Dear Residents,

2013 is shaping to be one of the most exciting times for our estate. For a start, the town council turns two years old this year and we have grown bigger literally!

Following the by-election in January, the town council has been reconstituted to include the constituency of Punggol East. So before I go on further, let me warmly welcome residents of Punggol East to our community.

Estate Upgrading and Improvements

The newly reconstituted Aljunied-Hougang-Punggol East Town Council (AHPETC) will have another busy year in estate upgrading and improvements. While some projects are spillovers from last year, the town council is embarking on some major Repairs and Redecoration (R&R) work in Hougang SMC, Paya Lebar and Serangoon divisions. The HDB is also starting some of its upgrading projects in the estate.

Over in Hougang, the Lift Upgrading Programme (LUP) is in full swing, while the R&R works are commencing soon. Residents can expect some inconvenience in the estate with all the digging and construction going on at the same time. The town council was also informed by HDB that the Working Committee for the Neighbourhood Renewal Programme (NRP) for cluster B6 comprising blocks 320-328, 332-341, and 351-363 on Hougang Ave 5/7 has been formed. These are exciting times for Hougang residents as the NRP will transform part of the ageing landscape in the estate.

In Paya Lebar and Serangoon, the R&R will see close to 50 blocks of fl ats getting rejuvenated with a fresh coat of paint. There will be repair work done to the apron slabs, corridors, staircase landings, as well as replacement of the refuse chute door and tiling to external wall. The Home Improvement Programme (HIP) works for blocks 528 to 532 in Kaki Bukit will start in April. There will also be repair and upgrading work for selected playgrounds, bin chutes, water points, common areas and more in Bedok, Serangoon, Kaki Bukit, and Eunos in the coming months.

Dengue Outbreak

On a more important note, the dengue season is upon us again and we have to be vigilant in keeping our homes and common areas free of stagnant water. On the ground, the town council will assist NEA in its effort to fi ght the dengue scourge. Our property offi cers and conservancy workers will keep an eye out for potential mosquito breeding hotspots in their daily inspections around the estates.

Community EventsAt the community level, the town council welcomed Christmas 2012 and Lunar New Year 2013 with traditional festive decorations and countdown outside Hougang Mall, Kovan City, and Serangoon North Village. The festivemood in these areas was kept vibrant and fresh with weekend performances, art and craft demonstrations, shopping bazaar and more. We hope to bring more of such events to our estates in the coming months for the benefi t of our residents and visitors to our Town.

In April 2013, the Town Council, together with the Aljunied, Hougang and Punggol East Constituency Committees, organized a Community Health Fair in partnership with the Singapore Cancer Society to ensure our elderly residents are kept informed of the importance of keeping good health. A group of volunteer doctors and certifi ed nurses were on hand to give valuable advice on common health issues to the elderly.

The list of upcoming events can be found on page 20 and we hope to meet you at some of these community gatherings.

Last, we look forward to hearing from you on ways to improve our estates, to make our community vibrant, and to keep our estates safe for all especially our children and elderly.

Para penduduk yang saya hormati,

Tahun 2013 berpotensi menjadi tahun yang amat menarik bagi estet kita. Majlis bandaran kita kini menjangkau usia dua tahun dan kita telah bertumbuh dengan lebih besar secara fi zikal.

Sejurus selepas pilihan raya kecil pada Januari, majlis bandaran telah dibentuk semula yang merangkumi Punggol East. Jadi sebelum saya meneruskan mesej ini, saya ingin mengalu-alukan kehadiran penduduk Punggol East ke dalam masyarakat kita.

Naik Taraf dan Peningkatan Estet Majlis Bandaran Aljunied-Hougang-Punggol East (AHPETC) yang baru dibentuk sekali lagi bakal mengahrungi tahun yang sibuk dengan perlaksanaan kerja naik taraf dan peningkatan estet. Walaupun ada sebilangan projek merupakan baki dari tahun lepas, majlis bandaran akan melaksanakan kerja-kerja utama dalam Pembaikan dan Menghias Semula (R&R) di SMC Hougang, bahagian Paya Lebar dan Serangoon. Pihak HDB juga sedang memulakan projek naik tarafnya di estet tersebut.

