BUNAWAN, Agusan del Sur—Lo-cal officials are bent on declaring Lolong, the world’s largest saltwater crocodile in captivity who died on Sunday night, as hero through an ordinance that will be passed by the Sangguniang Bayan.

Mayor Edwin “Cox” Elorde said SB members have agreed in a meet-ing yesterday that Lolong deserved

to be declared a hero for bringing prestige that placed their town into the world map and his big role to raise awareness to preserve biodiversity in Agusan Marsh.

“We agreed to honor him as a hero through local ordinance so that such legislative move will be permanent,” Elorde said.

Elorde who seems to have shown personal attachment to Lolong, ear-lier said in a news conference on

Posting of campaign materials outside common poster area is illegal: Comelec

in like manner, persons posting such campaign materials, shall be held liable together with the can-didates and other persons who caused their posting, the Commission on Elections (Comelec) said.

Comelec Resolution No. 9615 promulgated last January 15, provides that parties and candidates may post any lawful campaign material in authorized common poster areas in public places, subject to the requirements and/or limitations set by the Comelec.

Such resolution also provides that the materials can also be posted in private places, as long as it has the consent of the owner.

Meanwhile, it will be presumed that the candidates and parties caused the posting of campaign materi-als outside the common poster areas, if they do not remove the same within three days from notice of such violation.

The notice shall be issued by the Election Officer (EO) of the city or municipality where the unlawful election propaganda are posted or displayed.

On the other hand, members of the Philippine National Police (PNP) and other law enforcement agencies called upon by the EO or other officials of the Comelec shall apprehend the violators caught in the act.

The three barangays namely danggawan, North Poblacion, and Panalsalan, topped due to the effective and efficient implementa-tion of its Barangay Plan of Action for Nutrition.

Mayor Alicia P. Resus said this is the first in history that Maramag barangays excelled in the regional competition in terms of nutrition program imple-mentation.

“We are very thankful to our constituents and the Barangay Nutrition Scholars (BNS) who were along the way, making this honor a reality,” the mayor said.

Regional Nutrition Pro-gram Coordinator, Zenaida Tondares explained that the barangay green banner award is an initiative of the regional nutrition commit-tee in recognition to best performing barangays.

SAN Juan Rep. Joseph Victor Ejercito Estrada is set to meet davao City Rep. isidro Ungab over the latter’s proposed House Bill 5311 or an act to establish the davao Regional State University System (dRSUS) to raise his point over his opposition about it.

“As a matter of parliamentary courtesy it is not my intention to interfere the agenda of my collegue at the congress. But my only wish to talk with him per-sonally and try to convince him on the disadvantages of the bill,” Estrada told reporters yesterday afternoon at the sideline of his visit at the University of Southeastern Philippines (USEP) campus along Obrero here.

He said that he would like also to inquire from Ungab the rationale of fil-ing the bill which was met with strong opposition from the student sector in the city.

The dRSUS shall integrate four state universities and colleges (SUCs) in the region, namely; University of Southeast-ern Philippines, davao Oriental State College of Science and Technology, Southern Philippines Agribusiness and Marine and Aquatic School of Technology and the davao del Norte State College.

The proposed house bill aims to reduce the number of SUCs in the country so as to maximize the limited budget for SUCs.

Earlier, the National Union of Students of the Philippines (NUSP) believes that HB 5311 further justifies the continuous decrease in the budget of SUCs as the bill reportedly compromises the budget for college education in the detriment of the Filipino youth’s rights and welfare.

Estrada said since he was still the mayor of San Juan City, free education for all has become his advocacy and he has been consistent about it when he was elected as the congressman of the city’s lone district.

“i continued to advocate not just basic education but also tertiary education because i believe that college educa-tion is the answer to address poverty,” he said. (ASA)

EMPLOyEES of the Caraga municipality in davao Orien-tal have signed a manifesto to express their dismay over the alleged irregularities perpetrated by the present administration of Mayor William dumaan.

