Just as each individual Head Start program is committed to personal and professional development, the MHSA is committed to providing opportunities for continuous personal and professional growth for the Early Childhood Education and School Readiness communities. With the 2013 Spring Training Conference we hope we have created a dynamic and challenging slate of workshops that will provide our attendees with real world skills and take-a-ways that they can use immediately. As an approved provider of MSDE Core of Knowledge credit hours, the MHSA Spring Training Conference provides early care and education professionals with an opportunity to earn more than 15 credit hours in the various content areas. In addition, this is the time of the year when we recognize the contributions of our Head Start parents, who we rely on for shared decision making, ever increasing parent involvement and in-kind contributions of their time and talents. For as we know — They are their child’s first teacher.

Maryland Head Start Association (MHSA) Spring Conference Goals:

To foster a multi-faceted exchange between the MHSA and its membership and

partners, with respect to policies, initiatives, programs, best practices and collaborative

efforts.

To enhance the leadership skills and professional development of prospective and

current Early Childhood and Human Services leaders and professionals, in order to

more effectively serve the children and families of Maryland and the nation.

To provide parents, partners and volunteers with a better understanding of Head Start,

while offering them an opportunity for their own personal and professional

development.

To increase the knowledge and understanding of participants regarding issues

affecting the Early Childhood Education and Human Services communities.

The MHSA is committed to ensuring that our Annual Spring Training Conference content is reflective of a diversity of topics and perspectives.

Greetings! We are excited about our 2013 Spring Training Conference and hope you are too! The slate

of workshops that follow this page are the culmination of weeks of work to find you talented and

experienced presenters who will bring you new ideas and renewed energy and inspiration.

The theme for this year’s Conference is School Readiness: “The Classroom and Beyond.”

We in Early Childhood Education & Development know that learning happens not just in the

classroom. We hold tight to the belief that children are these human sponges seeking to better

understand the world around them. Our job is to instill in them a joy of learning. We in Head

Start believe that their parents are their first teachers, and that we as their other teachers—

those with the “title” and those without, are also charged with never stopping our own learning

and development. For when they are ready to learn, we must be ready to teach them. This

conference hopes to bring all of our partners in Early Childhood Development and Education

together to learn from each other, to network and fellowship and to recognize those who are

representative of the stellar leaders that are among us.

We would like to highlight some of the great activities that are planned for our week in

Annapolis. The Conference starts off on Monday with some great Pre-Conference Workshops,

and then during the Plenary Luncheon and Awards Presentation, we get to hear from the

Head Start Regional Program Manager for Region III, Linda Savage and the Director of

the Office of Head Start, Yvette Sanchez Fuentes who will bring greetings and help

us honor our first Annual Lifetime Achievement Award recipient. The ladies will also

join us for the Maryland Head Start Association General Meeting at 4 o'clock, where

they will update us on the latest information from the Office of Head Start.

Tuesday’s Networking Luncheon will give you an informal time to catch up with old and

new colleagues and friends, while Wednesday’s Parent of the Year Awards Banquet

Luncheon is one of the highlights of the week. We get to say a public “thank you” to just

a few of the outstanding parents who give of their time and talents to Head Start

Programs in Maryland.

On Thursday and Friday, Administrative teams from each program have the opportunity

to interact with and learn from the training professionals from the Early Head Start Na-

tional Resource Center and the National Center on Quality Teaching and Learning

for a School Readiness Summit. Joined by members of our own TTA Network, this Data

Symposium will allow program teams an opportunity to develop better strategies of data

collection and analysis for the creation and acquisition of School Readiness Goals. This

1.5 day symposium is meant to be a team learning and applied learning event. Programs

should plan to assemble a team of three or more people from their agency who are involved

in data collection and analysis.

Throughout the week, we will also have door prizes and opportunities to interact with a variety

of vendors and exhibitors who wish to develop relationships with our attendees and share their

products and services with you.

So as you see, there is a lot to look forward to and enjoy about the 2013 MHSA Spring Training

Conference. We hope to see you there in May!

