 O PNAEE tem como objectivo final reduzir o consumo eléctrico em 7% até 2015  Os edifícios do Estado aumentariam a eficiência energética até 2015, 12,3%  Em cada ano, a proposta será reduzir em 1% o crescimento da factura energética  Até 2015 estima-se que a eficiência energética possa crescer 9,8% face a 01-05
