Introduction
On November 30th 2015, the Government of Morocco (the “Government” or “GOM”) signed the Employability and Land Compact (“Compact”) with MCC, acting on behalf of the United States Government (“USG”). A Millennium Challenge Account entity, Millennium Challenge Account-Morocco (MCA-Morocco), will implement the Compact program over a five-year period. MCA-Morocco is a legal entity in Morocco and is governed by a public-private Board of Directors.
The goal of the US$450 million Compact is to reduce poverty through economic growth by alleviating two identified binding constraints to economic growth in Morocco: the low quality of human capital and the low productivity of land. The Compact will address these constraints through two projects: the Education and Training for Employability Project and the Land Productivity Project.
As part of the Education and Training for Employability Project, the GOM is openly soliciting partnership proposals that directly complement or contribute to achieving the goals of the Project. The partners will have until January 6, 2017 to submit their proposals for partnerships in the field of education. This call for partnerships aims to select and finance 50% of the cost of partnership projects with private, public, and civil society actors. These partnerships will be fully integrated into the Education and Training for Employability Project and will be implemented in 90-110 secondary schools across three target regions: Tangier-Tetouan-Al Hoceima, Marrakech-Safi and Fez-Meknes.
I- THE EDUCATION AND TRAINING FOR EMPLOYABILITY PROJECT
Project Description
The objective of the Education and Training for Employability Project (“Project”) is to increase the employability and employment rate of Moroccan youth by improving the quality and relevance of, and equitable access to, secondary education and workforce development programs in response to private sector needs. The Project includes two activities to meet these goals: the Secondary Education Activity and the Workforce Development Activity.
Secondary Education Activity
The Secondary Education Activity aims to demonstrate a new, cost-effective, sustainable, and scalable model for public secondary schools (the “Integrated School Improvement Model”, or “ISIM”) for delivering quality and relevant secondary education focused on employability competencies needed for the modern workforce. This model will be implemented in 90-110 secondary schools across three regions, Tangier-Tetouan-Al Hoceima, Marrakech-Safi and Fez-Meknes, over the course of the five-year compact.
In the selected regions, the ISIM activity will facilitate a participatory process through which teachers, parents, students, community partners and regional and school administrators will

take greater responsibility for identifying local needs specifically related to access, retention, and achievement. Based on their analysis, the school community will create a multi-year School Improvement Plan (“SIP”) with specific outcomes and measurable targets to address the causes of poor performance and to ensure equitable access. The activity will also put in place performance contracts between schools and regional authorities of the Ministry of national education (AREF), to reinforce accountability. Once the School Improvement Plans and Performance Contracts are in place, selected secondary schools will receive a targeted, multi-faceted package of interventions through the ISIM activity to support implementation of the new model in three key areas: (1) effective school leadership and management; (2) pedagogical reform and innovation for student-centered learning; and (3) school infrastructure improvements. These interventions will work synergistically to create an enhanced learning environment for students that better meets their developmental needs and prepares them for tertiary education or for entry into the labor market. Main Components of the “Integrated School Improvement Model”
1- Effective School Leadership and Management: The objective of this component is to promote school autonomy while building leadership capacity to ensure strong performance-based management. Effective school leadership and management should establish a safe, healthy, and inclusive learning environment to enable all students to achieve their full potential, regardless of gender or socio-economic status. School leadership and autonomy will be achieved through specific interventions in targeted policy reform, support for the provision of an autonomous budget, technical assistance, introduction of new management tools, and provision of training and mentoring for school administrators. School autonomy will also be reinforced through the SIPs. The Ministry of Education (MENFP) and regional authorities will provide schools with an annual budget that will permit them to finance specific items as determined in SIPs. SIPs will include specific and measurable outcomes and targets and will be linked to performance contracts between schools and regional or provincial authorities of the Ministry of Education (AREF). 2- Pedagogical Reform and Innovation for Student-Centered Learning This component will focus on both academic and social learning, primarily the interaction between students and teachers, with a goal of shifting pedagogy toward active, student-centered learning, including the use of technology inside and outside the classroom and the development of soft skills. To achieve this objective, this activity component will design and implement a training program for teachers with the aim of increasing educational innovation, fostering higher interactivity with students, and improving the use of new information and communication technologies. Pedagogical training, including soft skills training, will be provided to teachers of math, science, languages, and information and communications technology (ICT).

