Florida Government – How is it structured, how does it work, and how do I get involved?

A. Goals Provide Class XXIV with an overview of the structure of local, county, state, and

federal government in Florida. Provide an overview of the 2020 election cycle processes – from a non-political

Chief Pete DiMariaChief DiMaria was 11 years old when the fire service entered his life. Unfortunately, his family needed the fire service, as his childhood home burned. The house fire claimed the lives of his mother, brother, sister and grandfather. This tragedy instilled the deep passion for the fire service, fire safety and service to community. Chief DiMaria jumped at the first opportunity to become a firefighter in 1988 and applied for the Broward Fire Academy.

In 1989, Chief DiMaria was hired by the City of Naples Fire-Rescue Department and has promoted up through the ranks with the City of

Naples Fire-Rescue Department serving as a Firefighter, Driver Engineer, Lieutenant, Battalion Chief and Fire Chief. He is a State Certified Firefighter, Emergency Medical Technician, Fire Service Instructor and Urban Search and Rescue Technician.

Chief DiMaria worked to implement Hazardous Materials, Technical Rescue and Dive Rescue Teams for the City of Naples. Chief DiMaria has extensive knowledge and experience in emergency management, and disaster preparedness and response.

He served as the Chairman for the Health and Wellness Team and worked to develop the first fitness and wellness program for the City’s firefighters. Chief DiMaria has served on the Firefighter’s Pension Board as both a trustee and chairman. He serves on the Board of Directors of the NCH Safe and Healthy Children’s Coalition of Collier; he is Vice President of the Collier County Fire and EMS Chief’s Association and was awarded the Distinguished Public Service Award for his actions at a multi-alarm fire.

Since being promoted to Fire Chief, Chief DiMaria worked to improve the City of Naples Public Protection Classification to an ISO Class 1. Less than 1% nationally achieve this PPC rating. He worked to complete a 5-year strategic plan, achieved the recommendations of a fire master plan and led the Fire-Rescue Department through a 9.5-million-dollar Fire Administration / Fire Station / Emergency Operations Center (EOC) construction project.

Chief DiMaria is a Fire-Rescue professional with over 30 years of diverse experience in all phases of an ISO Class 1 Fire-Rescue Department. He is committed and dedicated to the City of Naples and Naples Community.

Associations / Organizations:Chief DiMaria is currently a member of the International Association of Fire Chiefs, the Florida Fire Chiefs Association, Vice President of the Collier County Fire Chiefs Association, the International Association of Firefighters and serves on the Board of Directors of the NCH Safe and Healthy Children’s Coalition of Collier . He has been the Chairperson of the Firefighter’s Pension Board Trustee since 2006.

Previously, Chief DiMaria served as President of the International Association of Firefighters Local 2174, he was also on the Management Negotiating Team, the Chairperson to the Labor Negotiating Team, a member and Chairperson to the Health and Safety Committee, Liaison of the Labor Management Committee, Chairperson for MDA Fundraising, a participant in the Firefighter Combat Challenge and part of the Labor Negotiating Team.

Jennifer J. EdwardsOriginally from Kentucky, Jennifer earned her Bachelor’s from the University of Kentucky and her Masters from Eastern Kentucky University. Jennifer has served as the Supervisor of Elections since 2000 and prior to that, held several key positions during her 13-year tenure with the Collier County Manager’s Agency including Budget Analyst, Assistant to the County Manager and Human Resources Director.

Jennifer is a State Certified Supervisor of Elections and was awarded her Master Florida Certified Elections Professional (MFCEP) designation from the Florida State Association of

Supervisors of Elections (FSE), as well as a Certified Elections Registration Administrator (CERA) designation from the Elections Center. Jennifer was also awarded a Chancellors Certificate in Public Administration from the International Association of Government Officials (iGO). Jennifer has served as the Treasurer, Secretary, President Elect, President, and Past President of the Florida State Association of Supervisors of Elections (FSE). Jennifer is a graduate of the Leadership Collier and the Leadership Marco program. Jennifer is currently a member of the Leadership Collier Foundation Advisory Board, League of Women Voters, and Marco Kiwanis.

David J. FeightA native of Bethlehem, Pennsylvania, David moved to Naples with his wife Jeanne in 1998. He retired to the community after an extensive career with Armstrong World Industries, a Fortune 250 company, with senior management positions in sales, marketing, finance and corporate development. David earned a Bachelor’s degree in Marketing from Penn State University. Locally, he is a board member on the City of Naples Planning Advisory Board and the Gulf Shore Association of Condominiums. David previously served as a board member of the Park Shore Association from 2007

to 2013, including holding the positions of President and Treasurer

Jerry GodshawJerry Godshaw is a retired economist specializing in taxation, economics and public policy. He began his career as an economist for the government. Prior to becoming a partner at Arthur Andersen and then Deloitte, he was responsible for long term Forecasting at Wharton Econometrics as well as Director of Policy Analysis. Jerry has published a variety of research papers and reports, and was a frequent speaker to business executives and at professional conferences. Jerry has also appeared as an expert witness on taxation before the U.S. Congress and state legislatures, and in court in a litigation support role. He was also

named one of the world’s leading transfer pricing advisors by the International Tax Review and retired as a Principal and economist from Deloitte Tax LLP's Washington National Tax Office.