“We, the employees of Caraga, davao Oriental, wish to express our great dismay over the ir-regularities that are taking place in the LGU (Local Government Unit) transanctions, among other things the non-remittance of our GSiS (Government Social and insurance System( premiums,

loan repayments, BiR withhold-ing tax, housing amortization and other insurance coverage,” they said in the manifesto, a copy of which was obtained from municipal assessor Mark Anthony Mocam, who was also one the signatory.

The manifesto said that due to the failure of LGU to remit their GSiS premiums and loan repay-ments they were denied to avail of the Emergency Loan offered by the State insurance to several victims of super typhoon Pablo.

long time confronted and suf-fering from financial worries because of non-remittance.

“Lingering questions from all of us now include: Who will shoulder the interest rate, the penalties and surcharges caused by non-remittance,” said the workers in the manifesto adding, “what will happen to receivables of would be retiring? What future that is in store for us who have outstanding loans with the State insurance?”

They said they have experi-enced similar situation year after year and that with this obtaining problem, they are asking other

government agencies like the Office of the Ombudsman, de-partment of interior and Local Government, Commission on Audit, among others to help them resolve the crisis.

Last September 12, 2012, GSiS branch manager Bai Cerynea Biruar-Aquino already forwarded a formal letter addressed to Mayor dumaan over the failure of the local government to pay the compulsory premiums, personal share and government share and employees compensation amounting to P4,358,147 from the period of March 2011 to September 2012. dAVAO City––The Commission on Elections in Region 11 is “ready” for the midterm elections come May 13, regional election director Wilfred Jay Balisado said Monday.

The region has a total of 2.6 million registered voters, posting an increase of 100,000 from the last elections in 2010, the Comelec official said.

He said as far as the davao Region’s Comelec is concerned, everything is already in place, while waiting for the national office to send the precinct count optical scan (PCOS) machines, ballots and other paraphernalia.

Balisado cited that there are two storage facilities in the region for the Comelec election materials.

One is in Tagum City that will hold materials for davao Oriental, davao del Norte and Compostela Valley provinces. The other storage house, he said, will be at the Civil Aviation Authority of the

CAMP Rodriguez, Butuan City - A 42-year old mar-keting agent of the Wood Station Corporation, based in Trento, Agusan del Sur was shot dead by unidenti-fied gunmen at Purok 5, Brgy San Ignacio of said town dawn of February 9, this year.

Authorities identified the victim as Roy Sze, a Filipino-Chinese, married to a Filipina residing in Tagum City.

CAGAYAN de Oro City - A non-commissioned officer of the Philippine National Police (PNP) died when a passenger Mitsubishi L3OO van he was riding in overturned along the national highway of Sitio Lapag, Brgy Maglambing, Tagbina, Surigao del Sur, February 8, this year.

Police Supt. Martin M. Gamba, chief information officer of PRO-13, identi-fied the fatality as SPO1 Greger C. Malinao, 4O years old, of the Tagbina Municipal Police Station.

Also hurt in the mishap were his 15 co-passengers,

The groundbreaking on January 18, this year, was led by Governor Emmylou “Lala” J. Taliño-Mendoza and Fire Chief inspector Romeo T.Tactaquin, the act-ing provincial fire marshal, signalling the beginning of the construction of the new structure at a government-owned land with a total area of 3,000 square meters.

Fire Chief inspector Tac-taquin said they were very thankful that their request for a new home was granted by

Governor Taliño-Mendoza. He also expressed his ap-

preciation to the people who helped, and will be helping their office in implementing their programs in the fu-ture, assuring that they will deliver “Serbisyong Totoo” to Cotabateños, especially in handling emergency and rescue operations.

KORONADAL City - Mem-bers of the Cotabato indus-trial Peace Advocates (CiPA) are gathering in Kidapawan City today for a conference and general membership assembly.

Senior Labor Employ-ment Officer Gelie Lampitco of the National Concilia-tion and Mediation Board (NCMB-12 said, CiPA is an association of managers, human resource officers, supervisors, management representatives, union lead-ers, workers or employee representatives of differ-ent companies operating in Cotabato.