Equipment and resources for pedagogical improvement including technology inside and outside classrooms will also be provided. Finally, through this component, schools will provide students with quality orientation through the exposure to a variety of professions, diversification of teaching methods, and forged linkages between the education system and the professional world.
3- School Infrastructure Improvement Target improvements to school infrastructure aim to bring selected schools to a common minimal standard of infrastructure necessary for a safe, hygienic, and high-functioning learning environment, a key factor in improving performance and retention. Specific renovations for each school will be prioritized according to available budget and the SIP and may include construction of new learning spaces, libraries, multi-media rooms or possible renovation of dormitories. This component also aims to ensure connectivity and internet access to all schools. Social Inclusion and Gender Integration: The Education Project and the ISIM activity will be implemented with a special attention to
gender and social considerations. The activities will be achieved in a manner that promotes
equitable outcomes for all students. Activity interventions will promote social and gender
inclusion through school management, teacher training, infrastructure, extracurricular
activities and other interventions that incorporate gender-responsive approaches and
counteract stereotypes.
Implementation Approach The ISIM will be piloted in an estimated 90-110 secondary schools (collèges and lycèes) across three regions: Tangier-Tetouan-Al Hoceima, Marrakesh-Safi, and Fez-Meknes. The ISIM will be implemented in two overlapping tranches. The first tranche will include the first targeted region (Tangier-Tetouan-Al Hoceima) in order to refine the model prior to broader implementation in the two other regions. Implementation in the Tangier-Tetouan-Al Hoceima region is expected to start in the fall of 2017. Implementation in the Marrakesh-Safi and Fez-Meknes regions will begin one year later in the fall of 2018. Long-term Vision The Education and Training for Employability Project is embedded into the GOM strategic vision for the reform of education 2015-2030. Depending on the success of the model, feasibility and costs of this large-scale pilot, the model may be partially or completely scaled up nationwide by the Government of Morocco.

II- THE PARTNERSHIP FUND
1- Introduction and Objectives
The Compact has dedicated a budget of $4.6 million for an Education for Employability
Partnership Fund. The Partnership Fund aims to leverage funds, enhance impact and
sustainability, and introduce innovative approaches to the ISIM activity by capitalizing on the
work of public and private actors and non-governmental organizations that are already
working to improve secondary education in Morocco.
The Partnership Fund is intended to encourage a culture of partnership between the public
sector, private sector and non-profit organizations that share a common goal of improving the
quality of Moroccan education and its relevance to the job market needs. Partnerships forged
as part of the Partnership Fund will receive funding from MCA-Morocco for a limited time, but
ideally, the activities will continue in collaboration with the Ministry of national education
beyond the five-year Compact program.
2- Structure
The Partnership Fund is based on three key principles:
Integration into the ISIM
Partnership activities ultimately selected and sponsored by the Fund are intended to be fully
integrated into the broader Secondary Education Integrated School Improvement Model, and
thus will be implemented across the 90-110 secondary schools to be selected for the ISIM
Activity on the same timeline as the broader interventions planned. (Tangier-Tetouan-Al
Hoceima first, followed by Fez-Meknes and Marrakesh-Safi)
50% Match and Funding Mechanism
The Partnership Fund will target two sets of partners – technical and financial. A technical
partner (“Technical Partner”) is an entity that submits a proposal to implement the specific
activities through a partnership (also referred to as the “Applicant”). Technical Partners will
typically have significant experience/expertise in Morocco implementing programs similar to
the one being proposed. They will be required to generate and contribute at least 50% of the
cost of the partnership project either through a financial or in-kind contribution, which can be
solicited from other financial partners. MCA-Morocco will provide the funds to cover the
remaining 50% of the cost of the project.
In order to help Technical Partners meet their 50% funding requirement, Financial Partners
may choose to contribute directly to a Technical Partner, who in turn will submit their
proposals to the Partnership Fund. Financial Partners can choose to provide the full 50%
contribution needed to match MCA-Morocco’s contribution, or can contribute a smaller
percentage if the technical partner has additional sources of funding to meet the 50%
requirement. Financial Partners will not be involved in the day-to-day implementation of the
activity they support, but will be invited to sign a Memorandum of Understanding between

