Culture360

Culture360, the only multidisciplinary arts and cultural online tool focused on Asia and Europe, was launched and introduced in various important occasions in Asia and Europe.

Culture360, designed as an information platform and to facilitate collaboration, interaction and exchange of ideas amongst the arts and cultural communities across Asia and Europe, was first introduced alongside the Culture Ministers’ Meeting in Kuala Lumpur on 21 April 2008. In the Meeting, the Ministers pledged their engagement and financial support to Culture360 and encouraged ASEF to continue its efforts in developing the portal.

It was followed by a series of portal soft-launches in order to introduce the portal to the public. It began with a soft-launch in Ljubljana, Slovenia, in the framework of the International Network

for Contemporary Performing Arts (IETM) Annual Plenary Meeting, where ASEF facilitated a panel discussion on the topic “Think Freely on Contemporary” where the audience listened to several renowned speakers from Indonesia, Singapore, Spain, Portugal and Slovenia presenting their views on performing arts.

In Asia, Culture360 was soft-launched in Seoul, Korea, in the framework of the Asian Performing Arts Forum, an event organised by Korean Arts Management Service (KAMS). Likewise, ASEF facilitated a panel discussion on “Cultural Mapping Issue of Asian Performing Arts” where experts on mapping of cultural resources and performing arts from India, the Philippines, Korea, UK and

the Indochina region were invited to share their experiences with the public.

Culture360 was then officially launched in Beijing on 30 June 2008, alongside the ASEM Senior Officials’ Meeting. For more information about Culture360, please visit www.culture360.org

6th ASEF Journalists’ ColloquiumIn conjunction with the 4th ASEM Interfaith Dialogue

1-2 June 2008 Amsterdam, the Netherlands

The advent of new media platform has facilitated the speedier movement of ideas and information. Taking an active role in the Internet where today’s communication takes place in various forms therefore becomes a necessity. This is particularly true for media and religious organisations whose websites could act as the “gate-keepers” for information during major interfaith crises.

These are some observations arising from the 6th ASEF Journalists’ Colloquium held in Amsterdam, the Netherlands. Focusing on the topic of “Interfaith Reporting in the Advent of New Media – Exercising Rights with Responsibilities,” it was organised in conjunction with the Fourth ASEM Interfaith Dialogue. Fourteen editors, columnists and

journalists attended the informal meeting, organised by ASEF and European Journalism Centre (EJC). Mayor of Amsterdam, Job Cohen also joined a session of the Colloquium to share his experience in managing interfaith issues in the cosmopolitan Dutch city.

Throughout the two-day Colloquium, participants generated numerous ideas, converting them into practical suggestions that can be used by media and any other

organisation interested in the issues of interfaith dialogue. The meeting kicked off with presentations from three senior journalists, which kicked-off the debate on the subjects of freedom of expression and media’s role in conflict resolution. The subsequent sessions surveyed recent developments and trends in interfaith relations in the globalised digital world, and concluded by distilling various

practical recommendations that could be used to promote interfaith dialogue.

The Colloquium’s Moderator Mr. Jan Lund (Editor of Asia Adviser) presented the findings and recommendations at one of the ASEM Interfaith Dialogue’s working groups where other Colloquium’s participants were also able to participate. These recommendations were welcomed by the ASEM Interfaith Dialogue, who subsequently encouraged its implementation for promoting mutual understanding and respect in the “Amsterdam Statement of Interfaith Dialogue”.

ASEM Youth Dialogue

2nd Asia-Europe Interfaith Dialogue23-27 June 2008 Bandung, Indonesia

The Second Asia-Europe Youth Interfaith Dialogue project was organised in close co-operation with the Indonesian Ministry for Foreign Affairs and Religious Affairs and Central Board of Nahdlatul Ulama (PBNU) in Indonesia. The project was the continuation of the First Asia-Europe Youth Interfaith Dialogue that was held in Navarra, Spain, in November 2006.

This event gathered 55 youth representatives of Churches, Faiths and youth religious organisations and networks from 23

ASEM countries, with various profiles and experiences in the field of interfaith dialogue. The main aim of the Dialogue was to encourage participants to deepen their knowledge on interfaith challenges and get encouraged to take actions in the process of reaching a better interfaith understanding on local and international levels.