Di Hougang pula, Program Naik Taraf Lif (LUP) sedang dijalankan sepenuhnya sementara kerja R&R akan dimulakan tidak lama lagi. Para penduduk dapat menjangkakan berlaku sedikit kesukaran di kawasan kediaman mereka disebabkan kerja-kerja penggalian dan pembinaan yang dijalankan serentak. Majlis bandaran juga telahdimaklumkan oleh HDB bahawa Jawatankuasa Kerja bagi Program Pembaharuan Kejiranan (NRP) bagi kelompok B6 yang merangkumi blok-blok 320-328, 332-341 dan 351-363 di Hougang Ave 5/7 telah dibentuk. Perkembangan ini tentunya akan menggembirakan penduduk Hougang kerana NRP bakal mengubah sebahagian landskap yang usang di estet ini.

Di Paya Lebar dan Serangoon, kerja-kerja R&R bakal memberikan kesegaran kepada hampir 50 buah blok yang akan dicat semula. Kerja-kerja pembaikan akan dilakukan di bidur apron, koridor, lantai tangga serta menggantikan pintu pelongsor sampah dan jubin di dinding luaran. Kerja-kerja Program Peningkatan Rumah (HIP) bagi blok-blok 528 hingga 532 di Kaki Bukit akan bermula pada April. Dalam bulan-bulan mendatang, kerja-kerja pembaikan dan naik taraf akan dilakukan di beberapa tempat yang terpilih seperti taman permainan, pelongsor sampah, kawasan mengambil air, kawasan umum dan sebagainya di Bedok, Serangoon, Kaki Bukit dan Eunos.

Wabak Denggi Masalah denggi kembali berleluasa lagi dan kita mesti berwaspada untuk melindungi rumah dan kawasan umum bebas daripada air bertakung. Majlis bandaran akan membantu NEA untuk membasmi wabak denggi. Para pegawai hartanah dan pekerja penyenggaraan kami akan mengawasi tempat-tempat yang berpotensi untuk menjadi tempat pembiakan nyamuk semasa pemeriksaan harian mereka di sekeliling estet.

Acara Kemasyarakatan

Di peringkat masyarakat, majlis bandaran merayakan Krismas 2012 dan Tahun Baru Cina 2013 dengan hiasan perayaan tradisional dan acara ‘countdown’ di luar Hougang Mall, Kovan City dan Serangoon North Village. Suasana perayaan di kawasan acara tetap bertenaga dan segar dengan persembahan hujung minggu, demonstrasi seni dan kraf, bazar beli-belah dan banyak lagi acara menarik. Kami berharap untuk menganjurkan lebih banyak acara seperti itu lagi di estet-estet kami pada masa depan untuk dinikmati oleh para penduduk dan juga pengunjung ke Bandar kita.

Pada April 2013, Majlis Bandaran bersama-sama Jawatankuasa Kawasan undi Aljunied, Hougang dan Punggol East telah menganjurkan Pameran Kesihatan Masyarakat dengan kerjasama Persatuan Barah Singapura dengan tujuan memberi maklumat kepada warga tua mengenai kepentingan menjaga kesihatan. Sekumpulan doktor dan jururawat bertauliah menyumbangkan tenaga sukarela untuk memberikan nasihat berguna mengenai isu-isu kesihatan yang lazim kepada warga tua.

Senarai acara-acara mendatang boleh didapati di halaman 20 dan kami berharap dapat bertemu anda di acara kemasyarakatan ini.

Akhir sekali, kami menggalakkan anda untuk memberikan maklum balas mengenai cara-cara meningkatkan estet kita, untuk menjadikan masyarakat kita lebih ceria dan memastikan estet kita selamat terutama untuk kanak-kanak dan warga tua.

Rationale For Merger Of Aljunied-Hougang-Punggol East Town By Sylvia Lim

After the Workers’ Party’s Ms Lee Li Lian won the by-election in Punggol East on 26 January 2013, the Members of Parliament for Aljunied GRC, Hougang SMC and Punggol East SMC decided to merge the HDB estates withinthese constituencies into one town, called Aljunied-Hougang-Punggol East Town. AHPE Town will now be managed by the new AHPE Town Council, whose logo you see in this issue of Good Neighbours. There is, of course, no change to the boundaries of the constituencies of Aljunied GRC, Hougang SMC and Punggol East SMC, which remain as separate entities unless these are changed by the Electoral Boundaries Review Committee appointed before subsequent General Elections.

