should, we must also be alert to the equal and opposite

danger that public policy could itself become the captive of a

scientific-technological elite.

Covert actions are counterproductive and damaging to

the national interest of the United States. They are inimical

to the operation of an effective national intelligence system,

and corruptive of civil liberties, including the functioning of

the judiciary and a free press. Most importantly, they

contradict the principles of democracy, national self-

determination and international law to which the UnitedStates is publicly committed.

Whither the KGB?

In February 1974, Georgetown Universitys Cen-

ter for Strategic and International Studies (CSIS)

hosted discussions on the plight of dissenters in the

Soviet Union, and on the means by which the U.S.

Government might most effectively intervene. High-

lights of these discussions are reported in Under-

standing the Solzhenitzyn Affair: Dissent and its

Control in the USSR (CSIS, 1974).

KGB strategies were addressed in some detail

during these discussions. It was noted that the

KGBs success depended on the extensive use of

informant networks and agents provocateurs; and,

following Brezhnevs rise to power, on the use ofdrugs and psychiatrists for further purposes of ma-

nipulation and control. Shadowing, bugging,

slandering, blacklisting and other related tactics were

also cited as serving KGB purposes. Participants in

the conference agreed that the KGBs obvious intent

was to divide and isolate the populace, to spread

fear, and to silence dissenters.

Agencies of our own government are on recordas having employed precisely these same tactics on arecurrent basis. The Church and Rockefeller Com-mittee Hearings in the mid-1970s purportedly put

an end to these practices. Based on recent develop-ments, it would appear that the CIAs and FBIs Op-erations MKULTRA, MHCHAOS and COINTEL-PRO (the focus of these Senate Committee andVice-Presidential-level Hearings) were insteadmerely driven underground. We are now in contact

with a total of 25* individuals, scattered throughoutthe United States, who firmly believe they are beingharassed by agencies of the U.S. Government. Oth-ers have been brought to our attention whom we willbe contacting in the future. The majority of these

individuals claim that their harassment and surveil-lance began in 1989.The methods reportedly employed in these har-

assment campaigns bear a striking resemblance tothose attributed to the CIA and FBI during Opera-tions MKULTRA, MHCHAOS and COINTELPRO.The only difference now is that electronic harass-ment and experimentation also appear to be (moreblatantly) involved.

The Berlin Wall is down, Communism is in themidst of a death rattle, and the KGB no longer posesthe threat which purportedly served to justify theU.S. Governments resort to such operations asMKULTRA, MHCHAOS and COINTELPRO. TheKGB, since 1989, has been reduced to an increas-ingly distant memory.

Reactivation of surveillance/harassment/mind-

control operations in this country suggests that theKGB, as an institution, was never the real threat. AKGB mentality, with its underlying pragmaticcontempt for civil liberties, appears, instead, to havebeen the driving force behind MKULTRA,MHCHAOS and COINTELPRO, and the operationsnow being reported to us.

The KGB mentality is a matter of personal

predilection, not ideology. Its objective is power and

control, regardless of human cost. It is a corrupting,

cancerous influence, which feeds on fear, conformity

and government funding.Four months ago, when this Project commenced,

we approached these complaints of government har-

assment and experimentation with an admitted high

degree of caution. We are no longer skeptical. The

growing numbers of independent complaints and the

similarities between those complaints cannot be ig-

nored. Under the circumstances, the KGB should be

proud of itself. As a mentality, the KGB appears to

be accomplishing more in burying this country

from within, than it could ever have hoped to haveachieved as an institution. It would appear that this

country has a serious problem on its hands which

needs to be resolved.Part I of this report, which is reprinted from the

June-July 1992 edition of the Associations publica-tion, Unclassified, preliminarily addresses the com-plaints brought to our attention as of July 1992. Ourobjective, as noted, was to weigh the legitimacy ofthose complaints in terms of the directed-energytechnologies reportedly involved. Part II discussesthe overt and covert patterns of harassment identifiedas a result of our investigations, to date. A part of

our objective, here, is to limit the success of suchoperations in the future, by according them wide-spread publicity.

In Part II, we do not identify individuals byname, both to honor their privacy and because ourinvestigations have not been completed. Part II, likePart I, is a preliminary finding. Our focus is on thesimilarities of the complaints being receivedsimilarities which Federal and State legislators, thecourts, the FBI, local law enforcement agencies, themedical and psychiatric professions, and organiza-

tions such as the ACLU and Amnesty Internationalhave so far chosen to ignore.

We frankly find it curious that more attentionand credibility is being accorded purported victimsof UFO experiences and spectral visitations, than topersons who complain of systematic harassment andexperimentation by the U.S. Government, involvingtechnologies which the U.S. Government is onlynow grudgingly admitting to possess. These com-plaints require investigation. In due course (and pro-vided financial support is obtained), we hope to be

able to acquire the technology and supportive medi-cal expertise to substantiate the claims being made.We also hope to alter the institutional mindset thatU.S. Intelligence can be trusted. History, repeatedly,has proven otherwise.

PART I - THE PROBLEM SURFACES[Reprinted from the June-July 1992 edition of UNCLASSIFIED (Vol. IV, No. 3),

The August-September 1991 issue ofUNCLAS-SIFIED reviewed Hamline Universitys Public Ad-ministration report on the resolution of MKULTRAcases in 1988. Although the shocking details of

medical ethics abuses by the U.S. and Canadiangovernments were amply detailed, Washington andOttawaciting national security and governmentprivilegestalled for so long that the cases nevercame to trial. The surviving victims settled for a pit-tance in an out-of-court settlement.

Since no individuals or agencies were held le-gally accountable, the door was left open for possi-ble resumption of similar mind-control activities.

In the context of that article, we mentionedbriefly that some half-dozen people had contacted us

with appeals for assistance in ending what they be-lieve to be electronic harassment and mind-controlexperimentation, possibly involving the CIA. Wedecided to take a closer look at this situation.

We are now in touch with approximately a dozenindividuals located throughout the United States whoappear to be targets of harassment and mind-controlexperimentation involving directed-energy technolo-gies. [By mid-November 1992, that number had in-creased to 25.]

Typically, persons who complain of being

zapped by radio waves and of hearing voices arestigmatized as psychotic, delusional or schizo-phrenic. Being mindful of this, as well as aware ofthe treatment accorded UFO and psychic phenomenafreaks, we approach this subject with a high de-gree of caution. Based on our preliminary investiga-tion, including interviews with the affected individu-als, we conclude that the matter is serious and shouldbe pursued further.

The Existing Directed-Energy Arsenal

Our first step was to determine what, if any tech-nology exists which might be used for electronicharassment. That information was found in a whitepaper published in 1991 by the U.S. Global Strat-egy Councila Washington-based organization, un-der the chairmanship of Ray Cline, former DeputyDirector of the CIA, who maintains very close tieswith the U.S. Intelligence community. The whitepaper describes the foreign and domestic uses fore-seen for laser weapons, isotropic radiators, infra-sound, non-nuclear electromagnetic pulse genera-tors, and high-power microwave emitters.

The term, non-lethal, used to describe thistechnology is misleading. The energy emitted fromall of these weapons can kill when appropriatelyamplified. At lower levels of amplification, they cancause extreme forms of physical discomfort and de-bilitation.

The Department of Army (DA) identifies thesesame weapons as non-conventional. They were soidentified in an exhibit at a DA-sponsored sympo-sium on The Soldier As A System, in Crystal City,VA, on June 30, 1992. Beta wave incapacitatorswere separately mentioned during the symposium as

being of particular interest to the U.S. Marine Corps.We discussed these non-conventional directed-

energy weapons with Mr. Vernon Shisler, managerof the exhibit and the Armys delegate to NATO inmatters pertaining to The Soldier As A System.Mr. Shisler acknowledged not only that directed-energy weapons are in DoDs arsenal, but also thatthe American soldier will remain vulnerable to theireffects, should they be employed in the battlefield.

The U.S. Global Strategy Council recognizes theissue of vulnerability, as well, and urges ongoingresearch into effective countermeasures.