In order to add the value to the voices of Youth participating in the project and assure the visibility of the Interfaith Dialogue results, by the end of the project, the “Bandung Statement”, which was the outcome of all the work and discussions that had taken place during the event, was read out loud at the Closing Ceremony of the event.

Intercultural Dialogue

ASEF and the Romania Youth Council (CTR) organised the Asia-Europe Training for Trainers focusing on Intercultural Learning, Methods and Techniques in Asia-Europe Youth Projects.

Organised in close partnership with the Romanian National Agency for Supporting Youth Initiatives (ANSIT), the training gathered 25 participants and 6 trainers from 19 ASEM

countries, aged between 18 and 30 years old. The participants were selected based on their solid track records in the area of youth training, capacity building and non-formal education that gained them recognition from national and international organisations in their countries.

The framework of the training course gave participants opportunity to explore the concepts of intercultural learning and cultural diversity and to exchange best practices as well as to build training expertise. These allowed them to develop a set of knowledge, skills and attitudes that will help them implement international training projects involving young people from Asia and Europe.

Asia-Europe Partnership in the Field of Training

Asia-Europe Training for Trainers2-9 July 2008 Predeal, Romania

Together with ASEF alumnus Mr. Asad Latif of the Institute of South East Asian Studies, ASEF organised a Symposium on the controversial and extensively-reviewed book “The New Asian Hemisphere” by the Dean of the Lee Kuan Yew School of Public Policy and former senior diplomat Prof. Kishore Mahbubani.

The book deals with the rising political and economic influence of the East, and the response of the West to this phenomenon. ASEF invited three Singapore-based scholars, Asst. Prof. Alan Chong (National University of Singapore), Mr. Shafqat Munir (S. Rajaratnam School of International Studies) and Amb. Jørgen Ørstrøm Møller of ISEAS (ASEF Governor for Denmark) to comment on the book. Prof. Mahbubani responded to the presentations. This was followed by a lively Q&A session.

The response to the Symposium was excellent. More than 110 guests from the various embassies, governmental bodies, international organisations, educational and cultural bodies, business and media attended the event.

Policy and Dialogue on New Media Art

Mini-Summit on New Media Arts Policy and Practice24-26 July 2008 Singapore

In conjunction with the International Symposium on Electronic Art (ISEA) 2008, ASEF organised Mini-Summit on New Media Art Policy and Practice in Singapore. The aim of the event was to put the spotlight on developing public funding in new media, open source networks and creative research in Asia and Europe.

Recognising the differences across countries regarding government policy on new media practices, the Mini-Summit gathered 54 artists, researchers and policy makers from 22 ASEM countries and four observer countries, including some delegates from government agencies. The group, representing 10 Asian countries and 12 European countries, sought to develop an overview of the key issues impacting on new media arts practice and to create a policy framework and some key points for action.

The group worked in four working groups to discuss current important topics like ambient intelligence, web 2.0 location-based media, creative research, iterative design cycles, academic research and creative communities, open source and open networks as well as media education. The group also enriched by

presentations of some experts’ works on new media art during the Pecha Kucha event.

The final recommendations emanating from the discussions were presented during the ISEA 2008 proceedings. The key actions that arose from the vibrant and intensive discussions would be further elaborated in concrete policy

recommendations to appear in October 2008 and to be circulated through the IFACCA and ASEF networks.

The meeting was very successful and gave good input for ASEF on further actions related to New Media. The Mini-Summit was co-organised by the International Federation of Arts Councils and Culture Agencies (IFACCA) and supported by the European Union, ArtsNetworkAsia and the TheatreWorks. This publication “The EU through the Eyes of Asia: Media, Public, and Elite Perceptions” presents the findings of the first two phases of EU through the Eyes of Asia (ESiA) project, a major academic collaboration to measure media, public and elite perceptions of the European Union in Asian ASEM countries.

The ESiA project, initiated in partnership with the National Centre for Research on Europe (NCRE), aims to provide scientific analysis and feedback to inform policy-making processes in the EU, third countries and the media.

