PROFESSIONAL AND VOLUNTEER EXPERIENCE

Administrative Law Judge California Public Utilities Commission, March 2016- present, December 1999- January 2006

Focus on complex electric utility rate design, emerging energy storage industry policy, and facilities-siting. Evaluate options presented by utilities, consumer advocates, and other governmental and non-profits organizations, prepare recommendations on appropriate program structure, development, and implementation of major programs and utility functions before the Public Utilities Commission. Serve as presiding officer, conduct hearings, and prepare proposed decisions in formal agency proceedings. Research and analyze records and pleadings, review and apply relevant state law, rules and regulations of the Commission in order to present written recommendations to resolve the issues at hand. Brief Commissioners and their personal advisors to provide information to support their decision-making. Lead mediator for complex cases when this process is appropriate.

Managed agency’s Intervenor Compensation Program, a statutory program that pays participation costs of non-profits that make a substantial contribution to the outcome of the agency decisions. Established consistent review and processing procedures and oversaw development of a claims database. These actions reduced average claim processing time from six months to three months and helped improve relationships with nonprofit partners.

Established strategic direction and framework for internal controls of all agency operations (IT, Human Resources, Fiscal, Budget, Facilities, Procurement, Contracting); supervised work of 120 staff, focused on increasing effectiveness, transparency and service delivery to 1000+ internal agency staff.

Led agency budget advocacy and testimony before state Department of Finance and Legislature, resulting in a 10% budget increase and 83 additional positions to strengthen internal systems, climate change policy analysis, and safety policies. Directed and performed complex budget analysis and development tasks. Oversaw agency system conversion to statewide enterprise budget system (Fi$Cal- a PeopleSoft/ Hyperion-based system). Total budget administered: $1.2 billion.

Led development of transparency budget detailing personnel and operating resources assigned to each functional area of agency relying on timekeeping system, budgetary, and contract database outputs.

Led agency response to state audits, advocated for and led hiring process for first Internal Auditor and first Enterprise Risk and Compliance Officer for agency.

Interim Director, Consumer Protection and Safety DivisionCalifornia Public Utilities Commission, August

2011- May 2012 Developed framework and funding to improve agency safety regulation capacity.

Led 220-person agency safety and enforcement staff overseeing all energy utilities, telecommunications companies, and publicly and privately owned rail carriers. Lead advocate before state Legislature for $6 million budget expansion of safety program, which resulted in an increase of 39 staff.

Directed staff team that investigated and brought enforcement action against Pacific Gas and Electric Company for catastrophic natural gas pipeline explosion and directed the company to begin the first U.S. comprehensive gas pipe safety test program.

Negotiated safety-related settlements with San Francisco Municipal Transit Agency, AT&T Mobility LLC, Sprint Telephony PCS, L.P., Verizon Wireless, and Los Angeles Metro.

To support culture shift to focus on safety, developed and presented two Safety Conferences including speakers from the National Transportation Safety Board and UC Berkeley’s Center for Catastrophic Risk Management for agency staff and the Boards and leadership of regulated utilities.

Supervised work of 42 staff, including Administrative Law Judges and administrative support staff who were responsible for production of decision-making materials, intake of official records, and agenda process for public voting meetings. Developed and implemented changes to streamline procedures and policies of these support units.

Responsible for hiring, training, orientation, and supervision of first-year Administrative Law Judges. Developed comprehensive three-week training program for new judges. Mentored and coached approximately 20 new judges over five years.

Managed transition to electronic filing for official records. Oversaw development of rules, workflow and training of internal and outside filers for faster processing time and increased transparency. Customized data reports from Oracle database to identify additional targeted training opportunities.