Bioeffects of Microwave Radiation

Research into the biological and psychological

effects of exposure to microwave radiation is volu-minous. The U.S. public has been led to believe thatthe former Soviet Union leads in this research. Thefact is, the CIA and DoD [Department of Defense]have jointly pursued precisely the same researchsince commencement of Project Pandora in the1950s. The current primary users of this researchappear to be the CIA, DoD, the National SecurityAgency (NSA) and the Department of Energy(DoE).

The Walter Reed Army Institute of Research

(WRAIR) has participated in this research since Pro- ject Pandora. In 1973, WRAIR discovered that ex-ternally-induced auditory input could be achieved bymeans of pulsed microwave audiograms, or analogsof spoken words sounds. The effect on the receivingend is the (schizophrenic) sensation of hearingvoices which are not part of the recipients ownthought processes.

The experiment prompted the following com-ment in The Body Electric: Electromagnetism andthe Foundation of Life, by Robert O. Becker, M.D.,

and Gary Selden (Wm. Morrow & Company, NY,1985): Such a device has obvious applications incovert operations designed to drive a target crazywith voices or deliver undetectable instructions to aprogrammed assassin.

This research has continued, and the results arepublished in various publicly available scientific andtechnical journals. Interested readers might consult,for example: Lin, James C., Electromagnetic Inter-action With Biological Systems (Plenum Press, NY,

1989). Professor Lin, then with the Department ofBioengineering, University of Illinois, Chicago, haspublished a number of books and articles on thissubject. [He has more recently informed us that hehad designed the experiment referenced above in Dr.Beckers book.]

WRAIR has more recently been studying thebiological effects of exposure to high-power micro-

wave radiation. WRAIR presented a paper on thissubject to a DoD-sponsored symposium on MW[microwave] Weapons at the Naval PostgraduateSchool in Monterey, CA, in mid-1989.

A matter of interest to us is why WRAIR shouldbe experimenting with auditory effects of pulsed mi-crowave audiograms. Also, recent statements by anArmy psychiatrist assigned to the Walter Reed ArmyMedical Center (WRAMC) suggest that WRAIRmay be experimenting upon select psychiatric inpa-tients with microwaves. This, too, is a matter of in-

terest to us.

Congressional Oversight

The Governments past record of abuses in thearea of civil rights is well documented. Within thepast 30 years alone, we have witnessed the effects ofOperations MKULTRA, MHCHAOS and COIN-TELPRO.

Primarily because of MKULTRA, MHCHAOSand COINTELPRO, Executive Orders and imple-

menting regulations were published which prohib-ited military and CIA domestic covert intelligenceoperations. Experiments on involuntary human sub- jects, and the surveillance of/collection of personalinformation on U.S. citizens, except under strictlyregulated conditions were also prohibited.

Congressional committees were created to over-see compliance with these (quasi-) legal prohibi-tions. We have evidence that this is not being done.Moreover, where there are laws and, in this case, nolaws enacted, there are loopholes, as well as individ-

ual and institutions who deliberately capitalize uponthe existence of loopholes. Iran-Contra is one of themore blatant recent examples. Loopholes are alsofound in government resort to black intelligenceand weapons programs, in the use of contractors, andin the absence of clear definitions of such terms asnational security and national security risk.

Executive Orders and regulations which cur-rently limit official U.S. Intelligence activities do notextend to non-intelligence government agencies or to

their contractors. In fact, Executive Order 12333specifies that government contractors do not need toknow that their services support U.S. Intelligenceobjectives.

In its report of July 8, 1992, the Senate Sub-committee on Oversight of Government Manage-ment addresses the problem of tracking fundsgranted to government-contracted research and de-

velopment (R&D) centers. The report notes that theproblem is compounded by DoDs penchant for cre-ating hard-to-monitor shell contractors as dis-bursement centers for funding programs.

Neither shell contractors nor their subcontractorsare directly accountable to Congress. Being beyondCongressional oversight, they have the license tooperate as Government surrogates in intelligence

operations about which, officially they know noth-ing.

In this context, a publication disseminated at

DAs The Soldier As A System symposium noted

that the Armys Research and Technology Program

sponsors 42 laboratories and R&D centers, employ-

ing approximately 10,000 scientists and engineers.

The annual budget of $1.3 billion is only a small partof overall DoD research spending.

Weapons research, which includes the develop-

ment and testing of non-lethal weapons, is not

governed by laws restricting the activities of U.S.

Intelligence agencies, though it may be presumed

that these agencies contribute to and benefit from

such research.

Preliminary Findings

1. The technology exists for the types of harassment and experimentation re-ported to us.

2. About a dozen U.S. citizens have informed us of continuing experiences witheffects which directed-energy weapons are designed to produce.

3. U.S. Government-sponsored research into the bioeffects of exposure to mi-crowave radiation is extensive and continuing.

4. The U.S. Government has a past record of having engaged in mind-controlexperimentation; and various agencies of the Government have a record ofcircumventing legal restrictions upon their activities.

5. Neither Congress nor the courts appear willing to look closely into black intel-ligence and weapons procurement programs.

6. A number of U.S. Government agencies might have interest in testing di-rected-energy technologies on U.S. citizens under non-clinical/non-controlledcircumstancesDoD, to test ranges and degrees of non-lethality; DoE, toexplore safety limits; CIA, to test mind-control capabilities, and NSA, fortechnological refinement.

PART II - OVERT AND COVERT HARASSMENT

Since publication of the preceding article lessthan four months ago, the association of NationalSecurity Alumni/Electronic Surveillance Project has

heard from an additional 13* individuals who reportboth overt harassment and a range of symptomswhich coincide with the known effects of exposureto microwaves, electromagnetic/radio frequency(RF) radiation and/or infrasound.

The similarity of these symptoms will be ad-

dressed in greater detail in future Project reports.Suffice it to say, at this point, that the physical andpsychological symptoms being reported to us areconsistent with the effects which directed-energyweapons are designed to produce. Indeed, the nu-merous afflictions (or inflictions) being reportedappear to parallel standard torture sequelae,1 (af-tereffects).

Overt Harassment

Overt Harassmentwhich obviously is meanttobe observedmay be intended to preconditionindividuals for eventual long-term electronic har-assment. Persons terrified by unexplained overt har-assment are not likely to cope with the sudden onsetof electronic harassment in any more reasoned fash-ion. This phased pattern of harassment is apparent inall of the cases now being investigated. The fact thatthe overt harassment continues in these cases evenafter the electronic targeting commences suggeststhat the objective is to maintain long-term extremes

of stress.Many of the overt harassment tactics discussed

below are surfacing in cases which (so far) have notinvolved discernible forms of electronic harassment.These are cases involving so-called whistleblow-ers who, because of their inside knowledge of cer-tain potentially newsworthy events, pose particularthreats of embarrassment to the Government or togovernment-affiliated employers. We have noticed

that electronic harassment is beginning to surface asa form of retaliation against persons who try to assistelectronic harassees. Retaliation suggests loss ofcontrol. Under the circumstances, we are not entirelyconfident that whistleblowers will continue to beexempted from this type of harassment in the longterm.

The individuals now in touch with the Projectdescribe their circumstances as involving most, if

not all, of the following overt forms of harassment:

Sudden, bizarrely-rude treatment, isola-

tion and acts of harassment and vandalism

by formerly friendly neighbors.

Harassing telephone calls, which continue

even after the targeted individual obtains

new, unlisted telephone numbers.

Mail interception, theft and tampering.

Noise campaigns.

While unrelenting harassing telephone callsmight be considered in this context, other tactics areemployed. Blaring horns, whistles, sirens, garbagedisposal (run concurrently in apartment settings, forexcessively prolonged periods of time), and ampli-fied transmissions of recorded general racket havebeen used on a recurrent basis under circumstancesintended to persuade the individual that he or she isunder surveillance.

In all of these cases, the individuals neighborsapparently pretend to be oblivious and/or indifferentto these sudden, continuous explosions of noise.

