I believe there are more instances of the abridgement of the freedom of the people

by gradual and silent encroachments of those in power than by

violent and sudden usurpations.– James Madison

4th President of the United States

The last few months have beenquiteawhirlwindforeveryone.Muchworkandefforthastakenplacethathas resulted in a budget for FY-0thatwillstarttherecallprocessforatleast55ofourlaidofftroopers.TheAssociation’s public relations andmedia blitz, along with our directlobbying efforts, were instrumentalin this accomplishment. While 55recalled troopers are a start, ourultimategoalistogetall00ofourlaidofftroopersbackinMSPblueandrestoredtotheirpreviouspositions.

While all this has been takingplace, bargainingcontinuesataslowbut steady pace. The parties havecometotentativeagreementsonthemajority of the issues before them;however, there are still significantissuesthatareunresolved.

Non-economically, these issuesare layoff and recall, transfers andpatrol car staffing. Economically, everyissueisopen.Bydesign, havingall economic articles open and onthe table leaves the Associationwith a variety of options should a

negotiated agreement be reachedthatcanbetakentothemembershipforreviewandratification.Similarly,in the event a negotiated agreementcannotbereached, itleavesthesamevariety of options open for Act 312arbitration.

One item that the employer hasidentified for talks is our healthinsurance. This should come asno surprise to anyone. Our healthinsurance benefits are top of theline and we do not pay a premiumtowardthem.IhavespokenatmanyQuarterlies and District Meetingsexplainingthatnotpayingapremiumfor health insurance is extremelyrare among public safety agenciesnationally.Ourbargainingsurveysidentified

While itwill not be an easy challenge, yourbargainingteamwillworkdiligentlyin an effort to keep this criticalbenefit intact. Civilians rarelycommit alleged misconduct, andcommand officers have a separatestandard of conduct. I have beentold, inthepast, thatcommanddoesnotcommitmisconduct;theymerelymakemistakesinjudgment.

I believe that this memorandumis an ill-conceived attempt to retro-actively justify the overly-harsh andunreasonabledisciplinaryactionthathas come forth upon our membersinthelastseveralmonths.

While I think that anyone wouldagree that blatant and egregiousmisconduct is not acceptable, I be-lievewecanalsoagreethatwearea

Vice President’s View

D/Sgt. Christopher Luty

These last few months have cer-tainlybeensomeofthemostdifficultin the history of the MSPTA. Joblosses, soaring unemployment, andthe decline of the auto industryhave been major factors in the lackof revenue for state government inMichigan.Consequently,00troopersjoined the ranks of the unemployedlastJune.

Efforts to try and keep those00 troopers working began wellbeforetheirlastscheduledworkday. The association enlisted the help ofmarketingandlobbyingprofessionalstodevelopaplantotransformpublicsupport for troopers into publicpressure on our lawmakers andgovernortokeepourranksintact.

We started by appearing beforeeditorialboardsinmostmajormediamarkets in Michigan. I met withnews editors from radio, television, andnewspapersthroughoutthestate, armed with ideas on how to keepour ranks intact. I have to admitthatIwasabitoverwhelmedathowdifficultitistogetanymessageheardthroughoutthestate.

Thenextphaseoftheplanwastocreate a website, www.mitroopers.com,wheresupporterscouldcontactall legislators with a click of abutton and pledge their support fortroopers.

A billboard campaign followed.Billboards were purchased at 19locations throughoutMichigan.Thebillboards also directed viewers tothewebsite.

Shortlyafterthebillboardswereinplace,theDetroitNewsreleasedapollthatshowednearly70%ofregisteredvotersfeltthatthestatepoliceshouldbe held harmless from budget cuts,

even in these difficult economictimes.Thetroopersassociationmadesure thatour lawmakershad a copyofthatpoll. For the first time, the Troopers

Associationembarkedonaradiocam-paign to bring public awareness totheeffortsofourtroopers.Withthehelp and advice from a professionalmarketing firm, two radio adswereproduced that highlighted some oftheoutstandingservicesthattroopershave performed for their communi-ties.Inaddition,theradioadsdirectedlisteners to www.mitroopers.com tooffer support for our troopers. Thefeedback I received from legislators, theirstaff, otherlobbyists, andotherswhohavebusinessaroundtheCapitolwas very positive. If you have notheardtheseradioads, theyarepostedatthewebsite.

What followed was a poll byMarketing Research Group thatconfirmed that MSP holds thehighest voter confidence of all lawenforcement agencies in Michigan.More importantly, the poll alsopointed out that voters were almostsix times less likely to vote for apolitician who supported reducingthenumberoftroopers.