The Hanoi book launch was held in conjunction with the National Centre for Research on Europe, the School of Social Sciences and Humanities of the Vietnam National University, Hanoi and the Delegation of the European Commission in Vietnam. It featured keynote speeches from Ambassador Sean Doyle, Head of the EC Delegation and Prof. Nguyen Van Kanh, Rector of the School of Social Sciences and Humanities.

The Seoul book launch was held in partnership with the EU Research Center, Korea University and the SNU-KIEP Centre for EU Studies. Keynote speeches were made by Head of the EC Delegation in Korea Dr. Brian McDonald and ASEF Executive Director Ambassador Wonil Cho.

The book launch in Bangkok was organised in partnership with the Interdisciplinary Department of European Studies, Chulalongkorn University. Presentations on the study were made by Prof. Martin Holland (NCRE) and Prof. Apirat Petchsiri (Chulalongkorn University). This was followed by a keynote presentation by Head of the EC Delegation in Thailand Ambassador Friedrich Hamburger.

The three book launches were well attended in all three cities, gathering a mix of high-level professionals from the diplomatic community, the academe, the business and media sectors as well as students.

The events are part of the seven book launches that ASEF is organising in cities around Asia to promote the publication and the ESiA network. Upcoming book launches are planned for Tokyo, Beijing and Hong Kong. For more information, please contact Mr. Ronan Lenihan at [email protected]

The European Studies in Asia (ESiA) network organised an interim workshop in Hanoi, followed by a two-day Methodology Workshop in Singapore which brought together a member of each of the respective research teams to offer further training and progress updates to the co-ordinators.

The three-day workshops, hosted by the School of Social Sciences and Humanities of the Vietnam National University of Hanoi, was attended by seven researchers from Vietnam National University, Universitas Indonesia and Ateneo de Manila University who are taking part in the next phase of the ESiA study. It provided an opportunity for the organisers

and the research teams to meet and discuss the challenges they faced in producing the Vietnam, Indonesia and The Philippines phase of the study. At the workshop, the researchers presented their progress and discussed the future planning for the study. The workshop also offered further training to the researchers on how to collect and compile the data efficiently.

The Singapore workshop, held at the ASEF premises, offered the co-ordinators the opportunity to track the progress of the respective teams and address any issues that had arisen following the Hanoi workshop.

Both workshops saw the teams from the three countries present their major findings from the media analyses (3 newspapers and a TV channel) collected from their respective

countries. This was followed by a collaborative session whereby each team examined the comparative cases of images of the EU in terms of economic and political framing, social, environmental and developmental framing, and the framing of the visibility of ASEM. The second part of each workshop examined the findings of the respective teams in relation to their Elite interviews. The teams disseminated the information on the perceptions of the EU by Elites and examined the comparative cases of each of their findings.

• ASEF Executive Director AmbassadorWonil Cho’s intervention at the Ministerial Meeting’s plenary session.

ASEF’s overall presence in the Ministerial Meeting increased the Foundation’s visibility amongst the highest ranks of ministries of education from ASEM countries, giving greater opportunity for the AEH to be more closely tied with the Ministries and be in a better position to influence co-operation initiatives.

The works of ASEF, and especially of the AEH, was acknowledged in the Chair’s Conclusion,

which recognised ASEF’s work to enhance bi-regional people-to-people exchanges from talented students to professional researchers by strengthening the potential of national, bilateral and multilateral mobility schemes. The Meeting also recognised ASEF’s role as a transnational platforms for dialogue and information exchange between Asia and Europe, and the accomplishments of the ASEM Lifelong Learning Hub.

As a follow-up to the Ministerial Meeting, the AEH, with the support of the German Federal Ministry for Education and Research, plans to organise the first ASEM Rector’s Conference in October 2008 in Berlin, Germany. Co-organised with the German Rector’s Conference (HRK), the European University Association (EUA) and the ASEAN University Network (AUN), the first ASEM Rector’s Conference will discuss the topic of “Between Tradition and Reform: Universities in Asia and Europe at the Crossroads.” The Conference will be hosted by the Free University of Berlin.

Asia-Europe Youth Network for Sustainable Development (AEYNSD)

1st Steering Committee Meeting: Making Commitments Work20-24 May 2008 Kuala Lumpur, Malaysia

ASEF and the Federation of Malaysian Consumer Associations co-organised the 1st Steering Committee Meeting of the Asia-Europe Youth Network for Sustainable Development (AEYNSD), which was tasked to help the network to become more systematic and to ensure that its democratic process is upheld.