Door slamming is also a popular pastime, par-ticularly in apartment buildings. One individual re-ported that, during a peak period of harassment, theneighbor across the hall began entering and leavinghis apartment every 10 minutes, slamming his doorloudly on each occasion. This was a daily occur-rence, encompassing periods of several hours, over a

period of several months. It apparently served totrigger a door-slamming chain reaction on the partof neighbors both on that floor and on the floorsimmediately above and below. When our contactpolitely asked her immediate neighbor to close hisdoor more quietly, he slammed the door in her face.Prior to commencement of this harassment, thatneighbor had apparently been quite friendly and

courteous.In another case, the primary door-slammer is an

employee of Radix Systems, Inc., Rockville, MD, aDoD contractor engaged in the super-secret re-search and development of some type of electronicequipment.

Several individuals reported recurrent, loud,strange noises in their ventilation systems during thepreliminary stages of their harassment. One individ-ual complained of being recurrently awakened in themiddle of the night by the sound of wires being fed

into his (independent) ventilation system. On check-ing further, he found that a tubular construction hadbeen built into his vent system which appears to leadto the apartment upstairs. His upstairs neighbor isemployed by the Department of Justice.

A number of individuals report that occupants ofupstairs and downstairs apartments appear to followthem from room to room, tapping on the floor or en-gaging in other activities which appear intended toadvertise an ongoing surveillance.

The Justice Department employee mentioned

above went so far as to offer an unsolicited apologyto her downstairs neighbor for the all-night pacingabout in her bedroom (in the event he had happenedto notice it). She claimed to be an insomniac. Thatpacing-about continued during her recent 36-hourabsence from the area. When our contact politelyalerted her to the fact that her apartment had appar-ently been entered during her absence, she told him,in effect, to mind his own business and then imme-diately complained to the building manager that hewas stalking her.

She conveniently forgot to inform the buildingmanager that she had assiduously courted this in-dividual for several months, without success; andthat she had been stealing his newspapers on a regu-lar basis. (On one occasion, she handed him aweeks accumulation of those papers, claiming thatthey had been left outside the door of another apart-ment. Her reason for collecting and saving newspa-pers which had not been delivered to her directly isunknown.)

Recurrent confrontations by unusually

hostile strangers; and comments by

strangers which appear intended to evoke

paranoid reactions.

In this context, we note that several individualshave reported confrontations with homeless peoplewho, on closer examination, were found to be fas-

tidiously clean, though garbed in offbeat fashion(wigs included). The same eccentric confrontedtwo of the individuals in contact with us, at separatedistant locations. He is reported as having feignedmental illness on both occasions, and as having ap-parently enjoyed creating a public scene.

Entries into the individuals residence,

during late-night hours while he/she is

sleeping, and/or during the day when the

individual is elsewhere.

In virtually all such cases, the burglars leave evi-dence of their visits, such as by relocating objects, orby committing petty and not-so-petty acts of vandal-ism. In two cases, the burglars calling card was toslaughter caged pets, leaving the mangled carcassesinside their locked cages.

In one case, the burglar stole several pieces ofcorrespondence and left a packet of crack cocainebehind as a calling card. Our contact in this casean individual who has no criminal record and no his-tory of experimentation with drugsis also being

harassed (stalked) by a police officer in her commu-nity. One of his recent acts was to frame her with adrug possession charge. After pulling her off theroad (a frequent pastime) and subjecting her to anillegal search (done, twice, so far), he convenientlymanaged to find a glassine packet of cocaine eightfeet away, in front of his squad car. He retrieved thepacket with his fingers and then charged her withPossession. Our contact found the packet of crackcocaine in her apartment shortly after this investiga-tor reminded the attorney handling her case that the

police officer had smudged his only piece of evi-dence with his own fingerprints. It would appear thatsomeone is interested in correcting that police offi-cers oversight.

In another case, the individual reports that a tre-mendous amount of money had been stolen from ahiding place in her apartment, within hours after shehad withdrawn the money from her bank. Therewere no obvious signs of entry into her apartment.The police conducted a cursory inquiry which failedto produce evidence of a crime worthy of investiga-

tion. (This case is an anomaly. Money is not usuallystolen. Documents appear to be the preferred objectsof theft, when thefts occur.)

In another case, the burglars replaced installedlightbulbs with exploding bulbs, many of whichwere Made in Hungary. The lightbulbs are now inour possession.

Rapidly deteriorating health, generally ofa digestive nature.

In two cases of the cases reported, massive rectalbleeding accompanied the sudden onset of severegastrointestinal disturbances. One of these individu-als abruptly terminated the deteriorative processsimply by changing the locks on her door.

Sleep disruption/deprivation.

This is achieved by means of both overt and

electronic harassment. Sleep deprivation, as a tactic,invariably surfaces when the targeted individual be-gins exhibiting a strong emotional and irrational re-sponse to the other forms of harassment.

Vandalism of privately-owned vehicles.

Vehicles invite peculiarly ferocious attacks inthese harassment campaignsslashed tires, smashedwindows, oil drainage, oil contamination, destruc-tion of electronic components and batteries (fre-quently involving wildly fluctuating, grounded fuel

gages, often within range of weapons research facili-ties and/or other microwave emitters); and suddenlyfailed brakes and clutches (possibly involving anti-traction polymers, which are also in DoDs non-lethal weapons arsenal). Recurrent auto thefts havealso been reported.

Two individuals reported finding their oil con-taminated immediately after having the oil changedby reputable mechanics. In one of these cases, the oilviscosified (thickened) while the individual wasdriving through a remote rural area. Her car ground

to a halt. Getting the gunk cleaned out of her en-gine proved to be an expensive ordeal. (Viscosifica-tion agents are also lauded by the U.S. Global Strat-egy Council as serving non-lethal strategic pur-posesa topic discussed in Part I of this publication.Had this woman been assaulted while awaiting helpin the said isolated area, the non-lethal attributesof viscosification agents might have required redefi-nition.)

Most of those who have experienced these at-tacks on a recurring basis have abandoned driving alltogetheran objective apparently sought by theirtormentors as a means of increasing their isolation.

Staged accidents.

The majority of those in touch with us have re-ported these types of experiences. One individual,for example, was tailgated at a high rate of speed bytwo vehicles, while concurrently being threatenedwith a gun by one of the vehicles occupants. Twoothers narrowly avoided what appeared to be delib-erately attempted collisions by drivers who quicklysped away from the scene. One avoided three at-tempts in four days at being run off the road. Onesurvived being run off the road in two incidentswithin a one-week period, which resulted in total-ing of her two vehicles. Another narrowly avoidedbeing crushed into an expressway retaining wall, onfour occasions, by an off-duty metro bus, as well as,within the same time frame, being fried by twosuddenly-malfunctioned household appliances whichsubsequently repaired themselves.

It should be noted that, in some of these cases,accidental deaths do occur. One individual in con-tact with us reported that his mother drove off a cliffto her death, during a period when he was research-ing evidence that a still-respected, high level StateDepartment official had passed A-bomb secrets tothe Soviet Government during World War II. The

accident occurred shortly after her car had under-gone routine maintenance. She was returning from adental appointment when the accident occurred.Witnesses state that it appeared that she had sud-denly stepped on the accelerator before running offthe road. The accident served to terminate this per-sons research project.

We are also currently looking into the recentdeath of a woman in Lexington, MO, who was killedwhen the brakes on her tractor failed. We are in-formed that she had been collecting affidavits from

persons who believe they are the targets of govern-ment harassment and experimentation when her ac-cident occurred. We are also informed that thoseaffidavits have disappeared.

Suicides might also qualify as staged acci-dents, particularly where plausibly deniable gov-ernment involvement has been surfaced. We are cur-rently looking into the recent suicide of a man inTrappe, PA, who, as early as 1981, had asked theFBI and CIA to intervene in his case. We have cop-

ies of that early correspondence. The man, a formerU.S. Army radar technician, had a highly technicalandgiven the date of his correspondenceprecocious grasp of the experimental objectivesapparently being sought in his case. It is apparentfrom his correspondence that he had wanted to be-lieve that the Soviets were conducting these experi-ments. The FBI and CIA, of course, did not inter-

vene. We are informed that members of his familyhave also been targets of this experimentation.