The rationale for the decision to merge was stated in a joint media statement by Lee Li Lian and I issued on 31 January 2013. To recap, we expect that the merger will be mutually benefi cial to residents of Aljunied-Hougang and Punggol East in the following main ways:

(a) With a bigger town, there is more scope for the Town Council to be more effi cient through centralization of certain functions and specialization.(b) There is potential to obtain better prices from contractors if jobs of a larger scale can be awarded to them.(c) Existing expertise from the Members of Parliament and Council members serving Aljunied and Hougang can be tapped upon to serve Punggol East in the areas of estate maintenance and improvement, fi nancial matters, calling of tenders amongst others.

Despite the larger size of the town, we remain committed to providing a high standard of service. We look forward to the support of residents of Aljunied, Hougang and Punggol East as we begin this exciting new chapter. Your feedback will be invaluable to spur us to greater heights.

Selepas calon Parti Pekerja, Cik Lee Li Lian menang dalam pilihan raya kecil Punggol East pada 26 Januari 2013, anggota-anggota Parlimen bagi GRC Aljunied, SMC Hougang dan SMC Punggol East memutuskan untuk menggabungkan estet-estet HDB di dalam kawasan-kawasan undi tersebut kepada sebuah bandar yang dipanggil Bandar Aljunied-Hougang-Punggol East. Bandar AHPE kini diuruskan oleh Majlis Bandaran AHPE yang baru, dengan logonya anda dapat lihat di dalam keluaran Good Neighbours ini. Love Keeps The Chan Family Together! Family - those closest and dearest to you normally form the heartbeat of your support system.

Having a family and then maintaining it can be a daunting task. Many a times, we are so caught up in the rat race, and daily demands and commitments, that we sometimes neglect our families.

In this issue, we focus on what it takes to keep a family going, and how simple practices can keep the family a united one.

Meet our Punggol East residents, Dylan and Regina, along with their kids Hannah (3 years) and David Jon (8 months). The Chans have a busy work schedule, and having 2 young children demands their constant attention. So to ensure that no one in the group is neglected, the Chans make it a point to enjoy a weekly outing involving the whole family.

According to the Chans, coming together for a swim on Saturdays and attending church on Sundays is a mandatory routine. They also ensure that the connection to their extended family remains tight, by having the children visit their grandparents every week .

“Family bonding means spending time together and doing activities that the entire family can enjoy together”, explains Regina Chan.

The Chans are hoping that more family and child-friendly facilities can be built in the estate, so that more residents will be encouraged to make time for their families. Some of these may include bicycle rental and rides for children.

However, the Chans quickly add that couple time is equally, if not the most important on the list. With the children tucked in, Dylan and Regina enjoy a movie on DVD or just spend the evening catching up on the other’s progress. Sometimes, they even coincide their leave so as to enjoy an afternoon lunch date. The Chan’s philosophy on this reads, “ Spending time as a couple is important because a happy marriage is the most important foundation for a happy family!”.

With the right attitude, time management and positive outlook towards family and life, the Chans certainly have nailed the importance of Family.

And yes, there is yet one more key ingredient in the formula for a happy family.

“Ultimately, love keeps us together”, claims The Chans.


Q: Who in your family has infl uenced you the most?My father has been my greatest infl uence.

Q: How do you deal with a decision you believe in, but is not seconded by your family?

Till today, this hasn’t happened. My family has supported every decision I have made, and I am very thankful for that. As the eldest in the family, I have always

helped my parents by playing the role of ‘Da Jie’ to my 2 younger sisters. They have always trusted me to make the right decisions for myself and

the family.

Q: How do you strike the balance? Especially now that you have a new high profi le portfolio.

It’s not an easy balance to strike of course, especially now after winning the election and there has been so much to get started

on and establish in Punggol East, as well as in Parliament. It’s important nonetheless to set aside some time for the people in my life that are important, especially my family members. What’s important is the quality of the time we spend together.

