Background

• Cooperation between authorities in relation to the overall safety management of maritime oil transports in Finland has been coincidental and guided by accidents or concern (Dufva et al., 2010, Metku project)→ Need to develop and extend intersectoral, multi-professional cooperation and transmission of information between authorities, to prevent new hazards and to make preventive activities more effective

– Internal Security Programme (2008) of the Ministry of the Interior

Aim of task 4/4

• Propose “a machinery” of organizations, activities and information flows, to help manage the risk of oil accidents and to prevent the accidents. – Tasks of such a machinery:• define information needs• collect, analyze and review information• define requirements for economic, technical and

intellectual resources• provide reliable information to the decision making• …other?

Process of task 4/4• Compare the overall risk management system of oil spills to

nuclear power risk management and to fisheries management. 1. Chart and analyze organizations, people, practices and information

flows related to risk management in all three fields• literature review • thematic interviews

2. Pick up such best practices and elements from the information processing in fisheries management and nuclear power risk management, which seem to be appropriate to the safety problems of maritime activities.

3. Seminar/workshop (involving stakeholders)4. Reporting