Isolation ofthe individual from membersof his/her immediate familyvirtually as-

sured when highly focused forms of elec-

tronic harassment commence.

The exception to this is when elderly parents andyoung children in the family become targets for ap-parent purposes of intimidation. This situation hasbeen reported in eight of our cases, to date.

One individual (driven to extremes of stress byongoing electronic harassment focusing on her chil-dren) killed one child in an effort to protect her fromfurther pain.2 It appears that lasers were being usedin this individuals case. The targeting intensifiedafter she called the Soviet Embassy to report the har-assment, which she believed to be U.S. Government-sponsored. It became even more deadly when, in afurther show of defiance, she then called the repre-sentative of the Iraqi Government to portray the U.S.Governments war in the Middle East as hypocriti-

cal. She is now hospitalized in a midwestern psy-chiatric facility, where, apparently, the experimenta-tion is now continuing.

(That psychiatric facility is in a State where adisproportionate number of complaints of electronicharassment are beginning to surface. It is also withinrange of a U.S. Air Force base which houses a su-per secret research facility. We are currently look-ing into information that spouses and children ofpersons employed on that USAF base may be thetargets of involuntary experimentation involving di-

rected-energy weapons technologies.)Another individual, during a telephone conversa-

tion, was told by an employee of a local power com-pany that, if she valued the lives of her children, shewould drop her public opposition to the companysinstallation of high power lines. Since receiving thatthreat, the individuals 11-year-old daughter hasbeen reduced to extremes of pain, resulting in herrecurrent hospitalization for treatment of illnesseswhich cannot be diagnosed. It is now also apparent

to this individual that her three-year-old son is on thereceiving end of externally-induced auditory input.(DoE figures prominently in this case.)

Progressive financial impoverishment,

brought on by termination of the individ-

uals employment, and compounded by

expenses associated with the harassment.

The majority of those now in contact with theProjecteducated, white-collar professionalshavelost their jobs. Termination of employment in manyof these cases involved prefatory harassment by theemployer and co-workers, which coincided with theother overt forms of harassment discussed above.

The overt harassment tactics are being describedas recurrent, non-sequential and overlapping. Asnoted above, the overt harassment continues evenafter the electronic harassment commences.

Failure of Establishment Support Systems

Those individuals who have tried to resolve theirrespective situations through resort to establish-ment channels have invariably encountered the fol-lowing:

Apathy, indifference and/or professed

helplessness on the part of members of

Congress and state legislators.

Dismissal and/or attempted discreditingby psychiatrists who refuse to include the

terms, government harassment, mind-

control experimentation and torture in

their vocabulary.

Several individuals, thinking that psychiatristsmight help to alleviate the extreme stress associatedwith their harassment, were accorded treatmentwhich clearly pointed to cooperation between theirpsychiatrists and members of the U.S. Intelligence

community. One such psychiatrist, in fact, braggedabout being a member of the U.S. Intelligence innercircle, informing our contact that her harassmentwas a Pavlovian Experiment, intended to breakher.

Lack of interest, courage and/or compe-

tency in legal circles.

Few of those in contact with us have been able toacquire legal assistancenot helped by their strait-

ened financial circumstances. Most have found thatfew attorneys are willing to risk their careers by pur-suing cases involving what is believed to be gov-ernment-sponsored harassment and experimentation.

A few attorneys reportedly engaged in egregiousviolations of codes of professional conduct, in whatappear to have been deliberate efforts at sabotagingour contacts cases. Subsequent attempts by two in-

dividuals at obtaining legal redress were met withstonewalling, obstruction, and high-level denials ofwrongdoing.

Refusal of the mass media to address this

topic, except in those cases where sus-

pected experimentees have been driven to

the point of committing murder or suicide.

Such cases (particularly where an individual hasclaimed to be the victim of CIA-directed mind-control involving auditory input) are treated by thepress as curiosities. An example of this is the indi-vidual who shot a Navy officer outside the Pentagonin mid-1991.

He is now permanently residing in a psychi-atric facility. He, being institutionalized, and othersin the preliminary stages of his predicament are nolonger of interest to the media.

Another recent case which received short-lived

press attention4 involved a woman diagnosed as hav-ing suffered from periods of confusion whoclimbed over a fence onto a railroad track andwalked into an oncoming train. Because the incidentoccurred in a community in which an unusuallylarge number of these mind-control experimentshave been reported, we are looking into the situation.The woman was reportedly under a physicianscare because of her periods of confusion. A fam-ily member described the physician to this investiga-tor as a psychiatrist. We find that the alleged psy-

chiatrist is a General Practitioner, otherwise non-accredited, practicing out of his home. We find alsothat the suicide may have been witnessed under pe-culiarly-timed circumstances by an alleged home-less person who has since disappeared. Needless tosay, our interest has been whetted.

Refusal and/or inability of local police to

intervene.

The tendency of local police is to dismiss an in-dividuals complaints of government harassment asthe ravings of a fruitcake. In one case, discussedabove, it is apparent that one police officer is ac-tively cooperating in the harassment. Some policeagencies, while acknowledging the reality of thesituation, hesitate to intervene in cases involvingwhat they believe to be U.S. Intelligence. On a few

occasions, certain police officials did attempt to in-tervene, based on what they perceived to be evidenceof a systematic harassment/illegal surveillance cam-paign. Absent a clear mandate to prosecute stalk-ers acting under the aegis of U.S. Intelligence, thepolice obviously had their hands tied.

Refusal of the FBI to intervene in any of

the cases brought to our attention thus far.

FBI spokesmen do acknowledge that they havereceived a large number of requests for assistancefrom mentally disturbed persons who believe thatthey are being zapped by radio waves and/or arehearing voicesfrom Mars, that is.

In one case, an FBI spokesman reacted in an an-gry, defensive and bizarre fashion when our contactbriefly alluded to PROJECT SLAMMER as possiblybeing related to her surveillance. (PROJECTSLAMMER is a CIA-funded study, managed byCIA and FBI behavioral scientist, which explores themental make-up of alleged security risks, alongwith their family members and close associates. Par-

ticipants in PROJECT SLAMMER include NSA,DIA, and Army, Navy and Air Force Intelligence.)

Until PROJECT SLAMMER was mentioned, theFBI spokesmans approach in this case was to po-litely and redundantly explain that the law, as cur-rently constructed, prevents the FBIs intervening inthis individuals case. When she briefly pointed outthat the surveillance activities might fall under thepurview of PROJECT SLAMMER, the spokesmansresponse was to abruptly and angrily declaim, Youdont know who is conducting that surveillance!

You dont know if that is a state police surveillance!...or a local police surveillance! It could be a totallyunrelated operation! You dont know who is con-ducting that surveillance! [etc., etc.]!

It was apparent from this response that the FBIwas at least acknowledging the existence of a sur-veillance, if in somewhat emotional fashion. The in-dividual in question subsequently furnished acquiredevidence to the local police, who made it clear thatthey are not participants in the surveillance which,

based on the evidence, pointedly suggest that ourcontact is the target.

Refusal or inability of the ACLU and Am-

nesty International to intervene.

Both organizations acknowledge receiving manycomplaints from persons claiming to be the targetsof some type of electronic harassment. An ACLUspokes-woman characterized the complaints as ap-pearing to be rational, except in a few cases. Thecomplaints are not being investigated, she said, be-cause of limited resources. We have to wonder, ofcourse, why the ACLU could recently find resourcesto defend the rights of prostitutes and the Ku KluxKlan, yet remains incapable of intervening in casessuch as we are now pursuing.

Amnesty International recently informed one ofour contacts that they could not intervene in her casebecause their focus is on the U.S. Governmentstreatment of prison inmates. While incarcerationdoes appear to be one sought-for objective in theseharassment/mind control experiments, we would liketo think that protections by such organizations asAmnesty International can be achieved beforehand.