Inadditiontothecountlesshoursspent at the Capitol, the TroopersAssociationemployedavideolobby-ing tactic to add a personal touchfor our lawmakers. Several laid offtroopers allowed us to video recordsomeoftheirthoughtsregardingtheirwork as troopers, and these videoswere sent to their individual law-makers, as well as posted on You-Tube.

This plan did not take placewithout some setbacks and sleepless

nights. The continued decline instate revenue was overwhelming. The politics involved with a state-wide reduction in law enforcement, often seemed to overshadow theveryfactthattrooperswerelaidoff. Also, the internal MSPTA voteagainst furlough time to keep ourranks intact nearly eliminated anychancewehadatrestoringtroopers’jobsthroughthelegislature.

Intheend,whilefacedwitha2.8billiondollarbudgetdeficitfor200,severalinthelegislaturefoughthardon our behalf to find themoney torestore55ofourlaidofftroopers.

When that happens, we will benowhereneardone.Asofthiswriting, the Senate still has not released thestate police budget to the governorduetoconcernsthatshewilluseherveto power to alter the budget thathasbeenagreeduponby theHouseand the Senate. We are anxiouslyanticipatingthegovernor’ssignatureon theMSPbudgetbill. If shedoessign it, as passed by the House andtheSenate,noneofuscanaffordtorest,aswewillstillhave45troopersstandingintheunemploymentline.■

Facing “Fiery” Times with our MSP Family

121st Recruit School

Greetingsfromthelaidoffpost...Itgoeswithoutsayingthatwhenmywife, Joy, and I found out many ofmybrothersandsistersinbluewouldsoonbelaidoff, weweredevastated.Whenwereceivedthenews,Joywasseven months pregnant with oursecondchild, andIwasworkingmydreamjob.IrealizeIruntheriskofsoundingabitridiculous, butbeingaMichiganStateTrooper really ismydreamjob.

Asweapproachedthelayoffdate, one of the major issues for us, inaddition to the loss of income, wasthelossofinsurance.Thatis, lossofinsurance, unlesswewereabletopayalmost $600.00 permonth to covermy family. This was not somethingwe could afford because Joy wasunable to work. Two weeks beforeoursonwasdue, wereceivedthenewsthat our COBRA health insurancepremiumwouldbereimbursedbytheMSPTA through September. WhenmywifeandIheardthenews, itwasanenormousweightliftedoffofourshoulders.WewereintheprocessofapplyingforMedicaidandexploringother state/federal assistance pro-grams at the time, and there was achancewewouldhavehadtochange

doctors.NotalldoctorsacceptMedi-caid patients. Changing doctors theweek my wife was due was not anoption…ifyouknowwhatImean.Ifmamaain’thappy…

Wehaddecided tonameoursonAiden, which is Irish, and means“fiery one”. Little did we know, hewouldbebornduringthisfierytime, and would begin blazing a trail forhimself even before we laid eyeson him. He was born a whopping0lbs.,7oz.Whilethebirthitselfwentseamlessly, Aiden’s size and being“sunnysideup”causedcomplicationsforJoy,resultinginemergencysurgeryshortlyafterwards.

Just twoweeks later, duringwhatwe thought was a simple doctor’svisit foroverlyanxious“parentitus”,we discovered – after being rushedtotheERandthentotheICU–thatour “fiery one” had a serious heartcondition calledSVT(Supraventricu-larTachycardia).Wealmost lost thelittle guy. His hearthad been beatingat nearly 00 beatsper minute forthree days, and hadpractically beatenitself to death. Thedoctors reportedthat his heart wasfunctioning at anon life-sustaining2%. Thankfully, after five days inthe Pediatric Inten-sive Care Unit, ourlittle trooper pulledout of it all and isadjusting well tothe heart medica-tion, which he willbe on for the nextyear.

The reason I share some of thedetails of this story with all of youis, I want to express my gratitudeto the MSPTA Executive Boardforapprovingcoverageofourhealthinsurance premium. I don’t believethisstorywouldhavehadashopefulofanendinghaditnotbeenforyoursupport. Thank you so very much.

In addition, I want to say thankyou to many of the troopers of the121st,theirfamilies,andmyfamilyattheBridgeportPost, forbeing therefor us each step of the way. I hopetobeworkingwith all of you againsoon.■

From the McMillan’s:Thank you MSPTA family for

your support during this hard time. We are grateful to the MSPTA Executive

Board for extending our health cover-age through September, and are forever affected by your kindness. Both mom and baby are doing exceptionally well.