MCC, MCA-Morocco, the Government of Morocco Ministry of Education and the Technical
Partner outlining the objectives and shared goals of the activity. This partnership model aims
to harness and strengthen the impact of technical and financial partners who are working to
reach the same goals of promoting quality education in Morocco. The model also aims to
promote sustainability of the selected Partnership activities by forging a strong collaboration
between technical and financial partners and with the GOM beyond the scope of the Compact.
Cash and in-kind contributions can be counted toward the 50% requirement, and Applicants
should make every effort to provide a reasonable valuation of the in-kind contributions they
propose counting toward the 50% contribution. MCA-Morocco will be responsible for
assessing the valuation of proposed in-kind contributions, which could include any of the
allowable cost categories noted in the sections below.
Capacity and Scale
Partners are required to demonstrate their ability to implement their proposed project in at
least one full ISIM activity region (~30 schools), and preference will be given to partners that
have the capacity to work in all three selected regions (~90-110 schools). Partners are also
highly encouraged to collaborate with local actors and set partnerships at the local/regional
levels in the implementation of their proposed projects.
3- Focus Themes
Six focus themes for the Partnership Fund were selected based on their complementarity to
the goals of the larger ISIM activity. Proposals in related to any of these themes will be
encouraged, though proposals not directly related to these themes may also be considered if
they present innovative ideas that are well-aligned with the goals of the ISIM activity.
The six focus themes are:
1. Promoting Girls in STEM (Science, Technology, Engineering and Mathematics):
In classrooms, such as modules, gender responsive pedagogy
Outside classrooms such as programs that challenge narrow gender expectations (e.g. leadership clubs, STEM camps and competitions)
2. Information and Communication Technology
Connectivity including internet access
Content such as videos, pedagogical content for science, math, and languages
Basic pedagogical ICT training for teachers and students
Equipment such as computers, tablets, etc.
3. Extra-curricular Activities
Organization of extra-curricular activities, including tutoring and the creation of student clubs that promote, for example, entrepreneurship, soft-skills, gender equality, civic engagement, etc.
4. School Libraries and Multipurpose Rooms
Innovative use of school libraries;

Equipment and management of multipurpose spaces, etc.
5. Language Reinforcement
Interventions that aim to increase the quality of language learning through extracurricular activities, tutoring, specific linguistic modules, training for teachers, etc.
6. Career Counseling and Exposure
Promotion of professional and career orientation (e.g. job fairs)
Exposure of students of secondary schools to the professional and business world (internships, conferences, coaching, meetings, visits)
Promotion of programs that inspire students to reach educational goals associated with career paths
4- Eligibility
These guidelines set out the rules for the application, selection and implementation of the
actions to be financed by MCA-Morocco under the Partnership Fund.
Eligible Applicants
Any private, for- profit or not-for-profit organization, or public sector, entity that:
Has the technical capacity and experience to implement the proposed activity, as
evidenced in the Partnership Proposal Application Form
Has secured a 50% financial contribution (cash or in-kind) from independent resources
(their own or a financial partner), as evidenced in Section 5 of the Application Form -
(Financial Summary Statement, Partnership Statement if relevant)
Completes in full the Eligibility Statement as required in Section 5: Supporting
Documentation, of the Partnership Proposal Application Form, and cooperates with
MCA-Morocco to provide any further information as requested
Has an authorized bank account in Morocco
In the case of foreign-based Applicants, collaborative partnerships with Moroccan
entities are strongly encouraged
In the case of consortiums, Applicants should clearly identify the entity, which will
function as lead partner for the purposes of the Grant Agreement and compliance with
all requirements. In addition, consortiums must ensure that the Partnership Statement
requested as part of the Supplemental Information section of the Application is
completed in full and signed by each participant
Ineligible Applicants
Individuals
Unregistered groups (unless teamed up with a registered organization)
Political parties, groups or institutions, or their subsidiaries and affiliates
Organizations that advocate, promote or espouse anti-democratic policies or illegal
activities