Related Covert Methodologies

The persons engaged in this harassment tend tobecome careless, possibly the result of arrogance

born of an assumption that nobody can stop them.Harassees who have noted this carelessness havefurnished us with the following insights into thecovert side of these harassment activities.

Impersonation of military officers.

One individual found that her next-door neighborhad claimed to be a military intelligence officer, as-signed to a space technology unit in California, onyear-long TDY (temporary duty) in the individ-uals apartment building. It was subsequently deter-

mined that this alleged officer is not in fact a mem-ber of the U.S. Armed Forces; and that he had usedthis bogus status to acquire information from a majordefense contractor. Our contact is certain that thispersons apartment was used as a base of harassmentoperations.

Use of concealment devices, and emitters

detected to date.

Several individuals and supportive associates re-port having seen some of the electronic devices be-ing used in these harassment campaigns.

One saw electronic equipment concealed inside afalse-front upright piano being moved out of herapartment building. She had previously noted that allof her surrounding neighbors had identical uprightpianos in their apartments, not one of which was

ever played.Other suspected participants in the harassment

may be concealing devices in oversized stereospeakers, measuring approximately 5' in height x 3' x3'. Several of our contacts have noted the presence ofsuch speakers in adjacent dwellings.

One individual was told by a resident of herbuilding that her upstairs neighbor has microwaveovens in his bedroom and livingroom, but none inthe kitchen.

Another individual, while standing outside,

looked into her neighbors window to find that herbedroom appeared to be the target of a gray-colored,elongated box-like device, measuring approximately1' in length x 5" in height (side view). A large,black-framed lens protruded from the end facing herwindow. The electrical cord, if any, was not visiblefrom that vantage point. The equipment was beingoperated by a stranger in a three-piece suit, who ap-peared to be quite startled to find that he was beingobserved.

Another was given strong reason to believe that

portable emitters are being concealed in oversized,extremely heavy, sometimes expandable brief-cases for use in places of public assembly, such asmeeting halls, auditoriums and restaurants. Smallervarieties are apparently being used on aircraft.

On one 3-hour flight, our contact noticed that theman sitting next to her seemed peculiarly intent onkeeping the attach case on his lap propped openwith his fingertips, while he gazed blankly into thedistance during the entire flight. She believed thatshe was being electronically harassed while on the

flight (a common complaint, in most of the casesnow being investigated).

Our contact reports that, when they prepared toland, the man opened his attach case to hastilycheck its contents, thus disclosing the presence of araised, built-in concealment device covering theentire bottom surface of the attach case. The low-slung, lift-off cover did not appear to be capable ofconcealing a laptop computer. At one point duringthe flightapparently aware that his reverie wasinviting attentionthe man devoted approximately

ten minutes to scribbling assorted entries on a sheetof lined paper, which he had placed on top of hisbriefcase two hours previously. He devoted roughlyten minutes to the effort (obviously preferring a pento a laptop computer). His attach case remained ajarduring this process.

One individual reports that mobile emitters maybe installed in certain oversized, non-attributable

medical emergency vehicles, possibly for eventualuse in civil disturbances. Her unsuccessful attemptsat following the medical emergency vehicle whichhad surfaced in her case ended with a high-speedchase.

The phony military intelligence officer, when re-cently moving out of our contacts apartment build-ing, was found to possess a device which resemblesan oversized microwave oven, measuring approxi-mately 4' in width x 2' in height x 2 1/2' in depth. Asubsequent examination of his apartment revealed

that he had tapped numerous additional lines intoexisting, in-house telephone and TV cables; and thathe had gone to great pains to conceal a major exca-vation into one wall abutting the harassees. Judg-ing from photographs taken immediately after thispersons departure, the wiring suggests that he washooked by modem into a computer network, and thatat least some of his electronic equipment was situ-ated in a large walk-in closet, again abutting theharassees.

When the alleged officer moved out, his equip-

ment (except for the oversized microwave oven)was packaged in boxes identifying the contents onlyas stereo components. During his year-long resi-dency in this building, no sounds emanated from hisapartment to indicate use of this stereo equipment.

Use of modified license plates and vehicle

look-alikes.

Some individuals have noted that theirneighbors vehicles are periodically replaced (duringpeak periods of harassment) by others which qualify

as rough look-alikes. The tags on these latterclosely resemble those on the homeowners vehicles,with a difference being noted in only one digit orone letter. These modified plates appear to have beenacquired through State DMV channels, thus suggest-ing government/intelligence agency involvement.

In one case, where the individual has obtainedpolice assistance, tracking of one plate surfaced evi-dence of a drug connection. That plate rapidly disap-

peared from the vehicle in question, to be replacedby another, again bearing a one-letter modification.

Use of neighbors residences as bases of

operation and training.

One individual recently saw a team of techni-cians in the house behind hersa consequence ofthe teams failure to close the curtains and/or dimlighting when puttering around in the kitchen at 5:00in the morning. The three men (strangers to this in-dividual, all stripped down to their T-shirts) behavedas if they were unaware that they were beingwatched. Their observer had long suspected that thishouse was being used as a base of electronic harass-ment operations. The harassment had been ongoingthroughout the night.

To provoke a response from these men, the indi-vidual eventually commented aloud on their activi-ties. They responded immediately by turning thelights off and switching to the use of flashlights.Why they failed to close the curtains is unknown.

This individual is working with the police in aneffort at ending this surveillance and harassment,with mixed results.

* * *

Another individual, paying a surprise visit to theapartment upstairs, overheard one of her own tele-phone conversations being played on a tape recorderinside that apartment. Lacking both a legitimate pre-

text to enter the apartment and the support of thebuildings management personnel and/or the police,she was prevented from pursuing this further. Herupstairs neighbor is purportedly employed by Stan-ford University Hospital, in Stanford, CA.

The target of surveillance and harassment in thiscase is still also trying to recover from the effects ofexposure to potentially lethal doses of radiation, ad-ministered in the 1970s by a dangerously incompe-tent dentist. This might explain the involvement ofalleged Stanford University Hospital personnel in

her situation.The government is on record as having experi-

mented on unwitting U.S. citizens with radioactivematerials during the 1970s (and earlier).

DoE has been involved in this womans surveillanceand harassment.

Another individual paid a surprise visit to theapartment immediately beneath hers, in an attempt toidentify the source of a tremendous racket in herventilation system. Standing outside the door, she

could hear an individual moving around, a short dis-tance from the door. She also heard the sound of rus-tling paper and the steady, sonar-like pinging ofsome type of electronic device. In response to herrepeated knockings on the door, the person insidesimply stopped moving about. The sound of rustlingpaper (perhaps a printout of some type) and thesteady ...pin-ng! ...pin-ng! sound continued. Theoccupant of this apartment resumed moving aboutonly after it was (incorrectly) believed that our con-tact had departed the area. Typically, this situation

could not be pursued further.* * *

All of those who live in apartment buildings re-port unusual patterns of occupancy in the apartmentssurrounding their own; i.e., upstairs, downstairs andon all sides. They have become quite convincedifonly because of the highly focused nature of thesymptoms being experiencedthat these surround-ing apartments are being used as bases of operation.Perhaps this encirclement facilitates studies of holo-

graphic human telemetries; or perhaps it is intendedto increase the prospect of brain entrainment by elec-tronic means (entrainment being one publishedobjective sought in mind control experiments).7

In examining this situation more closely, a num-ber of individuals have found that surroundingapartments are either permanently vacant, for un-known reasons, or that they have been sub-let bythe original occupants to persons who are purport-edly unknown to the buildings management person-nel. In one case, the surrounding renters all list two

residences in the local telephone book. Not one livesin the apartment building in question, though the ad-dress is identified as one of the renters places ofresidence. One individual suspects that the originaloccupants of apartments surrounding hers have sim-ply been relocated to other apartments in the same(large) building. Another suspects that an adjacentapartment, which has been permanently rented to theU.S. Government for use by visitors is also beingused as a base of operations.

