For col- leges and universities, it means more stu- dents earning college credits right away rather than needing remedial course- work. And with common standards, busi- nesses know what to expect from any Wisconsin high school graduate.  Just to be clear, stand ards deline ate what schools and teachers teach, not how they teach it. State standards pro- vide guidance for state assessments that impact school and district accountability. Wisconsin’s locally elected schools boards are responsible for adopting aca- demic standards to fit local needs. Additionally curriculum, textbook selec- tion, lesson plans — those are still the purview of local communities and educa- tors. The vast majority of Wisconsin public schools have embraced the higher stan- dards. A survey last spring of certified teachers found that 45 percent of respon- dents began working right away on Wisconsin’s standards for mathematics, English language arts, and literacy. Terry Kaldhusdal, a sixth- grade teacher in the Kettle Moraine School District, says the new standards have changed the way he teaches, a change that has had a profound impact on his student’s learning. “It has changed their motivation, their conversations, and their understanding.” Faculty from public and private colleges and universities throughout the state support Wisconsin’s higher standards to reverse a trend of too many incoming students needing remedi- al education in mathematics. Wisconsin’s higher standards strike the right balance. They are “already far higher than our previous state standards, but not beyond what one can expect from a majority of students.” From teachers and parents to business and education leaders, the desire for higher expectations for our students is strong. The following information was provided bythe Greater Milwaukee Association of Realtors

Home sales were up for the third straightmonth in November, increasing 1.8% in theMetropolitan Milwaukee marketplace. 1,126homes sold in November compared to 1,106during the same time-frame in 2013.

For the year, the market has seen 15,895total sales, compared to 16,457 in 2013, a3.4% decrease.

Sales for the first eight months of 2014were off about 10% from 2013, but the last 3months have really closed the gap.

That has occurred in light of a very differ-ent sales climate. 2013 was still a relic of therecessionary market, filled with distressed prop-erties; whereas 2014 has evolved into a more“traditional” one with first-time buyers; move-up

buyers with children looking for a larger home;and empty-nesters moving into a new home orcondo.

Sales in Milwaukee County droppedsharply in November in relation to the othermetropolitan counties, but that is believed to bean anomaly and not the start of a long-termtrend.

Listings IncreaseFor the ninth month this year, listings

increased in November by 5.6%. The 1,458new listings pushed total year-to-date listings inthe market to 26,658, 3.8% ahead of 2013.

That is a notable statistic, because it showssellers are confident about the price their housewill fetch going into the slowest part of the yearfor home sales.

Inventory

The seasonally adjusted inventory level forNovember was 7.1 months, a drop fromOctober’s 7.9 month level. The seasonallyadjusted level was 6.8 months in November2013.

Subtracting the 1,045 listings with anactive offer from current listings presents a morerealistic picture with an inventory level of 5.0months, lower than October’s 5.5 month level.A year ago, the same calculation showedNovember’s inventory level at 4.9 months.

REALTORS® Bullish on MarketThe rebound in sales during the last threemonths (September – November) has boostedbroker and agent enthusiasm about the upcom-ing New Year. The quality of buyers is a majorreason for their enduring confidence.Additionally, inventory, though tight, is decent,

buyer interest remains high, and expect realistic prices (with some mproperties seeing multiple offers), for a solid market.

The Natural Resources Board voted toapprove revisions to the state's invasivespecies rule at their December 10 meetingin Madison. Known as NR40, revisionsinclude the listing of additional speciesand delisting of currently regulatedspecies under the state's Invasive SpeciesIdentification, Classification and Controlrule of the Wisconsin Admin Code.

"This proposal results from severalyears of work with stakeholders to developan approach based on sound science and

common sense that meets the department'scharge from the legislature to addressinvasive species," says Dreux Watermolen,social science services section chief.

One revision includes changing thestatus of the Emerald Ash Borer from pro-hibited to restricted. Currently, the beetleresponsible for the destruction of tens ofthousands of ash trees in Wisconsin is clas-sified as a prohibited species. Under therule, prohibited species are those notwidespread in the state and whose spread

can be prevented or limited to certainareas using eradication methods. Sincethe first discovery of EAB in Wisconsin in2008, and its listing as a prohibitedspecies in 2009, it has spread to 19 coun-ties prompting a proposal to change theEAB regulatory status to restricted.

Restricted species are those alreadyfound in the state and may be more wide-spread. Eradication is improbable but thespread can still be managed. Measures tomanage the spread of EAB will still be

used such as Department of ATrade and Consumer Protectiotines and DNR firewood tranrestrictions. Under the new revis40, possession is legal and conrequired for restricted species.