Any person or entity that has been blacklisted in participation in procurements funded
with World Bank assistance, debarred, or suspended from participation in
procurements funded by the US Federal Government or otherwise prohibited by
applicable US law or Executive Order or US policies, including under any then-existing
anti-terrorist policies. Without limiting the foregoing, this would remove from
eligibility any entity from a country or from a firm that is organized in or has its principal
place of business in or a significant portion of its operations in any country that is
subject to sanction or restriction by US law or policy (an “Ineligible Country”). At the
time of publication of this Manual, this list included Cuba, Iran, North Korea, Sudan
and Syria. (Refer to the MCC website, www.mcc.gov, for further information in this
regard.)
Eligible Activities
Duration
The maximum duration for Grants awarded under the Partnership Fund will be 5 years.
All Activities related to grants awarded through the Partnership Fund will have to be
completed by the Compact end date.
Activities
To be eligible for a Grant, the proposed activity must address one of the objectives of
the Fund. Only activities within the six focus themes or otherwise closely related to
the activities envisioned by the ISIM activity will be eligible for funding.
The activities proposed must be economically viable in the sense that the projected
benefits must exceed the projected costs of the activity. Simple quantitative analysis
of costs (as provided in the Budget) and benefits (as requested under Section 3 of the
Full Partnership Proposal Application Form) is a required element of the application
process.
An Applicant may submit more than one application per Call for Partnership Proposals,
and an Applicant may be awarded more than one Grant under the Partnership Fund.
However, Applicants will have to clearly demonstrate their capacity to be able to
undertake more than one Activity simultaneously.
Ineligible Activities
The following activities will NOT be eligible for grants through the Partnership Fund:
Activities that are inconsistent with international standards of human rights, in conformity with the national constants of the Kingdom of Morocco as defined by its constitution;
Activities likely to cause a significant social, environmental, health or safety hazard, as defined by the MCC Environmental Guidelines, www.mcc.gov;
Any individual sponsorships for participation in workshops, seminars, conferences or congresses; (outside the scope of the program beneficiaries)
Any individual scholarships for studies or training courses; (outside the scope of the program beneficiaries)

Any other Activities that would violate the restriction on the use of MCA-Morocco funding set forth in Section 2.7 of the Compact (text included below).
Section 2.7 Limitations on the Use of MCC Funding. The Government will ensure that MCC Funding is not used for any purpose that would violate United States law or policy, as specified in this Compact or as further notified to the Government in writing, including but not limited to the following purposes:
(a) for assistance to, or training of, the military, police, militia, national guard or other quasi-military organization or unit;
(b) for any activity that is likely to cause a substantial loss of United States jobs or a substantial displacement of United States production;
(c) to undertake, fund or otherwise support any activity that is likely to cause a significant environmental, health, or safety hazard, as further described in MCC’s Environmental Guidelines and any guidance documents issued in connection with such guidelines (collectively, the “MCC Environmental Guidelines”); or
(d) to pay for the performance of abortions as a method of family planning or to motivate or coerce any person to practice abortions, to pay for the performance of involuntary sterilizations as a method of family planning or to coerce or provide any financial incentive to any person to undergo sterilizations or to pay for any biomedical research which relates, in whole or in part, to methods of, or the performance of, abortions or involuntary sterilization as a means of family planning.
Eligible Costs
As part of the Partnership Proposal Application Form, applicants must provide a cost estimate
that details the total anticipated cost of their proposed activity. These costs must be based on
itemized real costs; lump sum amounts will not be accepted, except in the case of Allowable
Indirect Costs. It should be noted that recommendations to award Grants will be subject to
the condition that the “price reasonableness/checking process” preceding the signing of the
Grant Agreement does not reveal any problems requiring changes to the budget. This may
delay the process or even lead to the MCA-Morocco imposing reductions on the budget. It is
therefore vitally important that the Applicant provides a realistic and cost-effective budget
following the budget format provided in the Partnership Proposal Application Form. Only the
Allowable Costs detailed below can be taken into account for Grants under the Partnership
Fund.
Allowable Costs:
Professional materials, non-periodical publications, and data
Labor of project staff as per an approved work plan
Transportation and per diem costs as necessary
Communication costs, including internet use, related to the proposed Activity
Printing, publication and dissemination costs
Indirect costs, including rental of office space, office supplies and other specifically-
defined administrative costs
Non-Allowable Costs:
Creation of Endowments
Bad debts of Applicants

Fines imposed on Applicants
Penalties imposed on Applicants
Ceremonies, parties, celebrations or “representation” expenses (outside the scope of
the program beneficiaries)
Purchases of goods or services that have their origin in countries that may be identified
by the US Government consolidated list of debarred, suspended or ineligible
contractors
Profit, i.e. Partnership Fund grants may not be used to generate profit for the Applicant
Labor costs for state-funded employees
Any expenses related to goods or activities that are illegal under Moroccan or US law
Any purchases or activities not necessary for accomplishing the Grant purpose as
determined by MCA-Morocco.
Any item already funded through a separate mechanism
III- THE APPLICATION PROCESS