One individual found that an immediateneighbors housemate has the same (unusual) nameof a university professor who has engaged in exten-sive research on behalf of the government, studyingthe bioeffects of exposure to microwave radiation.

Use of informants/agents provocateurs,frequently members of the opposite sex.

As noted in the U.S. House of RepresentativesCommittee on Interior and Insular Affairs draft re-port,Alyeska Pipeline Service Company Covert Op-eration (July 1992), the Wackenhut CorporationsSpecial Investigations Division adopted this tacticwhen pursuing Alyeskas critics.

A number of individuals in touch with us reporta range of experiences with new friends whoapparently posing as confidantsused acquired per-sonalia to abruptly end these friendships under de-liberately degrading and humiliating circumstances.When taken in the context of the ongoing surveil-lances and harassment, these exercises appear in-tended to heighten emotional trauma, perhaps toprovoke an uncontrolled response and/or to enforceisolation.

Misuse of covert intelligence personnel

(possible former case officers).

One individual, while under contract to the U.S.Government, properly reported what he believed to

be an approach by a hostile intelligence service.Within a few weeks, alleged U.S. Intelligence offi-cers contacted this individual. In addition to ques-tioning him about his background, these alleged in-telligence officers asked that he keep in constanttouch with them, particularly when planning totravel.

It soon became apparent that the alleged intelli-gence officers were intent only on forcing this indi-vidual to report to them as directed, and to accountfor his activities. He was not asked to assist the U.S.

Government in any form of intelligence operation;he was not asked to execute any form of secrecy af-firmation statement acknowledging the classifiednature of these meetings; nor was he told why thesemeetingsinvolving a total of seven alleged caseofficerswere necessary.

When he began to balk at a continuation of thisprocess, one of his handlers conveyed a threat,suggesting that his continued compliance might beenforced. Finally, when this individual adamantly

refused to cooperate further, massive overt harass-ment commenced and is currently ongoing.

The operation (clearly intended to bully this in-dividual into submissive compliance for purposeswhich are still unknown) involved crude tactics for-merly prized by the KGB.

Whether or not legitimate U.S. Intelligence caseofficers were involved in this activity remains to be

determined. Some private firms retain former U.S.Intelligence case officers for contracting out as se-curity specialist. The founder and CEO of one suchfirm (Gerald P. Burke, The Parvus Company, SilverSpring, MD) has informed us that the activities ofcontract case officers are neither monitored nor sub-ject to formal restraint.

Use of psychotropic drugs by cooperative

physicians.

Shortly after resigning from the CIA, one of ourcontacts underwent a range of experiences whichsuggested that she had been massively drugged. Oneof the alleged perpetrators, whom we have met, al-ternately claims to be employed by NASA and/or bya firm in Miami, handling, microwave equipment.NASA has no record of this person under the namefurnished.

The experimentee ultimately sought the assis-tance of a psychiatrist, whom her parents had locatedas a referral. The psychiatrist treated her reportedflashbacks by immediately placing her on a regi-

men of Stelazine, which quickly aggravated her con-dition. He also made comments to this individualwhich suggested that he had a foreknowledge of hersituation, and that he was cooperating with U.S. In-telligence. On one occasion the psychiatrist inti-mated that our contact might be employable as anassassin; and he repeatedly urged her to move toGreat Britain where, he said, she would be put intouch with an unidentified Member of Parliament.

Interestingly, he had a tremendous computer sys-tem in his office suite, which he explained as being

connected by modem into a national level systemwhich, in turn, connected into private residences.When showing her this equipment, this psychiatristinformed our contact that she had been CATscanned, pointing out that she was the subject of thevast series of As and Bs being printed out byone of the many terminals at his disposal.

Our contact also found that this psychiatrist kepta military uniform in his closet which bore the rankand insignia of a three-star general.

The individual ultimately sought psychiatricsupport elsewhere. Her new psychiatrist, formerlyemployed by DoD, immediately put her on a regi-men of Haldol Decanoate, Klonopin and Benzatro-pine. The combined effect of these drugs was loss ofmemory and a state of mind which, under other cir-cumstances, might be diagnosed as Depersonaliza-tion or Dissociative Disorder. All three drugs proved

to be highly addictive. Our contact, since severingcontact with this psychiatrist as well, has finally suc-cessfully overcome the addiction.

* * *

Another individualthe one whose psychiatristhad informed her of her role in a Pavlovian Ex-perimentwas subjected to attempted drugging byTrazodone, one of the strongest sedatives on themarket. The psychiatrist in question kept no recordof the individuals outpatient visits, nor of her Tra-

zodone prescriptions. Being unaware that the indi-vidual was not adhering to his regimen, the psychia-trist urged her to rapidly increase her dosage, renew-ing her 30-day prescription after a period of only 11days.

Though aware of her heart condition, he failed tomonitor her condition, dismissing her complaints of(electronically-induced) pains in her heart as incon-sequential. Trazodone is known to aggravate heartconditions. Perhaps the intent was to have this indi-vidual succumb to a heart attack as the result of

imagined government harassment. Neither the ap-propriate psychiatric society nor the FBI wouldtouch this case.

* * *

Another individual (a clear target of retaliation)sought medical assistance to counter sudden massiveheadaches and recurrent attacks of vomitingeffectswhich can be produced by infrasound. The physicianto whom she was referred (an alleged specialist inInternal Medicine) placed her on a combination of

Compazine and Xanax, prescribing dosages whichthe Physicians Desk Reference warns against.

Compazine, in addition to being an anti-emetic,is used in the treatment of psychotic disorders. It canalso cause tardive dyskinesia, an irreversible syn-drome involving loss of motor control. Xanax isknown to induce vomiting. Both drugs can lead todependency and a worsening of the patients condi-tion. The effects of all such drugs, in fact, can bemutated in high-energy fields, thus increasing thelikelihood of adverse reactions.

We have recently found that this prescribingphysician is not licensed to practice medicine inthe State in which she has been practicing since atleast 1989.

Our contact, being concerned about the long-term effects of Xanax and Compazine, consulted an-other physician in that same office. This physicianimmediately prescribed Prozac, failing to concur-

rently recommend that her patient discontinue theXanax and Compazine prescriptions. When our con-tact refused to take any psychotropic drugs, the doc-tor became upset and asked, Dont you want to getwell?

This second physician is a licensed practitionerin Internal Medicine, with no background in Psy-chiatry. We have also found that she apparently re-fers her patients to yet a third physician in the officewho claims to be a psychiatrist. She, too, is licensedto practice Internal Medicine, only. Her receptionist

described this third physician as having a psychiatricsub-specialty,...as an internist. The receptionistalso informed us that this internist is treating anumber of psychiatric patients.

On pursuing this further, we find that these phy-sicians are in a small medical group which is notlisted by specialty in standard regional telephone di-rectories. The group bears the same name as one ofthe CIAs most infamous recruited physicians (per-haps best described as the Mengele of MKUL-TRA).

The doctors offices are located in a bank build-ing, which, we have found, is a favored hiding placefor security-oriented businesses and governmentagencies. Two computer firms, co-located with anattorney who represents Island Resort Develop-ment, Ltd., are situated immediately beneath thedoctors offices. The prospect of our finding islandresort developments within 500 miles of this attor-neys office is limited.

Our contact, being apprised of these findings, isseeking medical help elsewhere.

* * *

In two of our cases, urologists took it upon them-selves to play the role of psychiatrist; i.e., theyrendered psychiatric diagnoses and prescribed psy-chotropic drugs. One of these urologists, employedby The Mayo Clinic in Rochester, MN, prescribedHaldol, informing our contact that he perceived herto be psychotic. His efforts at getting a Clinic psy-chiatrist to confirm this diagnosis were unsuccessful.The psychiatrist, apparently a rare individual who

subscribes to codes of medical ethics, found nothingwrong with this woman, even given the nature of hercomplaints. The urologists response to this was toissue his own Haldol prescription. Sensing thatsomething was amiss, the woman refused to have theprescription filled.

