What Are ITS Standards?

Background

• Accelerate “...development of standards and protocols to promote and ensure interoperability in the implementation of ITS technologies…” [TEA-21]

• Facilitates mix and match of traffic control devices, such as signal controllers or dynamic message signs

• Easier communication between traffic management centers

• Activities are based upon the National ITS Architecture

– traffic control and management, transit operations, commercial vehicle operations, etc.

• Technical standards alone won’t ensure interoperability– IAG toll agreement

Development

• Purpose is to accelerate the typically lengthy volunteer process in developing standards

• The formal program has been in place since January 1996

• Most of the work is based upon the National ITS Architecture

• We’re a significant way through the development of the original list of 80– about half are already completed with the other half to be completed

by next year

• As new functions are added to the architecture additional standards may be needed

Testing

• Purpose is to prove out the standards in a real world and provide a better understanding of how they work

• We expect to test about 50 of the original 80 standards

• We’ve learned a lot from our 1st test on dynamic message signs that was just recently completed– customizing affects interchangeability– simply stating use of NTCIP in projects is not enough

Outreach, Education, and Technical Assistance

• Purpose is to support understanding and application, as well as provide deployment assistance

• A number of products are currently available and under development

– Spring mailing

– Electronic Document Library (EDL)

– Standards website: www.its.dot.gov/standard/standard.htm

• Standards peer-to-peer program has been started up

• We’re trying to determine what the field staff need to know and how to best help them to become knowledgeable

– Field staff workshop in planning stages

– Training courses being developed

Policy Support

• The purpose is to support implementing the requirements of TEA-21

– identification of critical standards

– rulemaking for conformity with published standards

• Above and beyond the rulemaking for architecture and standards policy, a separate rulemaking process is necessary before use of standards is required

• Before any rulemaking activity will be undertaken by FHWA, a number of things need to happen

– Standard is approved by the standards development organization

– Testing

– Assessment of readiness

– Rulemaking
