REPORT AT A GLANCE
Being very popularly known as “Litchi City“
not only in the country but also overseas and
for being the ancient land of first Republic of
the world, that is Litchivi, Micro, Small &
Medium Enterprises Development Institute,
Muzaffarpur, has been providing promotional and
techno-managerial consultancy services to the
existing and prospective entrepreneurs of North
Bihar, over years and takes all possible care to
give impetus to the pace of multi dimensional
industrialization and also boost service sector
in the region of North Bihar, which is an
industrially most backward area on the map of
industrial growth of the country.
The jurisdiction of this Institute is spread
over 21 districts out of 38 districts of Bihar
state, particularly the northern part of the
Gangetic plain of the state and hence most part
of the land of North Bihar runs along the rivers
and provides fertile land for perceptible
agricultural activities.
The industrial scenario of North Bihar is
characterized by the incipient sickness in the
micro, small and medium enterprises, erratic
power supply to the MSME units and closure of
these units in more and more numbers and also
insufficient financial support to the existing
and upcoming MSME units both in manufacturing
and service sector. Hence, the total industrial
scenario proves to be more or less very gloomy
and disheartening to the promote`
Being power starved and having poor
infrastructural facilities, the area seems to
have dismal scope for growth of modern micro,
small and medium enterprises with sophisticated

ANNUAL REPORT technology, but the fact is that once better
infrastructural facilities in the present
prospective come into being, the area may be one
of the most suitable field for agro-based
industries. However, in recent year the
situation of law and order and improvement in
infrastructural facilities day by day is leading
towards increase in the industrial growth rate.
There is a wide scope of food processing
industries because the area being rich in
agricultural, horticultural and floricultural
produces, Also, are is having rich bio-diversity
and gives ample scope for industrial
exploitation of herbal, medicinal and aromatic
products. There is greater potential in area to
complete globally in manufacture as well as
service sector, the only thing require is to
facilitate basic need like electricity and
research and training.
Baring a few pockets like Hazipur,
Muzaffarpur etc. most parts of the area of North
Bihar falling with the jurisdiction of this
Institute, remain under flood as a result of
which the activities and function of this
Institute faces a number of problems like
transportation, man-powers, electricity and
financial paucity etc. Infrastructural
facilities in extreme Northern of the North
Bihar region is very poor which practically does
not allow rapid and sustainable growth of
manufacturing and service sectors, as such
impeding pace of industrialization as a whole,
due water logging problems on account of water
regularly let to come into this region from
neighboring country, particularly, Nepal.

As could be seen from the above, most of the
sanctioned posts of officers for this Institute
are lying vacant, and as such the Institute has
been a chronic sufferer on account of scarcity
of technical office` Same is the position on the
side of ministerial staffs. Given in the present
adverse circumstances, the Institute had to
strive to deliver its best to achieve assigned
targets under Core-Programme. However the
Institute is delivering better result
comparatively with last years. The Institute has
completed all most all targets assigned by
office of the Development Commissioner (MSME),
New Delhi.
With a little bit of change now taking place
in the industrial scenario, the dissipation
prevailing in the state government, particularly
in the departments like DICs, BIADA, engaged in
the promotion of micro, small and medium
enterprises, most of them are facing acute
scarcity of staff, vehicle and funds, which
entails upon the proper coordination of the
process of industrialization. They are bound to
take up routine work and centrally sponsored
schemes are not properly implemented. In some of
the cases, newly created districts have no DICs
of their own and are hence compelled to be
looked after as an extra burden in a very step-
motherly fashion.

With the above constraints, the Institute
has very relentlessly braved the situation that
encountered us in achieving the targets assigned
under year 2011-12 and the same is noted under
the following para/sub heads.
During the year under report the Micro Small
& Medium Enterprises Development Institute,
Muzaffarpur provided technical and managerial
assistance to the existing and prospective
entrepreneurs of this region, which can be seen
from the following break-up:
1778 Nos. of entrepreneurs assisted
by officers of MSME-DI, Muzaffarpur
at MSME-DI, Muzaffarpur and at their
premises.
No target has been assigned to this office.
As assigned, one number of District
Industrial Potential Survey of Khagaria district
has been conducted and report compilation is
under preparation by the officer of this
Institute.

As per the target assigned by DC [MSME], New
Delhi to this Institute for preparing/updating
project profiles, the officers of this Institute
in Metallurgy and Mechanical Division has
prepared and updated the following project
profiles.

The officer of this institute have prepared
project reports of different units like packaged
drinking water, mashala udyog, dairy product,
Ayurvedic product ,under PMEGP & other Schemes
earning revenue of ` 25000/-. Some entrepreneurs
are implementing the project on ground and are
on the way to establish the unit with the
technical and managerial consultancy of the
institute.

There was no target on ISO-9000/14000
assigned to this Institute during the year
2011-12 However, this office disseminated
information related to obtaining ISO
certification and details about the ISO
reimbursement scheme to the existing
entrepreneurs in the office premises and to the
participants during the EDP & ESDP training
programmes.