* * *

Yet another individual ended up in the hands of apsychiatrist who, as a purported means of ending thestress associated with her harassment, offered to puther under hypnosis. She described the hypnotic stateas equivalent to floating and (based on her overallexperiences with this physician) has not ruled out thepossibility that drugs may have been surreptitiouslyadministered. The psychiatrist claimed to be inter-ested in psychic phenomena and demonstrated anapparently remarkable ability to read this individ-uals mind.

While in her hypnotic state, the individual felta sharp, painful pressure inside her nose, as if some-thing were being shoved up her nostrils to the sinuscavities. She awoke to find blood pouring out of hernostrils. The psychiatrist casually dismissed this asowing to a probable cold.

Shortly after that experience, the individual be-gan to hear loud tones in her head, followed in duecoarse by auditory input. Brain scans have failed toyield evidence of an implanted device. (We haverecommended that she undergo a scan by means of a

suitably adapted non-linear junction detector, as apreliminary.) Suffice it to say, this individual hassevered contact with the psychiatrist and is continu-ing to cope with ongoing overt and electronic har-assment by other non-medical means.

Use of medical implant devices.

The situation just described is not our first en-counter with the apparent use of medical implantdevices in these harassment/mind-control cases. An-other of our contacts began receiving auditory input

roughly 15 years after she had 4 mm. cochlear im-plants placed in her ears. The voices claimed to beaffiliated with the CIA and, among other things, ex-pressed intentions of running this woman as an agentin denied areas by piggybacking their audiotransmissions onto standard FM frequencies to avoiddetection.

We have been unable to locate the surgeon whoimplanted these devices, though we do have a copyof his operative reports. A recent CAT scan of this

individual failed to disclose the presence of the co-chlear implants.

Several years ago, the individual (now a psy-chologist) applied for a position with the CIA. Shewas interviewed by four Langley-based, purportedpsychologist, who allegedly informed her that her job would involve the assessment of certain crimi-nals for purposes of weighing their prospects for

loyalty to this agency.During these interviews, she was told to read

several books by such persons as Philip Agee, Stans-field Turner and Ralph McGehee, all of whom wereunknown to her. The alleged psychologist claimedthat these authors had described the CIA as it reallyis. Our contact was not asked to execute a secrecyaffirmation statement acknowledging the classifiednature of these proceedings.

The unconventional manner of this interviewprocess suggests that this individual was being toyed

with, for reasons which remain to be determined.She did not get the job and in fact more recently losther job with a state penitentiary. She was fired on therecommendation of the prisons psychiatrist, becauseof her insistence that she is receiving auditory inputfrom CIA personnel who persist in feeding her clas-sified information.

Interestingly, though this individual was deemedunfit to function as a psychologist in the penitentiarysystem, the State has rehired her, assigning her to amental health facility where, apparently, she is to

develop a behavioral modification program for re-tarded adults with diagnosed mental illnesses.

This individual claimed to be receiving and re-sponding to externally-induced auditory advicewhile working with prison inmates. It may be pre-sumed that the process will continue. Under the cir-cumstances, we have to wonder if this case qualifiesas a benchmark in mind-control experimentation;i.e., employment of a mind-controlled psychologistto run the equivalent of mind-control experiments onmentally-ill retarded adults. We will continue to

monitor the situation.* * *

The individual whom we previously identified ashaving challenged a local power company also ap-pears to have been tagged by some type of implantdevice. During a recent symposium, she was ap-proached by a man whose business card identifieshim as Program Manager, Electromagnetic Radia-tion Division, DoE. His approach was suitablysympathetic. Our contact ultimately accepted the

mans invitation to continue discussing their com-mon ranges of interest in his hotel room. During thismeeting, she accepted the offer of a drink, blackedout after consuming it, and awoke four hours later,still in this mans hotel room, to find that the back ofher ear had been punctured and was bleeding. Therewas no evidence of a sexual assault. The man gliblyevaded this womans requests for an explanation.

She has since found two adjacent puncture marksbehind her ear, which are not healing properly, andbetween which she can feel the presence of a wiremeasuring approximately 1/4" in length. We are pur-suing this further.

The said DoE Project Manager has more recentlyinitiated contact with yet another activist in touchwith this Association. His call was unsolicited. Heapparently wanted to know if this woman would beattending an upcoming conference. We have warnedthe individual to avoid any form of private meeting

with the said Project Manager.* * *

To date, we are aware of three cases involvingclandestine behavior on the part of alleged DoE em-ployees. The CIA figures prominently (if peculiarly)in the majority of our other cases. Two of those havebeen discussed above.

In another, also involving auditory input, the in-dividual is certain that the current Director of Cen-tral Intelligence (DCI) participated in the voice

transmission process on at least one occasion. Sheclaims to have recognized his voice. When shecommented aloud on the DCIs perceived involve-ment in this experimentation, the voice respondedwith stuttered and stammered denials. We are toldthat this particular voice has not been heard fromsince.

* * *

In yet another case involving auditory input, theindividual has allegedly been informed by her

voices that the technologies being used against herwere stolen from the CIA by a maverick employee,whose group is now targeting her from a distance of2,000 miles. She reported this to the DCIs officeand was allegedly informed by the Deputy DCI thatshe will be awarded millions of dollars if she canproduce the equipment and any of the personnel in-volved in her harassment.

One unusually-candid CIA spokesman also al-legedly informed this individual that, while the CIAdoes not deny having this equipment, they do not

use it in this country. Perhaps this explains why anumber of our contacts have also been electronicallyharassed while traveling overseas.

This woman has also been repeatedly assured byCIA DDS (security) personnel of the Agencys sin-cere concern for her welfare. During a recent tele-phone conversation with that Office, we confirmedthat she is indeed known to the CIA. Based on this,

we asked that the Agency put its money where itsmouth is, so to speak, by conducting a long-termelectronic sweep of this individuals premises. Thatwas two months ago. No sweep has been conducted,though CIA spokesmen continue to sympathizewith her predicament.

* * *

Another individual, a target of harassment andexperimentation since 1952 (apparently singled outbecause of his student activism while at Penn State

University) began hearing voices after havingmost of his teeth capped. He has more recently beeninformed by his handlers that implanted devicesare no longer used for purposes of inducing auditoryinput. No explanation was offered. He was quitevisibly surprised when informed by this investigatorthat auditory input can be achieved solely by meansof pulsed microwave audiograms (discussed in Part Iof this report).

This individuals handlers allegedly have alsostated that their experiments on U.S. citizens are in

pursuit of a variety of objectives; viz.,

(1) develop an effective means for creating aperfect, robotized soldier;

(2) alter individual sexual preferences, suchas by turning heterosexuals into homo-sexuals (they allegedly claim to be hav-ing difficulties reversing the process):and

(3) enhance or destroy levels of academic

achievement, at will, such as by degrad-ing the performance of otherwise brilliantstudents, and by drastically improving theperformance of poor students.

Given the technology at the governments dis-posal and a predisposition on the part of certain gov-ernmental agencies to play God in experimentalfashion with citizens lives, these purported projectsdo not come across as being totally far-fetched.

Another case involves a woman whose experi-ences suggest that she, too, is an MKULTRA ex-perimentee being kept on the books, so to speak. Thewoman, apparently a pet experimentee, found her-self being introduced to a wide array of prominentindividuals whose connections with the CIA she be-lieved to be quite apparent. One of those she states,

was Robert Jay Lifton, a well-known author and ex-pert on brainwashing, whose books include The Nazi Doctors: Medical Killing and the Psychology of

Genocide (Basic Books, 1986).Her experiences included a voluntary (referral)

admission to Hollywood Hospital, Vancouver, Brit-ish Columbia, Canada, in 1973, during an era whenMKULTRA experiments at the Alan Memorial Insti-tute, McGill University, Montreal, Canada, wereonly beginning to capture the attention of the U.S.Senate.8

More recently, in 1990, she was transported toNew York Universitys Cameron Medical Center, inWestchester, NY (under circumstances which qual-ify as an abduction), where she was forcibly wrestledto the ground by approximately six Center staffersand forcibly confined for a period of approximatelythree weeks. She was neither psychiatrically coun-seled nor formally tested while in that facility. Thepsychiatrists assigned to her case appeared more in-tent on forcing her to take a combination of neuro-leptic drugs, to include Haldol, Navane, and Cogen-

tin. (Haldol and Navane can cause tardive dyskine-sia.) She resisted those attempts.A court ultimately ordered this woman released

from the Center, stipulating that she was not to beadministered drugs. On subsequently acquiring hermedical records, under conditions which preventedcensoring or doctoring of those records, she foundthat her psychiatrists had planned to inject her withdrugs (in defiance of the court order) on the day ofher release. As luck would have it, she was releaseda day early.