Responsive Leadership: The Leaders Role in Managing Quality in HS/EHS Programs

This interactive workshop will explore the dynamics of leadership theory and Head Start’s approach to leadership while encouraging participants to examine, through self- reflection and assessment activities, their leadership style and its impact on effective management practices. This session is best experienced in conjunction with the Leadership Workshops offered on Tuesday. Please plan to attend either Track (A) for Classroom Supervisors or Track (B) for Non-Classroom Supervisors. Audience: Administrators, Managers, Coordinators, Supervisors Angela Card is the Maryland Head Start Training and Technical Assistance (MD HS T/TA) Center Manager and Early Childhood/Infant-Toddler Specialist. She supervises and supports the staff of the MD HS T/TA Center and works closely with many state ECE partners, such as the MD State Head Start Collaboration Office and the MD Head Start Association to ensure that all T/TA activities are carried out in a high quality manner. Angela received her Master of Science in Leadership, Policy, and Administration in Early Care and Education from Wheelock College in Boston, Massachusetts and her Bachelor of Science in Family Relations and Child Development from Oklahoma State University. Angela has worked in Head Start for over 17 years in several capacities including Teacher, Center Director, Education Coordinator, as well as the Director of an Early Head Start program. Liana Vega-Hernandez is an Early Childhood Education Specialist with the Maryland Head Start Training and Technical Assistance Center. She has a Master of Science in Early Childhood Education from Barry University in Miami, Florida. She started in the early childhood education field as an educator in the public school system. As a bilingual educator she has worked with diverse populations and dual language learners in urban and rural areas. Liana was a mentor for the Early Reading First grant to improve language and literacy development. She has experience participating in quality improvement rating systems (QRIS) for early childhood education programs as an assessor and as a mentor for center management and classroom staff to improve overall program quality and students’ outcomes. David Lyon is a Grantee Specialist with ICF International where he provides training and technical assistance to Head Start grantees. is a native of West Virginia. He attended Marshall University in Huntington, WV where he received his under graduate and Masters degree. David work for 9 years with the WV Dept of Human Services before moving to Philadelphia to take a position with the US Department of HHS. He worked for 28 years at HHS of which the last 16 years were spent in the Head Start Branch. When he retired from HHS he was a Head Start Program Manager having responsibilities for all the Head Start programs in West Virginia and Pennsylvania. After retiring he has spent the last 3 years as a Senior Consultant with The Lewin Group. Kathy Edler is the Regional Field Specialist in Region III for the Office of Head Start’s National Center on Quality Teaching and Learning (NCQTL). With over 25 years early childhood experience, Kathy has a broad range of expertise and understanding of the school readiness practices that produce the best possible outcomes for young children.

Money Matters: So You Want a $10,000 a Year Raise! This very popular workshop is back again! Learn how to change your spending habits, how to improve your budgeting skills and maybe save your way to becoming a millionaire. This session will show you how to create your own financial house of wellness. We will also cover credit reports, credit score, and how to establish or reestablish your credit. Audience: All Jim Harris, Director of Education, CCCS of MD and DE, Inc. Jim has completed multiple courses in employee management, marketing, motivation, planning, time management and contingency planning. In addition, he completed the Phil Crosby School of Quality Management as an instructor, completed management courses at the University Of Marquette School Of Business Management. He is currently a certified HUD instructor, certified credit counselor and a certified housing counselor and instructor, and Crown Ministry Leader and counselor. He is currently a published author, Real People, Real Suffering, Real Victory.

From the Grocery Store to Your Plate: Healthy Habits for Your Wallet, Your Waistline and Your Health

Learn how to improve your health & nutrition and save money while doing it. This workshop will begin with a presentation on “Being an Educated Consumer in the Grocery Store.” Presented by Nadine Owens Burton of Owens Burton Consulting, a self proclaimed “cheap shopper,” you will learn the many tricks and strategies the grocery industry uses to get you to spend more and how you can counteract them. Do you know when the best times to go grocery shopping are? Do you know why you should shop “around the perimeter” of the store? Do you know how to spot the best bargains on the grocery store shelf? Which is healthier for you: Multi-grain or whole grain? Fresh or Frozen? Low Fat/Low Salt/Low Anything products or just the regular stuff? Attend this session and learn the answers to these questions and more. Then, continue the learning with a Health and Nutrition presentation from Kelly Wilson who works with UnitedHealthcare Community Plan as a Community Development Specialist. Ms. Wilson’s presentation includes ways to adopt a healthy lifestyle. She will address what a healthy plate looks like, how to read food labels, and how to incorporate exercise into your daily routine. Finally, the workshop will end with a cooking demonstration! Chef Gayle Owens, Executive Chef and owner of Catering 2 You Inc. will show participants how to prepare a healthy dish using produce that can be purchased at the grocery store or at the local farmers market. Participants will also have an opportunity to ask questions and sample the dish. Audience: All Kelly Wilson works with UnitedHealthcare Community Plan as a Community Development Specialist. Kelly has over 15 years experience in Medicaid and works with community based organizations to help improve the health of the overall health of the community. Chef Gayle Owens is Executive Chef/Owner of Catering 2 you INC. Gayle has 12 years professional experience in the culinary arts and provides healthy cooking demonstrations and diabetes education workshops. Nadine Owens Burton is the founder and President of Owens Burton Consulting. She has been a Head Start Director, teacher and college admissions officer. She is the creator of The Power of C.A.R.E.™ and What Color Is Your Imagination?™, two quality improvement frameworks.

