REGULAR MEETING

October 22, 2014

A meeting of the Middlesex County Municipal Joint Insurance Fund was held on Wednesday, October 22, 2014 at 1 Jocama Blvd, Suite 2B Old Bridge, NJ. The meeting was called to order at 12 :20 p.m. by Chairman Michael Januszka. Notices were placed in the newspapers and posted in accordance with the Open Public Meetings Act. Roll call was taken by William Kurtz. Present: Denise Jawidzik, Jamesburg; Robert Sheehan, Plainsboro; Frederick Carr & Joseph Zanga, South River; Dawn McDonald, Spotswood; Wayne Hamilton, Monroe; Bernie Hvozdovic, South Brunswick; Thomas Loughlin, New Brunswick, Kevin Boyle, Pompton Lakes; Joseph Bellina, Freehold, Michael Januszka Milltown; Freehold; Maria Dellasala, Millstone; Glenn Cullen, South Plainfield; . b) Investments (see attached): Mr. Kurtz reported that total investments of $18,069,434. Yield an estimated annual interest of .55 or $135,914.

QualCare – Donna’s gave her report for the month of September’s Network Savings and Penetration Report (see attached) to the committee. For the year 2014, the JIF had a total savings of $3,311,993 or 67% with a network penetration of 94%. Safety & Loss Control – G. Kurtz Glen Reported on Claims Activity: The report of new claims for the month of August (see attached “MCMJIF – NEW CLAIM REPORTS”), the report of Closed Files (“MCMJIF – CLOSED FILES”), the report on pending subrogation’s (see attached “MCMJIF – CLAIMS SUBROGATIONS”), the report on actual subrogation (see attached “MCMJIF – CLAIMS RECOVERIES” and “MCMJIF – Pyramid MC – QC RECOVERIES”) revealing a total of $14,620,705.00 in recoveries. Glen also reported recent discrimination/harassment training held in Plainsboro with over 70 in attendance.

Skyline Environmental, Inc. – Jim Gotay Jim discussed the upcoming training sessions for Personal Protective Equipment in Milltown on October 20th and Traffic Safety Flagger in MCMJIF Office on November 13th at the MCMJIF Office, both classes had available space for additional registrants. Mr. Gotay, also provided the commissioner with a report on the status of the NJDOH compliance with OSHA. Mr. Gotay distributed and explained the new PEOSH field Operations Manual from the NJ Department of health and senior services as well as OSHA Form 301 Injuries and Illness Incident Report. Mr. Gotay also distributed an “Ebola Information Bulletin for Public Employers” put out by the New Jersey Department of Health. Commissioner Hamilton expressed concerns and questioned what we should be doing from a Risk Management Prospective in dealing with this exposure. Commissioner Carr advised he recently attended a meeting on the issue and advised although we should be taking all the necessary precautions as first responders once a concern is identified is should be called into the county Haz Mat team. Bill Kurtz advised the commissioners, the members should follow the guidelines with respect to use and training of the necessary PPE, Finance Report – Joseph Monzo submitted his finance report for review by the commissioners (see attached) with Commissioners, showing a trial balance of $51,144,795.83 as of September 30, 2014. All assessments are received for 2014. Claims Litigation – Moved by Robert Sheehan, seconded by Wayne Hamilton and approved by an all aye vote from the Executive Committee to go into closed session to discuss claims litigation and potential litigation. Moved by Kevin Boyle, seconded by Thomas Loughlin and approved by an all aye vote from the Executive Committee to return to open session.