This woman states also that she has met BuddHopkins, of the Intruders Foundation, and that shehad a long-term, confiding relationship with John E.Mack, Professor of Psychiatry, Harvard MedicalSchool, and founding Director of the Center for Psy-chological Studies in the Nuclear Age (previouslynamed, Research Program for the Study of HumanContinuity; and, still previously, rumored to havecooperated with the CIA in studies of human ecol-ogy).

At one point in their relationship, ProfessorMack apparently accompanied this woman to asupport group meeting of UFO abductees, who,she observed bemusedly, spent their time compar-ing [extraterrestrially] implanted devices. ProfessorMack is on record as promoting the perception thatUFO abductions are legitimate.9

We frankly doubt that extraterrestrials who have

a means to commute intergalactically would stoop toimplanting comparatively primitive devices in hu-man beings. However, should it be proved that thepsychiatrist, surgeon and DoE Project Manager dis-cussed above are extraterrestrials posing as humans,we will be happy to weigh that information. If it issimilarly established that the vehicular abductionof the woman discussed above was the work of anextraterrestrial named Kaplan, who is posing as ahuman with Cornell Medical Center connections, wewill be happy to ponder that as well.

In the meantime, it would seem reasonable thatthe government would want the public to believethat extraterrestrial visitations are on the upswing.Mind-altering drugs, externally-induced auditoryinput, holographic projections (also a DoD capabil-ity),

ing, device implantations, special effects and abduc-tions are all within this governments capabilitiesand can be used for purposes of creating illusions ofUFO experiences. Persons not cognizant of thismight be more inclined to fall for the UFO mytholo-

gies now being officially legitimized.* * *

Other cases, possibly involving U.S. Navy Intel-ligence, NSA, the Drug Enforcement Agency (DEA)and, peripherally, members of former Soviet Blocintelligence services will be discussed in future re-ports.

Harassment Objectives

In his book, Psychiatry and the CIA: Victims of Mind Control, Dr. Harvey Weinstein quotes thefollowing passage from a book entitled, Battle forthe Mind: A Physiology of Conversion and

Brainwashing, by William Sargant (GreenwoodPress, Westport, CT, 1957):

By increasing or prolonging stresses in variousways, or inducing physical debilitation, a more thor-ough alteration of the persons thinking processesmay be achieved. ...If the stress or the physical de-

bilitation, or both, are carried one stage further, itmay happen that patterns of thought and behavior,especially those of recent acquisition, become dis-rupted. New patterns can then be substituted, or sup-pressed patterns allowed to reassert themselves; orthe subject may begin to think or act in ways thatprecisely contradict his former ones.

...If a complete sudden collapse can be pro-

duced by prolonging or intensifying emotionalstress, the cortical slate may be wiped clean tempo-rarily of its more recently implanted patterns of be-havior, perhaps allowing others to be substitutedmore easily.

Dr. Weinstein then comments: The parallel with[Dr. Ewen] Camerons theory of differential amnesiais striking, and the relationship to brainwashing isabundantly clear.11 Dr. Cameron, employed byMcGill Universitys Allan Memorial Institute inMontreal, Quebec, Canada, between 1943 and 1964,

conducted brainwashing experiments upon select,non-volunteer psychiatric patients on behalf of theCIA. Dr. Weinsteins father was one of Cameronsvictims.

Sargants theorems and Camerons associatedexperimental findings appear to be the driving forcebehind the harassment and experimentation now be-ing reported to this Association. All of these indi-viduals are being subjected to a series of overlappingcircumstances which apparently are meant to induceand sustain long-term extremes of stress. All of these

individuals have been effectively isolated. Unethicalpsychiatrists and physicians are involved in the majority of these cases. Mind-altering prescriptiondrugs are being used for clearly non-therapeutic pur-poses. Evidence of LSD use is also beginning to sur-face (one of Camerons favored mind-altering sub-stances). And psychic driving techniquesCamerons pet brainwashing methodare involvedin all these cases, to a much greater and more poten-tially effective degree where auditory input is in-volved.

The long-term objectives of these harassmentand experimentation campaigns appear to be quitefundamental; viz.,

(1) induce a sense of perverted loyalty

toward the very agencies engaged in

the individuals harassment, to confuse

his or her priorities where the possibil-

ity of obtaining legal redress might be

concerned;

(2) redirect the targeted individuals feel-

ings of hopelessness, anger and frustra-

tion toward racial and ethnic groups,

and toward select, prominent political

figures, to include the President of the

United States; and

(3) force the individual to commit an act

of violence, whether suicide or murder,under conditions which can be plausi-

bly denied by the government.

An operations ultimate success apparently hangson this latter objective. We have successfully ob-structed this process in a number of cases now beinginvestigated.

The Stalker Phenomenon

In recent weeks, considerable publicity has beengiven the trauma suffered by victims of stalkers(persons who obsessively surveil, harass and, insome cases, kill targeted individuals for assorted,unfathomable reasons). Movie stars who have beenstalked recurrently make the news. Stalking, as aproblem, is in fact becoming widespread, to thepoint where, in some States, the activity has finallybeen specifically proscribed by law.

The individuals in contact with our Associationare reporting the same terrifying ranges of experi-ences as are now being reported in the press on be-half of other victims of stalkers. The only differencein the cases reported to us is that the stalkers operatein groups over extremely prolong periods of time,and (it would appear) with the blessing of certainagencies of the U.S. Government. The laws beingpassed to protect victims of stalkers are clearly beingselectively applied. We hope to put an end to this

situation; that is, in addition to achieving the objec-tives discussed above.

It should be noted that the FBI, though unwillingto intervene in the cases described above recentlyintervened on a massive scale to protect JoySilverman, a Bush-appointed trustee of the J.F. Ken-nedy Center for the Performing Arts, from the ardentstalkings of her estranged paramour, Sol Wachtler,

Chief Justice, Court of Appeals for the State of NewYork.12

Wachtler had apparently threatened to kidnapSilvermans daughter if not paid $20,000. Since nokidnapping had occurred, and the case qualifiedmerely as an attempted extortion, a question arises asto why the New York State Police could not havehandled this investigation. Mrs. Silverman resides inNew York.

It would appear that the FBI devoted more than100 agents and technicians to the effort, resolving

the case within approximately 30 days. On Novem-ber 7, 1992, the day of his arrest, Wachtler ran agauntlet of 80 FBI special agents on the Long IslandExpressway. Apparently the FBI does not haveenough to do, if staking out a lone stalker is their toppriority. We have to wonder, of course, if the FBIsmassive response was prompted by what was per-ceived to be Wachtlers usurpation of governmentalstalking prerogatives.

Mrs. Silvermans $300,000 donations to Repub-

lican Party causes could be considered a basis for the

FBIs solicitous concern for her welfare. It wouldappear, under the circumstances, that the stalking

victims discussed abovebeing by now quite pov-

erty-strickenshould abandon all hope of FBI inter-

vention in their respective situations. FBI protection

appears to have a price tag, which not one of our

contacts can afford.

There can never be any justification for torture. It creates

an escalation of violence in the internal affairs of states. It

spreads like a contagious disease from country to country. It

has lasting effects on the mental and physical health of the

victim and brutalizes the torturer. It is our fundamental duty

as human beings to express what is surely the conscience of

humanity and to eradicate this evil.