Q: What values has your mum inculcated in you, that you have made mental notes to pass on to your children in the future?Manners and etiquette. Teaching the value of manners to children gives them the tools to function and succeed

as adults.

Q: Give us a quote that best exemplifi es the type of parent you hope to be?

I hope to be a parent where I can strike a balance between being a parent and a friend whom my children can respect,

have trust and at the same time, have fun together without being judged by one another or getting into an argument.

Celebrations!

Following that, the AJCC’s annual Lunar New Year Dinners were held over 2 weekends with more than 1,000 residents joining each dinner. During the Lunar New Year period, the MPs also distributed mandarin oranges to residents and stallholders as they visited the markets and coffeeshops in their respective divisions. Needy residents also received hongbaos to mark a lucky year ahead. Other AJCC activities included pre-CNY localshopping, house visits, health talks, movie screening,brisk walking and block parties. Residents can look forward to the National Day celebrations in August and the upcoming Family Day local tours and Malaysia tours all over the GRC. See you then!

AJCC The Festive Cheer Comes Alive! Residents from Aljunied GRC joined their MPs on a short 2D1N getaway to Malacca in November and December. Besides appreciating the rich historic architecture, the groups indulged in local Peranakan cuisine, street food and shopping along the way. The annual Deepavali celebration was one of song, dance and culture. Both residents and MPs thoroughly enjoyed the traditional and modern performances, and were up on their feet to the Bhangra. In December, the year-end Christmas season saw families, especially children, having a ball of a time at the mini fun-fair booth games, stageperformances, receiving small goodies from Santa Claus and singing all-time favourite Christmas carols at all wards. To usher in the New Year, the various divisions held food ration distributions to spread the season of joy and sharing to the needy families.


The skyline of the Town was transformed into one of festive glitter as residents, together with our MPs,

ushered in Deepavali, Christmas 2012 and Chinese New Year 2013 celebrations.

HGCC Celebrations All Around The Hougang Constituency Committee had a full calendar from November 2012 to March 2013. November was an eventful month. We started the month with a health talk and thereafter on the second weekend of the month, a short weekend get-away to Malacca with about 160 residents and friends. We also kick started our inaugural street soccertournament in the following weekend which saw a total of 9 teams join us. At the start of December, some 500 Hougang residents were treated to an evening of stellar performances at Hougang Ave 5’s neighbourhood park to celebrate Deepavali. In mid-December, members of HGCC went carolling around Hougang SMC to spread the spirit of Christmas. We ended December and 2012 with a Children’s Christmas Party, celebrated carnival-style. We began January 2013 with another Health Talk. To celebrate the coming of the Lunar New Year, the MP of Hougang, together with some volunteers, gave away ang pows to the needy residents of Hougang SMC beginning February. This is a yearly affair so as to bring festive cheer to these residents. To usher in the year of the Snake, we celebrated by holding our annual Lunar New Year Dinner. This year’s dinner catered to a total of 121 tables. The event was made possible because of the warm and overwhelming support from Hougang residents, supporters and the many generous sponsors. We rounded off February with our inaugural Legal Talk Series co-organised by the Community Legal Clinic. The topic was: Moneylending - The Legal and the Illegal. Speakers from various authorities were present to talk on this topic.

PECCOf Oranges And Good WishesAt her inaugural appearance, MP Lee Li Lian created a wave of orange as she distributed the zesty treat to residents of Punggol East. Residents enjoyed shaking hands with the new MP, while good wishes of the Lunar New Year lingered in the air.

The Great Grain Giveaway!The term ‘putting rice on the table’ was evident at Punggol East, when MP Lee Li Lian and her ground soldiers distributed sacks of rice to needy homes.

The Finance & Investments Committee of the Aljunied-Hougang Town Council was constituted in the third quarter of 2012, with MP Chen Show Mao of Aljunied GRC as chairman and MP Png Eng Huat of Hougang SMC as vice chairman. Also serving on the Committee are Town Councillors Anthony Teo and John Chua. “One of our most important goals is to help the Council keep an eye on its fi nances so that it may be managed in a fi scally responsible manner,” said Chen. “We owe that much to our residents,” he added.