Evaluation and Selection Process
Following the launch of this Call for Partnership Proposals, Applicants will submit a Partnership
Proposal Application Form. Then, a Grant Evaluation Panel (GEP) – a technical evaluation panel
consisting of qualified members representing the GOM, MCA-Morocco, and external experts-
will convene to evaluate applications according to pre-determined criteria, and will create a
shortlist of promising applications.
Please be aware that MCA-Morocco may conduct additional calls for applications at a later
date, depending upon the availability of funds and MCA-Morocco’s discretion.
Phase 1: Short list
Shortlisted applicants will be notified of their status, and may be asked to make revisions or
additions to their proposals as requested by the GEP.
Phase 2: Selection
Shortlisted applicants will then re-submit revised proposals to the GEP for a final award
decision. The GEP will review updated proposals and select the grant recipients.
Phase3: Portfolio Evaluation
As a final phase in the selection process, the GEP will conduct a portfolio-wide review of the
highest-ranking proposals. The GEP will take into consideration the geographical and thematic

breadth of the highest-ranking proposals to inform its final decision. This phase will ensure a
balanced coverage of the targeted themes and regions.
Phase 4: Convention and MOU
MCA-Morocco will then work with selected Applicants to draft Grant Agreements, which will
be signed by both parties. In addition, a memorandum of understanding (MOU) may be signed
amongst all parties (MCA-Morocco, Technical Partner, Financial Partners, and the MENFP) to
ensure alignment and coordination of objectives.
An initial screening of all Applications received will be conducted by MCA-Morocco based on the below
criteria.
1 Does the Applicant Meet the Basic Eligibility Requirements as set forth in Section 3 of this document of the Call for Partnership Proposals? (Eligible Entities and Eligible Costs)
2 Does the proposed Activity integrate well into the ISIM activity and larger goals of the Employability project?
3 Does the Applicant demonstrate capacity to implement their proposed project in at least one of three selected regions?
4 Does the Applicant demonstrate their capacity, either independently or through a Financial Partner, to contribute 50% of the costs of the proposed Activity?

2.6 Gender and Social Inclusion
Max 1 page. Please describe (1) key social and gender considerations relevant to your project
proposal, (2) how your design and implementation methodology will address these issues and
promote equitable access to male and female beneficiaries and socially disadvantaged groups, and
(3) anticipated gender and social inclusion outcome indicators.
2.7 Environmental Protection
Max 1 page. Proposed activities that involve any minor construction may include an environmental
impact. As relevant, please describe expected environmental impacts, and detailed mitigation
measures if needed.
2.8 Sustainability

Max 1 page. Please describe in detail how the proposed methodology for the Activity and financing
arrangements will be sustainable beyond the life of the MCA Compact. This section should also
include a description of the potential to scale the activity beyond the three regions the Compact will
work in.
Section 3: Budget and Analysis of Costs and Benefits Please prepare a comprehensive budget detailing your contributions to the Activity, and requested
contributions from MCA-Morocco. The budget should be submitted as an Excel file attachment to
this application. A sample format is below, though each Activity may alter this format to suit the
particular case of a proposed Activity. Applicants working with another Financial Partner to meet the
50% contribution requirement should note which particular expenses would be covered by that
Partner clearly in the budget.

costs, with as much quantitative data as possible, is also requested.

Section 5: Supporting Documentation For an application to be considered complete, each Applicant must submit the following documents
in addition to the above application:
An Eligibility Statement presented on your organization’s letterhead and signed by the head
of the organization that confirms the following:
o That the organization is eligible legally constituted, and with legal status and
meetings, the criteria for eligibility noted in Annex 1.
o That the organization has received a copy of the Call for Partnership Proposals
document to which this Application is attached, and that the Applicant’s
management has read and understood its contents;
o That the organization confirms at the time of the Application, no condition exists
within the organization or with respect to the organization’s management, that
renders the organization ineligible for a Grant that is directly or indirectly funded by
either MCA-Morocco or the Government of the United States.
Curriculum Vitae of key staff to be involved in the proposed Activity (and indication of how
they pertain to the Activity)
Financial Summary Statements of your organization in last three years. In addition, a
response to the following: When was your organization’s last audit? And who conducted it?
For Applicants collaborating with a separate Financial Partner:
A Partnership Statement signed by the head of the Applicant organization and the head of
the Financial Partner organization confirming that:
o The Financial Partner management has read and fully understands the contents of
this Call for Partnership Proposals document.
o The Financial Partner has carefully read the entire Application and is in agreement
with all statements made, and believes them to be realistic.
o The Financial Partner commits to provide the funding noted in the Budget annex, on
the timeline presented
o The Financial Partner is ready and willing to sign a Memorandum of Understanding
to this effect upon selection of the Activity.