Language Building Blocks & Best Practices for (Dual) Language-Literacy Acquisition

Research shows that educators who take an interest in students’ heritage languages and who are knowledgeable in linguistics (the science of language) are more successful at including students with diverse backgrounds and at enhancing core competencies. In this testing and standards-driven era, uniformity in standards interpretation is critical to success in implementation and equity in education. So is a basic knowledge of linguistics and language acquisition, given the increasing diversity of our student body, as this session will demonstrate.

As will be illustrated, knowledge of linguistics also eases phonemic awareness, math and science mastery, since children learn to deconstruct, compare and contrast language forms early on, mastering core vocabulary relatively easily, once they recognize and reconstruct base forms.

An overview of first and second language acquisition processes, and how they inform instructional best practices will follow, and a pilot-tested framework for easier integration of language and content objectives will be showcased. Participants will engage in small- and large-group activities, and will come away with an enhanced understanding of Head Start outcomes and application or everyday assessment, and of language, and the role of language in content learning.

The Head Start Enterprise System (HSES) holds a wealth of program information including the Program Information Report (PIR), data on centers, enrollment information, monitoring review reports, as well as other data elements. This session will include an overview of HSES: how to use it and how program information in HSES is used on the Early Childhood Learning and Knowledge Center (ECLKC) website. The session will also cover how HSES data can be used for continuous quality improvement and will conclude with an open discussion on how data is entered in HSES and what programs find useful or not useful about the system. The Storytelling Toolbox - Part 1 Storytelling can be the best way to give children new information, introduce concepts and show how story characters face problems and resolve them. Learn how to get ready for a story with “a story frame of mind” before the story begins, hold their attention throughout the story and reinforce the storyteller purpose by using various ways to retell stories with children. During this workshop participants will: identify several reasons why storytelling and reading aloud to children is developmentally beneficial; list non-verbal clues that show that children are ready to hear the story; name and demonstrate ways to maintain children’s attention during a story; and develop strategies to retell the story with the children. Using Dialogic Reading to Promote Improvement within CLASS Domains This interactive workshop will explore dialogic reading as a means to promote language development, advanced vocabulary, and critical thinking skills. These elements are significant components of the concept development and language modeling dimensions of CLASS. Judi-Lei Hernandez served as chairperson of the Montgomery County Head Start Policy Council 2009-11 and continues to work with the program. She is currently a program aide with Montgomery County Department of Recreation.

Federal Monitoring Review 101: A Reviewer's Perspective While you know best hoe well your program and staff are performing, at least once every three years, the Office of Head Start (OHS) conducts an official on-site monitoring review to evaluate the quality of your program’s services and management systems. This workshop, presented from a former reviewer’s perspective, will provide directors, board members, managers, staff, and parents with an inside look at the review process. Even though program reviewers are different, the protocols and procedures that all review team members are required to follow are, for the most part, consistent and predictable. This workshop will provide those who have never experiences a review with a basic overview of the process while at the same time, give more experienced participants an in-depth and insightful peek into how reviewers evaluate Head Start programs. Participants will be provided with a custom Head Start assessment reporting system developed by the presenter and based on the OHS Monitoring System. He was the Program Manager for the Region XI Head Start Technical Assistance Network, providing training, technical assistance, and support services to American Indian and Alaska Native Head Start programs. Success for All: Supporting Dual Language Learners in Head Start This training provides participants with information about the definition of dual language learners (DLL’s) according to the Office of Head Start and the expectations for supporting their school readiness. Participants will learn the developmental stages of second language acquisition for sequential and simultaneous learners and the use of research-based strategies to support DLL’s in the classroom. Participants will increase their cultural competencies to better serve children and families with diverse cultural and linguistic backgrounds. Liana Vega-Hernandez is an Early Childhood Education Specialist with the Maryland Head Start Training and Technical Assistance Center. She has a Master of Science in Early Childhood Education from Barry University in Miami, Florida. She started in the early childhood education field as an educator in the public school system. As a bilingual educator she has worked with diverse populations and dual language learners in urban and rural areas. Liana was a mentor for the Early Reading First grant to improve language and literacy development. She has experience participating in quality improvement rating systems (QRIS) for early childhood education programs as an assessor and as a mentor for center management and classroom staff to improve overall program quality and students’ outcomes.