BAYANET Discovers Grow Op

In September of 2008, membersofBAYANETdiscoveredoneofthelargest outdoor grow operations inMichigan. The grow operation wascontained within the State GameArea in Northeast Gladwin Countyandconsistedofover4200marijuanaplants.Inthepast,wehavedealtwithindividuals, usually from the localcommunity, or occasionally smallgroupsoftwoorthree.Thissituationwasdifferent;theseDrugTraffickingOrganizations,orDTO’s,arehighlyorganized and are supported bya significant organizational infra-structure.Theiroperationsarelarger(plant counts numbering in thethousands), much more organized,andmoredangerous.In2008,sevenDTO grow sites were located inWisconsinandMichigan.

Mexican drug cartels (DTO’s)began establishing these largegrow operations on public landsafter 9/11. In the wake of 9/11,U.S. border security was increasedand this made it more difficultto smuggle their product into thecountry.Tocounterthis, theDTO’sbegan establishing these growingoperations on American soil, closertotheirclientbaseandwithreduced

riskofdetectionattheborder.Thesetypes of operations have been asignificantprobleminWesternstatesfor many years. However, increasedenforcement,andotherfactors,havepushedsomeofthesegroupsEast...toourarea.

The grow operation in Gladwinwasapproximatelyonemilefromthenearestroadortwotrackandwasnotaccessible by vehicle. It consisted oftwomajorplots.Eachplotcontainedapproximately 000-00 plants, along with several smaller plotscontaining another 200-00 plantseach.Theplantswerewellmaintainedand concealed by two work crewsconsistingofsevenillegalaliens.Theplants were not observed during aDomestic Cannabis Eradication/

SuppressionProgram(HEMP)flightapproximatelytwoweeksearlier.

The work crews each containeda “foreman” and 2-3workers. The workers(illegal aliens whospoke little or noEnglish) were pickedup in Chicago orDetroit and told theyweregoing todo“daylabor” on a farm fortwoweeks.Theywerepaid from $20-$00a week. They had noidea were they weregoing or where theywere once they got

there. The workers were enticed bythemoneyandescape, forthem, wasimpossiblebecausetheydidnotknowwhere they were, they had no foodor water beyond their encampment, and they didn’t speak English. The“driver” purchased all their foodandsuppliesonthewaytothegrowoperation and escorted the workerstothesiteandback.Theworkcrewsworkedtwoweekrotationswithnewwork crews and supplies comingeveryotherweek.Theystayedintwodifferent locations, within the growsite, inmakeshifttentsandtarps.Theencampments contained sleepingbags, food, batteries(tochargetheir

The subsequent investigation re-vealedthatthislargescaleoperationwasactuallycontrolledbytheMexicanNationalCartelandhadtiesthroughChicago, Detroit, and Mexico. Thesuspects were charged and recentlyreceivedsentencesfrom-0yearsinfederalprison.InApril2009,Iwasabletoattend

theNationalConferenceoftheU.S.Department of Drug EnforcementAgency Domestic Cannabis Eradi-cation/Suppression Program inSt.Louis,Missouri.Whilethere,Ilearnedthatthesetypesofgrowoperations are common in thewesternandsouthwesternstates,andusuallyconsistofmorethan,000 to 0,000 plants. Thelargertypeoperationsareusuallycontrolled by Mexican Cartelsbecauseoftheirfinancing.Theyare becoming more and more

common and, in the last severalyears, havebeenfoundinWisconsin,Illinois, andbothUpper andLowerMichigan.Californiahasbeendealingwith these typesofgrowoperationsfor years. Their grow operationsare very well planned, concealed, funded, and staffed. They usuallyhave armedguards andbooby trapspreventing thefts and/or movementof the workers. This type of growoperation consistently providesthousands of pounds of marijuanaandarerelativelycheaptofund.Theyare very profitable and sought afterby the large producers of marijuanasuch as the cartels. Michigan isan ideal location due to the manythousand acres of State and Federalland, aswellaslargetractsofminingor timber company land holdings, whichhaveeasyaccesstowaterandrelatively little or novehicle or foottrafficaccess.