As a social partner of NCMB, Ms. Lampitco ex-

plained that the CiPA aims to build a stronger working relationship between labor and management of the dif-ferent establishments in their area of jurisdiction to sustain the flow of harmonious rela-tionship existing now in the industries in Soccsksargen Region Region.

Soccsksargen Region cov-ers the provinces of South Cotabato, North Cotabato, South Cotabato and Saran-gani as well as the cities of General Santos, Koronadal, Tacurong, Kidapawan, and Cotabato.

Scheduled for discussion by the participants are issues on occupational safety and health at the workplace as well

as updates from the Social Security System (SSS) and Philippine Health insurance Corporation or Philhealth.

NCMB deputy Executive director iV Romeo young will deliver the keynote mes-sage and discuss with them the policy direction of NCMB and dOLE for 2013.

Updates on the prepara-tions for the 9th National Convention on Labor-Man-agement Cooperation on November 28-29 in davao City will also be presented.

COTABATO City - Cabinet Secretary Jose Rene Almen-dras was in this city, Thurs-day, for the preparations of the launching of gov-ernment’s socio-economic program for Bangsamoro, yesterday.

He met with officials from the Office of the Presidential Adviser on the Peace Pro-cess, department of Health, PhilHealth, Technical Educa-tion and Skills development Authority, Commission on Higher Education and Phil-ippine Army in the region regarding the medical mis-sion and preparations for the activities set for the visit of President Benigno Aquino iii.

A coordination meeting was held to brief the different line agencies on their roles in the implementation of the program and to give updates on the preparations, especially on the launching of "Sajahatra Bangsamoro" program.

Sajahatra is an Arabic-

Melayu-Bahasa term, which means peace, hence Sajahatra Bangsamoro, means Peace Bangsamoro.

The Sajahatra Bangsam-oro, according to Almendras, is the government’s way of bringing its services to the Bangsamoro communities.

A briefer regarding the program says, "Sajahatra Bangsamoro is the Presi-dent's concrete socio-eco-nomic initiative that aims to uplift the health, livelihood, and education conditions of Bangsamoro communities."

"The program is in line with the signed Framework Agreement on the Bangsam-oro and signifies the partner-ship between the government and MiLF realizing long-term peace and development that will benefit all Filipinos."

The program includes pro-vision of health insurance from PhilHealth to MiLF members and their families; upgrading of community-based health

services by dOH; provision of 500 college scholarships and technical-vocational train-ing by CHEd and Tesda, respectively; educational as-sistance to madaris (islamic Schools) and private schools by depEd; needs assessment of selected Bangsamoro com-munities; Cash for Work pro-gram through dSWd, among others.

The Office of the Presi-dent through the Office of the Cabinet Secretary will oversee the implementation of the program. This will also be jointly undertaken with the MiLF.

There will be combined GPH-MiLF presence on the ground to ensure that govern-ment services are provided to the communities, which have long been affected by the conflict.

They’re always honest, loving, and kind. They’re quick to forgive others who wrong and hurt them.

They’re in control of their physical desires for pleasure, so they always have great fun in life without hurting their own bodies or other people.

They enjoy real happi-ness and closeness every day in their marriage and with their kids.

you see, the kind of person

we are inside is what gives us our real standard of living, not material things or status! So what kind of character and daily lifestyle do you have?

What kind of marriage and family do you have? What kind of friends?

OPENS, ASSESSiNG CAN-didATES NOW A NECES-SiTy: And so, the official campaign period for the May 2013 elections has officially started on Tuesday, Febru-ary 12, 2013, at least insofar as senatorial candidates are concerned, making it now more imperative for all of us to really start assessing those who are wanting to become senators and those who are aspiring for other positions across the country on the basis of the Word of God.

Right now, our objec-tive as voters should be to examine the private lives of all candidates in relation to their conduct, behav-ior, speech, statements, and thoughts, and see if they

have the requisite fear and love of God in all these, in whatever they think, say and do. This should be an easy thing to do, and should provide concrete proof of the candidates’ godliness and spirituality, and readiness to serve.