Who's There to Protect the Child?: Supporting Mandated Reporters of Suspected Child Abuse This workshop presents and engages participants in in-depth discussions around the: fears, barriers, obstacles, child protective services and law enforcement system concerns; and family relationship issues that are embedded within the mandate to report suspected children abuse. Research on these issues will be presented so that workshop participants can understand the documented reasons why mandated reporters sometimes hesitate to fulfill their roles and responsibilities. The presenter will use a variety of tools and activities, including video clips and small group discussions. Wednesday, May 8, 2013 8:30 am to 10:00 am “Get Loose With Mother Goose” This workshop explores the best of Mother Goose Nursery Rhymes – and provides a platform for reframing nursery rhymes to demonstrate inclusiveness, problem solving without violence, good decision making, and responsible and kind behaviors. Mother Goose nursery rhymes became a popular staple in oral storytelling towards the end of the 19th century during a time when issues of child and labor and abuse, sexism, violence, and discrimination were often overlooked, as listeners were drawn in by the charm of the melodies and rhyme schemes. However favorite nursery rhymes reveal dark and disturbing messages. “The Old Lady Who Lived in A Shoe” reveals metaphors of poverty and child abuse disguised in catchy phrasing. In the nursery rhyme Peter Peter, Pumpkin Eater, the husband, imprisons his wife in a shell to keep her. “Peter Peter Pumpkin Eater, had a wife and couldn’t keep her He put her in a pumpkin shell and there he kept her very well” In the nursery rhyme Goosey, Goosey, Gander – Mother Goose tosses an old man down the stairs for not saying his prayers. Many would argue that even small children are exposed to acts of violence every day from televised cartoons, and some video games. Those acts of violence are shown as ways to solve problems, much like what is done in some nursery rhymes. This workshop explores the choices we as teachers can make in looking at different ways of problem solving and improving decision making skills – as demonstrated through re-phrasing nursery rhymes.

John Kinderman Taylor is a Master Teaching Artist with the Wofltrap Institute and Certified by Teaching Artist Institute a program of Young Audiences & MSAC. He is an approved Early Childcare Trainer – MSDE and Director of the International Movement Arts Institute.

It's Science, But It's Not Rocket Science!: Bringing Science to Life for Pre-School Age Children In this interactive workshop, participants will learn effective methods for bringing appropriate and lively science activities into the preschool classroom. Registrants will participant in hands-on lessons and learn the planning process for creating hands-on science activities. Strategies for integrating literature and art into the lesson will be discussed. She currently acts as a Training & Technical Assistance Specialist at CCCRC- Chesapeake College. This workshop provides participants an overview of key information for working with families and students who are linguistically and culturally diverse, reviewing information about second-language acquisition and diverse cultural perspectives. Kumud Mathur is the Director of Dance to Health Society, Ms. Mathur is extensively trained in Indian classical and folk dances. She and her students have performed at the Smithsonian Institution, Asian Pacific American heritage events, and Yoga retreats in the Metro Washington region. Her dance class is being televised on ABC7, NBC4, and FOX5 TVs as a fun way to stay fit. She has been presenting workshops to stay in shape while learning an art to DC Libraries, Maryland University, Montgomery County schools and senior homes. Her students include toddlers to adults. She introduced Bollywood Dance for Tots five years ago, realizing that dance movements can immensely improve the early childhood development. She also teaches Laughter Fitness Yoga for brain enhancement and overall health. She is a practicing mathematician, worked with the US Army as a systems analyst.