No target on Energy Conservation was
assigned to Micro, Small & Medium Development
Institute, Muzaffarpur for the year
2011-12. However, information related to energy
conservation has been disseminated to the
participants during the IMCs, EDPs, ESDPs and
other training programmes
This Office was not assigned any task to
organize any Awareness Programme on Waste
Minimization and Cleaner Production Technology
for the year 2011-12. However information
related management of waste minimization
involved in the enterprise has been disseminated
during the training programmes.
This office could not organized any SDP
under workshop during the year 2011-12 due to
non-availability of suitable candidates as this
area lacks in the field of industry.

There is a Common Facility workshop in the
Mechanical Section, attached to this Institute,
which is supplemented with equipments and
machines to cater to the needs of MSME units of
the area on a subsidized rate for job
preparation by providing common service
facilities. During the year 2011-12 workshops
provided services and earned revenue of 5,730/-
only.
Under this head ,Out of 10 component of NMCP ,
assignment has been received from the O/o
DC(MSME) New Delhi,as under:-
(1) TEQUP:-One number of awareness programme on product certification has been
organized at Muzaffarpur on 28.09.11 as
per the sanction order
no.41(1)/NMCP/TEQUP/FR/IST/2010/1099DATED
05.04.11 OF THE O/o DC(MSME) NEW DELHI in
which Director BIS has detailed the
process of obtaining product certification
and related schemes of reimbursement.
(2) QMS/QTT:-Two no. of workshop has been
organized, as per the assignment of the
DC(MSME) sanction order
no.41(1)/NMCP/QMS/QTT/FR3rd/2011/
DATED29.09.11,one AT Hazipur on 31.01.12
and another at Muzaffarpur on 24.02.12 in
which representative of NPC & Director BIS
has detailed the quality management
schemes & quality technological tools.

This office has not received any assignment
related to the programme however, NGO’s,
Individuals and Association has been
disseminated the related information under
TREADS. A few applications has been received in
this office but, no application of the NGOs was
found eligible to be sent to the headquarters
for consideration.
In fact no target in relation to one-day
awareness programme on Biotechnology was
assigned to this institute but this Institute
was assigned to organize a six-week ESDP
programme on Biotechnology during the year
2011-12. This Institute organized the assigned
programme from 24.11.11 to 29.12.11 at Saraiya
Muzaffarpur in which 25 nos. of candidates has
been trained against the sanction order no.

Muzaffarpur and on 04.01.12 at Darbhanga
against the sanction of DC(MSME), New Delhi vide

Assistance to DIC :
The Institute provided necessary
guidance and support assistance to the
DICs in the area of clarification on
industrial policy. DICs were provided
guidance and support in implementation of
the PMEGP scheme and motivational PMEGP
target groups. Officers of this Institute
attended most of task force committee
meetings and helped DICs in selection of
PMEGP beneficiaries. The officers of this
Institute took keen interest in
delivering talks to PMEGP training
programme thus established a link between
EDP trainees for consideration as PMEGP
beneficiaries.
The officers of this Institute
maintained active coordination with the
Director of Industries, Patna and
participated in the policy and strategy
formulation whenever needed.
ATTENDING THE MEETING /SEMINARS BY MSME-
DI OFFICERS :
1. The Director MSME-DI, Muzaffarpur met
Principal Secretary and Commissioner of
Industries Government of Bihar in
connection with allotment of land for
CFC for Litchi Cluster.
2. The Director met with the Director BIS Patna regarding TEQUP under NMCP
Scheme.

month under report attended Sr Officer’s meet–cum-
workshop at NIESBUD, Noida, organized by office of the
Development Commissioner (MSME), New Delhi on from
01.06.2011 to 02.06.2011.
4. Sh. Pradeep Kumar, Director of this Institute called on
DDC, Muzaffarpur Mr. S.Singh, IAS and apprised him of
NMCP and other activities of the department on 28.06.2011.
The Director also visited to SSP Muzaffarpur in connection
with industrial growth and general law order condition of
Muzaffarpur.
5. During the month under report Shri Pradeep Kumar,
Director of this Institute met ICT a NGO and hold
conference on the subject City Mgf. Planning through
Industrial Development in the office premises on
29.06.2011.
6. Director of this Institue visited to DM Madhepura in
connection with NMCP in the month of July,2011.
7. Director of this Institute visited Industrial Area
Hazipur and met Managing Director , BIADA in
connection with NMCP and also PCC meeting in the
month of July 2011.
8. Director of this Institute attended innovative cluster
meeting at headquarters in the month of Aughust 2011.
9. Director of attended and presided over 3rd National
Level Trade Fair organized by RACE, New Delhi in the
month of November 2011 at Muzaffarpur.
10. Director of this Institute visited Taipai Tiawan in
connection with study meeting on Knowledge
management of cluster in Asia in the month of
December 2011sponsored by NPC.
11. Director of this Institute called on Director (Revenue
and Land Reforms) Government of Bihar in the month
of January 2012 in connection with Litchi Cluster.
12. Director of this Institute alongwith officers of this
Institute attended a one day seminar on finance literacy