The candidate that lives his life according to the Word of God is sure to become a good, honest and dedicated official once elected. The candidate that does not even know the Word of God is sure to go wayward in the discharge of his duties and responsibilities, and is bound to uphold his personal and family interests to the detri-

ment and prejudice of the people.

WiLL BECOME BAd LEAd-ERS: Of course, there are those who are saying that “it does not necessarily follows (sic) that if your (sic) ungodly, atheist or agnostic, you can-not serve well the people (sic). Besides there is no such thing as godly government or pro - g-d government (sic)…” in reaction to our insistence here that only candidates who have the fear and love of God can be good officials later.

But this reaction ignores the unassailable truth that leaders who do not have God

in their hearts, or those who do not have any god at all, would not have any substan-tial standard of how to serve the people well. i mean, if a leader says there is no god, he is bound to commit excesses as a leader, simply because he is likely to believe that he is himself a god who can do as he pleases.

The story of King Ne-buchadnezar of Babylon is one good example of a leader who, because he was godless, ordered his people to wor-ship him and no one else, to the point of considering him as their god, and who had no qualms ordering the murder of innocent people just because they refused to pay homage to him. despite his awesome powers, how-ever, he was given the mind of an animal that made him eat grass like an ox, until he was shown that there is a God who is more powerful than him.

Winners and losers in Misor’s second districtViLLANUEVA Town Mayor Juliet Uy’s has wider chances of winning the Congressional post in Misamis Oriental’s second district compared to other candidates. This idea came in after a comparative assessment of the other candidate’s chances, too.

The fight for the lone congres-sional seat in the province second district is a four-cornered fight with three other candidates throwing their hat in the election arena. The three other candidates are dr. Jesus Jardin, LP, Jun Baculio, UNA-Padayon, and Bong Calingin, independent.

While Uy has greater chances of winning against the male adversaries, Jun Baculio remains the candidate to beat. Baculio’s strong contention was not because of his personal appeal to the voters in the district. Most people said that Padayon Pilipino is Baculio’s key to victory.

Jardin also has better chances. However, the Liberal Party where Jardin is aligned is not a strong political party in Misamis Oriental. Aside from being weak, LP’s leadership in the province also suffers internal defects.

Bong Calingin’s chances of winning the congressio-nal seat is a void right from the start. Although never convicted, the graft and corruption attached to Bong’s image, were so persistent that any possibility of gaining

popular support was far fetched. No matter how Bong would rectify his political image, he could not get away with many people who know the reason why his political image was ruined. Bong has turned himself into a pariah in politics that no amount of cleansing would suffice to regain his lost political image.

Anyway, Juliet Uy was seen as an alternative candi-date. if she could lay a superior campaign strategy, she would surely gain an upper hand in the congressional fracas. Juliet has to hire the best strategist in town. She should be willing to put her stake into it.

However, Juliet could not free herself on the dictates of her husband Julio. Julio believes that he is the best political tactician than anyone in Juliet’s campaign staff. Obviously, Julio was running the campaign of Juliet.

For those who were closely watching the upbeat in politics, Julio could be Juliet’s Waterloo. Get rid of Julio and Juliet would have a clearer idea of her politi-cal course. Juliet would have more than one reason to get rid of her husband in the campaign trail. After all, Julio twice lost when tried his luck for congress in the province second district. in both instances, Julio failed and miserably lost to other candidates.

What should Julio do instead? Well, Julio has to con-centrate in Villanueva where he is running for the town mayor. At least, if Juliet lost, they will have Villanueva as a buffer zone.

dAVAO City––department of Social Welfare and devel-opment (dSWd) Assistant Regional director for Opera-tions Ma. Vilia Vigil assures all ‘Pablo’ victims that they will continue receiving relief assistance from dSWd. She further pointed out that dSWd will give assistance to everyone who is in need.

dSWd will continue to provide relief, rehabilitation assistanceThis is in response to

the issue raised by Barug Katawhan during a meet-ing with dSWd, Thursday. According to a Barug Ka-tawhan representative, a certain barangay official in New Alegria, Compos-tela, Compostela Valley allegedly threatened his/her constituents that if

they accept anything from Barug Katawhan, they will no longer receive any as-sistance from dSWd.