The Steering Committee members designed the meeting around the concept of legalising AEYNSD, creating a new, independent legal entity. The main issues they discussed and agreed about were The Network’s

organisational structure, representation and membership, strategic planning, as well as immediate follow-up.

The Meeting created a concrete action plan for the 1st Convening Assembly of the AEYNSD. Young People for Development Cambodia, one of the AEYNSD’s member organisations has expressed interest and has taken the responsibility to organise the follow-up event under the title “Making Commitments Matter” – 1st Convening Assembly of the AEYNSD” in November 2008 in Phnom Penh, Cambodia.

25th Asia-Europe Lecture Tour

“Pursuing Sustainability in Asia: Challenges, Approaches and Good Practices”21-30 May 2008 Kaunas, Lithuania; Tallinn, Estonia; Riga, Latvia; Dublin, Ireland; Brussels, Belgium

The first Asia-Europe Lecture Tour on Environment and Sustainable Development brought the President of EarthCouncil Asia-Pacific Ms. Ella Antonio.

This lecture tour focused on the experiences of selected Asian countries in mainstreaming sustainable development issues into the overall development policies. Ms. Antonio also highlighted the role of governance and capacity building in ensuring that the policies are not only well conceived but well implemented and monitored as well.

The Tour was organised in five ASEM cities, starting in Kaunas, hosted by the Vytautas Magnus University, in Tallinn by the Stockholm

Environment Institute, in Riga by the Stockholm School of Economics, in Dublin by the Institute of International and European Affairs (IIEA) and finally in Brussels by AidCo of the European Commission. The lecture in Brussels was organised twice: one open to the public and another held specifically for EC officials. Together with Helpdesk and AidCo, ASEF arranged for the latter session to ensure that EC officials and the lecturer would be able to have deeper and more meaningful discussions.

This is the fifth lecture tour of the expanded Asia-Europe Lecture Tour programme and the first to be organised under the Environment and Sustainable Development pillar. For more information, please contact [email protected]

“An ASEAN Human Rights body: A Milestone in the 60 years of the Universal Declaration of Human Rights?”11 June 2008 Singapore

This year is the 60th Anniversary of the Universal Declaration of Human Rights, a key UN declaration regarded as the bedrock for setting human rights standards worldwide. The year also coincides auspiciously with the possible establishment of an ASEAN Human Rights “body”, a mechanism referred to in Article 14 in the recently adopted ASEAN Charter.

Prof. Dr. Vitit Muntarbhorn, Co-chair of the Civil Society Working Group for an ASEAN Human Rights Mechanism, provided an erudite picture of the Human Rights discourse in the region and ASEAN’s evolution. He also prescribed a formula for the role of a future ASEAN Human Rights body:

• Preventionofviolations

• Protectionbasedoninternationalstandards

• PromotionofHumanRightseducation and training

• Provisionofremedies;

adding that such a body should be participatory, thus open to civil society. Professor Muntabhorn noted, however, that he was not advocating a human rights court similar to the European Court of Human Rights, but a commission.

A panel and open discussion rounded out the event, posing critical questions regarding the political and practical challenges of creating such a body in ASEAN. On the panel were Mr. Michael Vatikiotis (Asia Director of the HD Centre for Humanitarian Dialogue), Ms. Cynthia Gabriel (Vice-President of the International

Federation of Human Rights) and Ms. Maureen Malone (Director of Law and Public Policy of the Institute for Dispute Resolution).

The sixth instalment of Asia-Europe Art Camp was organised on the sidelines of the International Symposium for Electronic Arts (ISEA) 20008. Titled “Ludic Times – The Art of Gaming”, it was conceptualised around the theme of psychology of gaming, theories of gaming and the nature of our contemporary ludic culture.

A team of resource persons consisted of two artistic advisors and four main workshop leaders: Pavel Sedlak (Centre of Art and Technology, Prague), Eng Tat Khoo (Mixed Reality Lab, National University of Singapore NUS), Friedrich Kirschner (artist-in-residence in Eye-beam New York and founder of “Machinimas Festival”), Jason Yap (lecturer at Republic Polytechnic Singapore) and Mei Kei Lai (artist-in-residence in ISEA) were invited to facilitate and guide the participants throughout this one-week gathering.