Since its founding, the Committee has assisted with a review of various town council revenues, with a view to increasingthe town council’s fi nancial suffi ciency. These include fees and charges for the use of common areas, fees for the issuance of permits such as Temporary Occupational Licenses, rental of advertising panels and others.

The Committee is also working with the management of the town council to reduce the arrears of service conservancy charges owed to the town council. “The challenge is of course to increase the effi ciency of collecting arrears, so as to be fair to all residents,” said Png, “while making allowances for genuine cases of hardship.” “This is because we are a community,” added Chen, “and we feel that in discharging our responsibilities in town council administration, we owe it to the community to take into consideration the concerns of all our residents, including those who badly require assistance.”

Another area of focus for the Committee is the audit (both external and internal) of the town council’s fi nancial statements. The Committee hopes that its involvement will provide helpful guidance and assistance to the management of the town council and the auditors, in producing accurate and timely information on the town council’s results of operations and fi nancial position. “We think of our residents much like shareholders of a company,” said Chen. “They are entitled to know how the Council is being run. We need to be accountable to them.’

Jawatankuasa Kewangan & Pelaburan bagi Majlis Bandaran Aljunied-Hougang dibentuk pada suku ketiga 2012. Di antara anggota jawatankuasa itu ialah anggota majlis bandaran Anthony Teo dan John Chua. “Salah satu tugas paling penting kami ialah memantau urusan kewangan Majlis Bandaran supaya ia diuruskan dengan cara yang menepati tanggungjawab fi skal,” jelas Chen. “Kami memikul amanah para penduduk kami,” tambah Chen.

Sejak pembentukannya, Jawatankuasa tersebut telah membantu menyemak pelbagai hasil pendapatan majlis bandaran, dengan tujuan untuk menambah kecukupan kewangan majlis bandaran. Ini termasuk yuran dan caj bagi penggunaan kawasan umum, yuran bagi pengeluaran permit seperti Lesen Penggunaan Sementara, penyewaan panel iklan dan sebagainya.

Jawatankuasa tersebut juga sedang bekerjasama dengan pihak pengurusan majlis bandaran untuk mengurangkan kes-kes pembayaran tertunggak bagi yuran penyenggaraan dan perkhidmatan majlis bandaran. “Cabarannya sudah tentu untuk meningkatkan keberkesanan dalam pungutan yuran tunggakan itu, supaya kita berlaku adil kepada semua penduduk,” kata Png, “dalam masa yang sama kita membuat kelonggaran bagi kes kesusahan yang tulen.” Chen menekankan, “Ini kerana kita adalah sebuah masyarakat dan merasakan bahawa dalam kita melaksanakan tugas mentadbir sebuah majlis bandaran, kita bertanggungjawab kepada para penduduk untuk menimbangkan semuakeprihatinan penduduk kami, termasuk golongan yang benar-benar memerlukan bantuan.”

Satu lagi tumpuan Jawatankuasa tersebut ialah bidang audit (audit luaran dan dalaman) penyata kewangan majlis bandaran. Jawatankuasa berharap penglibatan mereka akan dapat menyumbangkan bimbingan dan bantuan yang berguna dalam pengurusan majlis bandaran dan juruauditnya untuk menghasilkan maklumat yang teliti dan tepat pada masanya mengenai prestasi operasi dan kedudukan kewangan majlis bandaran. “Kami menganggap para penduduk seperti pemegang saham di dalam sesebuah syarikat. Mereka berhak mengetahui bagaimana majlis bandaran ini diuruskan. Kita perlu bertanggungjawab kepada mereka,” ujar Chen.

eLink@ AHPETC - A Convenient Way To Feedback

Following the face-lift of the iPhone app last year, the eLink@AHPETC app is at its fi nal phase of development for residents using Android Phones!

This free smartphone app by the Town Council provides a convenient avenue for residents to participate more actively in the management of the estate. Residents can snap a photograph with their iPhone or AndroidPhone and report it to the Town Council via the eLink app. Contact information of the Town Council offi ces and Meet-the-People Sessions (MPS) are also easily accessible via the app. Residents can look forward to the launch of the app via Google Play before end-May 2013.

Residents who are not using an iPhone or Android Phone can still contact the Town Council by email ([email protected]) or phone (6744-1033).