Barug Katawhan held a ten-hour barricade along the national highway of Montevista, Compostela Valley on January 15, 2013. dSWd agreed to provide them with their plea of

10,000 sacks of rice, so long as they comply with the eight requirements asked by the department, one of which is to provide the dSWd with the distribu-tion list. As of to date, no distribution list has reached the department.

“We need the complete distribution list to ensure

that there are no duplication and unevenness of distri-bution of the relief goods. The distribution list will also be subjected to COA audit for transparency and accountability,” emphasized ARdO Vigil.

dSWd, on the other hand, continues to remind Pantawid Pamilya beneficia-

ries that no one can delist them from the program. Only dSWd can remove a beneficiary from Pantawid Pamilya, if he/she is delin-quent in complying with the required conditionalies and/or if the said beneficiary is ineligible to be a recipient after a series of spot check-ing and validation. dSWd

According to Amante, Phase 1 of the complex will start to include the con-struction of the city gymna-sium, stadium, football field and a rubberized track oval to cost P252,939,664.26.

“Phase 2 will comprise an Olympics-size swimming pool, a waterboard park and commercial buildings that will include hotels and boutiques,” he said.

Generalao said J.d. Le-gaspi Construction offered a complying bid for the project in accordance with the terms of reference, con-ceptual plans, and outline specifications in a public bidding last January 16.

THE Security Bank Foun-dation inc. (SBFi) will be funding the construction of eight to ten classrooms in some public schools in the city, said Mayor Vicente y. Emano in a press statement.

The mayor then added that the Australian crocodile expert, dr. Adam Britton, who is also of National Geographic, suggested that a veterinarian be brought from davao Crocodile Farm to check on Lolong.

“So yesterday we asked for the insight of veterinar-ian Alex Collantes (of the davao Crocodile Farm), the same time our caretakers noticed a bulge in the right abdominal area of Lolong. The veterinarian arrived around 3:00 in the after-noon, but the crocodile was in a very bad shape, totally very different from how he used to be,” Elorde said.

He said that Lolong by then was very unresponsive, and that the mayor even tried to hold it moments before the crocodile died.

Collantes said that until a proper necropsy is con-ducted, it is very hard to speculate as to the croco-dile’s death. “There could be many reasons for the death of Lolong. Until personnel from PAWB in Palawan reach us tonight [and per-form the necropsy], it is hard to give out the cause of death,” he added.

But he added that so far, there has been no rec-ommendation from the Comelec national office to postpone the elections in any area in the region.

“As much as possible, it’s not really an intention of the Comelec to postpone elections,” he said. doing so will entail another set of preparations, he added. But if postponement is re-ally inevitable, he said he really needs “to coordinate with Manila about a second option.”

Balisado mentioned that concerns on electrical power on the day of the elections will also be addressed as the Comelec-11 already has arrangements with the davao Light and Power Co.

He said the PCOS ma-chine has a 12-hour battery for the election routine that will be from 7 a.m. to 7 p.m., noting that there will be generators provided in cases of brownout should the process be extended.

Bel ladonna, the beautiful trio belters, will also grace the show. “Two Voices” will be held at SM-City Atrium on the 13th of February at 4:30 in the afternoon.

A n o t h e r collaborative event to watch out for is “Tunes of the Heart”, a post-va lent ine concer t featuring CDO’s elite circle of performers: The Dreamboard Artists.

T h e s h o w w i l l showcase a long list of high-caliber singers performing songs that

emulate the different faces of love.

Artists expected to perform include the singing groups: E m e n o T r i o , belladonna, CZSTAH and VoizXtreme; the soloists: David Mercado, Kristine Delapena, Andy Go, Qoqo Marconi, Kate Diana and Ritz Amora.