Since retiring, he continues to do some independent consulting and has become involved in the following civic and volunteer organizations in Naples.

Jeff LytleJeff Lytle retired in 2014 after 35 years at the Naples Daily News. He served as editorial page editor and TV host for the last 25 of those years. He now freelances for three local magazines and volunteers with the Community Foundation of Collier County, the identity theft task force and other organizations. He and wife Susan now live at Palmira Golf & Country Club in Bonita.

Patrick H. NealePatrick is an attorney, civil mediator and arbitrator who practices law in the areas of business law, land use, contractor, real estate, zoning, governmental and administrative, foreclosure prevention and defense, and bankruptcy. Patrick Neale & Associates specializes in an integrated approach to the solution of clients’ problems. He is an adjunct faculty member at Florida Gulf Coast University in the Resort and Hospitality Management Department,

He is currently on the Board of Directors of the Collier County Bar Association, Avow Hospice, Culinary and Hospitality Education Foundation (CHEF), Business 100 Advisory Board of Collier Child Care Resources and is a member of the Legal Aid Service of Collier County Fund Raising Committee.

He has been an officer and/or board member of the following organizations: Naples Pathways Coalition, Marco Island Area Chamber of Commerce and its Governmental Affairs Committee, Greater Naples Chamber of Commerce, United Way of Collier County, Youth Haven, Marco Island YMCA, Foreclosure Task Force, Leadership Collier and more. He received the Community Leader of the Year from the Marco Island YMCA in 2002, Lifetime Achievement Award from the Marco Island Area Chamber of Commerce in 2007, Collier County Women’s Bar Association Special Recognition Award for service on the Foreclosure Task Force in 2009, Legal Aid Attorney of the Month award for February 2010 and November 2011, Legal Aid Leadership Award 2012, Education Foundation Man of Distinction 2010, Leadership Collier Foundation Distinguished Alumni Award in 2014, named to Naples News’ 25 Over 50 in 2016 and Legal Aid Lawyer of the year for 2017.

Pat is the president and owner of Lucera, Inc., a distribution, marketing and consulting firm. Lucera was founded in 1987 and focuses on the plastics, chemical and specialty petroleum products markets. Lucera provides consulting services in international marketing, technology transfer, plant design, organization and training for companies. He is also managing partner of KC America, LLC, an international plastics distribution company. During the period he was actively operating these companies, he traveled to Russia over forty times and China over fifteen times.

Patrick is a graduate of the University of Miami with a BS in Chemistry and the University of Miami School of Law. He and his wife, Karen Klukiewicz, live in Naples.

Sandy ParkerSandy Parker is the founder and publisher of Sparker's Soapbox, a nonpartisan blog, website and e-newsletter through which she facilitates and encourages informed voting and civic participation in Collier County. Prior to moving to Florida from New Jersey in 2003, Sandy held executive positions with several Fortune 500 companies during a 26-year corporate career, most recently as Vice President – Treasury and Investor Relations with the Dun & Bradstreet Corporation.

She received a BA with highest honors and honors in American Studies from Douglass College in New Brunswick, NJ, where she was elected to Phi Beta Kappa, and has an MBA from the Wharton School at the University of Pennsylvania.

Chief Tom WeschlerChief Weschler was appointed as the Naples Police Chief in October of 2008.

Prior to his appointment as Police Chief, he served for 30 years with the Miami Beach Police Department and retired as a Major in 2007.

Chief Weschler holds a Bachelor of Science degree in Criminal Justice from Florida International University, and he is a graduate of the University of Louisville Southern Police Institute Command Officers Development Program.

He is a member of the International Association of Chiefs of Police, Florida Police Chiefs Association and the Southwest Florida Police Chiefs Association. He is a Co-Chair of the Florida Department of Law Enforcement Regional Drug Strike Force addressing the illegal distribution of pharmaceutical drugs, a Board of Director member for the Shelter of Abused Women and Children, and a graduate of the Leadership Collier class of 2011.

Turn west onto Corporate Flight Drive from Airport Road Travel down Corporate Flight- past the recycling center- to Patriot Way Turn left (south) on Patriot Way At the stop sign, turn right (west) back on to Corporate Flight Drive Facility is well marked on the left Look for GNL event signs

Special notes: Although the facility address is 250 Patriot Way, the building access is off Corporate Flight Drive- this can cause some confusion!

The facility is a secure area with gate access. We will have someone at the gate letting you in. If you arrive super early (more than 30 mins early), there may not be someone at the gate yet.