Some things to be aware ofare: roadside markings that wouldindicate drop points for supplies. The workers living in the site needtobere-suppliedregularlywithfood,water,cultivationsupplies,etc.Droppoints away from the grow site areoften used and must be marked insome way so the re-supply personcan locate the site. Some typicalmarkings include man made rockcairns, flaggingorbagstiedtotrees, saplingsbentinunnaturalpositions, etc. Other indicators that a growoperation is nearby are occupied orunoccupied vehicles carrying foodsupplies, irrigation lines, machetes, generators or pumps, fertilizer, un-

marked duffle bags or plastic bags, camping equipment (but not nearcampingareas),etc.Usercreatedtrailsleadingintothewoodlinethatappeartobenewlycreatedcouldalsobeanindicator,alongwithvehicletracksinareasthatarenotnormallyfrequentedbyvehicles.Thisisespeciallytrueifitappearsthevehiclehasmadeseveraltrips and various maneuvers in anefforttoleavethearea.

California law enforcement, U.S.,FederalForestService,andtheDEAhave designated major resourcesandequipmentincludingspecificair-craft,surveillanceequipment,specialarrestteams,andavarietyofspecialequipment, to combat these largegrow operations. BAYANET alsohas many resources and equipment, probably unknown to many of you, which is available to use in thesetypes of grow operations.Troopers, deputies, andconservationsofficers,at smaller posts with large tracts oflands, are invaluable resources indetectingthistypeofgrowoperation. However, you should not attemptto go into these grow operationsalone, orinsmallnumbers.Exercisecautionbasedontheintelligencethatthecartelsaretellingtheirpeopleto

The Thin “GREEN” Line

Tpr. Alan BurkeAlpena Post #74

101st Recruit School

I just read the latest Trooper issueand Sgt. Lewis’ letter, “The ThinGreen Line”. I will be straight upfront.Ididnotvotetotakefurloughdays.Ididnotdothisforthemoneyorgreedassomemaythink.Ididitout of principle and because it waswrong.Tothoseeffectedbylayoffs,Iamsorrythattheleadersofthisstatedonotviewyour jobsas important.

First and foremost, troopers didnot vote to layoff troopers. Thisdecision was made by the governorof this state and its law makers. Both of which seem to either lackthe understanding of what the role

of the Michigan State Police is ordonotviewus as apriority in stategovernment. Maybe even both. Bytheir lack of having the courage toprotectthecitizensofthisstate, theyshiftedtheblameofthestatepolicebudget from themselves, right ontothebacksofthemenandwomenofthisdepartment.

Furloughdaysdonotbalancebud-gets.Reducinggovernmentspendingbalances budgets. Placing a priorityonwhatisinthebestinterestofthecitizens should come first, and thebest interestof thecitizens ispublicsafety.

One of the many problems withforcing“trooperstosavetroopers”isthatittakesanyresponsibilityoffofthetrueresponsibleparty, andshiftsittoanotherwhoisthenplacedinalosing situation. Ifind it very ironicthat out of a business of some fiftythousandworkers(stategovernment),alion’sshareofthelayoffscamefromnot only one of the smallest statedepartments,buttheverydepartmentthatisthesafetynetofthecitizensofthestateofMichigan.Doesthisstrikeanyoneelseaspeculiar?Letmeadd,adepartmentthathasspentmillionstotraintheseindividuals.Howmanyotherstatedepartmentworkershave

this training? Are you going to layTHEMoff?Maybeotherscanaffordapaycut.IcantellyouthatforalotofyoungertroopersIworkwith, this“little furlough”wasnot so little. Itwas a mortgage payment, paymentsonachild’sbraces, acarpaymentandthe listgoeson. Iwas toldbymanythattheycouldnotaffordit.Greed?Theymayaswellcutacheckbacktothe stateofMichigan for $,00.00.I do not know many single familyincomesthatcanaffordit.

This layoff was about using theMSPinapoliticalcircus.Ordidthegovernormisreadus?Orevenworse, did government use the MichiganState Police in a political stunt toforce a tax increase on its citizens?Either way, the entire situation isa very sad commentary, not on theMSP,butontheelectedofficialsthatwevotedintooffice.

In closing, let me say this, if thestatedidnothavethemoneytofund00 troopers on the state payroll, they never should have hired them.Iftheyweresoquicktobailouttheincompetence of the Detroit CrimeLab, they should have found analternative way to fund it, withoutgivingwalkingpaperstotroopers.■

ThisismyfirstlettertotheMichiganTrooper magazine after serving over22years.WhatsparkedmydesiretotakesometimeandrespondwasSgt.David Stokes’ letter. I understandeveryonehasanopinionandIwanttoaddmine.

