Overview: Data Quality

• Importance of Data Quality in MSIX:– Comprehensive and accurate records for students– Correctly match students– For proper enrollment, placement, and credit accrual of migrant students

• Student data cannot be edited directly in MSIX. Student information must be changed in State MEP Systems and then re-sent to MSIX.

• State users can identify the incorrect, incomplete, and invalid information their state has submitted to MSIX through the MSIX Reports, then correct this data in their State MEP Systems.

Using Data Quality Reports

Data Completeness• Data Administrators can view incomplete data submitted by their state by

MDE type. • In this report, users can drill down to the student level to view the records

and instances where the state is submitting incomplete data. Users can add this data in their State MEP Systems and re-transmit the record(s) to MSIX.

Data Validity• Data Administrators can view invalid data submitted by their state by MDE

type. These elements have defined criteria laid out in the MDE Specifications document (available in the Technical Reference Materials).

• In this report, users can drill down to the student level to view the records and instances where the state is submitting invalid data. Users can correct this data in their State MEP Systems and re-transmit the record(s) to MSIX.

Using Data Quality ReportsData Load Files• This report provides detailed information on the student files and update files

that the state has uploaded to MSIX• It provides the file name, student counts, date of upload, and error details (if

applicable) for data administrators to view the frequency his/her state is submitting data to MSIX

• By reviewing this report, users can confirm that regular updates are being provided to MSIX for migrant students in their state

Potential Duplicates• Data Administrators can view potential duplicate student records for students

in their state in MSIX or in their State MEP System. • Based on the information in this report, users can…

– Merge students in MSIX (multiple MSIX IDs with the same SSID)– De-duplicate student records in the State MEP Systems (one MSIX ID with

multiple SSIDs from same state)

Using Student Info ReportsThe Student Info Reports provide an alternative means to identify illogical or

incomplete student data by drilling down to the Student Level Data.

Student Demographic Report• Users can determine invalid data through Age and Gender report views• Users can determine incomplete data through the “No Data Submitted”

count, if applicable

Enrollment by MDE Type Report• Users can determine incomplete data through the “No Data Submitted”

count, if applicable

Enrollments in Multiple States Report• Users can filter by enrollment and withdrawal dates to verify the records

are closed out for appropriate students

Points to Remember When Evaluating Data Quality

• Student data cannot be edited directly in MSIX

• Data does not need to be identical for the records to be for the same student

• States do not need to “agree” upon differing data elements

• States can and should continue to provide new and updated data for students on a regular basis

• Data Completeness & Data Validity Reports can help identify where your state is not providing data or is providing invalid data to MSIX

• Use the Potential Duplicates Report to resolve duplicate instances of student records in State MEP Systems or MSIX

• Use the Student Info Reports to identify enrollment records that need to be closed out or areas of invalid data being submitted by your state
