.

The vast range of services is intended to provide the enabling mechanism for our stakeholders in support of their contribution to the growth of the sector. We are however cognisant that some of the services have not been updated in keeping with the changing societal and economic needs and as a result have established a Multi-sectoral Standing Committee to review the current portfolio of incentives.

I commit my efforts and those of the professionals in my Ministry to ensuring that we make available the support services to assist our farmers and fisherfolk to improve production and therefore provide sustainable food at affordable prices to the citizens of our twin island Republic.

I encourage you to take advantage of the Ministry’s support services and partner with us in creating a food secure nation.

Applicants are required to:

1. Complete the prescribed form available from the Fisheries Division including testimony from a registered fisherman with a valid Fisherman’s Certificate.

2. Submit form and present a valid form of identification for verification along with two (2) passport sized photographs, one of which must be signed and certified by a Police Officer above the rank of Constable;

3. Attend an interview at the Fisheries Division following review of the above documentation.

Applicants are required to:

1. Complete the prescribed form available from the Fisheries Division.2. Submit form attaching copies of relevant

documentation (e.g. deeds, lease and recent tax receipts) and present a valid form of identification for verification along with two (2) passport sized photographs.

1. Provide proof of ownership (e.g. receipt from boat builder or materials bought, probate of Will) to the Fisheries Division;

NB. For safety reasons vessel to be registered should be a minimum of eighteen (18) feet long and fitted with navigational lights.

Fishing Vessel/ Engine Transfer Registered Fishermen(valid Fisherman’s Certificate and Identification)

All parties (both seller and buyer) are to:

1. Complete the relevant form available from the Fisheries Division;

2. Be present at the Fisheries Division for the transfer to be effected;

The seller must surrender The Certificate of Registry for the vessel.

If the vessel/ engine is being transferred for reasons other than sale, the present owner must submit a letter, Probate of Will etc. to the Director of Fisheries indicating same.

Importation of Vessel for CommercialFishing

Importation of chilled/ frozen seafoodfor commercial purposes(> 10 kg)

Applicants are required to:

1. Submit a letter to the Director of Fisheries informing of intention to import a vessel;

2. Provide Certificate of Registry and details on vessel specifications (e.g. type, length and engine size); intended target species and fishing area; homeport.

Once approval for importation is given by the Director of Fisheries, the applicant must provide the following:

a. A bill of sale of vessel or purchase agreement;b. A de-registration certificatec. A recent marine survey report (including length

overall load and photographs of the vessel);

Applicants are required to:

1. Collect the prescribed forms from the Trade Licence Unit of the Ministry of Trade and Industry; Barataria

2. Complete the forms in triplicate and submit to the Fisheries Division for consideration;

If the Division recommends that a licence be granted, the applicant is to submit the approved forms to the Ministry of Trade and Industry for issuance of the licence;

Import Licences are valid for a period of one (1) calendar year.

If the Division recommends that a licence begranted, the applicant is to submit theapproved forms to the Ministry of Trade andIndustry for issuance of the licence;

Import Licences are valid for a period of one (1)calendar year.

Applicants are required to submit a letter to the Director of Fisheries informing of his/ her intention to import fish and fish products.

Import Licence for Live Aquarium(Ornamental) Fish

1. Collect the prescribed forms from the Trade Licence Unit of the Ministry of Trade and

Industry;2. Complete the forms in triplicate and submit to the

Fisheries Division for consideration.

If the Division recommends that a licence be granted, the applicant is to submit the approved forms to the Ministry of Trade and Industry for issuance of the licence;

For ornamental species such as goldfish, carp, piranha and the sunfish family, a Minister’s Licence is required and thus a written request must be made to the Director of Fisheries.

The applicant must inform the Division of his/her intention to import a shipment at least two (2) days before its arrival as an officer of the Division must inspect the shipment on its arrival.

Training of youth in agriculture through 4-H Clubs

The 4-H programme involves the National 4-H Council, the Ministry of Education and the Ministry of Food Production, Land and Marine Affairs. The Ministry conducts training in agriculture and agricultural projects for youth and voluntary leaders in the various counties and facilitates social awareness skills training for this target group.

Youth Apprenticeship Programme in Agriculture (YAPA) Phase I and Phase II.

This programme provides youths aged 17-25 with the opportunity to become involved in farming, demon-strating to them that agriculture can be pursued successfully as a business.

• Phase I is the awareness stage which involves training and “hands on” experience on farms for eight (8) weeks.• Phase II is a more intensive stage where deserving graduates of Phase I are selected for participation in the programme. This phase involves nine (9) months of classroom and practical field training at the county level. This training encourages the pursuit of agricul-ture in a business-like manner and the development of young entrepreneurs in agriculture.