The workshops saw the following presentations: “Casual Game Design” by Jason Yap, “Character Design” by Kiew Sen Lieh, “Pocket Gamelan” (casual game-like sound performance) by Greg Schiemer, “Unreal Game Engine” (first person shooter game modification) by Ivor Diosi, “Machinimas” by

Friedrich Kirschner and “Scent of Art” (used of smell as a new interface for games) by Mei Kei Lai. It was followed by a lecture session on the theme of “Serious Games and Pervasive Games” which was presented by Eng Tat Khoo and Tim Marsh (NUS). The lecture exposed the latest research in games beyond the conventional form. Subsequently, a roundtable panel was organised to discuss the social impact of games both in games and in real life.

The Art Camp participants had the opportunities to attend several activities of the Mini-Summit on New Media Art Policy and Practice and ISEA2008 which was organised simultaneously. The participants were also given the opportunity to present their group work to 150 audiences during the ISEA at the National Museum of Singapore.

The Art Camp was made possible due to the strong partnerships with the School of Technology for the Arts (Republic Polytechnic) and The Communication and New Media Programme & National Museum (National University of Singapore) and Nanyang Technological University, and also by the support of Gallery Hotel, Singapore. 6th Asia-Europe Art Camp22-29 July 2008 Singapore

The three-day workshop was one of the six selected workshops under the Asia-Europe Workshop Series (AEWS), a programme jointly organised by ASEF and the European Alliance for Asian Studies, offering grants to academic institutions to organise workshops on themes of common interest.

The workshop was held at the University of Konstanz and was attended by 19 professionals from Asia and Europe discussing the Value of Children in Cultural Context, Intergenerational Relations in Cultural Context, and Cross-

Cultural Perspectives on Value of Children and Intergenerational Relations.

The workshop was linked to the international research project “Value of Children (VOC) and Intergenerational Relations” funded by the German Research Foundation (DFG). The aim of the project is to contribute to an interdisciplinary analysis of the interrelations between VOC, individual development and parent-child relations in socio-cultural change from a psychological perspective.

Alumni of the ASEF University Programme gathered in Hanoi for the ASEF University Alumni Network (ASEFUAN) 7th Annual General Meeting.

The five-day assembly, supported by Embassies of the United Kingdom and Spain in Vietnam, was attended by 37 participants from ten batches of ASEF University, ASEF’s flagship summer school programme. ASEF Governor for Vietnam Mr. Truong Trieu Duong, ASEF Executive Director Ambassador Wonil Cho and other 15 speakers and panelists were also present.

The meeting began with an academic conference on Corporate Social Responsibility. It was organised in co-operation with the CSR Vietnam Forum and presented a framework for understanding CSR, especially its implementation in Asia, and good corporate strategies that have effectively manifested social responsibility.

The subsequent internal planning session saw ASEFUAN’s Executive Committee presenting the report on the alumni’s past and ongoing projects for the period of 2007-2008, including its Financial Report which was unanimously approved by members. Participants also agreed to pursue the registration of the Network as a non-profit international organisation (AISBL) under Belgian law, which will elevate the Network to an institutional status. Furthermore, the session on the “Future of ASEFUAN” resulted in a common agreement to activate a larger group of network members in the Network’s activities.

Finally, the Executive Committee for the term 2008-2009 was elected. The new Committee

is headed by the re-elected President, Wei Shen from China (alumnus of 8th ASEF University). The meeting was closed by a cultural programme to Ha Long Bay. The next Meeting is planned to be held in August 2009 in Helsinki, Finland.

The post-project publication of the fifth edition of the Asia-Europe Art Camp, RE-VISION BANGKOK NEW MEDIA ART AND INTERACTIVITY, contains the results of a week of intensive collaboration among Asian and European artists in sharing their concepts, thoughts, experience and artistic creation.

The process-oriented Art Camp explored the possibility of connecting new media art practices to the Relational Aesthetic concept. It also features the result of the Art Camp’s fieldwork assignment where the participants tried to revision several different social and cultural urban spaces in Bangkok. The publication includes a DVD containing the Art camp activity and artists’ fieldwork interventions.