It is true that this is adangerousoccupation and a college educationcould allow you to perform or gainother employment. I am in favorofeducation, but not at the exclusionorminimizingotherlifeexperiences,i.e.militaryservice.Sgt.Stokesstates“in many instances, they (seekingcollegecredits)workedharderbecauseafter they took off their uniform, they picked up a book bag and satin a class for an additional three tofourhoursaday.”Icanstatethatusmilitaryveteransworkedveryhardinourtermofservice.NoticeIdidnotmakea‘blanket’statementofcollegeover the military because I do notbelievethatoneworksharderthantheother. It depends on the individual.

ItakeoffensetoSgt.Stokes’state-ment, many worked harder when itseems readily apparent that he didonlyone (college) anddidnot servein the U.S. military. Therefore, heapparentlyhasnoideahowhardourmilitaryworks. I couldgoon abouthours, training, uprooting families, danger, etc. I won’t because mymilitary brethren understand andsomewhohaven’tservedwon’t.

MOS (military occupational spe-cialty) training is on par with anycollegecoursesthatexist.Thisisnotjustmyopinion, itisbackedbystronginformational studies. Sgt. Stokesis correct that “in some cases, theeducationalpursuitisatleasttwiceaslong.”Myopinionisthatthemilitaryveterandoesnothave the luxuryoftakingtwiceaslongasthepursuitofcollegeeducation.Militarytrainingisaccelerated to a great degree, I feel, whichgreatlybenefitstheMSP!Whyyoumayask?Timemanagementisatraitrequiredtobesuccessful.Someofthelongestmilitarytrainingtakesjust over a year. I am unaware ofany one year degrees, and I will letyou form your own opinions as towhy timemanagement is important.Thereisalsootherrequiredmilitarytrainingthroughoutamilitarycareerthat makes a military veteran workhard.

Sgt. Stokes states that “militaryexperience provides the optionto retire early, even though thedepartment has no basic affinityto the military.” I don’t know whathistory he was taught, but I reallydisagreewithhisopinion, alongwiththe question “what makes military

experience before enlisting in thedepartmentsospecialthatthetypicaltroophastoservetwenty-fiveyears.”My experience is that the typicalRecruit School Commander is amilitaryveteran!

Sgt. Stokes again makes, in myopinion, a ‘blanket statement’: “isthere really that much differencebetweenhowatroopfromoneposthandlesaC.S.C.complaintcomparedto another troop from a differentpost?Absolutelynot!”Well,Istrong-ly disagree. I see big differences inhowcriminalcomplaintsarehandledfrompost topost. Idonotwant tomake any egregious statements ontraffic post versus complaint posts, but experience in the task at handmakesagreatdifference.

If I misunderstood the intendedmeaning of his letter, then I apolo-gize.ItismyopinionthatSgt.Stokesminimizesmilitaryserviceevenaftermaking the statement that he hasno intentofdoing so. Ihope that Ididn’tmakeany ‘blanketstatements’minimizing college education. Ifeel that military service shouldbe absolutely equal to any collegeeducation, and have direct knowl-edgeofatleastoneaspect–militaryservice. I also offer the opinion ofmysonwhohasaBachelor’sdegree. He is currently serving, and states,“Dad,IcantellyoutheArmyisalotharderthancollege!”Thisisjustoneopinion. I realize that Ihave strongfeelings toward military service andthishascausedme to takeumbragetoSgt.Stokes’letter.

Making the News ...Cops Help Dream Up High-Tech Police Car

By Jim Kavanagh

ATLANTA, Georgia (CNN) –Imagine the Batmobile busting badguys inBismarck,NorthDakota,or“Knight Rider’s” KITT corrallingcriminalsonthePennsylvaniaTurn-pike.

CarbonMotorsCorp.’snewhigh-tech cop car prototype might notbe quite up to superhero specs, butsomepolicesayitcouldbeawelcomeadditiontotheirarsenal.

The result is a futuristicprowlerwitha00-horsepowerclean diesel engine, flashinglights visible from all angles,an ergonomic cockpit, anonboard computer with voicecommand and instant licenseplate recognition, integratedshotgunmounts, andmore.Weaponsof mass destruction detectors areavailableasanoption–seriously.

“The E7 was designed by copsfor cops, breaking the tradition ofrecruiting family sedans into theforce,” Company Co-founder StacyDeanStephenssaid.

“The current vehicles that they(police departments) use weredesigned for driving around, goingto the grocery store, taking kids toschool – things like that,” Stephenssaid.
