MDM covered 10.54 Crore children of primary and upper
primary classes in 12.31 Lakh Govt., Govt. aided, local
body, and NCLP Schools as well as Education Guarantee
Scheme (EGS) / Alternative Innovative Education (AIE)
centers including Madarsas / Maqtabs supported under SSA
during 2011-12.
Rs 48000 crores allocated for the programme during the
11th five year plan; Rs 38,400 crores spent during the
plan.
Rs 11,937 crore allocated for the programme during the
current financial year

FCI raised bills for Rs. 1231.13 crore till 31st March,
2012 November, 2011; payment of Rs. 865.36 crore
has been made to FCI by various States/UTs.
Payment of Rs. 365.77 crore is pending as on 31st
March, 2012.
Significant amounts are due from the States of Assam
(77%), Sikkim (71%), Rajasthan (64%), Bihar (58%),
West Bengal (46%), Arunachal Pradesh (37%),
Jharkhand (34%) and Uttar Pradesh (32%).

MME Utilization
9,55,473 kitchen-cum-stores were sanctioned from
2006-07 till 2011-12. 5,60,546 (59%) kitchen-cum-
stores have been constructed so far. Construction is in
progress in r/o 95,867 ( 10%) kitchen-cum-stores.
Kerala, Mizoram and Maharashtra have constructed
13%, 26% and 27% of the sanctioned kitchen-cum-
stores.
Construction is yet to start in Maharashtra (47436),
Jharkhand (26455), West Bengal (28648), Bihar
(19724), Uttar Pradesh (17539) and Odisha (10930).
States viz. Maharashtra, Kerala, Jammu & Kashmir
etc. are requested to submit the proposal within 15
days.

Payment of Honorarium to Cook-cum-Helper
Web portal for MDM has been launched.
The MIS portal for Mid Day Meal consists of three
following stages to make MIS functional fully :
o Pre-requisite Steps for data feeding.
o Fund flow and food grain management.
o Generation of Annual Work Plan & Budget.

School Monthly (April, 2012) Data for 1.36 lakh (approx.) schools have been entered
Interactive Voice Response System(IVRS)
Draft Request for Proposal (RFP) has been prepared for empanelment of vendors and submitted to IFD for its approval.
The draft RFP will be circulated to all the States / UTs to seek their suggestions also before releasing advertisement for empanelment of the vendors.
The Technical and Financial Committee is being constituted by MHRD for empanelment of vendors at National level.
The committee comprising of members from State, MHRD, NIC and Central Project Monitoring Unit will select the vendor from empanelled vendors for a particular State,
The target date to roll out the MIS with IVRS is 31st December, 2012

MHRD has constituted Review Mission consisting of
representative MHRD, State Govt., UNICEF and
Office of supreme court Commissioner .
1st Review mission visited 3 States viz. Uttar
Pradesh, Assam, and Bihar during 2009-10.
2nd Review Mission visited 2 States viz. Andhra
Pradesh, Gujarat during 2010-11
3rd Review Mission visited 8 States viz. West
Bengal, Madhya Pradesh, Maharashtra, Kerala,
Tamilnadu, Uttarakhand, Jharkhand and Odisha
during 2011-12

Recommendations of the Review Missions
To narrow the gap between enrollment vs. actual number
of children availing MDM.
Creation of Separate MDM cell for Monitoring and
Supervision of MDMS. Maintenance of records at all
levels.
Fund flow mechanism – transfer of funds upto school level
to ensure full utilization of funds (eg. Madhyan Bhojan
Nidhi in Uttar Pradesh).
Utilization of MME funds (including evaluation studies).
Community involvement - activate SMC and VEC for a
watch on the MDM.
Regular SSMC meetings to be held.
Establishment of Grievance Redressal Mechanism at all
levels.

Promotion of gas based and use of energy from Renewable,
non-conventional energy resources for cooking MDM.
Training of cooks-cum-helpers on aspects of hygiene, health,
sanitation, cooking and serving.
Capacity building activities of community to be undertaken.
Module on roles and responsibility of teachers under MDM.
Inter State exposure visit for officials of State Governments
officials to enable them to learn best practices.
Setting up of State Review Mission to review the Scheme in
district in bi-monthly basis.
Use of MIS integrated with IVRS - Introduction of Social Audit
Mechanisms.
The option of cluster kitchens run by SHGs should be
explored before operationalizing centralized kitchens.

Poor Performing Districts
144 poor performing districts identified on the basis of
performance of Scheme during 2011-12.
Left Wing Extremism affected districts identified by MHA
are 83
Out of the 144 districts
o 17 are LWE districts
o 17 Tribal districts
o 11 in the North Eastern States (Tripura - 3, Meghalaya – 4,
Assam – 4) and
o 13 in the hilly areas (Uttarakhand – 4, J&K – 9).