This meeting gathered the steering committee members of the Asia-Europe ENVforum to evaluate and strategise the activities under this series.

The one-day meeting, hosted by the Swedish Environmental Secretariat for Asia in Bangkok, revolved around the upcoming ENVforum 6th Roundtable and the ENVforum Track II Series meetings in 2008 as well as planning the thematic focus for the 7th Roundtable in 2009.

Topics that had been identified for ENVforum to focus on in 2009 were biodiversity and ecosystem services.

The Meeting saw the participation of the Energy and Resources Institute, India and the Regional Environmental Centre, Hungary. A representative of the Asia-Europe Youth Network for Sustainable Development, a network under the umbrella of ASEF’s People-

to-People Exchange department observed the meeting and made a presentation to introduce its activities. This meeting also welcomed the representative from Korea Environment Institute, a new partner of ENVforum.

We are calling for contributions that focus on developments in the media landscape, media usage and consumer behaviour in Asia and Europe. The submissions could deal with Asian and European mass communication networks, the challenges and dangers of a social-digital divide, the inter-dependencies of media, economics and politics, etc.

Papers should be written in English and be preceded by a short abstract. The submission should not exceed 7,000 words. Only previously unpublished manuscripts are accepted for consideration. Upon publication, an honorarium of 300 Euros will be granted.

The pilot edition of “the Asia-Europe TV Documentary Co-production: Green Action” will focus on Environment. Participating broadcasters from Asia and Europe will produce a series of documentaries with a focus on showcasing how local communities are responding positively to emerging global environmental challenges. This project recognises media’s vital role in bridging understanding on global environmental issues, and its ability to move people towards positive action. It aims to encourage responsible and creative content by providing a platform for broadcasters to receive intellectual input from a diverse group of subject-matter experts, as well as to have the opportunity to share their perspectives with fellow broadcasters. The project is made possible by ASEF’s partnership with the Asia-Pacific Institute for Broadcasting Development (AIBD).

ASEF Director of Cultural Exchange Mr. Jean Anes and Assistant Director Ms. Katelijn Verstraete participated in the EU-Slovenia Conference on “New Paradigms, New tModels: Culture in the EU External Relations,” held on 13-15 May 2008 in Ljubljana, Slovenia.

In a separate event, Mr. David Ocon, Project Manager of Cultural Exchange took part in the Cinemalaya Film Congress, titled “Spreading the News: Promoting, Distributing, and Exhibiting Indie Films” on 15-16 July 2008 in Manila, the Philippines.

Cultural Exchange News

Public Affairs participated in the jury of the 5th World TV Award 2008. Mindful of media’s crucial role in promoting awareness, maintaining cultural diversity and fostering understanding, this award goes to the best television documentary promoting religious understanding and tolerance. Participation was open to all broadcasters and is organised by the Asia-Pacific Institute of Broadcast Development

(AIBD) with the support of a few renowned international broadcasters. The winner of the award was “The Letter” produced by Chedza Media Production and broadcasted by South African Broadcasting Association. ASEF’s support for this Award Programme is in line with one of its key tenets of work – promotion of intercultural and interfaith dialogue.

In August, Mr. Bertrand Fort’s term as ASEF Deputy Executive Director came to an end and Amb. Nguyen Quoc Khanh assumed office. Mr. Fort, who has been posted back to the French Foreign Ministry, spent six years in ASEF, first as Director of the Intellectual Exchange Department, and then as Deputy Executive Director. He made an invaluable contribution to ASEF, and played a significant role in its evolution as a respected interface between civil society and policymakers. We wish him all the best in his endeavours.

We also welcome Ambassador Khanh to the ASEF family. Ambassador Khanh was previously the Director General of Southeast Asia - South Asia & South Pacific Department of the Ministry of Foreign Affairs of Vietnam He was also Ambassador of Vietnam to Thailand and Permanent Representative to UN Economic and Social Commission for Asia and the Pacific (UNESCAP) in 2002. Ambassador Khanh obtained his bachelor’s degree in Diplomacy from Hanoi Institute of International Relations and post-graduate degree in International Relations & Development from Institute of Social Studies in the Netherlands.