SEFEL on Home Visits and/or for Family Group Sessions: Positive Solutions for Families You will be introduced to the SEFEL (Social Emotional Foundations of Early Learning) family workshop series, "Positive Solutions for Families". We will talk about how to use the materials found on the SEFEL website as a tool for enhancing social and emotional skills between families and their children, the foundation of the school readiness pyramid. First Steps: Supporting Language Development with Infants, Toddlers and Twos Research tells us that the window for language learning, from birth to age three, is almost magical. During this time, children are like sponges, absorbing the meaning of words, processing how language works, practicing, and learning to communicate. But what do children need from us, their caregivers? What are “the right tools and right environment” for learning language? This interactive workshop will explore methods that support talking with young children using the technique called “information talk”; a simple way to provide language for what a child is seeing, doing, thinking, or feeling. In addition, participants will discover key skills needed for successful conversations. By listening to and participating in conversations, children learn how we use language to share information, ideas, and feelings. Vanessa T. Jones, M.Ed. currently works at MSDE, DECD in the Credentialing Branch as the Assistant Branch Chief. Her early childhood career began in 1993 as a teacher's assistant in Head Start. She has worked as a lead teacher, teacher-trainer, education coordinator, and program policy specialist. She is passionate about early care and education. She believes early childhood programs must continually improve there practices to meet the needs of the children and families they serve.

Program Governance and Effective Meetings: New and Improved Policy Council/Committee The participants will learn their roles and how to properly structure and organize their parent policy council/ committee to effectively conduct the business of the group. This workshop will provide participants with a prescription for success by giving them the necessary tools to build a strong working relationship with their partners. The participants will be using the Head Start Performance Standards as a resource. In addition, participants will learn the do's and don’ts of conducting meetings using Robert’s Rule of Order and Head Start Performance Standards. Thursday, May 9, 2013 10:30 am to 12 noon Making Every Day Easier: Supporting Families of Infants and Toddlers with Disabilities Using Routines-Based Interventions Families of infants and toddlers with disabilities may have more trouble with basic routines in their days. Getting through meals, dressing and bathing, and simply enjoying play time can be more challenging than for families of typically developing children. Similarly, families who are in crisis may also struggle to get into a schedule of regular routines. When coping with the added concerns of supporting a family or dealing with mental health issues, families may need extra support in establishing routines that work for them and help each day get a little easier.

This session will discuss how the Routines-Based Interview and Interventions support diverse families. Building on what a family needs and wants for their daily lives, this approach fits with the Family Partnership Agreement as a strategy to understand and simplify families' lives, regardless of whether they are related to an infant or toddler with a disability. Participants will experience hands-on activities to demonstrate how to interview, support, and integrate these practices into their classroom lessons, family child care routines, socialization activities, home visits, and family meetings. Audience: Teachers, Family Services Staff, Disabilities Staff, Pre-K Teachers, HS/EHS Professionals, Child Care Providers

Dr. Amanda Schwartz is a writer and trainer who has worked with Head Start programs to enhance disabilities, health,and education services using a strong systems approach and research-based practices. Dr. Schwartz supports programs at the national, regional, and local level. Dr. Lorelei Pisha manages a federally-funded graduate project at The George Washington University that trains leadership personnel for early childhood special education programs and systems. Dr. Pisha also teaches and develops graduate courses that equip early childhood special educators with the skills to support families and early childhood educators as they implement routine-based interventions for young children with disabilities.

Grantees from across Maryland will be provided with an opportunity to work alongside EHSNRC and NCQTL staff in a one and a half day long summit to examine school readiness birth to five, with a particular emphasis on the birth – three age range. Collaborative Planning Team The summit has utilized a collaborative planning team, including a representative from the state Head Start Association, the Early Childhood Education Specialists responsible for TTA to MD, Regional Office staff, and the NCQTL Regional Field Specialist, to coordinate the School Readiness Summit along side other NCQTL and EHSNRC staff. Implementing the School Readiness Plan The Collaborative Planning Team Is working with Early Head Start/Head Start grantees within the state with the intent of assuring all grantees within the state:

Are familiar with the school readiness requirements of the Head Start Act

Are prepared to ensure that school readiness goals are used to inform instruction and to drive program improvement

Are familiar with strategies for analyzing progress toward school readiness goals

Are prepared to analyze program data to ensure all children are progressing and to investigate the

progress of particular groups of children, such as children with disabilities, English language learners, etc.

Are prepared to plan family outcomes that relate to school readiness School Readiness Teams Grantees are requested to come to as a management team to this summit prepared to work on the 4 Strategic Steps to School Readiness. Team members may include:
